Hi! I’m Vex–formerly vexing-young-master, currently ladyvexll, vextharu1er on twitter, and whore on ao3. I’m a writer and artist and full-time degenerate. How will the Queen react?

With the truth about our Ciel’s identity being revealed I’ve been thinking about the Queen’s reaction to that - or better the lack thereof. A lot has happened which must have also reached Victoria’s ears. Not only is her Watchdog not the person he said he was (”Ciel”) which means he was lying to her but he’s also being searched for murder. And both news have been made public to everyone.

Even if Victoria always knew that our Ciel wasn’t the real Ciel (remember how she always addressed him with “my boy” instead of his name) the reappearance of the true heir and public knowledge of this news might force her to take action or at least to show some sort of reaction. However, nothing has been heard from her since then. She seems suspiciously quiet to that and I wonder why.

Of course, we’ve only followed what our Ciel’s servants have been up to lately so Victoria may have already reacted to the whole thing without us knowing. Real Ciel doesn’t seem to have heard anything from her, though. He mentioned that he needs to contact her but doesn’t seem to want to do that immediately. (That scene may have been before the news got public, however.)

But with the Queen’s past reactions to our Ciel’s mistakes (see what happened in the Murder arc) and with her more recent doubts of his loyalty to her (Green Witch arc) I would expect Victoria to react to this revelation in a way that our Ciel would notice. He lied to her about his identity which is how he got his title as Earl and the position as her Watchdog and now he is searched by the police as the culprit of the case the Queen sent him to investigate. This is way too much for Victoria to simply ignore.

Actually, this could be the perfect opportunity for her to get rid of our Ciel or at least to punish him severely. The Queen doubted his reports before and she doesn’t seem to trust his loyalty towards her anymore (and she’s right since our Ciel hid the knowledge of Sieglinde’s poison gas from her). If the Queen is also responsible for Vincent’s (maybe even Claudia’s) death because they weren’t reliable Watchdogs anymore the same fate could befall our Ciel if he fails to meet her expectations or acts against her wishes. @chibimyumi​ explained how our Ciel’s lies could very well be interpreted as high treason. If the Queen so wishes she could now label him as traitor and have him “removed” quite easily and even in a more or less legal way. And with real Ciel Victoria even has a replacement now who could simply take over as Watchdog until he, too, rebels against her. 

I suppose one reason why she doesn’t have to act immediately is that the position as the Queen’s Watchdog is quite secret. Not many people know that such a title even exists and even less know who holds that title. So there isn’t much public pressure on the Queen to react to our Ciel’s lies in regard to the position as Watchdog, simply because the public doesn’t know about that. It’s probably a bit different with his title as Earl since that was way more official.

I’m not quite sure how the rules work in that regard but the title as Earl and the estate was already given to “Ciel Phantomhive” so maybe that just automatically goes to real Ciel now that the imposter has been revealed without the Queen officially having to do anything. So for now, Victoria might just wait and see how things develop further before she decides on whether or how to punish our Ciel or who she wants to keep as her Watchdog. 

On one hand, this could be an easy opportunity for her to replace and get rid of our Ciel whose loyalty she’s starting to doubt. On the other hand, apart from a few exceptions our Ciel has done a good job as Watchdog so far and replacing him with real Ciel who has no experience in that work and who has someone by his side who clearly doesn’t like the Queen (Undertaker) could be a risk, too.

Maybe Victoria has already set things in motion. That’s actually the idea I think is most likely. She may not have officially made any declaration yet but she could have sent her close servants to at least observe what our Ciel and maybe also real Ciel are up to. So before she makes her decision on who to keep as Watchdog she wants to see who is more loyal or who she can control more easily. @midnight-in-town​ discussed the idea of Jane (the maid from Heathfield’s manor) possibly being the Queen’s servant John Brown in disguise. Through this, Victoria would not only keep an eye on what our Ciel is doing but she’d also gain more information on the Bizarre Dolls who she seems to have such a strong interest in. 

I think Victoria doesn’t really care who exactly does the job as her Watchdog. For some reason it always seems to be the Phantomhives’ job but within that restriction she doesn’t care whether it’s a man, a woman or a child. Maybe similar to how Undertaker views them, to Victoria they are all Phantomhives, without caring about them individually. What’s important to her is that they are loyal and obedient and maybe if that’s no longer the case she gets rid of them (Claudia? Vincent?) and replaces them with the next one. If she doesn’t want our Ciel as her Watchdog anymore (because of his lies or him hiding things from her) I’m pretty sure that she won’t just let him go unscathed. And I also think we’ll see a reaction from Victoria to our Ciel’s lie about his identity (at least some sort of punishment, if only to show him her power over him). Whether that’s still to come or if there are already things set in motion remains to be seen. But it could be building up to a confrontation between our Ciel and the Queen eventually which might lead to some truths about what happened to the Phantomhives.
