Dr. Mansukh Mandaviya, Union Minister of Health and Family Welfare today chaired a high-level meeting to review the COVID-19 situation in India and preparedness of public health system for surveillance, containment and management of COVID-19 in view of the recent spike in cases of COVID-19 in some states. He was joined by Prof. S P Singh Baghel and Dr Bharati Pravin Pawar, Union Ministers of State for Health and Family Welfare. Dr V K Paul, Member (Health), NITI Aayog was also present.
State Ministers who joined the meeting include Shri Alo Libang, Chief Minister and Minister of Health (Aruachal Pradesh); Shri Brajesh Pathak, Deputy Chief Minister and Health Minister (Uttar Pradesh); Shri Dhan Singh Rawat, Health Minister (Uttarakhand) who was present physically; Shri Dinesh Gundu Rao, Health Minister (Karnataka); Shri Anil Vij, Health Minister (Haryana); Smt. Veena George, Health Minister (Kerala), Shri Vishwajit Pratapsingh Rane, Health Minister (Goa); Shri Keshab Mahanta, Health Minister (Assam), Shri Banna Gupta, Health Minister (Jharkhand); Dr Balbir Singh, Health Minister (Punjab); Shri Saurabh Bharadwaj, Health Minister (Delhi); Dr. (Col.) Underlining the challenge posed by the increasing number of COVID-19 cases in some countries across the world such as China, Brazil, Germany and United States, Union Health Minister noted the importance of being prepared and remaining alert against new and emerging strains of COVID-19, especially in view of the upcoming festive season. Underlying and reiterating that COVID is not over yet, he requested states to monitor emerging evidences of COVID-19 cases, symptoms and case severity to plan appropriate public health response.
Dr Mandaviya stressed the need for collective efforts between the Centre and the States to deal with the emerging situation in the spirit of “Whole of Government” approach. He directed for strengthening the surveillance system for whole genome sequencing of positive case samples to track the variants through Indian SARS-CoV-2 Genomics Consortium (INSACOG) network to ensure timely detection of newer variants, circulating in the country. This would facilitate undertaking of appropriate public health measures in a timely manner, he noted. States/UTs have been requested to ramp up testing and refer large number of samples of COVID-19 positive cases and pneumonia-like illness to INSACOG Genome Sequencing Laboratories (IGSLs) on a daily basis, for sequencing, to track new variants, if any.
The Union Health Minister urged all the states to remain alert, increase surveillance and ensure adequate stock of medicines, oxygen cylinders and concentrators, ventilators and vaccines, He asked officials to undertake mock drills every three months at both the Central and State levels to assess functionality of PSA plants, Oxygen concentrators and cylinders, ventilators, etc., and encouraged the sharing of best practices. He also urged states to create awareness on respiratory hygiene and ensure dissemination of factually correct information and counter fake news to manage infodemic and mitigate any panic. The Union Health Minister urged States/UTs to share information on cases, tests, positivity etc., in real time on the COVID portal to enable timely monitoring and prompt public health measures. He assured the states of all support from the Centre.
Through a presentation, Shri Sudhansh Pant, Secretary, Union Health Ministry briefed the Union Health Minister on the global COVID19 situation and the domestic scenario. It was informed that while active COVID cases in India are significantly less compared to the global scenario, in the last two weeks there has been a steep rise in active cases from 115 on 6th Dec 2023 to 614 on date. It was also noted that 92.8% of the cases are home isolated, indicating mild illness. No increase in hospitalization rates have been witnessed due to COVID-19, the cases that are hospitalized are due to other medical conditions – COVID-19 is an incidental finding. A rise in daily positivity rate has been observed in a few states like Kerala, Maharashtra, Jharkhand and Karnataka.
On the new JN.1 variant of SARS-CoV-2, it was informed that the variant is currently under intense scientific scrutiny, but not a cause of immediate concern. No clustering of cases has been observed in India due to JN.1 and all the cases were found to be mild and all of them have recovered without any complications.
Dr V K Paul reiterated the need for a whole-of-government approach to tackle with the challenge posed by the surge in COVID cases and the emergence of a new variant. He informed that the scientific community in India is closely investigating the new variant but stressed on the need for states to ramp up testing and strengthen their surveillance systems.
Dr Rajiv Bahl, Secretary, Department of Health Research and DG, ICMR informed that ICMR is currently working on genome sequencing of the new JN.1 variant. He urged states to monitor the COVID-19 scenario and increase RT-PCR tests but noted that there is no cause for panic.
State Health Ministers appreciated the support and guidance received from the Centre. They assured to increase testing and surveillance measures in view of the rising cases in some states.

The number of active COVID-19 cases stands at 53,946, while 34,108 people have recovered and one patient has migrated, it said. Lockdown guidelines The Union home ministry issued guidelines listing the dos and don''ts during the lockdown 4.0 that has been clamped in the country to cut the chain of coronavirus infection. The guidelines said all domestic, international air travel of passengers, except domestic air ambulance, will remain prohibited. Metro rail services, schools, colleges will remain closed till May end, the guidelines issued by the Ministry of Home Affairs (MHA) said. Hotels, restaurants, cinema halls, malls, swimming pools, gyms will also remain shut even as all social, political, religious functions, and places of worship will be closed till May 31, it said. The MHA said inter-state movement of passenger vehicles, buses will be allowed with mutual consent of states involved during the COVID-19 lockdown 4.0. States and Union Territories have been given the powers for delineation of Red, Green and Orange Zones as per COVID-19 situation, the MHA said. All shops, except those in containment zones and malls, will be allowed to open from Monday with staggered timings during lockdown 4.0, it said. Further, state governments and Union Territories have been asked to decide on the demarcation of red, orange and green zones based on the parameters set by the Centre. Also significantly, the new guidelines permit inter-state movement of passenger vehicles and buses with the mutual consent of the states or Union Territories. State-wise cases and deaths Of the 120 new deaths reported since Saturday morning, 67 were in Maharashtra, 19 in Gujarat, nine in Uttar Pradesh, seven in West Bengal, six in Delhi, four in Madhya Pradesh, three in Tamil Nadu and two in Haryana and one each from Andhra Pradesh, Jammu and Kashmir and Rajasthan Of the total 2,872 fatalities, Maharashtra tops the tally with 1,135 fatalities, Gujarat comes second with 625 deaths, followed by Madhya Pradesh at 243, West Bengal at 232, Delhi at 129, Rajasthan at 126, Uttar Pradesh at 104,Tamil Nadu at 74 and Andhra Pradesh at 49 The death toll reached 36 in Karnataka, 34 Telangana and 32 in Punjab Haryana has reported 13 fatalities due to the disease, Jammu and Kashmir has 12 deaths while Bihar has registered seven and Kerala has reported four deaths Jharkhand, Chandigarh, Himachal Pradesh and Odisha have recorded three COVID-19 fatalities each, while Assam has reported two deaths Meghalaya, Uttarakhand and Puducherry have reported one fatality each, according to the ministry data. The ministry's website says more than 70 per cent of the deaths are due to comorbidities According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 30,706, followed by Gujarat at 10,988, Tamil Nadu at 10,585, Delhi at 9,333, Rajasthan at 4,960, Madhya Pradesh at 4,789 and Uttar Pradesh at 4,258 The number of COVID-19 cases has gone up to 2,576 in West Bengal, 2,355 in Andhra Pradesh and 1,946 in Punjab It has risen to 1,509 in Telangana, 1,179 in Bihar, 1,121 in Jammu and Kashmir, 1,092 in Karnataka and 887 in Haryana Odisha has reported 737 coronavirus infection cases so far, while Kerala has 587 cases. Sitharaman announces final tranche of economic stimulus The Centre has announced suspension of new bankruptcy filings on loan defaults for one year and raised the threshold for insolvency as it moved to ease COVID-19 pain for the industry. It also announced a new policy for companies under state control saying public sector undertakings under the non-strategic sector will be privatised while those in the identified strategic sector would be capped by not more than four by merging some of them. In the fifth and final tranche of the economic stimulus package, Finance Minister Nirmala Sitharaman raised allocation for employment guarantee scheme by Rs 40,000 crore over and above the Rs 61,000 crore budgeted earlier for MGNREGS, to provide employment to migrant workers moving back to their states. This, she said, will help generate nearly 300 crore person-days in total. For industries, she said the minimum threshold to initiate insolvency proceedings will be raised to Rs 1 crore from Rs 1 lakh, which largely insulates micro, small and medium enterprises (MSMEs) from bankruptcy on defaulting on loans. Also, a special insolvency resolution framework for MSMEs under Section 240A of the Insolvency and Bankruptcy Code (IBC) will be notified soon, she said adding that fresh initiation of insolvency proceedings will be suspended up to one year depending upon the pandemic situation. Coronavirus-related debt will be excluded from the definition of "default" under the IBC for the purpose of triggering insolvency proceedings, she said adding that the changes will be effected by promulgating an ordinance. Additionally, minor technical and procedural defaults under the Companies Act such as shortcomings in CSR reporting, inadequacies in board report, filing defaults, and delay in holding AGM will be decriminalised. Last week, the government pledged a Rs 20 lakh crore (nearly 10 per cent of gross domestic product) package to support the economy headed for its first full-year contraction in more than four decades. HYDERABAD: Telangana on Sunday registered 1,217 fresh Covid-19 cases taking the total positives to 7,77,530 while the toll rose to 4,100 with one more fatality. The Greater Hyderabad Municipal Corporation (GHMC) recorded the highest number of cases with 383, followed by 103 in Ranga Reddy and 99 in Medchal Malkajgiri districts, a state government bulletin said, providing details as of 5.30pm on Sunday. A total of 3,944 people recovered from the infection on Sunday taking the cumulative number of recoveries till date to 7,46,932. The active cases stood at 26,498, the bulletin said. A total of 48,434 samples were tested today and the total number examined till date was 3.25 crore. The samples tested per million population was 8,75,507. The case fatality rate was 0.53 per cent and the recovery rate 96.06 per cent.

NEW DELHI: India crossed a significant landmark in its fight against Covid-19 with nearly 10.5 lakh beneficiaries inoculated under the nationwide vaccination drive as of January 22, 2021 (till 7 am), the Union Health Ministry said here on Friday. In the last 24 hours, 2,37,050 people were vaccinated across 4,049 sessions. A total of 18,167 sessions have been conducted so far. Karnataka saw the highest number of beneficiaries getting vaccinated at 1,38,807 followed by Andhra Pradesh (1,15,365), Odisha (1,13,623), Telangana (97,087), Bihar (63,541), West Bengal (53,988), Maharashtra (52,393), Haryana (45,893), Tamil Nadu (42,947), Madhya Pradesh (38,278), Kerala (35,173), Gujarat (34,865), Rajasthan (32,379), Uttar Pradesh (22,644), Chhattisgarh (22,171), Delhi (18,844) and Punjab (12,532). Other states, which took part in the drive were — Jharkhand (11,641), Assam (10,676), Tripura (9,272), Uttarakhand (8,206), Jammu and Kashmir (6,847), Himachal Pradesh (5,790), Arunachal Pradesh (4,682), Nagaland (3,187), Mizoram (2,537), Meghalaya (1,785), Manipur (1,454), Andaman and Nicobara Islands (1,032), Puducherry (759), Sikkim (773), Chandigarh (753), Goa (426), Lakshadweep (369), Ladakh (240), Dadra and Nagar Haveli (184) and Daman and Diu (94). The statement said, on the testing front too, India continued to register growing numbers. The expansion in testing infrastructure has given a boost to India’s fight against the global pandemic. The cumulative testing has crossed 19 crore. Around 8,00,242 samples were tested in the last 24 hours, which has increased India’s total cumulative tests to 19,01,48,024. Comprehensive and widespread testing on a sustained basis has resulted in bringing down the positivity rate (percentage of people who test positive for Covid-19). The cumulative positivity rate stands at 5.59 per cent as of today. Steadily following the trend set over the past weeks, India’s active caseload has fallen to 1.78 per cent of the total active cases. India’s active caseload presently stands at 1,88,688. Around 18,002 new recoveries were registered during the past 24 hours. This has led to a net decline of 3,620 cases from the total active caseload in the last 24 hours. The total recovered cases are 10,283,708 today pushing the growing gap between the recovered and the active cases to 1,00,95,020 (54.5 times). The recovery rate has improved to 96.78 per cent. Around 84.70 per cent of the new recovered cases are contributed by 10 states/UTs. Kerala saw 6,229 persons recovering from Covid-19. Maharashtra and Karnataka reported 3,980 and 815 new recoveries, respectively. A total of 14,545 new positive cases were reported in the last 24 hours. Eight states/UTs have contributed 84.14 per cent of the new cases. Kerala reported 6,334 cases in the last 24 hours. Maharashtra recorded 2,886 new cases while Karnataka registered 674 daily cases yesterday. Around 82.82 per cent of the 163 case fatalities that have been reported in the past 24 hours are from nine states/UTs. Maharashtra has reported the maximum new daily deaths with 52 deaths. Kerala also saw a fatality count of 21. The nationwide Covid-19 vaccination drive was launched by Prime Minister Narendra Modi on January 16, 2021. Termed as the world’s largest vaccination program, covering the entire length and breadth of the country, the drive aims to first vaccinate millions of its healthcare and frontline workers and reach an estimated 3 crore people by the end of its first phase.

Meanwhile, scores of migrant workers, desperate to travel back to their native states amidst the coronavirus-induced lockdown, on Tuesday came out on streets in Ahmedabad and Surat in Gujarat, officials said. While more than 1,000 migrant workers carrying luggage gathered in Nikol area in Ahmedabad following a rumour that buses would be run for Uttar Pradesh and Bihar, several others came on streets in Varachha area of Surat city. According to PTI, Gujarat has seen the maximum movement of migrant workers to their home states in about 35 shramik special trains, followed by Kerala from where 13 such trains have left. Among the receiving states, Bihar has accepted 13 trains, with 11 more currently on the journey and six in the pipeline, the data shows. Neighbouring Uttar Pradesh has received 10 such trains and five more are on their way, with 12 in the pipeline, the data shows. The West Bengal government has, however, given clearance to only two trains -- one each from Rajasthan and Kerala -- and they are on their journeys to the state, the data shows. Highest single-day jump in toll and cases The Health Ministry said the country recorded a record single-day increase of 195 deaths and 3,900 cases between Monday 8 am and Tuesday 8 am. These included fatalities reported from West Bengal, Maharashtra, Gujarat, Madhya Pradesh and Rajasthan, among other places. At the same time, the recovery rate has improved to 28.17 percent, health ministry joint secretary Lav Agarwal said during a press briefing on the COVID-19 situation. "We are very comfortable in terms of managing COVID-19 as of now, but any laxity at the field level or any lack of cooperation may have its consequences,” he warned. Agarwal also said that the delay in reporting of COVID-19 cases by certain states has led to the sudden spurt in figures. The country's top medical institute AIIMS' Director Randeep Guleria, however, claimed that the COVID-19 curve has remained relatively flat so far, but cautioned that the continued rise in the number of cases at a steady rate is a cause of concern. Different modelling experts have predicted that a peak in the number of cases of COVID-19 may occur in the next four to six weeks — that is by the end of May or the middle of June, Guleria said, while stressing on the need to remain extra vigilant and to make efforts to reduce the number of cases in the hotspots.   "However, the number of cases continue to rise at a steady rate and this is a cause of concern. Every citizen should understand his responsibility and sincerely follow the principles of lockdown and social distancing, especially if they are in hotspots or containment areas," Guleria, a pulmonologist, said. Must do 'balancing act' between health, economy: Harsh Vardhan   The Centre for Monitoring Indian Economy (CMIE) said in a report that India's unemployment rate has soared to 27.11 percent amid the COVID-19 crisis, from below 7 percent in mid-March. The Mumbai-based think tank said the rate of unemployment was the highest in the urban areas, which constitute the most number of the red zones due to the COVID-19 cases, at 29.22 percent, as against 26.69 percent for the rural areas. He also said the nation, in a post-coronavirus future, could well look back on the pandemic period as a “blessing in disguise” if Indians imbibe hand, respiratory and environmental hygiene and practise it daily. "By now we know that fighting coronavirus is no rocket science. If behavioural changes such as hand, environmental and respiratory hygiene, which are being practiced more rigorously during this period, get imbibed in society it will become the new normal," Vardhan said. Other than smallpox and polio, no other viral infection has been completely eradicated from this country. Other diseases keep recurring, the minister said, indicating that COVID-19 might be here for the long haul. In the meantime, new cases that were detected on Tuesday included the serving and retired armed forces personnel in the Army's Research and Referral hospital in the National Capital. Authorities also sealed a floor of Shastri Bhavan, which houses several important ministries, after a senior official of the Law Ministry tested positive for the coronavirus. Coronavirus LIVE Updates: A ‘Janta Curfew’ will be observed in Goa from 8 pm to 6 am till August 10, in view of rising COVID-19 cases. “Only medical services to be allowed,” said Chief Minister Pramod Sawant.
“The ‘Janta Curfew’ will be observed from today. Complete lockdown will be imposed on Friday, Saturday and Sunday this week,” he said.
Here are the Highlights on the Covid-19 Pandemic:
◕ Telangana reports 1,597 Covid-19 cases and 11 deaths. A total of 1,159 patients were discharged or cured. The total number of positive cases in the state rises to 39,342 including 25,999 discharged and 386 deaths.
◕ 623 new COVID-19 cases have been reported in Kerala on Wednesday of which 157 cases are from Thiruvananthapuram. Total number of cases rise to 9553 including 4880 active cases, says CM Pinarayi Vijayan.
◕ Bengaluru Police Commissioner orders ban on online sale of liquor till the end of lockdown.
◕ Twenty staff workers have tested positive for the novel coronavirus disease at the Bihar governor’s house.
◕ Meanwhile, Prime Minister Narendra Modi, on the occasion of World Youth Skills Day, said that coronavirus had changed the nature of jobs. “The young are quickly adapting to this, business and its market is changing quickly and many are finding it difficult to keep up.”
He said his answer to this challenge was ‘skill, re-skill and up-skill. “We have started a portal to map skilled workers, this will help employers to access these individuals with ease,” he said, adding that a successful person never gives up on learning new skills.
◕ Delhi Chief Minister Arvind Kejriwal, addressing a press conference on the national capital’s Covid-19 response, said -“As per estimates, 2.25 lakh cases were predicted by 15 July in Delhi but after united efforts, the cases today are half of the prediction. Today we have 1.15 lakh cases.”
◕ The highest-ever recorded spike of 29,429 new Covid-19 cases and 582 deaths was reported in the last 24 hours in India Total positive cases stand at 9,36,181 including 3,19,840 active cases, 5,92,032 cured/discharged/migrated and 24,309 deaths, said the Ministry of Health.

◕ Odisha reports 618 new Covid-19 cases and 609 recoveries reported in Odisha on July 14. Total number of cases in the state at 14,898, including 9,864 recovered and 4,933 active cases, said the State Government.
◕ Rajasthan Police has launched a campaign ‘Har Ghar Dastak’ in Jodhpur, against spread of COVID19. Jodhpur Commissioner Police says, “Under this campaign, policemen will visit residences of the citizens infected with virus and check if quarantine norms are followed or not.”

◕ The recovery rate among COVID-19 patients has increased to 63.20%. The recoveries/deaths ratio is 96.05%:3.95% now, states the Government of India.

◕ The Trump administration has agreed to rescind its July 6 rule, which temporarily barred international students from staying in the United States unless they attend at least one in-person course, a federal district court judge said on Tuesday.
◕ Mizoram reports 5 new cases of coronavirus, the total number of cases in the state stands at 238 including 79 active cases and 159 cured/discharged, said State Chief Minister, Zoramthang.
◕ An Air India flight under Vande Bharat Mission carrying 101 passengers from Ukraine arrived at Indore Airport (MP). All passengers were found to be asymptomatic&will remain under institutional quarantine as per norms of government, said Amit Malakar, Indore nodal officer.
◕ The government has allowed for the phased reopening of tourism in Jammu and Kashmir from July 14. NA Wani, Director Kashmir Tourism says,”In the first phase, tourists arriving by air who have confirmed hotel bookings and return tickets will be allowed. They will have to undergo mandatory Covid-19 test on arrival.”
◕ Delhi Sikh Gurdwara Management Committee (DSGMC) started a free ambulance service for Covid-19 patients on the event of Guru Har Krishan Sahib Ji’s Prakash Purab. Twelve ambulances will be stationed in various parts of the national capital.
