Vladimir Putin has signed a decree that revokes an earlier law he himself had signed in May 2012, during his third presidential term in Russia. What has just been revoked is a vision of Russia’s foreign policy that contained specific instructions to the government on cultivating cooperative relations with foreign countries, based on respect for the neighbors’ sovereignty and the promise of cooperation with various world regions. The new decree, effective February 21, 2023, disposes with that framework, appealing to Russia’s “national interests” in connection with “deep changes taking place in international relations.” Here are just some of the foreign policy provisions that Putin’s new decree overturns.
Vladimir Putin’s 2012 decree on foreign policy contained specific instructions to Russia’s Foreign Ministry, including “consistent implementation” of the New START nuclear arms reduction treaty signed in 2010 by Russia’s then-president Dmitry Medvedev and U.S. President Barack Obama. (In 2021, Russia and the U.S. extended the treaty to February 2026.) Putin signed the new decree on the same day he addressed Russia’s Federal Assembly, when he said that Russia was suspending its participation in New START.
But other foreign policy provisions are also being overturned in one fell swoop, as pointed out by Russian media. Policies that are no longer guaranteed by the Russian law include:
establishing external conditions that favor Russia’s long-term development;
affirming the fundamental principles of the UN Charter, which require cooperation between states, based on equality and respect for the member states’ sovereignty and territorial integrity;
active work on resolving the situation in Transnistria based on respect for Moldova’s territorial integrity, sovereignty, and neutrality;
active cooperation with Belarus within the framework of the supranational Union State;
active assistance in the strengthening of Abkhazia and South Ossetia as modern democratic states;
promoting the creation of a single economic and civic space spanning from the Pacific to the Atlantic coast, including efforts to lift the EU short-term visa requirements for Russian nationals and collaboration in developing a unified European energy complex;
fostering a stable and predictable relationship with the U.S., based on the principles of equality, non-intervention, and respect for mutual state interests, along with further efforts to relax reciprocal visa requirements;
deepening trust and equal strategic partnership with China, as well as strategic partnerships with India and Vietnam and mutually profitable cooperation with Japan, South Korea, Australia, and New Zealand;
developing a relationship with NATO in proportion to the alliance’s willingness to consider Russia’s national interests.

Australia says it will impose limits on the number of international students coming into the country to ease stress on housing and to reduce immigration.
The government in Canberra has said that international education programs, under which foreign students come to study in Australia, were fertile ground for immigration and visa fraud.
In 2023, official figures show that 787,000 international students studied in Australia, exceeding levels seen before the COVID-19 pandemic.
The Canberra government plans to cap the number of overseas students to ease stress on rental accommodation and to curb levels of immigration.
Senior government ministers have said caps for education would be part of a broader plan to manage migration, increase the availability of housing and to address skills shortages in the economy.
However, the university sector has insisted the proposals would damage Australia's global reputation as a welcoming, safe and world-class destination for students from other countries.
Education has been one of Australia’s most lucrative exports, but the left-leaning government in Canberra has said the international education sector, which includes many smaller private English language colleges, vocational and training institutions as well as larger universities, has been used as a way for unskilled migrants to stay in Australia.
Michael Wesley, the deputy vice chancellor at the University of Melbourne, told the Australian Broadcasting Corp. Tuesday that he hopes the government will target unscrupulous education providers.

“We welcome the crackdown on non-genuine education providers, which provide a backdoor into permanent residency for people who are not genuine students," Wesley said. "We are confident that all of our international students are genuine students and, so, we would hope that the impact of these visa caps will be at the non-genuine end of the education sector.”
Rental accommodation in many of Australia’s larger cities is often expensive and in short supply.
Analysts have said that surging prices are the result of years of underinvestment in affordable housing.
Education institutions would be required to build accommodations for their students if they wanted to exceed limits of the caps. Specific quotas for international students have not yet been made public.
The government in Canberra said it will change Australia’s Education Services for Overseas Students Act to give the education minister the authority to set limits on student enrolments for each education establishment, including specific courses or locations.
The majority of overseas students in Australia come from five countries: China, India, Nepal, the Philippines and Vietnam, according to government data. They contribute billions of dollars to the Australian economy.

Wrap up 2023
2023 has been quite a ride, hasn't it?
Started out with a breakup and slight depression. Or should it be the other way round?
I managed to make my way back with gym and work.
And yes, speaking of work, I finally changed my company. Said goodbye (forever) to Savills and started my journey with Ellerton.
There was a lot to learn but that has always been one thing that keeps me on my toes. Curiosity fuels me.
I came back to Phu Yen. My first solo trip in such a long time. I was grateful to be back and to spend 4 days in the city. I discovered the local life and fell even more in love with it.
Then I met R. So much to say, so much to feel, yet there is nothing left. He was a refreshing summer breeze. A reminder of my prince charming. A lesson I must embrace. And a ghost I would like to forget.
Summer flies by with a few more flings. Nothing special. Nothing last.
Autumn was when I felt the urge to travel. Started my journey with a trip to Japan late August. It was not enough to cover the whole country, but enough to build the memory bank with my family.
Returning from Japan, I had exactly three weeks to apply visa to Europe and get ready for my pilgrimage through India. (Guess what. Got my passport back 3 days before I flew out).
India was interesting. So interesting that I should dedicate a whole other blog to it. In a word, it was eye-opening.
Oh, forgot to mention. In between these trips, I was down with the dengue. My health has never been worse in years. Fever, allergy, brain fog, zero appetite, dizziness, I have been through them all. It felt like all the sickness I should have was combined into one. And for some reasons, my spine was out of control. The blood wasn't flowing (literally) so I was high for a week (or more). I was one day from being hospitalised. Truly an experience I would not recommend to anyone.
The grand finale, a one-month trip to Europe. I passed by Singapore (for Maneskin eyyy), Madrid, Barcelona, Liston, Faro, the Netherlands, Belgium (1 day), and Kazakhstan. I met up with so many old friends. Felt in love again with Europe. At the end of the day, I was thankful for the opportunity to work and travel at the same time. It was the first trip to Europe that I financed myself.
I landed back in Vietnam on 26th December, 2023. Exactly one month after. I came back with more clarity, more determination, and more alive.
Thanks 2023 for all the lessons you have taught. Not all of them I enjoyed. But certainly, it was significant.

Indians attend for several days with great hunger to learn whatever they can and for the pleasure of networking with colleagues from everywhere in the world at the fair. Drupa works especially well for bringing the next generation into the family business. It’s an initiation for young printers and converters and visiting the fair becomes a rite of passage.
This brings me to the second topic discussed in Version 1 – that this could be the Asian drupa. China will have the highest number of exhibitors at drupa24 although German exhibitors will still occupy the largest amount of floor space. Of the 1,580 exhibitors listed by the organizers, 580 or 36.7% are from Asia beginning from Australia and moving westward to Pakistan – both countries have a single exhibitor listed. The largest number of exhibitors from the region are from China with 405, and one can add Hong Kong at 10 and another 22 from Taiwan for a total of 437, which represents 27.6% of the total number of drupa exhibitors from that entity. India is represented by 84 exhibitors, Korea by 26, Japan by 23 (some Japanese companies may be listed under their European locations), and Malaysia with 4 exhibitors.
Indian and Asian exhibitors want to highlight their development capacities in newer technologies – their abilities in software and mechatronic automation. Asian exhibitors understand that their strength in the global marketplace of the future will come from their agility and quicker implementation of new technology in more unique machines and solutions than their global counterparts.
The drupa website contains several articles about technologies that are featured at the show but only one article refers to Asia – “Hyper Local, Still Global: Asia a Source of Growth and Innovation.” The article by James Loudon, managing partner, EMEA, IoT ONE, says in part, “As we shift our focus towards Asia, we can see a region leading the way in transformation, with several rapidly expanding markets and innovation hubs. Vietnam is on an upward trajectory in low- to mid-value manufacturing in this dynamic region. Meanwhile, Malaysia and Thailand are carving out their niches in the automotive and mobile sectors.
