Design Doc 12: Hoover Dam
Chaos's obsession level: 1/3
There was still a Battle of Hoover Dam between Caesar's Legion and the NCR, but it's not framed anywhere near as important and consequence-ridden as it was in NV.

Because I was exposed to NV first, I can firmly say that my brain will never, never accept that McLafferty's first name was supposed to be Ailis.

Looking at the general map of the dam, and I actually think I recognise the locations of buildings that were used in Arizona Killer/You'll Know It When It Happens. Might be misremembering, though.
Holy shit, slowly coming to the realisation that I barely know anything about VB!Hoover Dam. Probably because I knew from the outset that I wouldn't be including it in my iteration of VB lore, but still.
'A lovely receptionist behind the desk eager to greet the player in a foul-mouthed, military manner'- there's a running theme of VB location greeters giving amazing first impressions.
More 3-Some stuff here.
Crimson Caravan are secretly supplying both the NCR and BoS (who in VB are actively at war) with weapons. Can't say that's a surprise.
Followers of the Apocalypse are getting involved, apparently under the name 'Children of the Apocalypse'. I'm inclined to believe that name is a goof rather than a genuine subgroup.
Hoover Sabotage mentioned.
Fantastic real estate advertising: 'It comes completely furnished with the latest wasteland furniture and has a fine view of the toxic lake. On special evenings, one can look out on the lake and see horrible lake monsters fighting to the death. Romance doesn't get hotter than this'.
The designer left a comment that a specific NPC wasn't intended to have any associated quests, but might still be given some in future depending on how much the designer enjoyed writing their dialogue. Very relatable sentiment lol.
Okay, so this isn't news to me, but I just feel the need to acknowledge that a total dipshit of a Prisoner could have had the option to blow up Hoover Dam.
Trogs? Trogs. They're a far cry from the Pitt creechers, but AFAIK this is the first use of the name within Fallout.

There seems to be confusion over whether one of the Giordano triplets is named Carlo or Guido.
Once again, a lot of NPCs cropping up that I've never heard of in my life.
Van Graffs appearing again. And we have a namedrop of Jean-Baptiste Cutting specifically referenced as a prisoner (he was one of Josh Sawyer's player characters in the internal PnP edition).

There's a quest to teach a school class on wasteland survival that seems very close to the one that wound up in Fallout 4.
The player could fix up and use the lab here? Neat.

BALITANG REHIYONAL: Tragic Accident in Mabinay town claims 15 lives, leaving 2 were injured

MABINAY, NEGROS ORIENTAL -- A vehicular cargo truck plunged off a cliff in Sitio Tubod along the National Highway in Brgy. Bulwang, Mabinay, Negros Oriental resulting in the loss of 15 lives, and leaving two individuals injured, rushing through a local hospital in the said municipal town last Wednesday afternoon (February 21st, 2024 -- Mabinay local time).
The male driver of the truck was identified as Mr. Antonio Boganotan Toreno, a widower and resident of La Libertad, this said province. While Ms. Jovanni Timtim Flores, also the legal age, married and a resident of the aforesaid municipal town and province. The vehicle involved in the accident was a classic Mitsubishi Fuso Fighter with the plate number GKC 455. The owner of a cargo truck is Rolindo Rusiana Decipolo Sr., who is 63 y/o, married and a local resident of the said municipal town and province.
Reports from exclusive local radio broadcasts during "11 MBPS" news and public affairs program (Mga Balita kag Public Service) in Bacolod City, Negros Occidental; and "El Castigador" in Dumaguete City, Negros Oriental; aired through regional FM radio stations of K5 News FM, shed light on the circumstances surrounding the accident. According to these reports, the truck was en route to Brgy. Dawis, National Highway, Bayawan, Negros Oriental; passing through Mabinay town, to participate in a flea market where livestock buyers, including Mr. Toreno himself, were expected to purchase pigs, cattle and other animals.
The cargo vehicle was carrying a total of 17 passengers, all livestock buyers, when it veered off the road, crashing through a weakened concrete barrier and plummeting below the cliff. Several victims lost their lives on the spot, while others sustained injuries and were promptly transported to the Mabinay MediCare Community Hospital (MMCH) for treatment.
Preliminary investigations suggest that mechanical trouble with the vehicle may have contributed to the accident, causing Mr. Toreno to lose control as he overshot the cliff's edge in the killer bottom curve. The bodies of those who perished have been transferred to a local funeral parlor in La Libertad, Negros Oriental, where they will be released to their respective families in due course. Following after his recovery from a local hospital at MMCH, Mr. Toreno may potentially face reckless imprudence, in resulting to multiple homicide and serious physical injuries for the cargo truck driver.
Mabinay town is going through a tough time as they mourn the loss of their fellow residents in Negros Oriental. The entire region is currently affected by this sad event, and authorities are looking into what happened. The local governments of Mabinay and La Libertad are reaching out to the families of the victims and providing assistance to those impacted by the tragedy.
It is a sure wake up call of the significance of road safety and vehicle inspection, which can be later provided by the Land Transportation Office (LTO). The death of a cargo truck driver in this accident is also a stark reminder of the dangers that may arise when safety measures are not considered when traveling on the road. While the said region is mourning for the lives lost and praying for a speediest recovery of the injured except those who were all died, the questions about the road infrastructure adequacy in the killer curve, and stricter enforcement of maintenance standards of vehicles to prevent such tragedies like this in the future.
For now, the Negrosanon community is coming together in sorrow, giving comfort and sympathy to the families and friends of those impacted by this tragic accident.

Military Power in the hands of different leaders
As the world changes throughout time, we learn more things and apply them to our daily lives. The structure of our government has changed ever since it was first introduced to our country, it started as a Parliamentary form of government and over time changed into a Republic form of government. As of the year 2020, we have President Duterte as the leader of our current Republic and something noticeable during his reign as president is the use of military power. Military power and rule refers to the armed forces who are granted power to protect their territory. They are the soldiers and captains who aim to protect the citizens of this country and are those deployed when there are violent situations. They are also the ones who are told to discipline citizens if things start getting out of hand. Being described as one who carries a weapon and protects the people of this country, many would think that they are superheroes, but in reality, many are terrified of these armed forces.
The book Animal Farm by George Orwell is a novel that hides human characteristics into animal characters to talk about world problems without being noticeable. In the story, the farm is originally called as the Manor Farm while Mr. Jones, the incompetent farmer, is still in charge of the farm. A farm animal calls for a meeting one day and introduces the idea of Animalism and suggests that the animals go against the humans and run the farm themselves. This was inspired by the dream of Old Major, the pig they all look up to, where he hears a song and remembers its lyrics. The song is called “Beasts of England” and the farm animals learned it and eventually knew it by heart. This song inspires them when they think of revolting against their current farmer, Mr. Jones. They win and celebrate while singing the song. This is where we see a distinction between the animals, even though it doesn’t mean much right now, it will play a big part later in the story. 
The pigs deem themselves as the leaders of the now “Animal Farm” as they considered themselves smart enough to lead their fellow animals. At first there was a form of equality, but it was later lost when the pigs became power hungry and slowly started to show human characteristics. Among the pigs was Napoleon. The readers of this book would usually compare two of the pigs, Napoleon and Snowball. People would say that Napoleon is a leader who threatens his people, while Snowball is a leader who seems more reliable; we cannot confirm this because Snowball was eventually chased out so we don’t know if he would’ve taken the same path as Napoleon. People would say this about Napoleon because it is revealed that he took the puppies of Jessie and Bluebell, the two dogs on the farm, while they were young and raised them in secrecy. These puppies eventually grew up and became the military forces of this fable. He uses the dogs to attack other animals and sometimes chase other animals out. This is where we see the more violent side of Napoleon and his leadership as they would hold meetings where the animals would confess and he would have them slaughtered. He would use these dogs to scare those who disobey and it even reached a point where he would have animals who opposed him be murdered. Based on these actions, we can say that Napoleon supports the idea of having a military power or rule. As these characters are only animals, they still represent the actions of humans and the dark side of some leaders.
As Filipinos, we may notice someone with a similar characteristic as this fictional character. Our President, Rodrigo Duterte, is also someone who relies on military power in his leadership. Among all of his orders, one that stands out is the extrajudicial killings (also known as EJK). Extrajudicial killing is when people from the government order the death of a person without a judicial process. This isn’t the first time we have heard of the extrajudicial killings as we had a discussion before on how this order of our president harms the human rights of a person. As mentioned earlier, the government authorities can demand the death of a person right there and then. They don’t go through court processes or any paperworks, they just kill them immediately. This has caused our country to lose many innocent lives and still have many criminals. Our president’s idea was that they should kill those who are committing crimes to lessen the crime rate of our country and to make our country a safer place for us citizens. But, the execution of his plan doesn’t seem to bring us well. Since they skip the judicial process, those who are innocent still suffer, they have no way of defending themselves. Duterte also ordered his armed forces to kill those who are involved with drugs in his War on Drugs policy. These orders of his have led to over thousands of human beings being killed without a court process. Again, based off of these actions of our president, it is quite evident that he does support the belief of military power being necessary as a leader. 
Once again, military power and rule refers to the armed forces who are granted power to protect their territory. We can use this as a basis to compare two leaders: Napoleon and President Duterte; see how these two leaders think of the necessity of military power when it comes to leading either a country or a farm. They both share many similarities, such as the use of military power and the use of violence as an answer to the wrongdoings of others, but don’t have much difference apart from one being a human and one being an animal. They both use their own forms of military power - discipline, threat, and oftentimes violence; attacking those who either oppose them, or are targets for crimes such as drug users. 
Even if these leaders aim to help us be more disciplined, we see how sometimes they get too carried away and let their armed forces attack those who are innocent alongside those who are guilty. As much as they do help protect us, it is sad to see those innocent lives go away. One day, if we find a way to only eliminate those who do bad, we might become even better. But for now, our leaders choose to use their armed forces as a tool to help us reach safety.
As said earlier, Animal Farm is a novel that relays messages between the lines, showing the incompetence and abuse of leaders that drown in their desire for power. The Animal Farm’s main antagonist is Napoleon, from the perspective of the animals other than the pigs and humans, he was written to represent Joseph Stalin during the Russian Revolution. Orwell wrote the “Animal Farm” novel regarding the Soviet Union’s abuse of power, and we can also associate this with the current events in the Philippines. You can correlate Napoleon to the 16th President of the Philippines, Pres. Duterte, who parallels Napoleon’s personality and goals.
 Firstly, they both use force for people to agree with their statements. Duterte can relentlessly eliminate people who oppose behind the scenes, and no one can ever testify. Now, we go to Napoleon, he scared off the citizens for them to agree with his statements. Napoleon uses his 3 dogs, while Duterte uses the PNP, to maintain the power and the “cleanliness” of the country. With the use of force, they have the opportunity to do whatever they want to, by using violence, silencing, planting - they can do everything without the people’s knowledge. Secondly, They are the kind of people who can execute others who would rebel against their actions, and hide any traces of evidence of it by scaring off the witnesses or bribing them with money they may or may not have stolen. Lastly, they both don’t aspire to be a professional leader. They want power, authority - superiority and an image that people see as daunting. The only difference is that Napoleon is fictional and Duterte isn’t. 
Most of the people are unable to do anything about the abuse of power since Duterte or Napoleon is the highest power when it comes to societal hierarchy. But something that voters or first-time voters should know is that when one has supporters, that doesn’t instantly mean that they are decent leaders.
As we can see Orwell wrote Napoleon, accurately, to not only represent Joseph Stalin but to represent the corrupt leaders in our society. For this reason alone, we can say that Napoleon and Duterte are very much the same - they don’t have the traits of a superb leader, which are integrity, ability to delegate, communication, self-awareness… and respect (What Are the Characteristics of a Good Leader? CCL 2020). 
But enough with character comparison and contrast, let’s proceed to military power itself. Military Power is the army force of a nation, it is important because it is the one that is the foundation of the world’s politics. They are the ones that help provide order in nations, they usually follow the president’s orders. However, it has its benefits and consequences; a leader that chooses to have military power must weigh those out for the benefit of the people. 
Once a country is under military power, it will be a global fuss or a global discussion - is the country still safe? The allies of the country in discussion would be asked whether or not the military power would construct the negotiations and agreements between them. It is vital for a nation to know that the ones that are there to help them have pure intentions, and not just to attract others.
Like what has been said in the first paragraph, there are benefits and there are consequences of pursuing military power. So, let’s start with the benefits - First, a country will always have conflicts with other countries; it’s unavoidable. But a country with military power, percentage wise, would have a higher chance of winning different kinds of conflict, may it be economical, societal, or political. 
For example, when a country declares war with the grounds of desire to expand land, or at least for independence, the country who stuck with military power will most likely win due to military connection as well as weaponry. And, a war between or among countries will not fail to reach the ears of those afar. Hence, the knowledge of superiority of this certain country in respect to their military knowledge, leadership, and capability, will make other countries hesitate, if not, not even dare to declare a war to that specific country.
Second benefit, a country with military power will have an increase of job opportunities, specifically in the military or in the defense field of profession. And with the mention of an increase in job opportunities, the increase of taxes will come along; that to the government is a yes, it will slightly help build the economy and its financial stature among nations.
However, tagging along the benefits of military power, there will always be the consequences. Going with military power, will provoke the congress or the president even, to make different provisions in the constitution that will side with the military; they will be written to protect the liberty and dignity of the men and women part of the military. The protection of the rights and freedom of one citizen and the whole country is something I am up for, but, this will cause further discrimination and isolation in the country. 
The people may see this as a way of losing democracy; a way of giving full control over the country to the president and their military connections. And we don’t want that - we don’t want the people to lose their democratic rights. In the perspective of the military or the police, 
knowing that the government will side with them and will do everything and anything to prove them innocent, the hesitation to do something bad may no longer be there. I am not saying that every single one of the National Police have hidden desires to rule or to do something unlawful, I am just saying that the implementation of military power may be abused by those in power.
Next, we have the consequence with the economy, previously, military power as a benefit economically has been said, but it can also be a consequence as to the abuse of power. If one declares their country to be with military power, the increase of weaponry import and export will have a huge toll on the national expenses to which our economy will be greatly affected. And take note, these weaponry or alliances may or may not be needed. So, if the purchase of different equipment will exceed the necessary purchase, then the taxes of the people or the economy will be tarnished.
And lastly, the nation’s image. Once a country is under a military power, it will be a country that is feared - a country that can also be labeled as a terrorist or a terrorism tolerating country. And I am sure that the people or anyone wouldn’t want to be in a country that is known as that. 
So, weighing out all the possible benefits and consequences, military power will affect the nation economically, socially, politically, and more. And we can prove that.
Economy is the resources or the wealth of the nation, it is also the production and consumption of these resources. The economy of the nation is very important as it can help improve a society’s standard of living and fulfil the needs of the nation. Social Status on the other hand, is the reputation of a person or how everybody sees you and how much they respect you. Social status is also very important because if the nation wants to develop a good association with other countries, they would want to have a good record so that they can respect them with sincerity. Economy and Social Status are some of the many things that a nation needs to be in order, but if military power affects these, it will also make a huge impact on the nation.
Military power may disrupt the nation’s economic prosperity because of the increase in military spending. And military spending is the number of resources that is dedicated by a state to maintain the military or the armed forces. This greatly affects the nation because the government uses the money that is given by the citizens which is supposed to be used for the country and its development, but rather goes to the military which is used for their resources, food, etc. 
Even if they take 5% of the money given by the citizens, it will still be considered a huge amount, but at any rate it can be used to help protect the country. Military power also greatly impacts the social status of a nation because it could give a bad overall look to the nation, it would make the country look so unapproachable that no one would want to pay a visit to the country. Not only that, it would also give us a bad look for the government officials of other countries, which would greatly affect the connection this nation had with other countries, and no countries would want to have anything to do with the nation anymore. Without the help of other countries, it would be hard to stay in order because the economy will slowly fall without their help, since they can’t hold on to all the resources they have, they need to trade and gain more from other countries.
 The similarity of the effects is, they greatly affect the country in a positive way, but the negative outshines the positive, the difference is that they affect them in different ways. So, in conclusion, military power has its positive effects on the economy and social status of a country, but it is not the best choice of the government to choose because the negative outcome outweighs the positive outcome.
