Just looked Qilin up, that does sound pretty neat. If you want to go down the angst route, Qilin!Percy could have been cast out from her kin for realizing the major flaws in not-China's court & laws, but still tries to be noble & just in her exile.
She moved to not-Europe originally to learn about its political systems, but ended up establishing her own queendom after a recent war left refugees & a power vacuum in the area she was staying in.
that does sound pretty neat. it'd also be cool if she was just nomadic and at some point zora kinda just tagged along. zora could be the one exiled for her crimes in not-spain and on her travels she saw qilin percy drinking at a riverbank. zora's torn between hunting her and not hunting her, but eventually decides no bc of how magestic and unusual she looks. like what's a qilin doing in western not-europe?
then they go on silly adventures together 鈾♀槅

Dragon!Percy doesn't eat rebels (most of the time), that'd be a bad look for her. She just stand there & lets them whale on her until they wisen up & agree to negotiate. Given Dragons in this AU are basically scaly magical nuclear reactors & can take a lot of damage, this works surprisingly well.
Zora basically can't hurt Percy, even if she tried. Not unless she has access to very strong magic, a lot of explosives, or actual siege equipment.
Idea: Medieval AU where Percy is an actual monarch, & Zora is an assassin who is trying to get rid of this unusually tough ruler...
Only to discover that Percy is a Dragon, & her hoard is people. Ramsey snuck in to steal treasure before her, now he's in charge of finances. Percy is getting annoyed by these assassins' constant attempts on her life, but she feels something special about this new addition to her hoard...
Cue a sitcom where Ramsey has to act as his boss' wingman, & Zora is very confused by this whole situation.
i actually know very little about dragons, but i have a friend who's obsessed and they adored the idea. idk why but i want percy to eat those that rebel, ig i just think it'd be funny
