By • Olalekan Fagbade JUST IN: IGP visits Olubadan, harps on community policing   The Olubadan of Ibadanland, Oba Lekan Balogun, has lauded the acting Inspector General of Police, Kayode Egbetokun, for his commitment to community policing, saying it is the definitive solution to the nation’s security challenges. Oba Balogun expressed this praise during a visit by the IGP to his residence in Alarere, Ibadan. Several members of the Olubadan advisory council, including Balogun of Ibadanland, Ashipa Balogun, Ekerin Olubadan, Ekerin Balogun, Obas Owolabi Olakulehin, Kolawole Adegbola, Hamidu Ajibade, and Dada Isioye, along with three Mogajis – Asimiyu Adepoju (Ariori), Isiaka Raji (Elegbaaowo), and Kayode Ogunsola (Anisere) – were present to receive the visitor. Speaking through the ‘Baba Kekere’, Kola Balogun, acknowledged the initiative of the new police boss to pursue the community policing strategy effectively through the deployment of technology and motivation of the officers and men of the force by way of training and attention to their welfare. Olubadan in a press statement by his personal assistant, Oladele Ogunsola said Egbetokun “is the most perfect fit for the job at this period in the history of the country. Our IG is Enitan, he is a manifestation of abundance grace and mercy in view of what he has passed through in the force. “You actually paid your dues. You cheated death on occasions, and on two different occasions, you were denied your well-deserved promotion to the position of Commissioner of Police, but, through the grace of God, you eventually reached the pinnacle of your career. That same grace will sustain and grant you huge success on this exalted seat.” The Olubadan also appreciated the efforts of the new Police Command helmsman in Oyo State, Compol Adebola Hamzat, in implementing community policing and fostering cooperation among stakeholders. He stated that the palace would continue to support the command’s efforts to secure the lives and property of the people.   The monarch said: “Oyo State is relatively peaceful, though, we have some pockets of security challenges, but, the CP has shown the capacity and capability to contain them since his arrival here for which we are very much grateful.   “The palace, I mean myself and my members of the Advisory Council, Mogajis and Baales will not relent in giving the Command all the necessary and needed cooperation and support to achieve the set goal of securing the lives and property of our people.” In his remark, Egbetokun said his visit to the palace, the first of such to be made in the southwestern part of the country was to appreciate and thank the monarch for the support and cooperation the Oyo state command. He emphasized the strategic significance of Oyo State in security matters due to its location and history. The IGP assured the Olubadan of the Force’s commitment to a service-driven, rule-of-law-compliant, and people-friendly approach to law enforcement. He emphasized the need for collaboration with traditional rulers to achieve the goals of the new vision for the police. The IGP said: “We are always conscious of whom to post here as the CP and we don’t just send anybody here, we look out for who can give effective policing to the state and we appreciate our father, the Olubadan and his Council for the maximum support you have been giving us”.   The IG further explained that the new vision of the force would be service-driven, compliance with the rule of law, people-friendly, and adequate response to crime occurrences, to improve the community and take the Force to the next level. He added: “To drive this vision, the roles of traditional rulers cannot be overemphasized and here I come to solicit Your Majesty’s understanding and support. “Your Majesty, your roles are very critical to our new vision. Thirty-two beaded crown-wearing Obas will soon be in Ibadanland, the capital of Oyo State, while the Olubadan, Oba Saliu Adetunji, will maintain his status as the paramount ruler of the ancient city. This is the highpoint of the recommendations by the Judicial Commission of Inquiry for the review of the existing 1957 Declaration of Olubadan of Ibadanland and other related chieftaincies in Ibadanland, set up by the Governor Abiola Ajimobi. To reduce the lengthy years it takes a potential Olubadan to get to the pinnacle of the two chieftaincy lines producing the Olubadan on rotational basis, the panel has also reduced the rungs from the existing 22 to 11 on the Otun line, while the Balogun line was reduced to 12 from 23. What the above implies is that Ikolaba chieftaincy will now become the entry point for a potential High Chief, instead of Jagun chieftaincy as it currently stands, if the recommendations sail through. These are highlights of the report presented to the governor by Chairman of the Commission, Justice Akintunde Boade (retd) at the Governor’s Office, Ibadan, on Friday. The presentation of the report by the 11-member commission was witnessed by members of Olubadan-in-Council, led by the Otun Olubadan, Mr Lekan Balogun and Balogun of Ibadanland, High Mr Owolabi Olakulehin. Others included members of Ibadan Council of Elders, representatives of Central Council of Ibadan Indigenes (CCII), all local government chairmen from Ibadanland and other eminent personalities of Ibadan extraction. Ajimobi while receiving the report, said no effort would be spared in ensuring that the recommendations were implemented as early as next month. He said his administration’s resolve to carry out a comprehensive review of the Olubadan chieftaincy was in response to requests by the Olubadan-in-Council, Ibadan elders, members of CCII and others. The governor who insisted that the exercise was not new, recalled that previous administrations had reviewed the chieftaincy declaration, but could not muster the political will to implement their respective reports. According to him, the review was necessary in order to enhance the status of Olubadan, to be in line with what obtains in other states in Yorubaland as well as to conform to the modern trend in culture and tradition. He said he was not unmindful of the pockets of opposition to the move, noting that he was not bothered as long as those in support were overwhelmingly in the majority. He said, “It is not everybody that will agree with us but once we have the majority who are in support, we are not bothered. As is customary, some people will disagree with any policy the government wants to implement, only for them to commend such policy in future. “So, we really don’t mind those who are abusing us for taking this action. It only makes us happy and realize that we are doing the right thing. “I salute the doggedness and patriotism of members of the commission for doing a thorough job. I also want to thank CCII and Ibadan Council of Elders for their support. “I particularly want to immensely appreciate Olubadan-in-council for their overwhelming and intellectual support for the review without minding whether the recommendations would affect them positively or negatively. "By the grace of God, we can implement the recommendations as early as next month. The review will only enhance the status of Olubadan as the imperial majesty. It will not diminish his influence in any way.” Boade had earlier explained that in arriving at 32 beaded crowns, the commission gave preference to current 11 high chiefs that make up the Olubadan-in-Council; nine eligible ancient baales and five baales who are members of the state Council of Obas and Chiefs. He added that two baales at the state’s borders with Ogun and Osun States were also considered for beaded crown judging by their untiring efforts in ensuring that their areas were secured for Ibadanland.He further explained that while one baale was considered because of historical importance of his area, four others were also recommended for the beaded crown-wearing obas on the basis of their historical antecedents. He said, “For the avoidance of any doubt, the commission wishes to emphasize and restate the unassailable fact that Kabiyesi, the Olubadan of Ibadanland, remains the only paramount ruler in Ibadanland. “We received a total of 120 memoranda, out of which three were struck out on the basis that they were not relevant to our terms of reference, while nine of the people who submitted memoranda refused, failed or neglected to give oral evidence in support of their memoranda.”
