If I may add my grain of salt, I think he just might be missing a credit or something!

Like maybe he passed the majority of his classes the second time around and was missing the grade from Miss O'Donnel's class to pass.

is there a general fan consensus about why Eddie is doing senior year for the third time? not second, but third?

(if we use Flight of Icarus as canon for the sake of argument, senior year got fucked up by Al, then maybe the second go around Eddie was still a bit messed up about it all? and Higgins was still trying to ruin him? but since that isn't canon...)
