Patna: Former Bihar MP Anand Mohan Singh walked out of jail in the early hours today amid a huge row over the Bihar government's prison rule change that cleared the path for his release.
The current location of Singh, who has served 15 years in jail for abetting the murder of an IAS officer in 1994, is not known. His son and Rashtriya Janata Dal (RJD) MLA Chetan Anand is unreachable on phone and the family's house in Saharsa is locked.
The gangster-turned-politician was initially to be released around 7 am. But the sudden change of plan was reportedly made to avoid the media.
Singh was out on a 15-day parole for his son's wedding. During the break, he spoke to media. He returned to jail only yesterday.
The former MP's release from jail comes after the Nitish Kumar government in Bihar tweaked the jail rules. Earlier, anyone convicted in connection with the murder of a public servant on duty was not eligible for a remission in sentence. This was changed by the Bihar government, paving the way for the release of 27 convicts, including Singh, who have served 14 years or more behind the bars.
The move has sparked a huge controversy, with Nitish Kumar government drawing fire from the Opposition BJP. BJP's MP Sushil Kumar Modi, also Bihar's former deputy Chief Minister, has said Mr Kumar had sacrificed law to stay on in power with support from ally RJD.
Singh, who represented RJD in Lok Sabha, is considered a prominent Rajput face. And his release is being seen as a move to attract Bihar's upper caste votes in the 2024 general election. The release also comes against the backdrop of Mr Kumar meeting Opposition leaders to stitch a joint front to take on the BJP in 2024.
Singh, who faced multiple cases, was found guilty of instigating a mob that lynched district magistrate G Krishnaiah, a Dalit IAS officer, in 1994. Krishnaiah was attacked by a mob protesting with the body of Chhotan Shukla, another gangster-politician of Anand Mohan's party, who had been killed a day earlier. Singh was sentenced to death by a lower court in 2007, but the Patna High Court later commuted the penalty to life imprisonment.
The late IAS officer's wife has expressed disappointment over Singh's release. Speaking to NDTV, Uma Krishnaiah said, "We don't agree with the move. It's in a way encouraging the criminals. It sends out a message that you can commit a crime, and go to jail but then get freed and join politics. The death penalty was good."
The Central IAS Association, the top body for bureaucrats in the country, has slammed the move. "Such dilution leads to impunity, erosion of morale of public servants, undermines public order and makes a mockery of administration of justice," it has said.
Bahujan Samaj Party chief Mayawati, too, has criticised the Bihar government's move that paved the way for Singh's release, calling it an "anti-Dalit" step.
Speaking to the media during his parole break, Singh had responded to the uproar over his release. Taking a dig at the BJP, he had said sarcastically, "A decision has been taken in Gujarat due to pressure by Nitish Kumar and RJD. Some people have been released and greeted with garlands." Asked if he was referring to the Bilkis Bano gangrape case, he said, "Yes, that's what I am referring to". BJP is in power in Gujarat.
He had said all the 27 people whose names are in the list for remission of sentence have served their time in the jail. "It's not that the state government is letting people walk free just like that. There is a Supreme Court directive."

PATNA: Noted economist Shaibal Gupta passed away on Thursday evening after prolonged illness. He was 67. A statement issued by Asia Development Research Institute (ADRI), which was founded by Gupta, stated that he had been suffering from chronic health problems for some time, and was hospitalised couple of days back. Besides being a renowned social scientist, he was widely known as an institution-builder, and establishment of ADRI was his most important achievement. His contribution to the field of development economics, in general, and development challenges of Bihar, in particular, had received wide attention in both India and abroad. Gupta was doing research in the field of economics and industrial economics for the last two decades. He was also the director of the Centre for Economic Policy and Public Finance (CEPPF), which has been set-up in ADRI by the Bihar government as a dedicated centre for research on public finance. Gupta has worked on various research projects with the Institute of Development Studies, Sussex; International Labour Organisation; World Bank and London School of Economics. He was also a highly knowledgeable commentator on social and political affairs. He is survived by his wife, daughter, son-in-law and grand- daughter who were all by his bed-side at the time of his departure. People from cross section of the society expressed condolence on his demise. CM Nitish Kumar said in his condolence message that Gupta’s cremation will be done with state honours. “Gupta made important contributions in several economic reforms in Bihar by being a member of state finance commission as well as several other bodies. I had personal relations with Shaibal Gupta Ji. I am deeply saddened with his demise,” Nitish said. Former deputy CM and Rajya Sabha MP Sushil Kumar Modi said the annual economic survey of Bihar government was prepared based on economic and social studies done by Gupta and other experts in ADRI. Senior BJP functionaries, including party’s Bihar in- charge Bhupendra Yadav said Gupta played key role in important economic institutions not only in Bihar, but across the country and entire world. Union minister Nityanand Rai said economic and social development sectors have suffered a deep loss with the demise of Gupta. BJP’s state president Dr Sanjay Jaiswal, party’s state general secretary Devesh Kumar as well as RJD’s national vice- president Shivanand Tiwari also condoled the demise of Gupta.

The sudden exodus of migrant labourers, especially from Delhi after the announcement of the 21-day lockdown sparked a blame game among politicians in Bihar which faces a serious challenge of stopping a potential community transmission of coronavirus
While some attribute the sudden rush to lack of any source of sustenance for a huge population of daily-wage labourers, others blame it on rumour mongering by vested interests while there are still others view it as part of a “conspiracy” to attack Bihar in this hour of crisis.
“This is a kind of coronavirus attack on Bihar. When the Prime Minister has been consistently appealing to the people to stay where they are, it was the responsibility of the state governments concerned to make necessary arrangements for them at camps or whatever they deemed fit to anyhow prevent movement, as even two infected persons could unleash serious trouble for thousands,” said Janata Dal (United) national spokesman KC Tyagi.

On Saturday, Bihar Chief Minister Nitish Kumar had expressed concern about the danger of community transmission at a time when social distancing is the only option to deal with coronavirus. The Bihar government has decided to set up camps in bordering areas to accommodate home-bound migrants for the isolation period.
Nitish kumar who is also the JD (U) president said the flow of migrants at this critical time would defeat the very purpose of lockdown,
Tyagi said it was unfortunate that despite lockdown and curfew in Delhi, thousands of people were allowed to assemble at Anand Vihar bus station, which should not have been allowed at the first place.
“How did they manage to assemble? Why were arrangements not made? The same applies to other states like Haryana, Maharashttra, Gujarat and UP from where trainloads of migrant labourers, left in the lurch, rushed back home. This raises a question mark on human values,” he added.
The Aam Admi Party (AAP), on the other hand, blamed it on Uttar Pradesh Chief Minister Yogi Adityanath.
“It was Yogiji’s announcement that buses would be made available, which created the commotion. We have been requesting migrants with folded that all arrangements would be made for them. The wife of Rajya Sabha MP Sanjay Singh is herself running a kitchen for over 4000 migrants,” said Ajit Tyagi, OSD of Sanjay Singh who is presently under quarantine.
Bihar AAP president Sushil Singh also blamed Adityanath “for announcing on March 26 that buses would be made available for stranded migrants on humanitarian ground and their health condition would also be examined”.
Bihar BJP president Dr Sanjay Jaiswal launched a scathing attack on Delhi CM Arvind Kejriwal in a Facebook post, comparing him with a ‘demon’. “Yogiji tried to ensure as a human gesture that migrants stranded on road reached their homes in the absence of any facility in Delhi. In any case, they were on road in thousands. Rumours were spreads that 1000 buses would run from Anand Vihar to Uttar Pradesh and AAP workers fanned it in jhuggi-jhopdis,” he added.
Jaiswal said the conspiracy had been hatched just to escape from the responsibility of feeding migrants in this critical situation when any gathering could prove disastrous. “While most people are following the call of Prime Minister Narendra Modi, some vested interests are still trying to fish in troubled waters. God will never spare them for this act against humanity,” he said.
RJD Rajya Sabha MP Manoj Jha said that the lockdown simply did not factor in the concerns of the poor.
“As the images of migrant workers on roads reveal, this lockdown did not take into consideration the concerns and priorities of the poor. The blame game on the chilling images only underline that our policies and priorities are dictated by the elite, which abhors the worldview on subalterns,” he said.

Remembering #Indurani, Actress & Singer of 1930's & 40's on her 95th birth anniversary. Ishrat Jehan Imamuddin aka Indurani was born in a middle class family of Delhi, on the 22nd of June, 1922. Her mother Munawar Jehan was one of the first female students of the then newly opened Hakim Ajmal Khan school of Jamia Millia University of Delhi. After graduating from the school as a Lady Doctor and Hakim, she had worked in the princely states of Zanzira and Tonk. Her father Shaikh Imamuddin was the owner of a fleet of 17 horse carriages (Victorias and tongas) and one of his contracts was for transporting female students to the Mission Girls Urdu School in Delhi. Therefore, Ishrat and her sisters Afroz and Roshan got a good education in that school. They were 7 children in all. Ishrat was the third child. Naseem Bano (whose real name was also Roshan)–the actress and the mother of Saira Bano–also studied in the same school for a short period. Ishrat’s sister Roshan was adventurous and she corresponded with a film studio and sent her photo. They wrote back offering her a job of Rs.300 per month. When their father came to know this, he first admonished and bashed her. At that time, due to his gambling habit, he was in debts and financial difficulties, so he thought that his daughters could earn money for him as film stars. sarojiniWhen Ishrat was about 12-13 years old and was studying in Eighth Standard, her father brought her and her elder sister Roshan Jehan to Poona to find work in films. Talkie films had just started and film makers were on the look out for good looking boys and girls who could speak Urdu/Hindi fluently. The sisters got work in Dadasaheb Torne’s Saraswati Cinetone. They both were renamed as Indurani (Ishrat Jehan) and Sarojini (Roshan Jehan). In those days, most Muslim artistes took Hindu names for obvious reasons. While in Poona, the sisters were getting Rs 300/- per month as salary. Their father took three months’ advance payments and left for Delhi, leaving the sisters in the care of their Nani (maternal grandmother). In Poona, they became quite friendly with a co-actor Vasantrao Pehelwan (who later did villain’s roles in Master Bhagwan’s stunt films). They called him ‘uncle’ ji. In Poona, Indurani first worked in a Marathi film called Savitri in a minor uncredited role of a younger sister. Unfortunately the Marathi film of Dadasaheb Torne flopped and his studio closed down. The sisters decided to shift to Bombay to seek work prospects. Vasantrao Pehelwan got them a flat on rent in Dadar’s Hindu Colony in Bombay. While in Bombay, Indurani got work in films of Daryani Productions like Fida E Watan (1936), Pratima (1936), Bulldog (1937) and Insaaf (1937). While doing films Pratima and Insaaf, she fell in love with her handsome co-star Prem Adeeb. However, when it became clear that he could not muster enough courage to marry her in opposition to his family (he was a Hindu Kashmiri Pandit and she was a Muslim), she refused to continue relations. She was a very strong woman indeed. Soon the word spread around that two sisters were available for work. The sisters did not know much of anything in Bombay and could not go anywhere. So producers came to them. First was V. Shantaram who offered Indurani a job at Rs.300 per month. She insisted that her sister and “Uncleji” should also get work. Shantaram agreed for Sarojini but refused Vasantrao Pehelwan, so the job did not materialize. “Uncleji” went away soon after that. One day Sohrab Modi and Keki Modi came looking for them. Sohrab Modi offered them contracts for Rs. 450 per month and invited them to the studio. When they reached Minerva Movietone, they saw Leela Chitnis smoking with a long holder. Young Indurani was impressed and also tried to copy her; but Sohrab Modi, who treated her like his daughter, told her that it did not suit her and she gave up. One day Ramniklal Shah of Mohan Pictures and his friend Nanabhai Bhatt (father of Mahesh and Mukesh Bhatt) came calling. By that time Nanabhai Bhatt had already got involved with his star Shirin Bano. Ramniklal offered them a salary of Rs. 500 per month. This was more than Minerva, so the offer was accepted but in the process Indurani lost her chance to work in a prestigious company like Minerva. Their old schoolmate Naseem Bano was at Minerva and came to prominence with the film Pukar (1939) made by Minerva. The sisters did not have anyone to advise them, so they lost their chances at Prabhat and Minerva. Thus from 1938 onwards, Ramniklal Shah took them under his wings. At the age of 17 in 1939 Indurani married Ramniklal Shah, secretly. Her elder sister Sarojini also married Nanubhai Vakil, the lead director of Mohan Pictures (Azra is their daughter). Indurani had six children. One of them died at birth. The shock was too much for her and after 1943, her career started slowing down. By 1949, her last film was released. In my opinion, Indurani was a “one of a kind” woman. In those days and for her age, she showed exemplary planning, foresight and had the right priorities for her future. Being from an educated family, she knew and understood the importance of education. She ensured that all her children got the best possible education to enable them to lead comfortable lives. Her children went to the prestigious missionary school in Santa Cruz, The Sacred Boys’ High School. Saira Bano’s brother Sultan, Shashadhar Mukherjee’s sons Rono, Joy, Debu and Shomu Mukherjee, as well as Milan Roy Choudhary (Geeta Dutt’s younger brother) also studied in the same school. All her children settled successfully in the United States. She understood the three basics of life: food, shelter and clothing. She did work in double shifts and saved enough money to build her own bungalow in Santa Cruz (a western suburb of Bombay) in 1940–at the age of about 18 years! In a front page story, The Times of India called her the youngest house owner in Bombay in those days. The house was designed by the famous architect Noorani. She also saved enough to spend her twilight years happily. She spent her last 35 years in the US, enjoying life with her entire family. This, when we have hundreds of stories of artistes who died in penury and neglect! Salim ji has many stories, anecdotes and interesting tidbits from the Bombay film world of those days. Indurani’s brother Naseem Siddiqui was a producer and a director of films made by Mohan Pictures. His friend Hasan Sehrai was a dialogue writer and editor of a film magazine called “Kahkashan”. Lyricist Shevan Rizvi was also his friend. Naseem Siddiqi’s younger sister Shirin got married to Hasan Sehrai. Indurani’s sister Sarojini (Roshan Jehan) worked in films at the same time. She worked in about 17 films according to the Hindi Film Geet Kosh (HFGK) and sang a few songs. Sarojini and Indurani worked together in three films, namely Jadui Kangan (1940), Hatimtai Ki Beti (1940) and Tajmahal (1941). Indurani acted in 21 (including 1 Marathi) films according to HFGK and as researched by both Salim ji and Harish ji. Her Filmography is given at the end; please note that she was credited variously as Indu, Indurani and also as Indubala. There was another Indubala also, but she worked in films made in Calcutta and by Calcutta producers. Those films are excluded from this list, based on Salim ji’s information. Indurani worked with several well known heroes of her times, like Prem Adeeb, Jayant, Jeevan, Yaqub, Mubarak, Sushil Kumar, Yusuf Efendi, Nazir, Navin Yagnik, Yashwant Dave etc. She had good directors for her films, like G.R. Sethi, Ram Daryani, Dwarka Khosla, J.P. Advani, K. Amarnath, Mohan Sinha, and Nanubhai Vakil. She had training in classical music while she worked in Daryani productions and with this background, she sang two songs each in three films. She sang four songs under the baton of Anil Biswas and two under Madholal Master. Both Ramniklal Shah and Indurani were very generous and helpful in nature. When child artist Meena Kumari was in financial distress and her father approached Ramnikbhai, without thinking he gave Rs. 5000 and never asked for its return. Meena Kumari never forgot this kind gesture and always respected Ramnikbhai. inger-actress Nirmala Devi was Indurani’s friend and her husband (actor Govinda’s father) Arun Ahuja was her “Rakhi Brother”. When the Ahuja family lost everything, it was Indurani who paid for their monthly expenses for two months. Later the Ahujas sold their house in Juhu and shifted to Virar, but they paid back all the money to Indurani. Exactly opposite was was the case of director-producer-actor Nazir and his wife, actress Swarnalata (a Siyal Jat Sikh from Rawalpindi). They visited Indurani in their Rolls Royce, borrowed some money from her and then, within few days, quietly migrated to Pakistan, without repaying the amount. In the early 1960s, Salim ji and other siblings one by one left for America for studies, and then all settled in the US. Ramnikbhai Shah died in 1973. Later Indurani also shifted to the US and stayed with her sons by turns. She spent her time happily with twelve grandchildren and six great-grandchildren. Indurani died in the US on February 17, 2012 at the ripe age of 90 years, after a fruitful and contented life. Her grave is in the Ventura County, California town of Camarillo. PATNA: The Lalu Prasad-led RJD said on Saturday that it would extend “unconditional support” to LJP if it fielded Reena Paswan, widow of former Union minister Ram Vilas Paswan, as its candidate for the lone Rajya Sabha seat in Bihar. A byelection to the seat will be held on December 14. The RS seat was vacated due Ram Vilas Paswan’s death on October 8 this year. On Friday, BJP had named former Bihar deputy CM Sushil Kumar Modi as its candidate for the byelection to the RS seat. A day after BJP declared its candidate, the opposition RJD also urged LJP chief Chirag Paswan to field his mother as his party’s candidate for the RS seat. “RJD strongly feels that the late Ram Vilas Paswan was a big leader from Bihar. It would have been a befitting tribute to him if the NDA would have named his wife Reena Paswan as its candidate for the Rajya Sabha seat vacated by his death. But BJP opted for Sushil Modi,” RJD spokesperson and former MLA Shakti Singh Yadav told TOI on Saturday. However, LJP is yet to take a decision. A RJD politician said if LJP failed to decide, the Mahagathbandhan would put up a candidate for the RS bypoll. The name of Paswan Sr’s son-in-law Anil Sadhu, who heads RJD’s SC/ST cell, is also under consideration.

Over 6.87 lakh Indians have returned under Vande Bharat mission: MEA
Over 6.87 lakh Indians have returned from abroad after the government launched the "Vande Bharat" evacuation mission on May 7 in view of the coronavirus pandemic, the Ministry of External Affairs (MEA) said on Thursday.
The fourth phase of the Vande Bharat mission, which is currently underway, has been augmented with the addition of around 120 flights between July 15-31, MEA Spokesperson Anurag Srivastava said at a media briefing.
"These additional flights will cater to the demand for repatriation from the Gulf Cooperation Council (GCC) countries, Malaysia, Singapore, the UK, Europe, Kyrgyzstan and Ukraine," Srivastava said.
With this augmentation, this phase now has 751 international flights catering to 34 airports in India, he said.

Poet-activist Varavara Rao, who is an accused in the Elgar Parishad case, tested positive for coronavirus, reports said on Thursday. On Monday, the 81-year-old had approached the Bombay High Court seeking temporary bail owing to his deteriorating medical condition and the COVID-19 pandemic but was denied.
"Rao, another activist Anand Teltumbde and eight other activists were arrested in the Elgar Parishad-Maoist link case, which was initially probed by the Pune police and later transferred to the National Investigation Agency in January. The case relates to alleged inflammatory speeches made at the Elgar Parishad conclave held in Pune on 31 December, 2017, which, the police claimed, triggered violence the next day near the Koregaon-Bhima war memorial located on the outskirts of the western Maharashtra city.," News18 reported.

India on Wednesday reported a record single-day spike of 29,429 COVID-19 cases, taking the total number of cases to 9,36,181 while toll from the novel coronavirus climbed to 24,309 with 582 new fatalities, according to the Union Health Ministry's morning update.
Lockdown restrictions of varying degrees were re-imposed in a few places including in Karnataka's Shivamogga district and in Siliguri in West Bengal. Goa chief minister Pramod Sawant announced a three-day lockdown in the state from Friday to curb the spread of the disease while stating that 'janata curfew' will be in place every night from 15 July to 10 August.
Meanwhile, the Meghalaya government said it has decided to close all entry points to the state between 24 to 31 July.
Karnataka overtake Gujarat as fourth worst-affected state
According to PTI, this is the fourth consecutive day that COVID-19 cases have increased by more than 28,000.
At present, there are 3,19,840 active COVID-19 cases in the country while the number of recoveries stands at 5,92,031, the health ministry said. Thus the recovery rate in the country is 63.42 percent, said the ministry.
Of the 582 deaths reported in the last 24 hours, 213 are from Maharashtra, 85 from Karnataka, 67 from Tamil Nadu, 43 from Andhra Pradesh, 35 from Delhi, 28 from Uttar Pradesh, 24 from West Bengal, 14 each from Bihar and Gujarat, 10 each from Madhya Pradesh and Telangana.
Of the total 24,309 deaths reported so far, Maharashtra accounted for the highest with 10,695 fatalities reported till date, followed by Delhi with 3,446 deaths, Gujarat with  2,069, Tamil Nadu with 2,099, Uttar Pradesh with  983, and West Bengal with 980.
Maharashtra has reported the highest number of cases at 2,67,665 followed by Tamil Nadu at 1,47,324 and Delhi at 1,15,346. The updated data showed that Karnataka (44,077 cases) has now overtaken Gujarat (43,637, cases) as the fourth worst-affected state. Uttar Pradesh has reported 39,724 cases till date while Telangana has recorded 37,745.
"Our figures are being reconciled with the ICMR," the ministry said, adding that 1,524 cases are being reassigned to states.
Goa to impose three-day lockdown from Friday
As many states continued to report new cases, lockdown restrictions were imposed or extended in various places.
A three-day lockdown with stricter provisions will be enforced in Goa from Friday in view of the rising number of COVID-19 cases in the state, Chief Minister Pramod Sawant said on Wednesday. Besides, there will also be a 'janata curfew' in the state from 8 pm to 6 am every day with effect from Wednesday till 10 August, he told reporters.
Only people associated with essential services and those having medical emergencies will be allowed to move out during the curfew and lockdown, he said. Local authorities will try to arrange for home delivery of essentials, he added.
Sawant noted that people are not wearing masks and not following the social distancing guidelines. He also said that the  COVID-19 cases in the state are expected to peak in next few days due to continued rains. "We are expecting a spike between 15 July and 20 July," he said.
In Karnataka's Shivamogga, the district administration decided to impose partial lockdown from 16 July until further orders.
Shivamogga Member of Parliament BY Raghavendra tweeted that the lockdown will be in place daily from 2 pm to 5 am from Thursday. Other than government offices, agriculture, medical and other necessary services, all other activities will be shut until further orders.
"Police have been instructed to take strict action against those gathering without maintaining social distancing, not wearing masks and violating guidelines," he said.
Streets remained deserted in Bengaluru as the government imposed a total lockdown in Bengaluru urban and rural districts till 5 am on 22 July. Following Bengaluru urban and rural districts, administrations in several other districts like Dharwad, Dakshina Kannada, Kalaburagi (only in urban areas), Bidar, Raichur (in Raichur city and Sindhanur) and Yadgir too have announced lockdown.
In West Bengal, the Darjeeling district task force on Wednesday declared a complete lockdown in 47 wards of the Siliguri Municipal Corporation for seven days, starting 9 am on Thursday, reported ANI quoting state tourism minister Goutam Deb. Containment zones in West Bengal are already under a lockdown, which was extended till 19 July on Tuesday.
"All the norms that have been in force since 5 pm on 9 July will continue. Residents of the containment zones are prohibited from attending government and private offices," a senior official told news agency PTI.
From Thursday, Bihar will go under a complete lockdown till 31 July. The decision was confirmed on Tuesday by deputy chief minister Sushil Modi, who said that the infection had spread rapidly as precautions were not being followed strictly in public places.

Meghalaya to close entry points to state
Meghalaya chief minister Conrad Sangma on Wednesday announced that all entry points to the state would be sealed from 24 to 31 July to "unburden health, frontline workers". During this period, only emergency, medical services, essential commodities and transit movement of vehicles from Assam will be allowed, said Sangma.
The chief minister also announced that no wedding receptions would be allowed in East Khasi Hills district and Ri Bhoi district "for the time being" but said that solemnisation of marriages in places of worship will be permitted with strict adherence to protocols.
Situation improved in Delhi, but war not yet won, says Kejriwal
Meanwhile, Delhi chief minister Arvind Kejriwal on Wednesday said the current COVID-19 situation in the National Capital is better than what it was in June, but the war against the disease has not been won yet.
Addressing an online media briefing, the chief minister said that according to the Centre's formula, Delhi was expected to have 2.25 lakh cases by 15 July, but at present, there are only 1.15 lakh cases.
He said had the Delhi government fought the virus alone, it would have "failed" and therefore his dispensation sought cooperation from the BJP-led Centre, NGOs, and other organisations.
"Our first principle was that this fight cannot be won alone," Kejriwal said.
The chief minister also said the AAP government will continue its preparations to deal with any spike in COVID-19 cases and warned against complacency.
Delhi reported 1,647 new cases and 41 deaths on Wednesday, taking the overall case count to 116,993 and toll to 3,487.
Andhra Pradesh reports record jump in new cases
A new record high of 2,432 fresh cases pushed Andhra Pradesh's aggregate past the 35,000 mark while 44 deaths took the overall toll in the state to 452. The latest bulletin said 805 coronavirus patients have been discharged from hospitals in the last 24 hours. The aggregate number of discharges now stood at 18,378, leaving 16,621 active cases in the state, the bulletin said.
Maharashtra reported 7,975 coronavirus cases and 233 deaths on Wednesday, taking the state’s tally rises to 2,75,640 and the toll to 10,928.
Karnataka reported 3,176 new cases, of which 1,975 cases are from Bengaluru, taking the total number of cases to 47,253. The toll rose to 928 as the state reported 87 deaths, said a bulletin issued by the state health department.
Parliamentary panel tells govt to promote cheaper medicines
Meanwhile, a Parliamentary panel told senior government officials to promote cheaper and easily available domestic-made medicines for COVID-19, sources told PTI. During a meeting of the Parliamentary Standing Committee on Home Affairs, members also demanded that the maximum price of COVID-19 medicines be capped, they said.
Cutting across party lines, the committee members questioned why expensive medicines were often being recommended for COVID-19 treatment. Members named three cheaper and easily available medicines and questioned why they were not being promoted despite being equally effective.
The committee members also expressed concern over black marketing of medicines.
Zydus Cadila begins human trials of COVID-19 vaccine
In another development, drug manufacturer Zydus Cadila on Wednesday said it has started human clinical trials of its COVID-19 vaccine candidate ZyCoV-D. In this phase of trials, the company will be enrolling over 1,000 subjects across multiple clinical study sites in India, it said in a regulatory filing.
Earlier this month, Zydus had received approval to start human trials for its COVID-19 vaccine contender, becoming the second Indian pharmaceutical firm to get such nod amid a global spurt in coronavirus infections.
It got approval a few days after India's first indigenous COVID-19 vaccine candidate COVAXIN, developed by Hyderabad-based Bharat Biotech in collaboration with Indian Council of Medical Research(ICMR) and National Institute of Virology (NIV), got the nod for human clinical trials from the Drug Controller General of India.

BJP announces support to Nitish Kumar to form government in Bihar
PATNA: On a day of dramatic developments, Bihar Chief Minister Nitish Kumar resigned on Wednesday, dumping RJD over corruption charges against his deputy Tejashwi Yadav, and looked set to join hands with the BJP to form a new government. Citing irreconcilable differences with the senior ally over corruption charges against Tejashwi, son of Lalu Prasad, Kumar announced his resignation after meeting Governor Keshari Nath Tripathi, hours after the RJD supremo rejected outright the demand for his son’s ouster. Kumar’s resignation capped days of stand-off between his party JD(U) and the RJD with the former insisting that Tejashwi defend himself against the allegations. “In the circumstances that prevail in Bihar, it became difficult to run the grand alliance government,” Kumar told reporters outside Raj Bhavan after submitting his resignation to Governor Keshri Nath Tripathi. He did not rule out taking BJP’s support for forming a new government after walking out of the 3-party grand alliance which also included the Congress. As suspense mounted over Kumar’s next step, BJP quickly seized upon the opportunity to reunite with its old ally, with Prime Minister Narendra Modi praising Kumar for “joining the fight against corruption”, saying the entire nation supports his honesty. The move was seen as an effort to reach out to JD(U), which had ended its 17-year association with BJP in 2013 after Modi was nominated the saffron party’s campaign committee chief for 2014 Lok Sabha elections. Senior state BJP leader Sushil Kumar Modi, who was Kumar’s deputy when the two parties ran a coalition government, said his party has decided to back the JD(U) leader in forming the next government and will be a part of it. Legislators of NDA constituents and JD(U) will meet to elect Nitish as their leader, Modi said, without elaborating on when it would happen. He said the governor will be apprised of the decision soon. In the 243-member Bihar Assembly, JD(U) has 71 MLAs and the BJP 53. The two parties together have 124 MLAs, marginally ahead of the half-way mark. Besides, they have the support of NDA allies LJP (02) and RLSP (02). “Congratulations! Kumar responded with a quick tweet saying,” I thank the prime minister from the core of my heart for praising my decision (of quitting).” Tensions simmered between the two alliance partners ever since the CBI registered a case against Lalu Prasad, his wife and former chief minister Rabri devi and son Tejashwi in a land-for-hotels case. The offence was allegedly committed when Lalu was the railway minister in the UPA government. He was allegedly instrumental in handing over the maintenance of two hotels of Indian Railways-owned PSU ICRTC to two Patna businessmen in return for a prime plot of land in the Bihar capital where his family is now constructing a shopping mall. Lalu gave a new twist to Kumar’s resignation, saying a pending case against him and not the differences over corruption charges against Tejashwi was at the root the the JD(U) leader’s “resignation drama”. In the 1991 Lok Sabha polls, a man named Sitaram Singh was killed at a polling station in Pandarak and Nitish Kumar is among the accused. He had made a mention of the case in the affidavit he filed while contesting the Legislative Council election, Lalu told a press conference. He claimed a court in Barh had taken cognizance of the charges against Kumar in 2009 and that the case was still alive in the Patna High Court. “Nitish knew that he was soon going to be hauled up by the court and will have to quit in any case. He made the Tejashwi issue a ruse to exit before that happens,” the RJD boss claimed. He slammed Kumar for seeking explanation from Tejashwi over graft charges against him, saying “We will give the documents to CBI. Who are they to ask for it? Has Tejashwi engaged in any act of corruption as a minister in Bihar?” “There is the involvement of Narendra Modi in all this. Nitish has slapped the people of Bihar and now people like Sushil Modi (a top state BJP leader and former deputy chief minister) are eager to form government with JD(U),” he said. Replying to a question, Lalu said he had not sacrificed the grand alliance government for “love of his son”. “We were the largest party in the grand alliance. Tejashwi got the post of the deputy chief minister. We had the mandate of the people,” he said. Meanwhile, Union Minister J P Nadda and BJP general secretary Anil Jain were being rushed to Patna as observers for a meeting of the party legislators.
