Excerpt from this Op-Ed from the New York Times:

At first glance, Xi Jinping seems to have lost the plot.

China’s president appears to be smothering the entrepreneurial dynamism that allowed his country to crawl out of poverty and become the factory of the world. He has brushed aside Deng Xiaoping’s maxim “To get rich is glorious” in favor of centralized planning and Communist-sounding slogans like “ecological civilization” and “new, quality productive forces,” which have prompted predictions of the end of China’s economic miracle.

But Mr. Xi is, in fact, making a decades-long bet that China can dominate the global transition to green energy, with his one-party state acting as the driving force in a way that free markets cannot or will not. His ultimate goal is not just to address one of humanity’s most urgent problems — climate change — but also to position China as the global savior in the process.

It has already begun. In recent years, the transition away from fossil fuels has become Mr. Xi’s mantra and the common thread in China’s industrial policies. It’s yielding results: China is now the world’s leading manufacturer of climate-friendly technologies, such as solar panels, batteries and electric vehicles. Last year the energy transition was China’s single biggest driver of overall investment and economic growth, making it the first large economy to achieve that.

This raises an important question for the United States and all of humanity: Is Mr. Xi right? Is a state-directed system like China’s better positioned to solve a generational crisis like climate change, or is a decentralized market approach — i.e., the American way — the answer?

How this plays out could have serious implications for American power and influence.

Look at what happened in the early 20th century, when fascism posed a global threat. America entered the fight late, but with its industrial power — the arsenal of democracy — it emerged on top. Whoever unlocks the door inherits the kingdom, and the United States set about building a new architecture of trade and international relations. The era of American dominance began.

Climate change is, similarly, a global problem, one that threatens our species and the world’s biodiversity. Where do Brazil, Pakistan, Indonesia and other large developing nations that are already grappling with the effects of climate change find their solutions? It will be in technologies that offer an affordable path to decarbonization, and so far, it’s China that is providing most of the solar panels, electric cars and more. China’s exports, increasingly led by green technology, are booming, and much of the growth involves exports to developing countries.

From the American neoliberal economic viewpoint, a state-led push like this might seem illegitimate or even unfair. The state, with its subsidies and political directives, is making decisions that are better left to the markets, the thinking goes.

But China’s leaders have their own calculations, which prioritize stability decades from now over shareholder returns today. Chinese history is littered with dynasties that fell because of famines, floods or failures to adapt to new realities. The Chinese Communist Party’s centrally planned system values constant struggle for its own sake, and today’s struggle is against climate change. China received a frightening reminder of this in 2022, when vast areas of the country baked for weeks under a record heat wave that dried up rivers, withered crops and was blamed for several heatstroke deaths.

The myth of the "Third World"

There is this false notion of "lesser economically developed countries", or "third world countries", wherein people from the "more economically developed countries" believe if the other places Did It Right, then they would become as prosperous and have as high living standards as the "first world".

This is false, because the "first world"'s entire way of living depends entirely on the "third world" taking a different trajectory.

There is literally no possible way for China to live like the UK without, for example, dominating other countries and using them as their main means of production instead, which is what the UK and the USA and France and Germany have done. We have exported our industries and imported all the benefits they bring.

This is why environmentalism is a fucking joke. The UK is so proud of being a greener country but we are simply exporting all our enviromental damage to China and India by having all our factories made there, and having all our vegetation made elsewhere in Europe. We make charts and say we are doing better! Our emissions are down! Look, we've banned petrol cars from London! Then we point to China and go, look how bad their environmental standards are! Look how bad that air pollution is!

Who is responsible for the air pollution in China? It isn't the Chinese. What if one day, China went "fuck this, your factories are ruining our lives and we aren't going to run them anymore"? Would China just get sanctioned into oblivion? Would they lose all the completely necessary economic development that the UK claims China is so behind on?

That's it though, if you're not top of the food chain like the UK was a century or so ago, you need to take a different route to get there because you haven't got the same means of enslavement and resources. And that either involves the domination of nearby countries, and exporting resources there to improve local quality of life, or it involves sacrificing your own environment in order to become an economically powerful country.

I think a lot of people in the UK still don't understand the great power that China and India have developed taking this path, they don't understand that if those countries stopped cooperating, the UK would die within a couple of months. We are not a strong, independent country with a good quality of life. We are like an old abusive relative who is taking advantage of our background of colonialism to exploit countries that are working way harder and better to grow.

Cars and Trains in Spy x Family - Episode 2

Following on from episode one, episode two introduces a lot of crucial new elements, such as the opening, more cars, more trains, and of course, Yor. But as she is neither a car nor a train, I’ll ignore her here; it’s perfectly obvious that she’s awesome even without me talking about her.

The opening starts explosive like a 1960s cartoon. Explosions! Car chase! Colors! Let’s take a look at the cars in particular:

The first car in green shows the tail fin lights of the Trabant 601, the default east German (and often east german in general, since it was also exported) car.

The Trabi, as it’s commonly known, is one of the key signifiers of the GDR (communist east Germany); the only things that come close may be the country’s flag and the Ampelmännchen. When it was introduced in 1964, following on from two previous models, it was a fairly reasonable no-nonsense small car. It’s small two-stroke engine was already a bit of an older choice, but still also commonly found on contemporary cars in the west, for example by the company that is now Audi. It became the standard car of east Germany, to the point that half (47%) of all cars there were Trabants. However, there was essentially no development until 1990, and the curious design with cotton-based body panels was slow and expensive. If you ordered a new Trabant, you would have to wait for 12 years until you received it, which was actually the quickest you could get a new car there. In the final years there were efforts to put a modern VW engine in it, but that car only came out in 1990, when modern western cars were available, and it did not sell at all.

The other important car of the GDR is the other car seen in the intro:

Those are the taillights of the Wartburg 353, a more upmarket sedan with four whole doors and a slightly bigger (but still two-stroke) engine.

The Wartburg suffered from all the same issues as the Trabant, like lack of updates and even longer wait times, but became less of a symbol because there were fewer of it.

Of course, this blog is named Trains In Anime, not cars in anime, and while I reserve the right to completely ignore that most of the time, if there is a train in an anime, I do want to talk about it:

That’s the station where Yor is waiting for her husband to arrive from work. And it’s not just any station; it’s Berlin Friedrichstraße.

Yeah I didn’t get a good angle when I was there last Friday, sorry, but I think the point still stands. Note in particular the crease in the top of the station hall. Also note the street lights that seem to match reality pretty well.

Friedrichstraße is in many ways the central point of Berlin’s public transit network, sitting at the intersection of the central east-west suburban rail line (the Stadtbahn) and the central north-south rail line (the North South Tunnel), with a subway line also serving it. During the cold war, it also had the role as a border station; it was split between east and west then, which must have been very cramped.

Note that this is not Berlin Hauptbahnhof/central station, that is about half a kilometre west of here, and altogether less well connected to either public transit or anything at all.

(Random aside: If you’re in Berlin, take a trip along the Stadtbahn, with any S-Bahn line from Westkreuz to Ostkreuz or reverse, or any long-distance train through Berlin Hbf top-side; sit on the south side. You’ll get glimpses of at least 50% of important Berlin sights, like Siegessäule, Brandenburger Tor in the distance, Schwangere Auster, the chancellor’s office and parliament, the museum island, Alexanderplatz and more.)

The train on top is hauled by a DR class 119 locomotive.

Built from 1975 to 1985, they are not quite in the time range for the show; it would make sense to assume that they meant to use a class 118, which was built from 1960-1970 instead. The main difference from the outside is the circular side windows on the 119, which gained them the nickname U-Boot (submarine). That, and the fact that they would often “dive under” and not appear visible for weeks, because they were in the workshops due to poor reliability, especially compared to the 118. The 119s were essentially a version of the 119 that was built in Romania instead of the GDR, because Comecon rules meant that the GDR wasn’t allowed to build its own diesel locomotives anymore. Comecon rules are responsible for a lot of weirdness in east german railroading.

Personally, I don’t care that the locomotive is ten years too new; that it’s there at all is absolutely correct.

At the time that Yor is waiting, Loid is dealing with some smugglers, and he’s transporting the secured contraband in a van.

This is probably the least obscure thing we have in this show. The Volkswagen T1 van, also known as VW Bus, Microbus, Kombi, Bully and many others, is one of the defining products of this west-german company, and became the iconic Hippie van, until President Johnson raised import duties in order to protect North American chicken farmers.

This starts a trend in the show that I find hilarious: Our deep-undercover western spies are constantly the only people traveling in west german cars, while everyone else in this east german country is traveling in east german cars. Nobody seems to notice. I love that, and I guarantee you that this was on purpose.

Later we get a car chase that again involves the T1 bus and a Wartburg 351.

And then, after a boring dinner, Loid and Yor drive home, until they’re suddenly accosted.

That’s a car that I genuinely had to look up. This is a Wartburg 313 sport coupé, an extra sporty and stylish version of the older Wartburg 311.

This was the top Wartburg of the late 1950s (built from 1957 to 1960), in only very small numbers. The styling gained awards, but even though the engine got boosted to 50 HP, that was still rather weak even by the standards of the time. Also, the whole concept of a luxury car didn’t really sit well with the ideas of the socialist state it was built in, so there was no successor to match the boxy Wartburg 353 sedan. A total of 469 of these were built, so finding them is not trivial. Seeing it here, in this anime, in a minor role, is nothing short of amazing.

I will do more of these reviews, but not that soon because I’m lazy. What I can already spoil is that basically all cars are well researched and appropriate to the setting and time period, with only minor mistakes like using a 1970 version instead of a 1960 one. The only exception that does not fit at all is the god damn school bus, but we’ll talk about that when we get there.

A Russian Sukhoi-34 fighter-jet has accidentally bombed the Russian city of Belgorod, around 40km (25 miles) from the border with Ukraine on Friday. The bomb left a 20m (60ft) crater and caused an explosion so large it blew a car on to the roof of a nearby shop. Three people were injured and several buildings were damaged.

Ukrainian authorities say Russian forces are “forcibly evacuating” civilians in the area of the Kherson region that they still occupy, a day after it was claimed Ukrainian forces had established a bridgehead on the east bank of the Dnipro River.

Ukraine’s military have set up positions on the eastern side of Dnipro river near Kherson city, the Institute for the Study of War reported, citing Russian military bloggers.

Russia on Sunday said its forces had advanced in Bakhmut while a top Ukrainian commander said his troops were holding the frontline through the city, all but destroyed in some of the bloodiest combat of the 14-month war. The Russian defence ministry said its forces had secured two blocks in western districts and airborne units were providing reinforcements to the north and south. Russia sees Bakhmut as a stepping stone to more advances in eastern Ukraine.

Moscow is threatening to terminate the Black Sea grain deal, viewed as critical to addressing the world hunger crisis, if the Group of Seven nations ban exports to Russia.

Russian troops shelled the village of Shakhtarske in Ukraine's Donetsk Oblast on the morning of April 24, reported the regional prosecutor's office. Two men aged 43 and 66 were killed in a house's yard, and their neighbor suffered shrapnel injuries, according to the prosecutors.

Regional governor Vyacheslav Gladkov said authorities had ordered the evacuation of a damaged nine-storey block of flats as a precaution.

Three people were injured and several buildings were damaged, he said.

Video posted on social media showed the impact of the blast, lifting a vehicle on to the roof of a supermarket as traffic streamed along Prospekt Vatutina, close to the centre of the city.

In a brief statement, the Russian defence ministry admitted that one of its Su-34 fighter bombers had "accidentally discharged aircraft ordnance" at 22:15 local time (19:15 GMT) on Thursday.

It was a bureaucratic way of saying that the jet had mistakenly fired a weapon. It didn't specify which one.

The bomb landed at an intersection of two roads not far from the city centre and next to residential buildings.

Two women were taken to hospital for treatment, according to the governor. But with a Russian bomber hitting a busy residential district the consequences could have been far worse.

"Thank God no one was killed," he said on social media.

Ukrainian authorities say Russian forces are “forcibly evacuating” civilians in the area of the Kherson region that they still occupy, a day after it was claimed Ukrainian forces had established a bridgehead on the east bank of the Dnipro River.

“I have information that the evacuation starts today [Sunday] with an excuse of protecting civilians from the consequences of heavy fighting in the area,” Oleksandr Samoylenko, the Ukrainian head of Kherson’s regional council, said. Russian troops were “trying to steal as much as they can” as they withdrew, he added.

The claim cannot be verified, but it comes amid an apparent increase in Ukrainian military activity in the south of the country which some analysts have interpreted as a potential precursor to Kyiv’s long anticipated counter-offensive.

Serhiy Khlan, another Ukrainian official in Kherson, said over the weekend that Wagner group fighters were helping Russian occupation officials impose control over the civilian population on the east bank of the Dnipro.

Ukraine’s southern military command meanwhile reported airstrikes in Kherson region by four Russian Su-35 jets. Ukraine said buildings were hit with guided bombs, but did not specify the location of the strikes.

Attention has focused on Ukraine’s southern front around the key city of Kherson since Sunday’s report from the Institute for the Study of War, a US-based thinktank, which suggested Ukrainian forces had established positions on the east bank of the Dnipro, opposite Kherson in the area of a settlement called Dachy. The ISW made the claim after geolocating reports from Russian sources.

Analysts at the thinktank came to the conclusion after examining text messages and photos posted by “Russian military bloggers”.

The ISW also suggested Russian forces may no longer control islands in the Kinka and Chaika rivers, less than 500 metres north of Dachy.

The apparent Ukrainian progress follows months of low-level conflict in the Dnipro delta and along the Kinburn spit, a narrow sandy peninsula. Both sides have deployed crews in rigid inflatable boats in often unreported fights over the small islands that dot the river mouth and surrounding marshes.

The handful of reports that have emerged since the beginning of the year about the delta have painted a picture of bitter fighting for small and mainly uninhabited islands, some of which have changed hands several times. With the islands and the river threatened by artillery strikes from both sides, Russian and Ukrainian forces have lost boats in the fighting.

The Ukrainian military has asked for “patience” on reports of a possible offensive. A large-scale advance over the wide river under the threat of Russian strikes would be a large and difficult undertaking.

“The conditions of a military operation require silence until it is safe enough for our military,” a Ukrainian military spokesperson said, adding she could not confirm or deny the ISW’s report.

The reports of a potential Ukrainian advance in the south come nearly six months after Ukraine liberated Kherson city and the west bank of the Dnipro in November 2022.

According to the ISW’s most recent update, Kherson may be the most vulnerable area of Russian occupation along the long frontline.

“The Russian grouping in Kherson oblast is likely the most disorganised and undermanned in the entire theatre, highly likely mainly comprised of badly under-strength remnants of mainly mobilised units,” the thinktank said.

Speculation over Ukrainian advances in the south came as Russian authorities said they had repelled a drone attack on the port of Sevastopol in Moscow-annexed Crimea, adding that there was no damage or casualties.

It also came as audio emerged of the head of the Wagner mercenary group threatening to kill Ukrainian prisoners of war. Yevgeny Prigozhin was reacting to a Wagner-affiliated Telegram channel posting of an alleged recording of what it said were two Ukrainians deciding to shoot a Russian prisoner of war.

The channel did not say where the recording came from and there is no way of verifying its authenticity.

“We will kill everyone on the battlefield. Take no more prisoners of war!” Prigozhin said in an audio recording on Sunday “We don’t know the name of our guy shot by Ukrainians,” Prigozhin said, adding that under international law his group was obliged to “take care, treat, not hurt” any prisoners of war.

Ukraine’s military have set up positions on the eastern side of Dnipro river near Kherson city, the Institute for the Study of War reported, citing Russian military bloggers.

Infiltrating the area could be a first step towards trying to dislodge Russians from positions they are using to shell and shoot at Kherson.

The constant attacks have made it impossible for residents to return to normal life, months after Ukrainan troops liberated the city from Russian occupation.

Ukrainian military forays across the river could also mark the first tentative steps towards launching a long-awaited spring offensive.

The think tank said in an update on the war:

This is the first time ISW has observed reliable geolocated imagery of Ukrainian positions on the east bank along with multi-sourced Russian reports of an enduring Ukrainian presence there.

The Russian military bloggers said Ukrainian forces had established stable supply lines to their positions and “regularly conduct sorties in the area”, the ISW said.

The reported positions were in marshy territory of islets and tributaries, near the settlements of Oleshky and Dachi, the report said. Russia still holds the settlements.

A Ukrainian military spokeswoman for the southern region declined to comment on the reports that Ukrainan troops had achieved a foothold across the river.

Natalia Humenyuk told TV channel 24:

There is an ongoing military operation that requires informational silence. And when it is allowed we will be sure to notify you.

Government officials and Ukrainian commanders have signalled for months that when the weather and troops are ready, they will try to dislodge Russian forces from the south.

An autumn campaign liberated swathes of northeastern Kharkiv and pushed Russian troops out of Kherson, at the time their last stronghold on the western banks of the Dnipro.

NATO Secretary General Jens Stoltenberg said on Friday he is “confident” Ukraine is prepared to retake more of its territory in the next offensive.

The Russian defence ministry said its forces had secured two blocks in western districts and airborne units were providing reinforcements to the north and south. Russia sees Bakhmut as a stepping stone to more advances in eastern Ukraine.

Ukrainian Colonel General Oleksandr Syrskyi shared images on the Telegram messaging app of him poring over a map with three other uniformed men, with the caption "Bakhmut frontline. Our defence continues."

"We hit the enemy, often unexpectedly for him, and continue to hold strategic lines," he wrote.

Reuters was unable to verify battlefield reports.

Yevgeny Prigozhin, head of the private Wagner military force which is leading the Bakhmut assault, has claimed 80% control of the city. Kyiv has repeatedly denied claims its troops are poised to withdraw.

Ukrainian President Volodymyr Zelenskiy vowed to keep defending the city.

"It is impossible for us to give up on Bakhmut because this will [help] expand the battle front and will give the Russian forces and Wagner chances to seize more of our lands," Zelenskiy said in an interview with Al Arabiya news channel published on Sunday.

Also on Sunday, the Russian-installed head of Ukraine's southern Kherson region denied a report by a U.S. think tank that Ukrainian forces had taken up positions on the Dnipro river's eastern bank.

"There is no enemy foothold on the left (eastern) bank of the Dnipro river … our military completely controls that territory," Vladimir Saldo wrote on his Telegram channel.

Citing Russian military bloggers embedded with Moscow's forces, the Institute for the Study of War said Ukraine had "established positions" on the eastern bank, though it was not clear "at what scale or with what intentions".

Russia withdrew forces from the western bank last year as part of a series of withdrawals that signified a shift in momentum in Kyiv's favour.

Natalia Humeniuk, a spokesperson for Ukraine's southern command, neither confirmed nor denied the report, which she told Ukrainian television foreshadowed "very powerful shelling" in districts around the west bank cities of Kherson and Beryslav.

"Reacting to such information, the enemy has significantly intensified its attacks on the opposite bank," she said. Civilians had been injured and about 30 buildings destroyed, including a school, she said.

Moscow is threatening to terminate the Black Sea grain deal, viewed as critical to addressing the world hunger crisis, if the Group of Seven nations ban exports to Russia.

Such a ban could be part of the ever-evolving set of sanctions the allies have leveled against Moscow for its war in Ukraine.

Ukraine normally supplies about 45 million metric tons of grain to the global market every year and is the world’s top exporter of sunflower oil. Together with Russia, it accounted for about one-quarter of global wheat exports in 2019.

On Sunday, Dmitry Medvedev, the former Russian president and deputy chair of Russia's security council, implied in a Telegram post that Moscow would answer a new G7 export ban by halting the flow of "goods that are the most sensitive for G7."

Alliance response: The G7 called for the “extension, full implementation and expansion” of the Black Sea grain deal in a statement published by the Ministry of Agriculture, Forestry and Fisheries of Japan on Sunday.

Moscow has pulled out of the deal before: Russia had suspended its participation in the UN-brokered agreement in October 2022 after drone attacks on the Crimean city of Sevastopol, Ukraine.

Shipments have been stop-and-start during the deal, with each side accusing the other of sabotaging the operation at times.

Origins of the deal and impact: Turkey, alongside the United Nations, helped broker the deal in July 2022. The agreement established a procedure that guaranteed the safety of ships carrying Ukrainian grain, fertilizer and other foodstuff through a humanitarian corridor in the Black Sea.

Under the deal, all vessels coming to and from Ukraine’s ports were inspected and monitored by international teams made up of officials from Russia, Ukraine, Turkey and the UN.

Russian troops shelled the village of Shakhtarske in Ukraine's Donetsk Oblast on the morning of April 24, reported the regional prosecutor's office.

Two men aged 43 and 66 were killed in a house's yard, and their neighbor suffered shrapnel injuries, according to the prosecutors.

Shakhtarske is located in the Volnovakha district, about 75 kilometers from the Russian-occupied city of Donetsk.

Earlier the same day, Donetsk Oblast Governor Pavlo Kyrylenko said that Russian attacks had killed two civilians in the region and wounded two more over the previous 24 hours.

Ukraine's eastern Donetsk Oblast bordering Russia is the site of the war's fiercest fighting between Russian and Ukrainian forces as Moscow seeks to occupy the entire region.

Sanctions were "melting away" Russia's ability to finance the war, the EU has said, but China and Turkey are helping it to get around Western blockades.

The EU's most painful measures have hit the energy and banking sectors, the EU Commission said in an internal report dated Monday (10 October) and seen by EUobserver.

"Markets are already turning away from trading Russian oil, months before the EU import ban kicks in. Only two-thirds of previously European-bought volumes are currently rerouted, at a major discount of around $25 per barrel," the EU report said.

Buoyed by a temporary spike in energy prices earlier this year, Russia's budget surplus was RUB 500bn (€8bn) in the first half of 2022.

But "oil production is down by 10 percent, and gas production declined by 22 percent year-on-year in August," while the surplus "shrank to just RUB 137bn over the summer", the commission said.

"Russia's war chest is thus melting away," it said.

"The EU oil and petroleum products embargo [due to enter into force in December] ... coupled with a multilateral 'oil price cap' will significantly dent Russian export revenues and further cloud the country's economic outlook," it added.

With all but one major Russian bank blacklisted by the EU, Russian lenders have closed 670 offices in a sign of "severe stress" in the sector, the commission said.

"Banks will need to be recapitalised" by the Kremlin, it said, with "additional capital injections [that] might amount to about RUB 2 trillion".

At the same time, few international investors were interested in buying Russian bonds.

"Domestic issuance remains [the Kremlin's] almost the only source of raising funds, and with dwindling incomes and troubles brewing in the banking sector, demand is bound to remain weak," the commission noted.

'Protracted recession'

"As a combined result of the war itself and the sanctions, Russia has entered a protracted recession, which might last for an extended period," it said.

"The Russian ministry of finance's plans to cover the budget deficit in the next three years by borrowing domestically do not seem plausible," it added.

The economic calculations have a direct bearing on the battlefields of Ukraine, because Russian president Vladimir Putin might change military tactics if he cannot finance a years-long siege.

The EU sanctions also blocked €90bn a year of Russian exports to the Europe, prompting Russian steel production to fall by up to 30 percent and lumber production by 90 percent.

They blocked €30bn a year of high-tech and industrial EU exports to Russia, eroding its factories' ability to make basic consumer items such as cars, refrigerators, and washing machines.

EU states have frozen €17.4bn of Russian individuals' assets in Europe to add insult to injury.

But China and Turkey were leading the way in helping Putin get around EU trade embargoes, the commission warned.

"Exports from China to Russia of the top 30 items in this range (from transport equipment to electric machinery) previously imported from the EU and the US fell hard after the invasion, but in August rose by 20 percent on a year-to-year basis," its report said.

Turkey is meant to be a Nato ally, but "the value of Turkey's exports to Russia nearly doubled since the second quarter, showing the same trend in several key sectors," the commission said.

"In tandem with this development, exports of some member states to Turkey have also risen sharply over 2022," it added, in a tell-tale sign of circumvention.

In a third "red flag", the commission said, "EU exports to Kyrgyzstan over the period 05/18 September, which show almost a four-fold increase over pre-invasion levels".

Meanwhile, some Russian circumvention efforts revealed signs of weakness.
