PRESENTING: A brief overview on the LTO System in the Philippines
The system of acquiring one’s license in the Philippines has long been a problem in the nation. It has been an unhonest way of using one’s right to do so. In recent times, there have been initiatives to address the change in the system of the LTO. On May 8, 2017, Rappler conducted their road safety forum that included government officials and representatives, alongside road awareness advocates to impart on topics in accordance with road safety and other problems in the Philippines. According to Ishbelle Bongato and Timothy Gucilatar of Rappler, these initiatives are for the purpose of solving “gaps” in the country's existing road safety laws and policies, such as the licensing system (Bongato et. al, 2017). In recent times, stricter policies have been enforced in the Land and Transportation Office. Alongside the standard written exam and practical test, a driver’s simulation test has been added to the process. According to Valera, adding the stimulation test will better equip applicants with the necessary driving skills and will also improve their reaction time.
In addition, The Department of Transportation (DOTr) discussed the Omnibus Franchising Guidelines (OFG), which allows local government units to set the routes public transport must use and requires safety features in public utility vehicles (PUV). PUVs will also be required to install an Automatic Fare Collection, a Global Positioning System device, and a speed limiter.
Due to the arising problems regarding road safety, a bill was proposed by Senator Grace Poe regarding Road Safety and Comprehensive Driver’s Education Act back in 2016 to find an approach to reducing the incidents that partake on the road. The Bill 1231 explicitly states that it is mandatory for the integration of basic road safety and comprehensive driver’s education in the curriculum of the K-12 program to reduce incidents on the road. Poe further states that road safety should be part of the curriculum of elementary because compared to road information, rules and regulations remain in the minds of children, and will further develop discipline within children as they grow up (Villas-Alavaren, 2016). Comprehensive driver’s education on the other hand, is proposed to be part of the junior and senior high curriculum and higher education due to the fact that the average age of a learning driver starts around 14-16 years.
The Metropolitan Manila Development Authority (MMDA) is an office of the government that monitors road incidents, traffic flow, and accidents that occur, while ensuring that rules are being followed by those behind the wheel. Officer-in-charge Tim Orbos of MMDA strongly supports the bill proposed due to the rising accidents that occur everyday on the road. According to the last data recorded by the Philippines Statistics Authority, around 10,012 deaths have been reported since 2015. Since 2010, the death toll due to road crashes never went below 8,000 deaths (Sy, 2017). The rates of road incidents has been frustrating, as said by Senator Poe most especially because this is the most avoidable cause of death of a human, and yet it is one of the reasons as to why hundreds of people die everyday. Furthermore, health officials predict that by 2020, road crashes will be the leading cause of death of the Philippines if drivers are not cautious enough on the road (Ager, 2016).
It is unfortunate that Philippine drivers need to be constantly reminded of the rules and regulations on the road when in fact they are supposed to know it already. Driver’s education is an important factor in issuing license or permits to those who wish to drive, and cannot just be taught when it is convenient for them. It is not enough to educate one on how to drive, but instilling discipline on strictly following and complying to the rules of the road. If the proposal were to be accepted, students should take this seriously, and so should the ones monitoring road accidents, traffic flow, and incidents taking into consideration that 99% of the cause of road crashes are human errors such as speeding, disobedience to traffic rules, sideswiping, overtaking, reckless driving and drunk driving (Villas-Alvaren, 2016).
With regards to the Land and Transportation System, they have proposed numerous plans and programs for 2017. These plans target specifically the Registration and Licensing aspects of the LTO. Programs such as the institutionalization of the Do-It-Yourself policy in the Processing of the Certificate of Stock Reported (CSR) and Enhancement of Written Examination Process (availability of online lecture modules, enhancement of practical examination process, training) were touched on. The aim of the LTO was primarily to modernize the system for optimal efficiency. These proposed plans are currently being studied by the LTO chief, Edgar Gavalante. Gavalante states that as part of their strategy to further improve and credibalize the IT system, these online services can lead to the improvement of services, transparency, and the prevention of corruption (Department of Transportation, 2018).
In order to contribute to the action already being taken by the DOTr, our group can take part in spreading awareness on the reality that the country is facing issues regarding the existing road system in the Philippines. Since the proposed project will affect mainly the youth, specifically high school students, we can more easily communicate to them in an understandable and appealing way. One example of how we can get involved in the initiatives of the government now is by creating a website that has all the background information and studies needed to convince the Millennials, Generation Z, and generations to come that the efforts to implement driver’s education in the high school curriculum is very necessary and beneficial. We will be sure to make the site attractive to the eyes of the young -- those who are soon to apply for their licenses and will be directly affected if the project were to be launched. This website will be spread on different social media platforms -- Facebook, Twitter, Instagram, etc. Besides the creation and spreading of the site, we can go directly to different high schools and give short talks about the importance of the project, what action we plan on taking, and the foreseen benefits to the youth, the traffic, the possible economic advantages, and the overall positive outcomes.

Train to Ubusan: When Your Local Train May Lead You to Harm

            The recent reports of the Metro Rail Transit System (MRT3) is of course, one of the reasons to abhor the poor management both by the public and private sectors. With the push-and-pull of ownership and how previously-bought trains ought to be incompatible with train tracks up to passengers being forced to walk on the sides of the railings to get away from the faulty train, the working class, the force encompassing the economy’s framework, is at a loss not just from wasted time, but effort and money. The issue needs to be addressed in a large scale to improve the way of living, as I believe this will indirectly impact the nation’s economic growth.
            You may have been desensitized to this kind of news already, but any update about the MRT3 having technical issues is alarming at best as to how Philippine economy can actually rise above the ongoing march on a mud puddle, where punctuality may determine a person’s academic excellence, economic growth and income.
            Despite the immediate yet rough patchworks done by the previous administrations, the MRT3 has never been better in its rapid decline of quality of service. However, as a main form of transportation for most of the Filipinos within Greater Metro Manila and the surrounding provinces, the wide range of issues affecting travel are being ignored in exchange of hopes of making it to their school, workplace, or home by a significantly lesser amount of time.
Acknowledgment is a response, but not the best for this kind of issue. The government, being a part of this enterprise, must be able to take action without deferral to the private sectors. The infrastructure is being used by the general public, after all.
The MRT3 (or MRT-3), which commonly referred as MRT is the Metro Rail Train System that runs from the Taft Avenue Station in Pasay until the North Avenue Station in Quezon City along the Epifanio de los Santos Avenue (EDSA). Due to recent merges with its kindred LRT, the MRT may also be collectively referred as “Mass Rapid System”, with the particular train line in designated as Yellow Line. This is managed in a partnership by the Department of Transportation (DOTr), a specified part of the then Department of Transportation and Communication, managing the country’s network for transportation systems and services; and by the Metro Rail Transit Company (MRTC) under a Build-Lease-Transfer agreement.
Heavy traffic has been an issue generation after generation, and gets worse over time. The creation of these light rails has helped transit the masses efficiently. More recently, carmaggeddons which generate total gridlocks are being avoided by taking a ride on these trains. Several comparisons made and the MRT3 is an obvious winner in terms of efficiency and costs (CNN Philippines, 2015).
            This system however, was not adaptable to the ever-increasing flow of commuters. Given from the MRT3’s website, the average daily commuters reach almost 465,000, while the maximum capacity is lower at 365,000 (DOTC-MRT3). Most of the frequenters come from the station endpoints, namely the North Avenue Station (northbound), and the Taft Avenue Station (southbound) (Palanca, Rappler, 2015). This means that the usual travelers come from either nearby cities (Manila and Pasay for Taft Ave., Quezon City for North Ave.), or beyond.
            Despite this much reception from Juan de la Cruz, and maybe because of this excessive usage, that the MRT3 fails to be the reliable and efficient enough way, let alone safe option to travel the metro. The DOTC-MRT3 website displays every recorded technical issue since November 2015, rating each issue into four categories; Category 4 being a status halting services on the train.
            Collating data from the management’s web site, the majority of the issues were Category 3, an alarming situation since on this status the passengers are already unloaded from the train to avoid further complications. Further into 2016, Cat 3’s and 4’s persisted, most of these making into early morning or primetime news.
            While mainly this is an issue for the government and its partners, the common Filipino commuter will experience repercussions to its workplace, thereby affecting economy.
            Last 2015, DOTC then opened ideas such as providing “excuse slips” for employees to show their bosses in the event of a delay caused by the MRT3 (Chavez, 2015). This is reminiscent of how Japanese and German train operators let their passengers know how costly a delay in their schedule is and are sorry for it. Though denied and dismissed by the same department, this clearly does not provide a way to work around the consistent issues.
            During that same year the fare hike was also introduced, a whopping 87% increase; the affordable Php15.00 for an end-to-end trip almost doubled to Php28.00 (Nestor, 2015). In order to provide upkeep to a declining system, the DOTC still asked for higher budget to acquire a different maintenance provider. Promise of improved service with new train wagons rose hope in 2016, but actual application never happened due to incompatible structures.
            While the series of “epic fails” from the DOTC, and while the nation shifted administrations, the Filipino people consistently experienced faulty trains, averaging of at least four instances a day. By isolating the transportation aspect of the department, DOTr was able to focus on investigating the conduct of its previous officials, opening several senate probes related to suspicious maintenance providers previously hired by DOTC (Colcol, 2017).
            This however, does not assure that the train system will be fixed. As much as we see corruption in almost every political project, the main concern is how we will fix these trains. While the private sector volunteered for a rehabilitation--as the Ayala-MPIC (Metro Pacific Investments Corporation) previously joined in the LRT1 venture--this also mean that they want to participate, if not completely investing, in the MRT3 (Dumlao-Abadilla, 2017).
              Until we hear both the government and the private sector on the same tune, then we shall have to wait to see progress with the improvement of the MRT3. For now, we just have to hope that the train we hop in would not fail.
              UPDATE: By the way, this was just yesterday, Nov. 5, and I have never been to a train coach full of smoke. The train tracks are not fun when you know you’re walking from something that exploded and may explode again

(Some strong languageuse) Before we get to the hcs, I want to say that there is nothing wrong with using or needing diapers. Some people use diapers use them for weird kink related things, but with age regression they are used for comfort and unfortunate inconvenience. Do not come to my blog because you wish to relate this with any kind of kink. Kindly fuck off and leave my blog alone, thank you.

❤️‍🔥 BABY REGRESSOR, and no one can tell me otherwise >:(
❤️‍🔥 Look at him!! Look at how he acts!! How he follows Kitana everywhere!! How she borderline babies him!!! That man just screams it!! (Positively of course <3)
❤️‍🔥 Kitana is his main CG . . . But that does not stop the others on the base from ‘babysitting’ him
❤️‍🔥 He’ll usually run to Kitana when he’s tiny, but that doesn’t stop Jax and Sonya from ‘stealing’ him
❤️‍🔥 They’ll play with a nearby ball or some cool game, which will spark little Liu’s interest (and of course Kitana lets him play, what’s better than some bonding time with Uncle Jax and Auntie Sonya?)
❤️‍🔥 Liu Kang isn’t a very big technology person, but he does enjoy watching cartoons with Nightwolf every so often (also he gets a bunch of cuddles with Kiba, and Nightwolf will let him play with his hair!! :D)
❤️‍🔥 Stryker (I love him, i promise) is the rule enforcer, especially if Raiden isn’t there :(
❤️‍🔥 But Liu Kang’s puppy eyes might persuade his heart (and get Sonya to tease Stryker for having a soft spot)

❤️‍🔥 Raidens the fun grandpa or the other rule encourager . . . But this is Liu Kang, of course he has a soft spot (that soft spot won’t save Liu Kang from cleaning up his wall drawing though)
❤️‍🔥 Little Liu’s not reeeeeally a trouble maker, especially around Kitana . . . Only when Sonya or Jax encourage him to do something naughty does he actually
❤️‍🔥 Don’t worry, Liu Kang doesn’t get in big trouble (most times)
❤️‍🔥 Sometimes he regresses tiny enough that he doesn’t quite understand that it’s not okay to draw on the walls, but Sonya and Jax are doing it too, and they’re smiling, so it must be okay!! :D
❤️‍🔥 (^ it’s also why Stryker lets him off sometimes, especially because the real culprits are a guilty looking Sonya and Jax)
❤️‍🔥 A look of ‘🥺’ in the middle of Stryker’s lecture and now Sonya and Jax are in trouble, and Liu Kang just has to go tell Kitana what he did (which she’s very nice about, referming that it wasn’t okay but she’ll let hm off the hook because he’s very apologetic)
❤️‍🔥 Liu Kang regresses pretty small, and unfortunately has had some accidents
❤️‍🔥 Mostly after missions and nap time, he’s not very happy about them :(
❤️‍🔥 Padding wise, I think Liu Kang would be really upset over it, especially at first
❤️‍🔥 He knows he regresses small, he knows that he’s had a few accidents, and he knows it’s best to wear them
❤️‍🔥 . . . But he still doesn’t like it >:(
❤️‍🔥 Originally it was just a secret between him, Raiden, and Kitana . . . But nothing as base stays a secret for long 😮‍💨
❤️‍🔥 In episode Swords of Ilkan, Sonya and Kitana become closer friends as the only girls, so we can assume that they hang out more after that
❤️‍🔥 And when Kitana forgot to hide the diaper bag in her room and Sonya finds it . . . Secrets out :(
❤️‍🔥 I adore Sonya!! She’s one of my all-time favorites!! But she also has a really bad habit of acting first and thinking later (we see this in the show, and it’s something we see her work on)
❤️‍🔥 Sonya’s kinda a blabber too (seen in that episode where they all bully each other and she finds Jax’s insecurities), and before Kitana can register that Sonya bursts into the main room, secrets already spilt :\
❤️‍🔥 ^ They were all very supportive, and Sonya apologized to both Kitana and Liu Kang tremendously
❤️‍🔥 Little Liu Kang is NOT allowed to drive the space ships (which he’s also so glad for because big him hates flying them too) (“I just don’t want to be the reason we crash!” in episode 1)
❤️‍🔥 Little Liu Kang has a habit of tugging on Kiba’s fur, especially since he’s really tiny and Kiba’s very fluffy
❤️‍🔥 Kiba, luckily, has never nipped nor growled, and Nightwolf usually steps in to correct Liu Kang’s actions
❤️‍🔥 Cuddle monster!! This man wants to be near his Mama at all times!!
❤️‍🔥 Luckily Kitana adores the way he clings to her side, so she’s more than content with him clinging to her <3
❤️‍🔥 Kitana’s very good at helping Liu Kang regress, especially when he’s upset or somethings on his mind
❤️‍🔥 In the first three episodes, we see Kitana take her time with Liu Kang, never exactly pushing him to tell her, but also reminding him that he has her to lean on
❤️‍🔥 ^ I think she’s very similar with getting him to regress, she won’t exactly outright ask, but she’ll call him his favorite little nickname, give him his favorite little snack/drink by ‘accident’, and baby him more than usual, gently pushing him to slip but not outright ‘enforcing’ it or anything (unless he asks)
