School was going to be over for the summer in a week, and the four of them had been struck by a horrible wanderlust. Despite doing a great job of not talking about the camping trip (and not telling Marcus anything about it) it was always on the forefront of their minds. Violet woke in a cold sweat several nights after, wondering what would have happened if she’d been even slightly less strong. If Will had been less strong.

Full profile of Ghana U-23 coach Samuel Kwasi Fabin
Our profiling features the new boss of Ghana’s Men’s Olympic team otherwise known as Black Meteors.
Name: Samuel Kwasi Fabin Date of Birth: 25th March 1959 Place of Birth: Tarkwa Nationality: Ghanaian Marital Status: Married Age: 61
Samuel Kwasi Fabin hails from Elmina in the Central Region but was born in Tarkwa and grew up in Kumasi. He had his primary and middle school at Education at Bantama Presbyterian School and St. Cyprians Boys School in Kumasi. He was an all-rounder during his school days playing football, basketball, volleyball, and hockey. His talent was spotted at a very young age and even played hockey up to the national level. His football talent landed him in Techiman where he formerly played for the defunct Holy Stars (then 1st Division side) and Eleven Wonders.
Samuel Fabin played with the likes of Emmanuel Armah (Senegal), Ntow Gyan, and others. However, Academic pursuit wouldn’t allow him to play to the top level as he abandoned his love for football for education. He enrolled at the Winneba Specialist Training College to read Diploma in Physical Education and Sports in 1984. While there, he featured in games for the school team at GUSA Games. At Winneba, he developed an interest in coaching after meeting his idols, coach Sam Ardey, Jones Attuquayefio, Jim Amoah, Oko Aryee, and a few more. He led Obuasi Secondary Technical School to win the Ashanti School Soccer Competition, which was for the first time won by a school outside Kumasi. Samuel Fabin proceeded to the University again to upgrade himself in 1994 where he pursued a Degree in Health Physical Education Recreation, Management, and Psychology.
At Osei Kyeretwie Secondary School (OKESS), Samuel Fabin nurtured the likes of Sulley Muntari, John Mensah, Kwadwo Poku, Stephen Oduro, Lawrence Kianya, and William Thompson and led the school to win Inter the schools games and the National Milo Tournament for several successive years. His exploits at OKESS won him a lot of admirers and suitors and one of them was Asante Kotoko. He was appointed as coach of the Kotoko youth team in 1992. Samuel Fabin nurtured players like Francis Akwafo, Alex Asamoah, Osei Kwadwo, and Eric Nii Baah over a 3-year stint with the youth side. Not long after, he caught the eye of the leadership of Asante Kotoko and got appointed by management as Assistant Coach to Ernst Middendorp and Hans Dieter Smith. He went into full-time coaching in 2005, having signed his first professional contract with former Ghana Premier League side Berekum Arsenal as the Head Coach.

ENGLISH SCORES DOWN, MATHS UP, BASED ON 11-PLUS RESULTS – While the national average on English is down, there has been a substantial improvement in Mathematics scores in this year’s Barbados Secondary Schools Entrance Examination, commonly known as the Common Entrance or 11-Plus. The disclosure was made today by Minister of Education, Technological and Vocational Training Santia Bradshaw at a press conference at which she also pointed to an improved performance by both males and females over the past two years. Addressing reporters at her ministry’s Constitution Road, St Michael headquarters, Bradshaw explained that the overall national mean for females had improved from 58.1 in 2017 to 65.26 in 2018, while the overall national mean for males had jumped from 51.8 in 2017 to 59.73 this year. The positive change was also noticeable in terms of the students’ performance in Mathematics with the overall national average rising to 62.46, from 55.0 last year. However, Bradshaw pointed out that overall, the English scores dropped to 69.44 from a national average of 70.4 in 2017, with none of the 3,418 students who sat the May 8 exam receiving full marks in English, compared to ten with full scores in Mathematics. While commending the improvements in Mathematics, Bradshaw expressed concern about the number of public and private schools that failed to perform above the national average.
“Although there has been an improvement from the students overall in Mathematics, there has been no significant improvement in the number of schools, both public and private, which perform above the national mean,” she said, pointing out that there was a huge gap between the island’s top 25 performing primary schools and those on the lower end of the spectrum. “The results do show . . . that there is a core of schools that are consistently in the top 25 performing schools and there is also a corresponding group of schools that performs the complete opposite,” she stressed. However, she said she would seek to rectify the poor academic performance of some institutions through the selection of the boards of management even though she said there was some reluctance by persons to serve in schools that were considered to be performing below the average. “There are several people who request participation on these boards because they attended some of the higher performing schools and then we have the deficiency where there are not enough people coming forward to serve the schools below the average” she lamented, adding that “we cannot have a situation where there continues to be a fallout in relation to these schools that are performing below the average”. Bradshaw, whose Barbados Labour Party was elected to office a mere three weeks ago, also encouraged parents and interested parties “to reach out in some way to see if they can participate and to be able to lend their skill sets to these institutions”. During the press conference which was carried live on Facebook, the Minister of Education revealed that her ministry was seeking to create a curriculum that was inclusive of academics and technical skills. She also said Government was considering reopening the Alma Parris Secondary School, which was closed in July 2017 by the previous Government. Referring to the reopening as “high priority”, Bradshaw indicated the institution would cater to students who possessed non-academic skills. “We are placing this high priority on our agenda for the simple reason that we recognize that we can no longer continue to have a situation where our children who may . . . have other skill sets that are of value to our country, are being left behind . . . . We have to find a way to integrate our children into the school system to make sure that no child feels as though they have been left behind,” she stressed. (BT)
QUEEN’S COLLEGE SCHOOL OF CHOICE – Queen’s College is the school of choice among this year’s top students who wrote the Barbados Secondary Schools Entrance Examination. Of those 23 top students, inclusive of 12 early sitters, 14 opted for Queen’s College, four for Harrison College, two will be attending Christ Church Foundation School, and one each earned a spot at The St Michael School, Alexandra School and The Lester Vaughan School. This year, 3 418 students from 68 public primary schools and 24 private primary schools took the exam on May 8 in comparison to last year’s 3 216 and 3 527 in 2016. Additionally, 47 students granted exemptions have been allocated to institutions catering to their needs namely: the Ann Hill School, the Special Unit at Erdiston, Ellerton Primary, All Saints, Eagle Hall, Charles F. Broome and Derrick Smith. Of the top performers, 15 were from public schools with the other eight from private schools. Minister of Education Santia Bradshaw said while this year ten students – seven males and three females – scored top marks in mathematics, there had been a marginal decrease in the number of students who scored full marks when compared to the 13 in 2017. “The national mean in maths this year is 62.46; a 7.46 increase over 2017 when it was 55.0 and 48.3 in 2016. The overall performance in math has shown significant improvement. There has been an overall increase in the performance of both males and females over the period 2016 and 2018. “For the females, the performance overall has increased to 65.26 in 2018 from 58.1 last year, and 51.92 in 2016. The overall performance for males has increased to 59.73 this year from 51.8 last year and 44.71 in 2016,” she said during a press conference yesterday at the ministry’s Constitution Road headquarters. She added that although there had been an improvement in the students overall performance in maths, there had been no significant improvement in the number of schools, both public and private, which performed above the national mean. “What the results do reveal, however, is that there is a core of schools that are consistently in the top performing 25 schools, and there is also a corresponding group of schools that perform the complete opposite. This matter has been gaining my urgent attention and the ministry’s staff, and it has become an agenda item which I have made a high priority,” she said. (WN)
TOP BOY’S PREDICTION COMES TRUE – A year ago, Neil Charles predicted he would be making headlines. So Thursday, when it was announced he was the top student in the Barbados Secondary Schools’ Entrance Examination (BSSEE), more commonly known as the Common Entrance, it was not a shock to his parents. The 11-year St Cyprian’s Boys’ student totalled 241.35 A, which earned him a place at Queen’s College (QC). When asked how he felt after hearing he got more marks than thousands of other children, a beaming Charles said he was very happy and proud of himself. “It was a rough time but I managed to push through . . . . Having to give up play time with my friends was the most difficult part but it was worth it,” he said.  Charles is the son of medical professionals Dr Michael Charles, and Dr Joanne Paul-Charles, who visited the Brittons Cross Road, St Michael school to celebrate his success. Paul-Charles said her son was a car racing fan and, like most boys, enjoyed playing sports with his friends. “I just tried to keep calm and create a supportive environment for him. So at home we ensured he did his work but still tried to keep a balance. “I remember him telling me after last year’s results came out, he just casually said, ‘You know, mum, I’m going to be in the papers next year’, and he said it in a cool and casual way,” Paul-Charles said. After the results were announced, his colleagues joined him on the school’s hard court. They chanted “Neil, Neil, Neil” as they hoisted him in the air. (WN)
CHANGES TO BE MADE TO TOWN PLANNING ACT – Prime Minister Mia Mottley has announced that there will be changes coming to the five-decades-old Town and Country Planning Act that could impact on how land development is done in Barbados. While not providing details, Mottley told the annual general meeting of the Barbados Hotel and Tourism Association (BHTA) at the Lloyd Erskine Sandiford Centre on Wednesday that her administration was keen on working on “the investments that are critical for growth”.In this regard, the Prime Minister said she had met for approximately four hours on Tuesday with officials in the Town and Country Planning Department, adding that Barbadians will have the opportunity to have their say on any proposed changes. “We are putting ourselves in a position to have public consultations starting from June 27 going to July 29, to be able to reframe the policy that is necessary to renew a piece of legislation that was passed in the year that I was born, 1965,” Mottley said. Among other things, the Act makes provision for the “orderly and progressive development of land in both urban and rural areas and to preserve and improve the amenities thereof”. The Prime Minister also announced that the Barbados Tourism Investment Inc. (BTII) would be required to play a more critical role in development projects, adding that ”new Government arrangements of the board will be in place for that”. She said subject to Cabinet’s approval, General Manager of Atlantis Submarines and immediate past chairperson of the BHTA Roseanne Myers would be appointed chairman of that new BTII board who would “help make sure that the institutional arrangements and the knowledge that is necessary for that seamless work between BTII and the genuine tourism sector can take place”. “I share these things with you because it is important that you do understand that my Government is serious about turning this country and turning this sector around,” Mottley said, adding “we can do it. We shall do it”. Mottley also promised legislation to accommodate the proposed August 1 implementation of a ten per cent tax on the shared economy announced in her June 11 mini Budget. “Like other countries in the world Barbados’ sovereign right to tax will be respected,” she said, while indicating that legislation would go before Parliament soon. “We have some gaps too, let’s not fool ourselves. Barbados needs an appropriate legislative framework to deal with fractional ownership. We keep talking about it but we don’t have it. We have a decade of lost development in tourism in every respect and the Minister [Kerrie Symmonds] is very clear on what his responsibility is,” she assured. The Prime Minister also revealed that she has been getting favourable feedback from investors on her Budget presentation. “The confidence that we are getting from the international community from both investors and indeed from institutions, have been heartwarming since taking the decisions that we had to take. They feel that Barbados is yet again now a serious country with a similar purpose,” Mottley said.  (BT)
SANDALS CALL – Prime Minister and Minister of Finance Mia Mottley says the current system of managing concessions under the Tourism Development Act (TDA) is anything but fair. In fact, she told a gathering of industry stakeholders here on Wednesday that what it had essentially done was to create three classes of hoteliers in the country. “Those like Sandals that get everything without consultation, . . . those who have to come to the Ministry of Tourism, and I believe every two weeks the Ministry of Tourism is taken up with having to push paper, which is nonsense, and then those who don’t even get anywhere near the Ministry of Tourism or anywhere near the concessions because their cash flow has been such that they had difficulties in being able to meet basic statutory requirements and as a result therefore they are precluded from being a beneficiary of any of those concessions,” Mottley explained. However, while warning that it “cannot be the way”, the Prime Minister said to loud applause that “one of the early things the Ministry of Tourism will be looking at is how to bring about greater equity as well as fairness and transparency in the management of those concessions under the Tourism Development Act”. Responding to a question posed by Sandy Lane’s Director of Finance, Risks and Compliance Joanne Roett during the annual general meeting of the Barbados Hotel and Tourism Association, Mottley also suggested that the Gordon Butch Stewart-led Sandals Resorts International (SRI), which benefited from a suite of concessions granted by the previous Democratic Labour Party (DLP) Government, would be made to pull its weight just like every other “Barbadian” hotelier. “I want to carry you back to a speech I made to the Barbados Chamber of Commerce when I indicated in 2014 that I think Mr Stewart would have to become a Barbadian. I didn’t know how much I needed him to become a Barbadian [then], but we do need him to become a Barbadian [now]. And rest assured, Barbados is a country governed by the rule of law, but, by the same token, Barbados is a country that is fuelled by consultation and conversation,” Mottley said, adding that “I have every confidence that [based on] a conversation that sets out what the issues are, what we face, and what we have to do to go forward, we can get people to do the right thing in this country. “Let me say therefore, that I look forward to meeting with Mr Stewart on behalf of the Government and people of Barbados and, at the very least, let’s start where we need to start, with the room levy. So I look forward to that conversation as we move forward together,” she added. In order to attract the Jamaica-based hotel chain to the island, the DLP administration had granted the SRI a suite of concessions back in 2013, including a 25-year tax holiday. This included waiver on all import duties, taxes, impost and levies on capital goods, such as building materials, as well as food and beverages. The controversial deal also included waivers on duties for the importation of motor vehicles and personal and household effects for senior hotel staff and non-Barbadian workers. When the tax holiday period is over, Sandals will only be required to pay half the “applicable rates and taxes prevailing” for another 15 years. SRI, which currently operates Sandals Barbados and Sandals Beaches in Dover, Christ Church, is scheduled to embark on an estimated US$400 million construction of a Beaches Resort at the old Almond Resort site in St Peter. (BT)
BANKS FACING BILLION-DOLLAR HIT – The balance sheets of three of Canada’s leading commercial banks in Barbados may take a billion-dollar hit as a result of the suspension of loan payments to foreign lenders. The Canadian Imperial Bank of Commerce, Royal Bank of Canada and ScotiaBank were among the largest lenders to the Freundel Stuart Administration in the last decade. Following the May 24 election which saw the Democratic Labour Party unable to win a seat in the House of Assembly, the Mia Amor Mottley Government said because of the financial problems it inherited it didn’t have a choice but to default on the repayment of loans. According to a published report in the Toronto Globe & Mail, one of Canada’s largest national newspapers, the default is expected to dig a deep hole in the balance sheet of First Caribbean International Bank, CIBC’s arm in the region, which had a (US) $506 million or (BDS) $ 1.1 billion “exposure” to the Barbados Government “through securities and loans” made in recent years. “A Government default in Barbados has put Canadian banks at risk of write-off, with Canadian Imperial Bank of Commerce, particularly exposed to the Caribbean country’s troubled finances through loans and securities worth a half-billion US dollars,” the Globe & Mail said. The default which triggered a steep downgrade of Barbados’ Wall Street credit rating by Standard & Poor’s falling from “CC” to “Selective Default”, may turn out to be exceedingly costly to the three Canadian banks because the exposure of RBC and ScotiaBank hasn’t been disclosed. Barbados now has one of the world’s largest debt profiles, amounting to more than 170 per cent of GDP, most of it accumulated after the 2008 and 2013 elections and the effects of the “Great recession”. The Stuart Government is being portrayed in North America as the architects of the near collapse of the economy. As Ted Kidladze and James Bradshaw, Globe & Mail analysts, see it, “the default not only portends a weak economy for years to come, limiting bank revenue growth, but also directly affects the lenders’ balance sheets”. What has aggravated the Canadian banks’ financial exposure was a Barbados decision that forced banks “to hold more of their reserves in Government issued securities to fund the deficit. As of January, the requirement was 20 per cent”. (WN)
BITTER BREAK – Three weeks after the May 24 general elections, one of this island’s newest political parties appears to be falling apart. Barbados TODAY understands that major splintering has occurred within three-year-old Solutions Barbados, with at least a dozen of the 28 candidates who contested last month’s poll under the party’s banner having left the party and are now in the process of putting together their own political grouping. The bitter break up stems from the refusal of several former Solutions candidates to give in to their leader’s demand that they sign contracts binding them to severe financial penalties in the amount of US$1 million if they opt to leave Solutions Barbados to join another political party. While confirming to Barbados TODAY that nine unnamed members had left the party, Solutions Barbados leader Grenville Phillips II sought to suggest that there was no conflict to speak of within the party, which copped the third highest number of votes in last month’s poll, with 4,188 of the ballots cast, behind the winners, the Barbados Labour Party which 111, 968 votes, and the Democratic Labour Party, which was voted out after receiving support from just 33,985 voters. Downplaying the resignations, Phillips argued that it was a simple matter of some members wanting to take a moment to determine their next step after a trying election campaign. “We are grateful to everyone who ran. They are all exceptional people and experts in their fields. The electorate has spoken but most of us intend to continue advocating for our policies. However, some are not willing to make that commitment and that’s quite okay. We thank them for running and we are really happy for their contribution,” he said. The party leader also contended that it was not unusual for political parties to undergo such changes immediately after an election, especially among parties that lost. “Five years is a long time and some may have decided to take a break from politics to take care of their businesses. It is a normal thing that is happening to all political parties. The reality is that if you are going to run for this party, candidates must sign a contract. We will be accountable to the people of Barbados,” he explained. However, one of the disgruntled former candidates who spoke to Barbados TODAY on condition of anonymity said Phillips was grossly understating the seriousness of the development. He explained that meetings were held as recently as last week with the aim of removing Phillips from the leadership position. The source further revealed that an emissary was also dispatched to the party leader with hopes of finding a solution to the impasse, but that effort failed, leaving the departed members with little choice but to take their political aspirations elsewhere. “He told us last week that we had until 4 p.m. Friday to sign these contracts or we will no longer be candidates of the party. He further reminded us that the party’s constitution says that it has no members, save those that are candidates. So essentially what he did was kick us out. It is 12 of us that have said that we not signing any million-dollar contract,” said the source, who accused the Solutions Barbados leader of behaving like a dictator. “I believe that he wants to be a dictator and certainly the smart ones in the party don’t want any part of that. We are not going to promote anyone who has a dictatorial agenda because we are about democracy,” the source added. Two months ago, the party leader was slapped with resignation letters following a request two weeks earlier by several of his candidates  – many of whom own businesses – for a review of a clause in their contracts. The letters were later rescinded and the party contested the elections with just two candidates shy of a full slate. However, despite this apparent recurring contentious issue, Phillips is convinced that the party is still on solid footing. “We are currently working on a number of issues, we are letting our voices be heard and we are still in the communities every week. We are not canvassing but we are being visible and letting people know that we are still here. Every day we are getting more encouragement from the people we interact with. We are getting new suggestions so we are thinking about them.” “What we are not going to do is to put stumbling blocks in the way of the current Government so that they fail. We are going to work with Government as much as we can and we are even going to give them unsolicited advice. Whenever they [Government] is going wrong we are going to keep a lot of noise. We will do all this in the name of being a responsible opposition,” he stressed. (BT)
VENEZUELA TO SUSPEND OIL DELIVERY TO SOME CARIBBEAN COUNTRIES – Venezuela’s state owned oil and natural gas company, Petróleos de Venezuela (PDVSA) has announced plans to suspend petroleum deliveries to some Caribbean countries under its PetroCaribe agreement. A report from the South American country’s Oil Ministry said the move comes as a result of falling crude production and low refinery utilisation. Under the PetroCaribe agreement, Venezuela sells petroleum to Central American and Caribbean nations on favourable terms. But according to the Oil Ministry report, PDVSA is indefinitely suspending refined product deliveries to eight of the 17 countries that are covered under the agreement – Antigua and Barbuda, Belize, Dominica, El Salvador, Haiti, Nicaragua, St Vincent and the Grenadines and St Kitts and Nevis. But PDVSA says that during this month, it will continue to supply refined products to Cuba. Cuba is one of the countries that has most benefited from the PetroCaribe agreement. Venezuela started the arrangement in 2005 with Antigua and Barbuda, Bahamas, Belize, Cuba, Dominica, Granada, Haiti, Honduras, Jamaica, Nicaragua, Dominican Republic, St Kitts and Nevis, Saint Lucia, St. Vincent & the Grenadines, Suriname, and Guyana, which later pulled out.  (WN)
CDB AND PAHO SIGN AGREEMENT TO SUPPORT MENTAL HEALTH IN AFTERMATH OF NATURAL DISASTERS – The Caribbean Development Bank (CDB) and the Pan American Health Organisation (PAHO) have signed an agreement to enhance capacity for mental health and psychosocial support in disaster management in the Caribbean.  “Despite the high vulnerability of the Region to these types of events, too often we have approached recovery and rehabilitation efforts by focusing on infrastructure and physical mitigation plans only. While ‘building back better’ is indeed necessary and critical, there is also a need to prepare populations to better cope with natural hazards by focusing on mental and psychosocial well-being. Strengthening social and individual resilience is − and always should be − a key component of any response to disasters,” said Monica La Bennett, Vice-President (Operations), CDB. “As we begin the 2018 hurricane season, we are pleased to launch this project and partnership with CDB,” said Jessie Schutt-Aine, PAHO’s Subregional Programme Coordinator for the Caribbean. “It is imperative that we support our Member States’ preparedness and response efforts. Mental health and psychosocial support needs to be a key part of this process.” Experiences and lessons learnt by the PAHO Health Emergencies team and key stakeholders from last year’s hurricanes Irma and Maria will be incorporated in project implementation to ensure better preparedness. The project aims to build capacity for mental health and psychosocial support within the health sector through regional and in-country training within the sector, as well as with agencies outside the sector, and the broader community. In addition, the project is expected to lead to the establishment of a roster of mental health professionals in the Caribbean, who can be mobilised to affected countries in the event of an emergency. Other project components include strengthening countries’ competencies to conduct mental health and psychosocial support needs assessments and creating action plans for mental health care and psychosocial support in disaster management. A communications campaign will also be developed for rollout during the Atlantic Hurricane Season, to increase awareness and acceptance of the need for mental health services in the aftermath of a disaster. Special attention will be paid to emphasising the different needs of various groups that are often at greater risk during a disaster situation, such as children and adolescents; women; the elderly; indigenous people; those with pre-existing mental disorders; migrants; the disabled; homeless persons; and those living in shelters. PAHO’s sub-regional programme coordination office in Barbados will be responsible for the overall management and coordination of the project. It will be implemented over an 18-month period on a regional scale and also in five of CDB’s Borrowing Member Countries, some of which were affected by Hurricanes Irma and Maria in 2017. CDB and PAHO will contribute a combined total of approximately US$470 000 towards the project. (WN)
MINISTRY OF PEOPLE EMPOWERMENT CLOSED TODAY– The public is advised that the Ministry of People Empowerment and Elder Affairs, Warrens Office Complex, Warrens, St Michael, will be closed Friday, June 15, to facilitate industrial cleaning. The office reopens on Monday, June 18. Industrial cleaning continues next Friday, June 22, when the office will again be closed, reopening on Monday, June 25. The Ministry apologises for any inconvenience these closures may cause. (BGIS)
SOUTH COAST PROPERTY INSPECTIONS TODAY – The Barbados Water Authority (BWA) will be conducting inspections of residences and businesses along the south coast this Friday, June 15, to determine whether properties have the correct sewer connections and appropriately-sized grease traps. Disclosing that personnel have located “a number of illegal connections” during previous investigations, the BWA explained that the action was part of efforts to tackle the improper disposal of fats, oils and grease. It stated that these substances harden and accumulate in the system, ultimately creating blockages and breaches, which eventually result in sewage overflows. The utility company has also sought to remind people that the failure to have appropriately-sized grease traps and proper sewer connections was a breach of the Barbados Water Authority Regulations 1982, Regulations 9 (6), (7), and (8). Those found guilty of an offence is liable on summary conviction to a fine of $1 000 or imprisonment for 12 months, or both. The BWA has further advised that it is an offence to obstruct its employees or agents in the performance of their functions. Anyone convicted of this offence would be subject to a fine or imprisonment. (BWA/BGIS)
SPEAKING OUT ON DANGEROUS DRIVING – The new Speaker of the House of Assembly, Arthur Holder, found himself fielding a request Thursday and it wasn’t from a parliamentarian. It came from Principal Crown Counsel Alliston Seale, who has urged the Speaker to push for legislation in the House to deal with the “gulf” between a death by dangerous driving charge and the count of dangerous driving. Death by dangerous driving carries a penalty of up to ten years in prison, while dangerous driving has a maximum fine of $1 000. Holder was back in his role of defence attorney in the No. 2 Supreme Court, where he was representing Kemar Rico Jordan, a 29-year-old watersports operator of Chapel Gap, Paynes Bay, St James, who had pleaded guilty, at an earlier Session of the Continuous Sittings, to dangerous driving after he was initially arraigned and had denied causing the death of his girlfriend Adrianna Sobers, on April 3, 2015, by driving his motorbike on Black Rock Main Road in a manner dangerous to the public. Seale, who prosecuted the matter and was making submissions on sentence, explained that dangerous driving was technically not a lesser count to death by dangerous driving. “I would hope that my learned friend being in that place now, that legislation is created now that would move swiftly to deal with these issues so that something like causing death by dangerous driving can have a lesser count where any punishment can be meaningful,” he told Justice Michelle Weekes. “I think the gulf between the two is so great that we move from an offence that carries a ten-year sentence basically to an offence which carries the maximum of a $1 000 fine,” the prosecutor noted. He submitted there should be a middle ground offence where the circumstances of a fatal accident did not reach the threshold required for imprisonment “but yet cannot be trivialised to the extent that a person’s life is gone, but you could only go to $1 000 because the alternative is imprisonment”. “If we are supposed to accept this lesser count of simple dangerous driving, what does it say about the death?” Seale asked. He noted accepting dangerous driving as a lesser count to death by dangerous driving was a “convention I came and found”. “This needs treating to so that persons can plead to an offence, maybe lesser than causing death, but still the death is a fundamental part of the legislation. So at least we know that it is a lesser count, but nonetheless it involves a greater punishment that the $1 000 (fine) that is available for the simple dangerous driving. “So I am hoping that my learned friend who has had experience . . . and I think he is aptly qualified and has had the experience and knows what goes on here so when we talk about the future that he may be able to assist,” Seale said. BODY IDENTIFIED - The lifeless body discovered earlier today at Thompson Land, My Lord’s Hill, St Michael was identified as that of 70-year-old Antoine Edmund of Odessa McClean Avenue, My Lord’s Hill, St Michael. A neighbour who was also his caretaker made the identification.  Edmund was of St Lucian descent and had been residing in Barbados for several years. Investigations are continuing. (WN)
TRINIDAD SERIAL RAPIST SENTENCED TO 27 YEARS – Serial rapist Jules John Arjoon has been sentenced to 27 years and one month in prison, for the death of a woman who jumped out the back seat of his moving car while, unknown to her, there was another woman locked his car trunk. Arjoon of Point Fortin who had pretended to be a PH driver when he committed offences against three women, has been in custody since July 2005. He pleaded guilty to the crimes before Justice Hayden St Clair Douglas at the San Fernando Second Criminal Court. It was on April 28 2005 that Arjoon who is now 36 years old, picked up Mary Baldeo-Waheed. She asked to be dropped at Library Corner, San Fernando and sat in the back seat. Along the way, to prevent her from panicking as he diverted from the route, Arjoon told her he was going to pick up his daughter. As he drove along, the woman spoke to Arjoon who did not respond. While along the M2 Ring Road, Baldeo-Waheed opened the door and jumped out the back seat of the moving Ford Laser. It was at 5.40 p.m. People assisted Baldeo-Waheed while the car drove off. She was taken to the San Fernando General Hospital where she later died from massive blunt force head trauma. Arjoon was charged with manslaughter. St Clair Douglas started with a sentence of 21 years for this offence. Arjoon’s guilty plea and the 12 years and 11 months he spent in custody were deducted. He will serve a remainder of one year and one month in prison for this offence. At the time Arjoon picked up Baldeo-Waheed, he had another woman in the trunk. She entered the car at Harris Promenade, San Fernando. Arjoon took her to a gravel road where he robbed her of a bank card, $35 cash and her cellular phone. Arjoon threatened to blow off her brains if she gave him the wrong number for her bank card. He also showed her a female wallet which contained pictures of children and told her that he had killed the owner of that purse. Arjooon went to the gravel road where he ordered the woman out the trunk. He blamed her for causing another woman’s death as she had given him the wrong number for her card. He told her she had a choice of either engaging in fellatio or being raped. She told him that she just did not want to die. He raped her twice and left. (BT)
JAMAICAN STUDENT DIES IN FREAK ACCIDENT AT SCHOOL – A pall of gloom is now hanging over the Anchovy Primary School in St James as staff and students try to come to grips with the tragic death of seven-year-old Easton Stapleton, Jr, who was killed on the school’s compound by a car being driven by a teacher. The incident reportedly took place a few minutes after 4 p.m. on Tuesday when the grade two student, who resided in Belmont district, was struck down. The teacher seemingly lost control of the car while reversing, struck the youngster, then crashed into a wall. “Easton was a loving, playful, and happy student who was always willing to go the extra mile to ensure that his classmates were well taken care of,” said a grieving Veronica Collins, Stapleton’s class teacher. The freak accident also resulted in the injuring of a vendor when a section of the wall that was struck by the car collapsed on her. The incident has left students and teachers in a state of anguish. “Anything you need, you could rely on Easton to get it done for you,” the teacher continued. “His classmates are taking it very hard. They all loved him very much.” Collins told The Gleaner that just before school was dismissed on Tuesday, the class was doing mathematics, which was Stapleton’s favourite subject. “Math was the last subject that he did yesterday, and he spent all his time trying to get all of his work correct. I remember he got one incorrect, and he came back and sat at the table, asking how to get this one done. So we assisted him in making the necessary corrections,” explained Collins. Yesterday, a picture of Stapleton was seen hanging inside his classroom where students, teachers, and visitors came to pay their respect. A special counselling session was held for staff and parents by representatives from the Jamaica Constabulary Force’s (JCF) Community Safety and Security Branch, the Ministry of Education, the Peace Management Initiative, the National Parent-Teacher Association, and the Jamaica Teachers’ Association. Deputy Superintendent of Police Angela McIntosh-Gayle, who visited the school, urged family and friends not to play the blame game or take the law into their own hands, no matter how painful it might be. “We are imploring parents to just stay calm and show their children more love because everyone is going through a sad time,” said McIntosh-Gayle, who noted that the matter was still under investigation. The teacher, who was involved in the incident, was so traumatized that she had to be admitted to hospital. (BT)
WHOLE LOT OF HOLES – Like many roads in Barbados, the track at the National Stadium has deteriorated so significantly that there are now potholes in some of the lanes, according to a local coach. This situation has now become extremely worrisome for coaches and athletes with the prestigious National Athletics Championships fast approaching, June 22-24, at the Waterford venue. As many as six lanes – 2 to 7 – in the area by the start of the marquee 100 metres, are showing signs of deterioration. There is also a big hole just behind the long jump board by the take-off area. Most of the coaches, including Michael “Fatman” Linton, who spoke to WEEKENDSPORT blamed the lack of maintenance for the depreciation of the relatively new track which was laid in 2013. Linton said debris, like dirt, gravel and fine stones have contributed to the wear and tear of the track, which has also suffered from the generally hot climate in Barbados. “I don’t think this track is going to last another two seasons at the rate it has been deteriorating over the last couple of months. It has gotten brittle at the start for the 100 metres, with the rubber flaking up from lanes two to seven. The tear has started to expand like the potholes in the roads. Barbados seems to be a country of potholes as even the track got potholes now,” he declared. Linton said the 100-metre sprint is the event which will affect the athletes the most, but it won’t be smooth sailing in the 200 either. “When you put down the blocks, the rubber there is so brittle that when you push off the blocks, the spikes in the blocks are going to tear through the rubber and you will lose your footing at the start. The long-standing coach said athletes would be forced to get assistance in holding their blocks. “At Nationals when some of the guys from overseas come in and really want to perform at their best, they are going to have to use somebody to hold the blocks because those guys are going to move those blocks,” he said. “The parts of the lanes which are worn out at the start line of the 100 and right into the path of where you are running coming off the curve into the straightaway, so it is going to become a problem if you step exactly in one of those spots because you are going right down on the asphalt that is under the rubber,” he asserted. Former CARIFTA Games athlete Joshua Walcott, who had a training session on the track on Wednesday, said athletes now have to shift their blocks from the centre of the lane. “In preparing for the 100 metres, you can’t set the block straight because of the hole in the middle of the lane. Basically, you have to carry across the block a little bit to the other guy’s lane,” he said. “In the last meet [Barbados Olympians Classic], the guy next to me took his block, like close onto my lane because the hole was affecting him on the track so based on that, it was affecting me mentally when I was driving out [drive phase] of the block because the guy was so close on me,” Walcott noted. Walcott also said the holes in the lanes were worrisome during the 200 metres. “If you are in an outside lane coming around the curve, stepping in the hole would off-set the rhythm in your stride,” he said. Physiotherapist Andrew Simpson, who is also a coach, said it was disappointing how the track has deteriorated over the years. “To put things in perspective, the overall Stadium plant is on its way down, so I guess in the scheme of things, because of the lack of maintenance of the overall plant, the track in itself has suffered,” he said. “What we are seeing here is just symptomatic of how the overall Stadium has been managed over the last ten or so years. As it stands right now, there are a few areas on the track that are unacceptable. “I am not so sure that in the short space of time [before Nationals] that they can be rectified . . . but I know it is going to be challenging especially for the athletes who are going to run the 100 metres in placing their blocks, seeing that there is a lot of wear and tear in and around the start line,” Simpson said. Another coach, Keith Thornhill, said there was a need for better management of the track by both the Athletics Association of Barbados (AAB) and the National Sports Council. “I think it is just poor management of the Stadium that the track could fall into such a condition. It is the only track that we have, so we work around it and do the best that we can, but if the AAB is going to be holding meets on it all the time, then they got to hold the Sports Council accountable,” he said. BVA PLEADING FOR CLEARANCE – The Barbados Volleyball Association is pleading with authorities to assist with the clearance of sporting equipment that is held up in the Bridgetown Port. This plea came from organisers during a media launch for the inaugural National Primary Schools Volleyball Invitational Competition at the Barbados Olympic Association yesterday. First vice president of the association, Kenmore Bynoe, revealed that they currently had equipment at the port and were unable to gain access to it because of the cost of having it released. “We have a court in the port for the last year or so incurring costs and obviously we cannot pay that cost to get it out of the port. We were trying to get the duties waived, and that has been problematic,” he said. He explained that it has been found that when the equipment was connected to a particular educational institution the process of acquiring it was much easier. “We have found, for instance, in the past through the Ministry of Education you can easily get those courts cleared from the port if they are directly going to a school. There is one at the Springer Memorial School that it was quite easy to get that cleared without having to pay the necessary duties because it went through the Ministry of Education”. He pointed out it was communicated by port officials that proper documentation needed to be done before it was sent but they were unaware the equipment was being sent. “Even though we do not pay for the court they are saying they want their duties paid. The last administration was saying that whatever you bring into the port you have to pay duties on. These were things that we were not paying for and ironically before you bring anything you have to get the documentation done before you send anything. “Very often we would get a call that there is something in the port that the regional body has sent for you, so we could not have gotten the documentation when we didn’t know it was coming,” said Bynoe. If help was given in clearing such equipment many more schools would have the opportunity to have courts positioned at their schools,” he said. “We could not put any at the St Michael School because even though they have an indoor facility it is heavily used for other activities besides volleyball. They have basketball and they also have assembly there whereas at Springer their court is an exclusive volleyball court. “If we have primary schools who are going to be actively taking part in volleyball we can beg for even more courts and get them cleared via the Ministry of Education and perhaps offer them to the winning schools. That would definitely be a tremendous incentive for the primary schools. You just have to have a place that you can put that court,” Bynoe added. Julia Broome of Jolie B Productions, one of the hosts of the new competition, said they wanted the assistance not only for volleyball but for all sporting organisations.  (WN)
DOUBLE STRIVE FOR BRAVES – Carlton and A1 Braves have done the double in dominoes. After first winning the Four-Hand League, Braves captured the Emmerson Mellows knockout title by thrashing HIV Hillside 71-36 in a one-sided game last Thursday night at the WA WA Bar in Bush Hall. The consistent pair of Ralph Bailey and Carolyn Harbin-Goddard registered a perfect 21 points by winning all seven of their sixes. It completed an unbeaten display from the Braves, who showed no affection for Peace and Love in the quarter-finals with a 71-55 whipping. The Braves were also in devastating form in the semi-finals, trouncing French Village 73-53 while Hillside secured their spot in the final by beating R.L. Seale QEH. In other news, Dennis Nowell and Sherry-Ann Dawson have been named captain and vice-captain, respectively, of the Barbados team which will compete at the World Council Of Dominoes Federation Tournament in Guyana, October 4-14. Dawson, who now represents Peace and Love, has been vice-captain for the last 18 years while Nowell, who plays for Welchman Hall was captain in 2012 and 2014 but was replaced in 2016 by Hamilton Durant. SMITH INTO ROAD TENNIS SEMIS – Rachel Smith is into the semi-finals of the Touch of Class Women’s Road Tennis Championship. Fresh from being crowned queen of the inaugural St James Tournament over the weekend, Smith defeated veteran Sandra Bailey in the final A Class quarter-final of the competition at the Deighton “Pa” Roach Tennis Facility, Bush Hall, St Michael last night. Playing in the night-cap game, Smith beat Bailey 21-18, 21-17 to advance into the semi-finals. Smith, a talented player, has for several years been regarded as the heir apparent to the formidable Kim Holder who has ruled road tennis on the island for over a decade. However, in the past 18 months, Sheldene Walrond has become Holder’s most difficult opponent, with Smith just a shade below these two top female players. It is her penchant for committing unforced errors at vital stages in matches that has prevented her not being in winners’ row as often as Holder and Walrond. The match against Bailey last night was no exception. The slimly build Smith took an early lead in the first set, and service changed at 3-2 in her favour. Bailey locked it t 4-4 and Smith held the advantage at 11-9. Smith peppered Bailey with several attacking shots forcing her to defend but several of the shots also landed outside of the court.   There were several long and exciting rallies during the game that created excitement among the spectators. Bailey was forced to use her vast experience to counter the attacking style of Smith who held a two-point advantage at 16-14. Smith took control of the game at 20-16 and even though she gifted two points to Bailey at 17 and 18, she won the game 21-18. The second match followed a similar pattern to the first. Smith held the advantage at 3-2, Bailey locked it at 5-5, after that Smith sailed into the lead and held it throughout the game. At 18-12 she seemed set for victory but once more several unforced errors allowed Bailey to gain a number of vital points. Eventually, Smith won the match 21-17.  In the B Class semifinal, Maudlyn Blunt had an easy victory over Samantha Rogers. The ever-improving Blunt won the first game 21-17 and sowed her opponent 21-7 in the second set. Susan Scantlebury and Margo Lorde played an entertaining match in the veteran’s semifinals. Scantlebury inflicted a 21-6 sow on Lorde in the first game.  Lorde rebounded to win the second game 21-19 and Scantlebury won the third game 21-19. The highlight of this match was the way Scantlebury played the ball around the court in a precise manner. She placed the ball in the right corner of the court repeatedly. After Lorde settled in that area, Scantlebury moved her to the centre of the court and finally to the left of the court to the delight of the fans. In the first doubles quarterfinal, the mother and daughter pair of Kim and Kyana Holder defeated Asabi Downey and Susan Scantlebury 21-16.  Abigail Haynes and Cherene Ward won the second quarterfinal 21-10 over Grace Gill and Michelle Griffith. Evalda Birkett beat Shari Hope 18-21, 21-13, 21-19 in the novice semifinal. (BT)

Goblets of Blood and Power
‘Authority, Energy, and Power,’ that sounds like some sort of omniscient labyrinthine bureaucratic department in Terry Gilliam’s Brazil.
I've been thinking a lot about the concepts of authority, energy, and power in magic lately. I think it is important, at least for my own practice, to define these terms and to map them onto the greater magical reality.
The hyperlocal space weather has really messed me up lately. I haven't been right since the last new moon actually. Last night was a partial lunar eclipse and on the 21st of August I am in the path of at least an 80 to 90% total solar eclipse. All of these solar / lunar conclusions have destroyed my rhythm, or at least, have garbled the communication channels I thought I had open with sublunar spirit entities like saints, sigils, and demons.
I've done some asking around my cohort and close friends, but I seem to be an outlier here. I'm told that the full moon in Aquarius is a good thing, that Jupiter is in the house and that is positive, but all I see are shadows. I've read about all the magical plans, charging accoutrements under the eclipsed sun, special timing and rituals to coincide with the event, but it all seems to map back to experimentation.
There is nothing in the hygromanteia about eclipse work, nor in the Book of Oberon or the Book of St. Cyprian. I am of the strong opinion that these are anomalies that haven't been worked in any consistent manner and don't have precedent in the grimoires. There IS some precedent in the ouvre and magical reality of HP Lovecraft, which I will touch on later in this post.
Authority, Energy, and Power; what are they to the magician?
Authority is how a magician carries herself and is primarily concerned with how effective communication between the magician and the spirit world is. The more authority, the more open and clear the channels of communication are.
Energy is the fabric of magic, but it is uncontrolled. It is the washing over of the earth by radiant sunlight. We can shield ourselves from it or bake our flesh in its rays, but the we have no control over it. Energy is there and some can feel it but none can control it. It is the physical interaction of the magic and real, a force untouched by man and governed by things like the movement of the planets, the passing through and shattering of barriers between the real and the spirit world. If someone claims to be an energy worker, I challenge that moniker and that practice, frankly. There is no working with the radioactive, not without a lot of gear anyway, and certainly not wearing nothing but body paint dancing around a bonfire... but I digress too much.
Power, now power is what I am concerned with. Power is the concept I am most questioning. I've spoke about that all over body buzz I get that let's me know that the magic is 'working'. I previously thought that was a sign of communication, a sign that my authority with the spirit world was growing. I no longer think that is the case. I think what I'm feeling there is power. Power is a combination of authority and energy, both of these things are a component of power, but power is the addition of the human the channeling and alchemical transmutation of magical energy as it is put to work by the will of the magician.
Power isn't a new concept in magic, and it is almost always accompanied with the idea of maintaining balance, a balance in the universe. The idea that there is a limited amount of power that can be put to use by magicians is swiftly falling apart for me. Power, in this magical context, is (it has to be) the size of the universe itself. I deeply believe that the idea of one magician, even a dozen powerful covens or every Thelemite on the planet together, the idea that we can somehow deplete or unbalance something as large as the available magical power in the universe is the height of ego.
The HiLowBrow podcast, in episode 13 of their Illicit Objects series, encapsulate the traditional ideas of magical power very well.
Humans are powerful, but we are powerful in our robustness, in our resistance, we are powerful conduits of unlimited cosmic power.
Balance, in this context, also strengthens the false idea that there is an inherent good vs evil morality in the universe. One of the most popular and well understood themes in Lovecraft is the amorality of his Old and Other and Elder Gods. Sure, his protagonists, like the Detective Malone that we will look at below, view the world of the magical other through this binary lens, but that isn't what Lovecraft is saying. He's trying to tell us that we are, or we can be, insignificant in the eyes of these entities. They aren't here on earth to destroy or bedevil us. They are here for their own reasons and we are, largely, in the way.
The below tweet perfectly sums up these ideas in a very relatable format, human / cat interaction. Anyone who has every loved (or hated) a cat will be able to understand the true nature of Spirit / Human relationships.
Once you conceptualize Power using these much more realistic heuristics, the entire nature of magic begins to change.
The best example of this trinity of concepts in the Tarot is the King of Swords.
The King of Swords in the Etteilla deck possess the keyword 'Homme de Robe' or Man of Dress. The surface translation of this is that the card signifies a well-dressed man, perhaps. Looking at the etymology of the word 'dress' however, takes us a bit deeper. Dress is related to the Latin term 'directre', to direct, to keep straight. The Early 14c meaning is the same and in the late 14th c, it means to align a column of troops. A Man of Dress can thus be interpreted as a strategist, an office, one that enforces the rules and bends the rules  to his benefit. He is intellectual, articulate, logical, rational, and akin to a judge. He has ambition but is also surrounded by controversy. This card says that the power of the universe is subject to man's rule. Man, ultimately, has the ability to direct, enforce, and change the rules of power at his discretion. Man is, or has the capability to be, the judge that governs how magical power is used.
We see this archetype in Lovecraf'ts tale, 'The Horror at Red Hook', specifically in the protagonist, Detective Thomas F. Malone the (retired) New York Police Detective. This story begin by informing the audience of Malone's Batophobia, or his fear of being around or in sight of tall buildings - in Malone's case, tall brick buildings. His fear is linked to images of collapse, fire, and calamity, a visualization that takes us back to the Tower, which lies on the same path of our memory forest as the King of Swords.
Lovecraft speaks of Malone as having
"The logician's quick eye for the outwardly unconvincing"
But also a
"Sense of latent mystery in existence... always [being] present"
He takes us to very specific places in New York, this neighborhood of Red Hook that he frames in with Clinton Street, Court Street, and Borough Hall. The Tower comes up again with Lovecraft's familiar trope of the horror of a babel of tongues and an order hidden beneath chaos.
Malone is a student of the occult as well as a detective, but only a student insomuch as his need to understand the paranormal as his enemy. Lovecraft references Murray's 'Witch-Cult in Western Europe, which according to ST Joshi's catalog of Lovecraft's personal library, was not a tome that he owned at the time of his death (this is not uncommon and begs the question of where Lovecraft's knowledge of most occult books come from, but that is another post).
This story is an example of what many modern critiques might take as Lovecraft's inherent racism. I will begin to assert here, and further my point in later posts, that Lovecraft used corporeal xenophobia in the same vein as his cosmic xenophobia - as a trope to instigate horror in the reader and not as a sociopolitical commentary.
But back to our King of Swords. Lovecraft further offers us a physicality for our archetype through the mention of the Reformed Church in Flatbush with the 'Netherlandish cemetery' and the home of the antagonist (a kind of anti-antagonist) on Martense Street. The story goes on to include a judge, or the fooling of a judge (following or bending the rules as needed) and reveals the true antagonist of the family, Lilith. He even offers an invocation for her, the first I've certainly seen, that brings me to my brief assertion in the beginning, that Lovecraft's ouvre is actually a type of grimoire itself.
Here is the invocation, the order is garbled so I've aligned it here with a more conventional format, beginning with an appeal to angelic / demonic entities before invoking the famous vampire:
Hel, Heloym, Sother, Emmanuel, Saboath, Agla, Tetragrammaton, Aymros, Otheos, Ischyros, Athanatos, Jehova, Va, Adonai, Sadat, Homousion, Messias, Eschereheye!
O Friend and Companion of the Night, Thou Who Rejoicest in the Baying of Dogs and Spilt Blood, Who Wanderest in the Midst of Shades Among the Tombs, Who Longest for Blood and Bringest Terror to Mortals, Gorgo! Mormo! Thousand-Faced Moon, Look Favorably On [My Offerings]!
Malone, our King of Swords, is set through the entire tale on the destruction or interruption of what he views as corrupt or evil, but in the end this moral assertion proves false. It is clear that the morality is only in Malone's heart and not in the spirits, demons, and the undead that he encounters. The Horror of Red Hook is truly a commentary on the horrors of human-trafficking, bondage, and kidnapping - in how humans bind and restrict themselves.
In the end, we see again the breaking through of a barrier between the real and the unreal when Malone, the master strategist having tracked down and pieced together tiny bits of data from a diversity of sources find himself confronted with a dark and ominous locked door in a fetid basement on Martense Street. He smashes the barrier with raw power and is rewarded with the knowledge and evil that he sought, he is rewarded with visions soaked in goblets of blood and the luminescent power of the antagonists.
I will leave off on this theme for now, but it is one that I must return to, because the concept of an amoral spirit world and man as a conduit of magic, and magic being an unlimited power in the universe, is proving to - much like Malone's investigation - be a horror that will likely consume me.

The traditional rulers, cautioned people against making unguarded statements that would inflame emotions. They lauded Gov. Willie Obiano of Ànambra for his prompt response and proactive address to the people to remain calm while investigations continue into the matter. They also called on the government and people of the state to set aside a date for interdenominational mourning of the dead and supplication for God’s intervention to avert a recurrence in the state.

The field behind Bowhill High School was utterly unremarkable in every way; Tall dry grass brushed people’s shins, crickets and grasshoppers jumped up from piles of composting plant matter, and the lack of trees gave everyone a view of the wild blue sky. The students used to play games out there, tag in the daytime and manhunt after sundown. The frequency of the night time games decreased, however, after the student council (called the Stewards, for some godforsaken reason) advised parents to keep their children away from the wilderness after dark. “There are bears and coyotes out there,” they said, “and it’s not safe to be hiding in the grass after dark.”
