This locomotive, along with the rest of the Norwegian Di3b class, was originally to be a Finnish one. In the early 1960s, we were looking to buy mainline diesel locos with a slightly lower axle weight than the existing Hr12 class. The contract for the new Hr13 class eventually went to Ahlstom in France (though after the first two units, the rest of the class was built locally in Finland). However, at some point in the process negotiations with NOHAB in Sweden were advanced enough that NOHAB built five locos built for the Finnish 1524 mm gauge, which we never took delivery of, and instead NOHAB sold them to Norway where NSB was already using locos of the same design.

All sources about this deal that never happened are maddeningly vague about the reasons for it. My guess would be the person behind the event is our chairman at the time, Erkki Aalto, who had a habit of making promises of ordering locos from foreign builders he did not intend to keep (seriously, we have record of the Finnish ambassador to Britain complaining about Aalto tarnishing our reputation by his unkept promises). It would be in keeping with Aalto’s conduct to promise something to NOHAB he did not intend to keep.

Aalto eventually had to resign after he lost the trust of the parliament (at the time we were still a state bureau).
