MANILA – Two policemen allegedly involved in the murder of the aide of former Biliran Rep. Glenn Chong and a female companion have surrendered, Philippine National Police (PNP) chief Gen. Archie Francisco Gamboa said on Tuesday.
In a press briefing at Camp Crame, Gamboa said the suspects, Capt. Jon Russel Barnacha and Staff Sgt. Alvin dela Cruz, both personnel of Highway Patrol Group (HPG), voluntarily surrendered to the authorities after the Regional Trial Court Branch 99 in Rizal issued a warrant of arrest for two counts of murder against them.
Gamboa said the two went on Absence Without Official Leave (AWOL).
Richard "Red" Santillan, an aide of Chong, and his companion Gessamyn Casing were killed in an alleged shootout on the road in Cainta, Rizal on Dec. 9, 2018.
Last June 2019, the complaint filed by the NBI stemmed from the killing of Santillan and Casing in Barangay San Andres in Cainta, Rizal named as respondents for obstruction of justice, Calabarzon police regional director Brig. Gen. Edward Carranza, Rizal provincial director Col. Lou Evangelista, and Cainta police chief Lt. Col. Pablito Naganag.
Two counts of murder and one count of planting of evidence were also filed against seven officers from the Cainta police station led by Lt. Sandro Ortega, four officers from the provincial office of the Philippine National Police HPG led by Barnacha and 10 operatives of Regional Special Operations Unit led by Master Sgt. Rene Eufracio.
The NBI has concluded that the incident was a rubout and not a shootout as claimed by the police officers.
Carranza and his men, on the other hand, claimed that the incident in December 2018 was part of a legitimate police operation against the so-called “Highway Boys” involved in the illegal drug trade, carnap theft, robbery and killings on the Manggahan Floodway in Cainta. (PNA)

NBI charges 21 cops in killing of Glenn Chong’s aide News
MANILA, Philippines — The National Bureau of Investigation has asked the Department of Justice (DOJ) to charge 21 police officers with two counts of murder for the ambush of the aide of former Biliran representative and senatorial candidate Glenn Chong and his companion last Dec. 9 in Cainta, Rizal. The NBI also asked the DOJ to prosecute the chiefs of the Philippine National Police in Calabarzon, Rizal and Cainta for covering up the murder of Richard Santillan, who was Chong’s aide, and Gessamyn Casing. ADVERTISEMENT In a complaint filed on Friday, the NBI said its monthslong investigation showed that Santillan and Casing were killed defenselessly by the police. Santillan was in Cainta that day for his annual gift-giving activity for poor children. The NBI asked for the indictment of seven Cainta policemen led by Police Lt. The police claimed Santillan fired at the chasing operatives, who apparently mistook his Toyota Fortuner SUV for a vehicle used by the syndicate. But according to the NBI, witnesses “did not see the occupants of the SUV fire any shot towards the police officers because the windows of the SUV were closed the entire time.” It said a witness heard a woman from inside the vehicle crying innocence but the police continued to shoot at the SUV. When examined by the NBI, the victims’ clothes and hands tested negative for gunpowder, contrary to the PNP’s report. Lou’s real simple just like his daddy. He’s a car boy. He fixed up his green Volvo all on his own. He got the car from Hattie and it was in pretty rough shape. Even though Imogen and her parents only came by during the summer, he still spent 90% of his time at Hattie’s house. Once she got to the point where she couldn’t drive, I feel like she just gave him her car.
It’s hard to show in game, but I’ve always pictured Lou’s hair being kinda curly. I don’t think it’d be pin straight. He’d have deep waves or big chunky curls just like Lucian.
He will not leave the house without some gold jewelry on. Especially nowadays. It’s something Annisa really got him started on. He absolutely is stealing accessories from his sister.
Lou’s a decent cook! He’s learned a lot from Hattie, Imogen, and Dallas. Right now, Lucian’s teaching him how to make more Peruvian dishes. (I know the food pictured isn’t Peruvian lol. It was just a really nice picture)
Side note- I like to think that in between seasons 2 and 3 Lou got the chance to visit Peru and meet the rest of his family. I can see him falling in love with the food because of the taste and just because it reminds him of them.

I think as Imogen gets further into her career she’d lean mostly into songwriting. I can see her putting out a song here and there but that’s about it. I don’t think she’d want the life that comes with being a celebrity. Just the pay lol. I think she and Lou have imagined very simple lives for themselves. Lou just wants to be an engineer or even a mechanic. Own his own auto-shop or something. While Imogen would just be a songwriter. I don’t really see her wanting to go to events or award shows. She’d just wanna write and get paid. Maybe own a little cafe one day if she was feeling really ambitious.
