Rook is such a comfort character to me so I went and gave him a complete backstory/family tree:

Rook was born to a single father who worked as a butler to a rich family. If you've seen Layton's Mystery Journey then you many recognise him.

Growing up, Rook was surrounded by riches but never had much of his own. This made him a tad bitter.
Rook was awkward and shy around people so he spent most of his time alone. He developed a great love for machinery and eventually got a job alongside his father, fixing the families many cars. He became fairly well known as a talented mechanic.
But Rook's true loves were airships. Oh how he'd love to mess around with the engine of a spitfire for an hour or two. (It's not weird I promise.)
So when a top secret miliary organisation specifically requested his services he was over the moon.
His Dad was not so sure. He thought the group sounded suspicious and he would prefer his son to stay with him. Rook politely told him to eff off and went anyway.

At first the job was like a dream. So many sexy airships. But things started to get a bit suspicious. Like how he wasn't allowed to leave. And how many of his colleagues were forced to work there against their will. And how anyone who complained mysteriously vanished. Definitely suspicious.
Rook was happy to just put his head down and do his job. Well not happy but... Complacent.
The final straw came when, due to an agent shortage, Rook was dragged away from his precious machines, measured for a new uniform and promoted to field agent.
He was assigned to be a partner to another agent, Bishop.
Bishop had some military experience and no brains. Rook had some brains and no military experience. It worked out well.

The two were then assigned to travel around the world in search of eggs but you know all that.
Bla bla bla the two fail their mission, fall in love and escape Targent within a few months.
But now what? They have no job, no money, no home. Rook had no choice but to bite the bullet and return home to his Dad after years of zero contact.

Once the shock of seeing his son as a hardened criminal wears off, his Dad welcomes him home.
Inspired by Hershel Layton (who he may have had a teeny crush on) Rook decides to become a better person and act more like a gentleman.
Through hard work and determination(and a large cheque from his dad's generous employer) Rook and Bishop are able to rebuild their lives and start a family.
Speaking of starting a family:

They had a son who would grow to become Inspector Ercule Hastings. They don't really understand why their son would want to become a police officer but they try to be supportive. Let's just hope he doesn't find about his own parents criminal past.
Now, if you're wondering how two men can have a child together, well this is the Professor Layton universe. Sentient robots and time travel exist, I'm sure it's possible. Don't dash my dreams.
Anyway, this would be the end of it, except I came across this little guy.

A nameless background character that I'm claiming and adding to my headcanon? Yes.
This is Rook Jr. I haven't given him a backstory yet, but I know that he is a little shit. Look at that evil grin.
Also, that zombie guy from episode 3 is probably somehow related to Rook as well. I mean look at him.

Made a quick family tree for my Hastings au

Basically, Woooooster was married to a woman and had Rook. She couldn't deal with the responsibility and left, eventually meeting someone else and having Drake.
Rook joined Targent bla bla bla, got eloped with Bishop, etc etc. Two sons. The end.
Hastings became an inspector and married Felicity. Junior thinks he's hot and refuses to settle down.
Now here are my rough scribbles to justify my Headcanon
