The head of an Iranian Kurdish dissident group has sought the support of the United States for Iranian resistance movements, as the Islamic Republic they oppose pounds rival positions in northern Iraq and contends with unrest at home.
Speaking virtually at an event hosted Thursday by the Washington Institute for Near East Policy, Abdullah Mohtadi, Secretary General of the Komala Party for Iranian Kurdistan, expressed deep concern over a recent series of missile and drone attacks launched by Iran's Islamic Revolutionary Guard Corps against his party and other Iranian Kurdish groups operating in exile out of Iraq's semi-autonomous north, which is under the jurisdiction of the Kurdistan Regional Government (KRG).
"I'm worried, to be honest with you," Mohtadi said. "I'm worried about the pressures that are exerted against us Kurdish political parties in Iraq, and I would very much like the United States to intervene."
Asked by Newsweek what sort of U.S. intervention he was calling for, Mohtadi said he "didn't mean American tanks and American airplanes," but rather "supporting and giving assurances to the KRG and Iraqi Kurdistan that America supports them in resisting the Iranian aggression."
"Apart from that," he said, "it's time the United States engaged with the Iranian Kurdish, or otherwise democratic opposition," adding that such a move "gives a good boost of morale for the Iranian people," and "gives them hope."[...]
Questioned about the potential for armed struggle, Mohtadi said he "can't predict the future," but, for now, "we have ruled it out."[...]
Komala commands an armed wing of peshmerga fighters with a history of insurgency against the Islamic Republic, as do splinter factions such as the Komala Kurdistan's Organization of the Communist Party of Iran and the Komala of the Toilers of Kurdistan. Komala sided with former Iraqi President Saddam Hussein in his 1980s war against the newly established Islamic Republic of Iran, and later took refuge in the KRG after its establishment shortly in the wake of the first Gulf War.[...]
The history of Komala's relationship with Washington is also murky. The group has met with past administrations, including that of former President George W. Bush, who oversaw the invasion of Iraq and a particularly bloody era for insurgent and separatist clashes across both sides or the Iran-Iraq border.
But while the group maintains an office in Washington and has had contact with members of Congress, it denies any direct contact with the current White House.[...]
The U.S. has previously worked with Komala's peshmerga as part of the broader Kurdish front against the Islamic State militant group (ISIS), a fight in which Iran, its militias and the Iraqi armed forces all played frontline roles. But tensions have arisen in recent years as Tehran extended its influence further into Iraq, while the Islamic Republic's resolve was tested from within amid near-annual protests over social and economic conditions.
Some of these conditions have been widely blamed on the return of U.S. sanctions following former-President Donald Trump's 2018 decision to abandon the multilateral nuclear deal known as the Joint Comprehensive Plan of Action (JCPOA), which was forged just three years earlier. [...]
For Iran[...], any open collaboration between Komala and Washington would validate years of accusations that such Iranian Kurdish dissidents received external backing.[...]
The apparent understanding reached by [Iran & Iraq] after recent consultations has led to a ceasefire by the Revolutionary Guards, according to Iran's semi-official Tasnim News Agency. The measure was reportedly contingent, however, on practical measures taken by local and national authorities in Iraq to remove the presence of Komala and other parties.
Meanwhile, the KRG representative to Iran, Nazem Dabbagh, has stated in recent interviews with Iranian and Kurdish media that Iranian Kurdish dissident groups must evacuate from region's near Iraq's border with Iran. If they refuse to comply, Dabbagh told Kurdish outlet Rudaw on Sunday that Iran has communicated that it "will consider other options" to combat their presence.
Taking note of Iran's build-up of military forces along the border, Dabbagh said he did not anticipate a full-scale ground campaign, but warned more serious Iranian intervention "was not unlikely" to target those dissident bases that remained near the border.

Shitty neighbor bullies struggling immigrants for 15 years. Their kid gets revenge, and the shitty neighbor loses custody of her kid & is forced to move out of their house.
I'm sorry it's long, but I think it's worth it!
Spoiler alert: I'm the kid.
A bit of context first:
I'm an only child, born in the USA to older parents (they were both 45 when I was born) who immigrated from Venezuela in the 90's. When I was 2, my Dad was shot in the head. He lived for another 13 years, but the incident permanently damaged certain parts of his brain, and he was a completely different person for those last 13 years. He went from being the most loving, incredible, caring, compassionate person around, to an aggressive, violent, asshole who blew up over the smallest things, but only ever at his inner circle (me, my mother, or other close family). He always managed to keep his composure around strangers for fear of someone calling the police and him getting arrested, but he would later let it all out on my Mom and myself (admittedly mostly me). After the shooting, he could never work again, and my Mom was forced into the position of being the family's sole breadwinner. We lived in poverty for many, many years, because the USA wouldn't recognize her college degree and she couldn't afford to go to college again, so she couldn't work in her field and had to start "at the bottom of the ladder." Dad eventually died when I was 15, of issues related to his shooting.
Now, when I was 7, my parents decided to move into a town with a better reputation for their schools than the one we were currently living in, so that I could attend a better school. They bought a house literally on the edge of town. Most of this town is incredibly expensive, but because on the other side of our street (and across the town line) there's a big complex of government-subsidized housing, our area is much cheaper. This is the house with the asshole neighbor. The house is a three-family. For the last 16 years, we have owned and occupied the first floor, while the terrible neighbor lived on the second floor (until recently). The third floor has been occupied by over 10 owners and tenants over these years; None have stayed more than 3 or 4 years and some have stayed as little as a handful of months.
Now, the second floor bitch, let's call her "Karen." Because, obviously. She has a husband, who we'll call Bill, and they have a young son, Henry.
Here's the story:
When we moved in, Karen and Bill had already been here for a few short months. The three of us (us on the first floor, Karen and Bill on the second, and the original third floor's owners) bought the house from the same crew, who had bought it and turned it into a three-family, "fixing it up" in the process.
Karen quickly showed her true colors as a bully. Over the years, there's been countless examples of nasty shit she's pulled. Her husband, Bill, is an immigrant himself, and doesn't speak very good English. He's very submissive to her and does whatever she wants, but in front of other people makes himself out to be physically dominant. In our first years here, they used to fight a lot, which we regularly heard from downstairs. They would yell, sometimes for hours, and occasionally it seemed like things got violent. Henry was born maybe 10 years ago. He doesn't factor into the story until much later. But anyways, the point is: Whatever Karen's done, she's always gotten away with it. Here are some highlights:
My Mom always took pride in how well she took care of our trash bin & recycling bin. Every month she'd give them a quick rinse after that week's trash day, just to make sure that they wouldn't develop a smell or a colony of bacteria wouldn't move in. Karen, apparently, wasn't so diligent, and one time, her recycling been got really nasty. And I mean really nasty. So, she just left it out back (context: Behind the house isn't a backyard, it's just pavement with a parking spot designated for each unit), and began using ours. Lo and behold, ours started to get nasty, and Mom quickly went from spending a quick 3 minutes rinsing it out every month to about 45 minutes scrubbing with soap and water to clean it out. Eventually, we decided we'd had enough, and she and Dad sent Karen and the third-floor-tenants of the time a polite, but firm, e-mail, that basically said, "Whoever started using our recycling bin, please stop and use your own. You never asked our permission, and we take good care of it, and ever since you began using it it's become disgusting." We knew it was Karen and Bill, but Mom & Dad figured it was more polite without a call-out and they "didn't want to start anything." Within a week, 2 things happened: Karen & Bill got a brand-spanking new recycling bin, and one week we found ours had been mysteriously destroyed. Someone took a knife to it and cut it to pieces. We had no way of knowing who it was, but we had a pretty good feeling we knew exactly who it was. (Yes, we had to get a new one.) Because we had no evidence of who did it though, my parents didn't say anything about it.
Back when we could afford a car (we haven't had one since our first few years here), we used our parking space out back. Every time that Karen & Bill hosted a party (which back then was surprisingly frequently), they would toss their trash over their balcony "into the general vicinity of the trash & recycling bins out back," which is literally right next to our designated parking space. Most of the dents we had on our old '88 Toyota were from bottles thrown from the second floor balcony. We had windows break a couple times; Same deal. Each time it happened, my parents would politely go upstairs, knock on Karen & Bill's door, and respectfully ask them to stop throwing stuff over the balcony because "sometimes it accidentally hits our car." Each time they went and did that, Karen & Bill stopped, but they would do it again until they got caught during their next party. Again though, my parents never wanted to escalate the situation, so they never justified taking it further than knocking on her door and politely asking them to stop.
This is another example of Karen's utter shit behavior, but it's also relevant for the revenge part of the story, so I'm putting it after the bullet point section. Our basement is shared between all 3 units. Each unit has its designated space boxed out (kind of like office cubicles), and there's some designated "common area" in between. Years ago (maybe like 8 or 9), Karen and Bill completely filled their designated basement cubicle, so they just started piling shit all over the common area. Eventually, they developed this enormous pile of junk in front of Unit 1's (our unit) oil tank (for heating). My Mom & Dad never said anything because it happened over a long period of time and they didn't want to start a fight, and as far as I know none of the third floor folks ever said anything either, but it got to the point where she and her husband were taking up common area space that was easily twice the size of their designated cubicle.
Now, I'll be the first to admit that for many years my parents and I weren't great neighbors, either. We didn't bully anyone, but due to my Dad's condition, he could be triggered (ayyyyyyy) by seemingly anything, and suddenly he'd be in a rage and we'd all be yelling. I grew up in that generally chaotic environment, and, yeah, there were several times when the police were called to our house for noise disturbances. But we kept our shit to ourselves, and we were nothing but polite and respectful to all our neighbors, always.
That said, you can imagine that our first priority was always my Dad and his stability, and we had enough on our hands with that, so he & Mom always swallowed their pride and avoided doing anything to antagonize Karen, no matter how shitty her behavior got.
After my Dad died, I developed my own issues for a while, with mental health. Growing up in a constantly chaotic, violent, aggressive environment took its toll on me, and for a time I had deeply depressive tendencies. I struggled with suicidality for years, and eventually wound up graduating high school after 8 years of attending classes in some form or another. Similar to when my Dad was sick, I became my mother's top priority at that point, so again, Karen and Bill kept getting away with all her bullshit.
I got better though. Nowadays, I'm even off my psychiatric medication. I got my shit together and graduated high school, and even college. I have my Bachelor's, and I'm doing some postgrad stuff for a Master's. Most of the way has been paid for by scholarships. But, I recently decided that, as an adult now and therefore as someone with a little more say in things around the house than when I was a kid, I had had enough of watching Karen bully my parents, particularly my mother, for so many years. I want revenge.
Phase One of my plan was to ease my way into the adult, condo-administration dialogue. I began helping out more around the house -- as in, around the common area parts:
I single-handedly redid the back porch's flooring (it sounds like more than it is -- I just pulled out all the floorboards and nailed new ones in).
I replaced both storm doors (about 6 months apart) when each one began having problems (different kinds of problems, it doesn't matter what they were).
I also took care of some comparatively smaller things -- I weedwhacked out back for a couple hours, cut the grass out front a few times, and got up early so that I could beat everyone else to the shoveling every time it snowed one winter (not '18-'19, but '17-'18). I also began wheeling back everyone's recycling & trash bins after trash week every week, not just our own.
After the first 2 bullet point stuff, each time I sent out an e-mail to everyone in the condo to let them know that I had taken care of it, and that all I asked of the other 2 units was for them to reimburse me 1/3rd of the cost of materials, on their timetable, because of course I hadn't given them a heads-up so it was only fair that I allow them to pay me when they can. The smaller stuff from the last bullet point I obviously didn't need to announce, the idea was just that over time, the neighbors would see me taking more initiative in things and being more active, which would go on to justify me participating more in inter-condo politics. I also made a point to keep conversations to e-mails, so that there would be a written record of every interaction.
Phase Two of my plan ran pretty much concurrently to Phase One, but had an entirely different purpose and was overall entirely different: I began gathering evidence of everything I could.
I asked my Mom to track down all the old e-mails she & Dad had exchanged with the neighbors, documenting many instances that Karen & Bill had pulled shit
I went downstairs and took a video of Karen and Bill's shit all over the common area, particularly emphasizing all the highly flammable wooden and cardboard shit they had piled up in front of our oil tank.
I dug up and pored over the deed to our apartment, specifically the sections that detailed the rules around common areas and the limitations of our unit as compared to the others and vice versa.
To my utter joy, Mom & Dad never threw out that old recycling bin that Karen and/or Bill had knifed up, apparently because they just never knew what to do with it and never wanted anyone to ask questions. Naturally, I dug it up and took plenty of photos.
I did one other evidence-gathering thing that needs a bit more explanation: Karen & Bill are awful parents. Mom & I regularly hear the shit they do to Henry through the very thin ceiling we have here. I'm decidedly not going to go into detail because, even though I changed his name, he's still underage and I feel it would be disrespectful to him to do that, but let's say it crosses far into the realm of child abuse. This is a topic I'm particularly sensitive about because I grew up in a shitty situation myself, so believe me when I say this part is the most satisfying part of my revenge. Let's just say that every time I could hear shit through the ceiling, I took out my phone and started a recording until it stopped.
Finally, Phase Three of my plan was basically to bait Karen and/or Bill into a trap I set, that, as it turns out, would have humongous consequences (for them).
Mom & I have this old treadmill that we got for free. It's in the kitchen, and lately we've come to the conclusion that it just takes up a little too much space. We both use it a little, but not enough to justify keeping it. She wanted to toss it out, but I argued hard to keep it around, because I knew I could use it for this plan. It would be my only shot.
Remember how I mentioned we haven't had a car for years? Well, eventually, I convinced Mom to let me put the treadmill outside, in our parking space out back. I bought a large tarp to cover it with, so it would be protected from the rain, and I told her I'd start using it more if it was outside because it's nicer to do exercise in the fresh air.
I also sent out an e-mail to Karen, cc'd to Bill and the current third-floor-folks, asking her to move all the things in front of our oil tank in the basement "somewhere else." Despite the fact that those things had been there for many years, I justified addressing it now because I'm the one addressing it, and that's different from before because before I was a child and now I'm an adult who actively participates in the inter-condo dialogue. I asked her to because the way she currently had it set up is a safety hazard, and "I'm just following the rules." I further let her know that if she and Bill didn't take care of it within a handful of weeks, that I would have no choice but to take care of it myself. In the same e-mail, I let everyone know that I was putting our treadmill in our parking space out back, so that if anyone had any trouble with getting into their spot to please let me know. The same day I sent out the e-mail, I put the treadmill out back.
Now, I figured nothing was going to change from all the other e-mails I had sent about matters regarding the condo's administration, and nothing did: She and Bill never acknowledged anything. The current third-floor guy didn't want anything to do with going up against Karen, so he just thanked me for the heads-up about the treadmill and said nothing else.
It's also important to note here that my real reason for mentioning the treadmill in that e-mail wasn't "in case anyone has trouble getting into their parking spot." Needless to say, sure, a treadmill in a kitchen is pretty fucking big and obnoxious, but a treadmill off to the side of an automobile parking space isn't really big at all. Plus, I placed it in such a way that it wasn't in anyone's way, giving everyone ample room to maneuver around. It was just there, off to the side. The reason I mentioned the treadmill in that e-mail was to alert her to its presence, and perhaps associate it in her mind with my request for her to move all her shit in the basement.
I also began using it, at least three mornings a week. I timed it so that sometimes, Karen and Bill would run into me as they left to drive Henry to school. Every time I saw them, I waved and greeted, to ensure they'd notice me on the treadmill. Mom also used it a few times, but she wasn't part of my plan so I've no idea if she ever ran into them while on it.
Here's the other thing I did: I set up a video camera in our laundry basket. See, we have it permanently in the pantry, next to the pantry window that faces the back area. I buried it beneath clothing so that from outside you can't even see it, but I bought a few massive (memory storage wise, not physically) SD cards and kept the thing recording 24/7, with a timestamp.
For 2 weeks, nothing happened. The camera recorded nothing suspicious, and Karen & Bill didn't move their shit in the basement.
Their time was up, so one night, I got up at around 1AM when everyone else was asleep so nobody would hear me, and went downstairs to move their shit.
Reddit, I can't express to you how much I enjoyed this. I bought a GoPro, put it on my noggin, and carefully recorded the entire hour and a half of moving shit around. I took the enormous pile of junk in front of Mom & I's oil tank, and found a way to fit all of it into their designated storage cubicle. In the end, it was packed. I have mild OCD and I nearly had an orgasm at the end from how well organized (physically) everything was, so that everything was neatly packed together and all the space was used at maximum efficiency. It was glorious. Packed from floor to ceiling, and almost wall-to-wall all around. If you can just imagine one massive, near-perfect rectangular prism of junk, that's what I had created. It was a masterpiece. I was so proud. On the side the door was on, there was enough space to walk to either wall, but you couldn't move "into" it anywhere.
I got back upstairs to our apartment and couldn't sleep the rest of the night. I was beyond excited. I wound up watching Infinity War to prepare for Ant-Man and the Wasp's then-upcoming release. Ayyy.
Sure enough, Karen & Bill took the bait. I must've been at school or work when they first discovered the basement, because I never heard a thing about it. In hindsight, it's probably best I was out, even though I would've savored those angry shrieks like nothing ever before. In any case, within a few days, we discovered our treadmill destroyed. Similarly to the recycling bin of years past, it had been knifed up. I can imagine they probably wanted to straight-up take a hammer to it, but they didn't want to make much noise, so they wound up just tearing the thing apart with a really big and really sharp knife. They had seen that we were using it, and aside from our trash & recycling bins it was our only property that they had access to at that point (several years back I filled up the rest of the wall of our basement cubicle and installed a door with a lock, so our cubicle is now sealed off to everyone else but the others are open and anyone can enter), plus I can imagine destroying a $1000 treadmill is infinitely more tempting than a trash or recycling bin, so they went for it in retaliation for my stunt in the basement.
After moving their shit in the basement, I started timing my treadmill use differently so that I wouldn't run into them. As soon as I saw it after they destroyed it, I went straight to the camera I had set up in the pantry. It caught the whole thing. In true fashion of their relationship, Bill brandished an enormous knife and single-handedly destroyed the whole thing himself, while she stood next to him and seemingly ordered him to do it.
With that in hand, I called the police, reported the incident, told them that my mother and I felt threatened by their presence and we filed a restraining order against both Karen and Bill with the police that same day. I turned over all the evidence I had gathered of all their shit over the years, and I also turned over all the audio clips I had of Karen & Bill terrorizing Henry. I figured since it was all audio and no video, it wouldn't be enough to get him out of their care, but maybe it'd at least get the Department of Children & Families involved.
Karen & Bill immediately claimed that I had broke a bunch of their shit while moving it around in the basement (shit that they no doubt had broken themselves), so I offered my GoPro recordings as proof that I had not, in fact, broken any of their shit while moving it at all.
The restraining order a person is allowed to file with a police report is always temporary, but you can always petition the court to extend it. Once Mom & I did that, it was granted. At that point, Karen & Bill hadn't been legally allowed to go back home for about a week, and since it became a longer-term restraining order, they were basically not going to be allowed to live in their own home for several years, so they made the obvious choice to sell the house and move elsewhere. Needless to say, selling a house you're not allowed to be near is a difficult task, and moving all your stuff out of said house is even more difficult -- particularly when you have so much of it. They wound up coordinating the entire house's sale from afar, with their realtor being the only person who came around to show the house. Once it was time for them to move, some relatives of theirs came around and packed everything up and loaded it into a truck.
Also, I was right, based on my recordings alone Henry wasn't taken from their custody, but DCF did get involved. I heard from their family that came around to pack up their shit though that Karen & Bill did wind up losing custody of him. They didn't say much as to why, but they basically implied that the abuse ramped up a lot after everything went down between me and Karen & Bill (which is the only part I feel guilty about, but in the end I hope this is a situation where the end justifies the means), at which point DCF was already sniffing around, so they wound up losing custody of him anyways. I've no idea where Henry wound up, but wherever he is I obviously have nothing against him and I hope he winds up in a much better situation than he was.
Finally, I will say, for two such inordinately obtuse and disgusting human beings, they had surprisingly decent family members. The few times I ran into them and made small talk when they were around they were pretty apologetic about the whole thing. I got the impression that this isn't the first time they're apologizing on Karen & Bill's behalf. I hope Henry is taken in by one of them, and not chucked into the foster system. Here's hoping, kid.

EOA Ship Appreciation Week Day 6: Date Night
Sorry that this one and my day 7 might be a day late! Work is seriously interfering right now!
However, I was glad to get out my last Carzel fic for this week! Thanks to everyone who’s starting to love this couple as much as I am!

It was safe to say that Carla Delgado had never been on a proper date before.
Honestly, how could she with the way her life had been up until this point?
However, she knew how to flirt and dance and even kiss. With those skills, this evening should be a piece of cake.
So why was she so nervous then?
Carla was sitting on the edge of the fountain in the heart of Nueva Vista. She fiddled nervously with her lucky purple necklace as she looked up at the City clock. Marzel would be here any moment to meet at their agreed time.
A few people kept looking over at her when they walked by. Carla pretended not to notice them as she pushed back a styled curl from the high ponytail that her hair had been slicked back into.
After rehearsals had ended at the Seahorse Theater, the haughty play director, Felipe, had taken an unusual interest in what her evening plans were. There had been something so condescending in his tone, that Carla couldn’t stop herself as she retorted back that she had a hot date tonight. Luckily, she had stopped herself from saying who.
What had been aggravating is that Felipe’s expression didn’t even change as he then asked her, “And what exactly are you planning on wearing? Do you even own anything decent?”
If she didn’t need this job, Carla would have thrown her script at him.
Marzel hadn’t said anything about where they were going or what they were doing.
After he had surprised her by meeting her after her lesson with Sabine and saw that she made it safety back to the shore, he grabbed her hand and just casually asked, “Will you go somewhere with me on Saturday? Just the two of us?”
Carla had been taken aback. They had spent time together, usually with at least one other person, and that person, or Sirena, being Marisa. She did think he was attractive though and it was fun to flirt with him, and she hadn’t done anything fun in so long. So why not?
Still, Carla didn’t have anything in the way of formal attire. She had left Avalor with a few clothes that were mostly hammy downs from Rafa De Alva. And since she had started earning money, she had bought the occasional small item here and there, but most of her paychecks went to her rent and necessities.
“I suppose I can be of some assistance,” Felipe sighed out.
Before Carla could ask why he was being so uncharacteristically nice, he barely talked to anyone who wasn't the main actors, she was yanked to the side by one of the make-up artists and shoved into her usual chair. Felipe had even loaned her a dress for her to wear. A pink, strapless dress with a soft tulle skirt that was short in the front, but flowed long and elegant in the back.
“Remember, it’s only for tonight,” Felipe said sharply before she shoved her out the door rather quickly. “So I expect it back tomorrow in perfect condition.”
 Carla had felt a little abused and a little silly being so overdressed as she walked down the city streets. What she was most nervous though at this very moment, was how Marzel would dress. Last time Marisa and Marzel had decided to hang out on land during a local festival, they showed up in the most appalling display of patterns, fabrics, beads, and feathers. Carla had to pull them down the nearest alleyway and do her best with fixing those ridiculous outfits.
The Noble fashion here in Nueva Vista wasn’t any help either. Cristóbal may have been conniving and evil, but he also had the worse fashion sense. I mean, a giant pink bow? Really?
Carla’s eyes then flickered over to the nearest canal. It would probably be better if he even just showed up in his usual Sirena Attire. Even if that meant they would be horribly mismatched.
“Hey, Carla!”
Carla felt her heart begin to rise at the sound of his voice coming from the opposite direction.
She took a deep breathe before she turned to see him…dressed normally?
Marzel was wearing tan breeches, tall black boots, and a brown vest decorated with intricate gold designs over a green puffy sleeved shirt.
In fact, he looked better than normal, he actually looked really handsome and dashing, and all those other adjectives her scripts described the main hero as.
Marzel’s eyebrows knit together. “I’m not late, am I?”
Carla realized that her mouth was hanging open like an idiot and quickly shut it.
“No, you’re right on time,” Carla said as she stood up and smoothed out her dress’s skirt.
“You look beautiful,” Marzel said sincerely with a lop-sided grin.
Carla gave him a half lidded look in return. “You don’t look so bad yourself.”
The Sirena Prince offered her his arm, which she gladly took and let him lead the way. They ended up at a set of stairs that lead down to a basement apartment. A wooden sign hung right about it that said “The Grotto” with an arrow pointing downward. Carla raised an eyebrow at him, but Marzel only responded with a wink as they walked down the stairs and opened to large oak the door that was located at the end.
Blue light and collective sound poured out as they entered this secret room.
Carla took a sharp intake of breath as she realized this was an underground restaurant, and one that was underwater themed to boot. The walls were made out of some kind of shimmery stone that were extenuated by the blue, green, and white globe shaped glass lights the hung above them along with deep green streamers that emulated seaweed. There were also large tanks of tropical fish strategically located throughout.
“Can I help you?” The quite snooty looking host asked.
“There should be reservations for two under Marzel.”
“Ah yes, our associate let us know that you were coming.” He grabbed a couple of menus, “If you will please follow me.”
Carla was starting to get a little annoyed by just how suspicious this all was, and how she felt she was the only one not in the loop. Then a waiter walked by with a tray of delicious smelling food, and she decided that she would let it go. At least until after dinner.
They were seated in one of the far and intimate corners of the restaurant by a large tank of starfish.
“I’ll be honest, I might need your help figuring all this stuff out,” Marzel said sheepishly as he flipped through the many pages of the menu.
Carla had learned that Sirenas could only consume seaweed and kelp. However, being half-human allowed for Marzel and Marisa to consume a little bit of land food when they had their legs.
So, after much deliberation, they decided to try and share the pesto veggie pasta and coconut black bean soup.
Being in this incredible restaurant though, Carla felt a little awkward as the fully gravity of the situation started to really set in. She decided to resort to the things she knew in order to not avoid even a second of awkwardness throughout the dinner: keeping a constant smile, tilting her head just so, throwing her hair over her shoulder.
However, Marzel had to throw her off by telling her that the starfish in the tank were telling him about that snooty host apparently sung opera very badly and very loudly when he was by himself after hours, causing her to almost snort her tea up her nose, which he profusely laughed at her for.
She got her revenge later when they ordered dessert that came with some
“Awww, look at these,” Carla said as she picked up one of the chocolates. “Wonder if this looks like the jellyfish you were dared to kiss when you were 10. Which then stung your tongue and you couldn’t talk right for a week.”
Marzel turned a bright shade of red. “Marisa?”
Carla shook her head. “Cuco.”
“There is no loyalty these days, I tell you what.” Marzel groaned as he spooned another mouthful of the ice cream.
As they left the restaurant later, Carla was thoroughly surprised by how much she was enjoying this date so far. She had never spent time like this with someone that had been a friend first, which she never had a lot to begin with, and was now a…she wasn’t quite sure yet. But, she was willing to find out what as they continued to walk down the boardwalk.
They then came across a rambunctious tavern, whose party seemed to have spilled out of the building on onto the boardwalk as fast music was playing and just as fast dancing was occurring.
Carla smiled as her foot began to tap along to the jig. She loved music so much, it had brought her so much joy in the darkest times to be able to dance with her father.
How the two had easily decide to side with a witch that would’ve taken that away she’ll never understand.
Carla hadn’t even noticed that she had started to move towards the crowd until she was abruptly stopped in her tracks.
“I don’t think so,” Marzel said, staying firmly rooted to his spot.
“What? Why?”
“You remember what happened at that festival right?” Marzel looked away in shame. “And I’m still that horrible.”
The Sirena wasn’t exaggerating. While Marisa had spent so many secret hours on land and with her legs that her and Carla twirled and danced gracefully next to each other. Marzel on the other hand, had been a total disaster. Between trying to horribly copy every one’s movements around them and how unsteady he was on his legs, he kept knocking into people and it required both girls to save him and his pride.
Carla had at least a thousand lines in her back pocket for a situation like this. She could easily use the one she had used on Mateo during the Sunflower Festival. But she didn’t want to use any of them, not on him.
“Well I want to dance,” She said flatly. “So you’re just going to have to trust me, your highness.”
Her response threw Marzel just enough that she easily able to drag him to the farthest corner of the impromptu dancing area.
Carla grabbed both of his hands and placed them on her hips. She wrapped her arms around his neck, thankful for how much height her heels gave her. She sometimes enjoyed how level they were when he had his tail or when they were floating in the water. Marzel was stupidly tall when he towered over her on his legs. However, there was a benefit to his height as she fit perfectly against his chest.
She met his eyes to make sure he would follow her lead. They began to move their feet in small steps and slowly began to rotate in a circle. They weren’t exactly in sync with the music, but they were able to keep it light and fun, which was increased with the mimicking swing of their hips.
Marzel chuckled. “Is this really dancing?”
“Of course it is,” Carla said. “This one in particular is just called…swaying.”
Marzel’s hands slid from her hips until he clasped them together on the small of her back, pulling her closer to him. “I think I like this one a lot.”
While she didn’t saying anything out loud, she was starting to have a new appreciation for this dance as well. Between the warmth of his body and how secure she felt in his arms, there was an alarmingly growing desire to rest her head on his chest.
“I have a confession to make.” He then said abruptly.
Carla sighed, the spell now slightly broken. “Most guys do.”
“I may have had some help with planning this date.”
“From who?” Carla asked, trying to run down the list of their acquaintances. 
“Felipe.”
“He did?” She was absolutely dumbfounded.
Marzel nodded. “Well, he didn’t want to, but after I offered a small bag of pearls, he was more than willing to help.”
“Now that sounds like him.”
Carla felt a little foolish now, this romantic scene was something exactly with the director’s taste. The young couple, dressed in amazing costumes, at only the most visually romantic settings. His work was always incredibly cheesy, but audiences here ate those fantasies up. And at the very least, Carla could say that she got to live one of them.
She was half tempted to turn around and she is she could find him, and maybe his assistant Astrid, in some long coats and ridiculous fake mustaches. Watching them just to make sure Marzel wouldn’t be coming back for a refund.
“Didn’t want to get advice from your human expert this time?” Carla said, referring to Marzel’s other half.
“I think there’s a difference between being an expert and just being an enthusiast.”
Carla laughed and nodded in wholehearted agreement with him.
“So,” Marzel said in a low voice as he brought his face closer to hers. “How did I do?”
Carla bit her lip. “Well, I’m afraid I have to confess something to you now.”
Marzel cocked his head to the side slightly.
“I’ve done all this stuff before,” Carla said, waving her arm in a large sweeping motion. “I even had some young lord buy me a diamond after only knowing me for an hour.”
Her father and her had pawned off the necklace later that day. Carla at the time had hated how she had to give away something so beautiful, especially with the way it sparkled against her neck, but she had done her job and the money helped them survive the winter.
“However, I didn’t feel anything with any of them.” Carla continued on, noticing the slightly crestfallen look that was starting to form on Marzel’s face. “So, I’m starting to realize that it doesn’t matter what we do on the date, it just comes down to who I’m with.”
She swallowed as she dared to move on of her hands so that her finger tips lightly gazed the small strip of bare skin around his neck.
“And I’m starting to like my choices.”
Marzel closed his eyes briefly, reviling in her touch.
“Well, now that I know better,” He began, his arms tightening around her. “What would you want to do?”
Carla shrugged. “I guess you’ll just to wait till next time when I get to pick.”
“Next time? I really like the sound of that.”  His face was so close now that his breath was tickling her cheek.
“So, tell me, your highness.” Marzel rolled his eyes at her excessively sarcastic use of that title. “How does this scene end?”
“Felipe thinks I should just leave with a kiss to the back of your hand. Always best to leave a tantalizing cliffhanger.” Carla shook her head slightly, leave it to a director to not know when to quit. “But I’m certainly open to changes, if the leading lady agrees with me.”
Carla just smiled coyly as she began tipping her head back so she could fully get a good look at him. His great smile, cutely pointed ears, and the way his amazing eyes were holding such genuine adoration. She wanted him. There was no doubt about it.
“Yes.” Was all she said.
Marzel wasted no time as he dipped down and placed his lips softly against hers. Carla tightened her grip on him as her other hand up into his hair. It was nothing like the descriptions she had read earlier this week in the surprising amount of Sirena themed romance books that were written and sold here. His lips had a slight salty taste to them, not fishy. He wasn’t trying to squeeze the life out of her with his inhuman strength but was actually very gentle as one of his hands came up to cup her face. And Carla didn’t feel some deep conflict and guilt over this kiss, she was loving every second of it.
People were no doubt staring at them for the umpteenth time that night, this crowd making it more obvious thanks to the vast supply of alcohol. They were not use to seeing a Sirena walk around, and definitely having never actually seen an open human and Sirena romance before. And Carla finally had enough of it, especially as she was now really enjoying herself now.
Forget waiting for a ‘next time.’
“Come on,” Carla said, gripping his hand and leading to the nearest set of stairs that led to the beach.
“Where are we going?”
“You said there were some secret caves near my cottage, right?” Some probably very dark and very private caves. “I want you to show them to me right now.”
She a twinge of remorse as she could feel that she was practically dragging Marzel down the rickety steps, his legs probably already tired from how long he had been on them. She would make it up later to him very soon though.
“Won’t Felipe get mad if we get these costumes all sandy?”
Evidently, it sounded, Marzel had received the same warning, no doubt after being practically shoved out the door as well. So, feeling this spike of annoyance and protective nature for Marzel, Carla decided she didn’t mind being a little bad right now, even though there would be hell to pay later.
“I like to think of it more as us going off script and improvising.” Carla shot him a cheeky look over her shoulder. “Which, as you just experienced, I happen to be an expert at.”

The Taliban are in charge in Afghanistan. The rapid overthrow of the Afghan government that many expected would take another few months ended last week, as the Taliban entered Kabul, prompting President Ashraf Ghani to flee the country. This sudden development has major ramifications for every nation in the South Asian region, not least India – which benefited greatly from the US presence in Afghanistan and may now have to see Pakistan once again playing a dominant role in the country.
What can New Delhi do? How is it to deal with the fallout? Shanthi Mariet D’Souza is the founder of research outfit Mantraya, founding professor at the Kautilya School of Public Policy and an Afghanistan expert who has worked on the country for years, including as adviser, Independent Directorate of Local Governance to the Afghanistan government in 2015-16. She has also edited Afghanistan in Transition: Beyond 2014?
I spoke to D’Souza over e-mail about what the Taliban takeover means for New Delhi, whether the question of engaging with the Taliban is any different from the last time they were in power in the 1990s, and what this means for India’s relations with other major powers.
For some background to the conversation, read our interview with Avinash Paliwal, back in May, when India was still debating the question of whether to engage with the Taliban.
For the reader, could you tell us a little bit about how you got into studying Afghanistan and your background with the country? I am a scholar, researcher and founding professor with specialisation in International Relations with more than a decade-long experience of working in think tanks, universities, governmental and non-governmental sectors, as a consultant, adviser and board director for think tanks, governments and international organisations in Afghanistan and South Asia, as an associate editor and editorial board member for international peer reviewed journals, and as a subject matter expert and trainer designing modules on regional and international security, governance, economic development, gender and non-traditional security challenges in Asia for diplomats and security personnel. I have also conducted field studies in Pakistan, China, Africa, Canada, United States, Australia, Jammu and Kashmir and India’s North East.
My interest in Afghanistan sparked in the 1990s, when I embarked on my M Phil program at the American Studies division of the School of International Studies, Jawaharlal Nehru University (JNU), New Delhi. At that time, I found that there was scant academic and policy attention on Afghanistan, which was in India’s neighbourhood. It was a glaring gap in academia and policy research.
As I started my M Phil in the summer of 1999, the IC-814 hijacking brought attention to Afghanistan and the Taliban regime when the plane with Indian citizens was hijacked from Kathmandu and taken to Kandahar and the then Bharatiya Janata Party government was brought to its knees and had to swap passengers for terrorists. This was an important lesson for India not only in hostage negotiations, but also in lack of policy attention on Afghanistan since withdrawal from that country in the wake of the capture of power by the Taliban in the mid-1990s.
As I commenced my doctoral programme at SIS, JNU on the topic “United States and emergence and decline of the Taliban”, in the summer of 2001, the 9/11 terror attacks took place in the American homeland. That once again brought back the US and world attention to a country, which was largely forgotten and considered distant. While most analysts concluded that the US military intervention of October 2001 would result in the decimation of the Taliban, my hypothesis was to the contrary and proved correct in the years that followed.
The central argument of my PhD thesis and critique of the nature of the international intervention in 2001 was that the international community did not pay adequate attention and resources in institution building, shoring up the capabilities of the Afghan government (host nation) or addressing the issue of sanctuaries and external support that the Taliban received from their sponsors in Pakistan from where they regrouped, rearmed and carried out attacks in Afghanistan.
The reemergence of the Taliban was evident in 2005-06, when US President George W Bush diverted the limited resources and troops from the “the limited and quick” war in Afghanistan to Iraq. The aversion to nation building did not help build institutions that Afghanistan required to rebuild its security, political and economic sectors. Most of the international aid created parallel structures of governance rather than strengthening the Afghan government’s institutions for governance and revenue.
President Barack Obama refocused attention on the “just war” in Afghanistan from Iraq through his Af-Pak strategy, but announced exit by 2014 along with the troop surge which strengthened the battlefield and negotiating potential of the Taliban. The repeated calls for exit were based on the American political calendar under President Donald Trump and now President Joe Biden’s administration, and not on the needs of the Afghans or conditions on the ground. The Taliban bided their time. In the villages of southern Afghanistan where I visited, the Taliban would in a jocular vein say, “the Americans have the watches, we have the time”.
The international community needed to focus attention and resources for the long term stabilisation of Afghanistan, building key institutions of service delivery and strengthening the security, political and economic sectors to build the credibility of the Afghan government. Most of the quick impact projects of the international community did little to build the credibility and/or extend the writ of the Afghan government. The security sector needed to be built, trained and equipped to fight insurgency and not a conventional army, as Afghanistan is fighting an asymmetrical war.
The western notions of democracy and state building had limited utility in the long term stabilisation of Afghanistan and preventing its slide into present levels of chaos and violence. Afghanistan needed assistance to build its own security, political and economic institutions based on its needs and specificities rather than replicating foreign models.
I have, since the completion of my doctoral studies and Fulbright Fellowship, studied Afghanistan through various prisms – the security sector, political and peace building, sub national governance, and regional cooperation, to understand the challenges and prospects of long term stabilisation of Afghanistan, which the rest of the international community has not paid much attention to.
From my specialisation in American Studies, I have tried to make myself useful to academia, policy-makers, security and diplomatic personnel, media and international non governmental organisations, by focusing my attention and work on the internal and external dynamics of the Afghan conflict, India-Afghanistan relations, and prospects of regional cooperation in Afghanistan through various field studies, assignments and consultancy projects in various provinces of Afghanistan, rather than confining myself to Kabul, to provide a better understanding of the urban-rural divide and help bridge the disconnects.

Would you say that you take any particular approach, or fall into a specific school of thinking, when it comes to your analysis? I do not consider myself to be belonging strictly to any particular school of thought. However, broadly, I do see myself as aligned to the school of Constructivism, seeing the world as socially constructed and exploring the role of identities and interests. Constructivists believe agency and structure are mutually constituted, which implies that structures influence agency and vice versa.
Agency can be understood as the ability of someone to act, whereas structure refers to the international system that consists of material and ideational elements. I have increasingly witnessed that while studying Afghanistan and policy-making either in India or outside, there has been little understanding and application of the structure-agency debate and role of identities and interests. More importantly, there is very little anthropological study of the tribal dynamic and social networks, culture and religion in Afghanistan. Thus, Afghanistan remains a puzzle that many have not taken the time and effort to understand.
I charted my own path to tread into unknown terrain, taking many risks and moving out of my comfort zone with multiple field visits to Afghanistan from Singapore and India to get first-hand, primary, qualitative and ethnographic data, rather than relying on secondary sources and not contributing anything new or useful to the academic and policy debate.
I have muddied my hands to work on issues of governance (which is the key to stabilisation) and election observation, to understand Afghans and Afghanistan, and debunk many myths about the people and the country. I have used different approaches and prisms to understand the challenges and prospects of long-term stabilisation of Afghanistan. These include the social network approach, participant observation, ethnographic data, and first hand information collected through interviews and discussions with Afghans across a wide spectrum. I have travelled to various provinces in Afghanistan for collection of primary resource material for more than a decade. I have carried out interviews, discussions and “person on the street” narratives to gather qualitative data.
My field visits to Afghanistan and interactions with key policy-makers, interlocutors, scholars, security and media personnel, members of international organisations, non-governmental organisations, civil society organisations, women’s groups, youth groups, farmers’ associations, dairy associations, business groups and “person on the street” narratives have helped deepen my knowledge of the country and the need to adopt alternative approaches to bring in long term peace and stability.
I have conducted field-based research and consultancies with the governmental and non-governmental sectors in Afghanistan. As an Adviser on downward accountability with the Independent Directorate of Local Governance (DFID funded project), Government of Islamic Republic of Afghanistan (2015-2016), I have worked on issues of sub-national governance and strengthening downward accountability; developed guidelines and data collection instruments to enable provincial councillors improve service delivery in eight crucial sectors – education, agriculture, health, roads, electricity, water and sanitation, security and legal services.
I have contributed to the development and finalisation of the Provincial Council (PC) internal procedure and oversight regulatory authority; developed formal internal procedures for the channelling of PC reports to relevant line ministries at the Centre (through the IDLG) and provinces (through the governor); and revised the reporting template for the PCs informing councillors of their mandates, legal and policy frameworks, minimum service delivery standards and constraints to effective service delivery. I also provided organisational assistance in restructuring, strategic and annual plans, training materials and manuals for the conduct of consultative workshops and capacity building programmes for provincial councillors and awareness workshops for women provincial councillors.
As a Senior Transition Consultant, United Nations Mine Action Service, Afghanistan (September 2013), I conducted extensive field analysis, interviews and focused group discussions with Afghan government officials, key policy-makers, donors, non-governmental organisations, UN Mine Action personnel, de-miners, community elders and other key stakeholders to review the mine action programme in Afghanistan. Case studies considered for the project included Cambodia, Laos, Liberia, South Sudan, Mozambique, Bosnia, Kosovo, Azerbaijan, Iraq, Colombia, Lebanon, Western Sahara, Mali, Ivory Coast, DRC, and Yemen, which helped in learning from the best practices in actualising transition in the Afghan context.
At the end of the field study, I presented the findings at a workshop in Kabul and submitted a report identifying options to locate responsibility for the mine action mandate within the Afghan government and key stakeholders with a list of “pros and cons” for each option and the steps required for implementation in the transformation decade.
As an international Election Observer, Afghanistan with The Asia Foundation, for the audit of Afghanistan’s Presidential Runoff elections held in June 2014, I was involved in report writing, data entry and short-medium term observation of the audit and recount process.
I have been a Consultant and Reviewer for the country programme of Action Aid International Afghanistan, May-June 2011. I conducted programmes and organisational reviews of AAA’s programmes, project and functioning in Kabul and other provinces of Afghanistan using a Rights based approach and a participatory approach, like Participatory Rural Appraisal, to analyse, plan and monitor the development activities. I submitted a detailed report titled “Country Programme Review” with key learning gaps to inform the management on the state of the country programme as well as provided recommendations on future directions to guide the formulation of the next country strategy paper on developmental strategy and policy planning.
The speed of the Taliban takeover has taken everyone by surprise. You wrote recently that “there is an overwhelming sense of helplessness” in New Delhi “as its contributions and gains made in the last two decades wither away.” Why is that so? Do you think it will be some time before that sense is shaken off or is it likely to remain as long as the Taliban are in charge? India has pursued its soft-power approach in Afghanistan under a security umbrella provided by the US since 2001. It is the largest regional donor, having pledged more than $3 billion in various capacity building and infrastructure development projects. Its development assistance policy accrued a tremendous amount of goodwill for India. The challenge was to convert soft power gains into long term tangible outcomes when the tide turned. Even though there was a sense in India that the US would withdraw its forces in 2014 – the date of withdrawal announced by President Obama – India did not prepare for such a scenario and hoped for an outcome that would not put the Taliban in a dominant position.
However, all those calculations have changed quickly. The sense of shock and dismay from the fall of Kabul and the total capture of power by the Taliban is not unique to India. In the coming days, the entire world will be forced to internalise the dramatic changes that have taken place in Afghanistan and how those changes have made past policies redundant. India too will have to go through that phase of self-assessment and revisit its policies in the face of new realities.

What are the immediate implications for India – both in terms of interests and policies – with the new Afghanistan situation, once the question of evacuating citizens and others is taken care of? India’s challenges are multiple and at various levels. These include:
Evacuation/safety of all Indians, friends of India in Afghanistan (Afghans who worked for India), and the willing members of the Hindu and Sikh communities;
Preservation of the gains made by India in the last two decades, i.e, the infrastructure projects and, also, the leverage within the political elite;
Dealing with the resurgence of Pakistani and Chinese influence;
Staying engaged in Afghanistan’s development sector to prevent a humanitarian crisis and continuing the existing level of trade and commerce; and
Developing working relations with the new political dispensation as stipulated in the Agreement of Strategic Partnership ( October 2011).
India has been ill-prepared for this scenario. Even evacuating its personnel was difficult. The Taliban set up roadblocks, making it difficult to reach the airport. More importantly, India could not evacuate Afghans who worked for its embassy and consulates, leaving them in great danger and discontent.
For India, which had pledged more than $3 billion dollars in development assistance since 2001 and accrued a huge amount of goodwill, Afghanistan is now a dramatically transformed terrain. New Delhi faces disruption to its intense engagement in the country’s development sector. Its gains of the past two decades, achieved through high-value and small-scale projects, face dangers of reversal.
India, a regional stakeholder and an unwavering supporter of an “Afghan-led, Afghan-owned and Afghan-controlled” peace and reconciliation process, has struggled to find a place in the numerous groupings that seek to decide the fate of the country. Its last-ditch efforts at opening a channel of communication with the Taliban, as part of its bid to engage with all stakeholders in the Afghan conflict, too has not yielded much result.
Is India likely to play a role in offering a home to Afghans – either refugees or, as it has in the past, some of the political elite? Yes. It will probably do so on a limited scale, given the declared prioritisation only for the Hindus and Sikhs. Some members of the political elite are already in India. A few others will be in India in the coming weeks. Similarly, the government will have to clarify its policies on the thousands of Afghans who are either on study or medical visa in the country. For obvious reasons, India can’t send them back to Afghanistan, where their lives will be at risk. India needs a coordination cell dealing with repatriation, refugee and IDP settlement and humanitarian assistance.
Does India’s presence as chair of the USNC alter the potential path in any significant way? Internationally, India needs to take a leadership role as the current UNSC chair in framing resolutions, providing relief, setting up humanitarian response teams and conflict mediation mechanisms. India cannot afford to abandon the people of Afghanistan once again without implications for its image as a reliable friend and a major power in the region. This is a unique opportunity to demonstrate its leadership role at the UNSC.
Given India’s history with them, would you expect questions about recognition of the Taliban government by New Delhi to go differently from the 1990s? New Delhi faces a stark choice of engaging the Taliban and recognising them, or opting to totally disengage from that country. The latter would imply a return to the 1990s, where a contact-vacuum facilitated events like the IC-814 hijacking and anti-India groups like LeT, JeM finding bases to operate from that country.
A realist’s approach would be to reach out to the Taliban in order to continue aid and development assistance, and a constructivist approach seeking to link aid with conditionalities that will help in mainstreaming and blunting the extremist worldviews particularly in dealing with women, minorities and children.
While the Taliban’s ascendancy is clearly a disruptor of India’s presence in Afghanistan, some opportunities for its continued engagement could also be available in the near-medium term. The Taliban leadership has made favourable statements asking India to continue with its developmental activities. The Taliban search for legitimacy may help India retain its foothold in the country, although it may not be as intense as it used to be. However, engagement should not be tantamount to granting recognition or legitimacy.
India needs to continue its aid policy for Afghanistan to prevent a humanitarian disaster and refugee crisis. It must establish some communication links in that country to moderate the extremist movements ideology and protect the rights of women and minorities.

The Northern Alliance is nothing like what it was in the 1990s. Do you believe there is space for India to continue to court players in Afghanistan to counter the Taliban? Yes. The erstwhile Northern Alliance is a redundant force as most of the leaders have reached out to the Taliban, surrendered or fled the country. The call by the Vice President, Amrullah Saleh, to be a caretaker President to counter the Taliban and defend the territory could lead to a new resistance. To gather India’s support, Mr Saleh will have to establish his reach and unifying effort within the NA as a potent adversary to the Taliban.
You’ve written that India “missed the bus” on Afghanistan, and that “in strategic terms, India’s loss would be Pakistan and China’s gain”. Could you explain to the reader why you believe that is the case?The withdrawal of the US and resultant political change has created a huge strategic vacuum in Afghanistan. Pakistan, due to its locational and strategic advantages and links with the Taliban, and China, due to its proactive policy and links with Pakistan can hope to occupy much of this vacuum. India had twenty years to make up for its strategic and locational disadvantages.
However, it chose to rely on a policy, which looked impressive while at work, but had no long-term strategic thinking and planning built into it. One can understand the strategic competition with Pakistan which had nurtured the Taliban to regain strategic depth. But at one point of time, India was thinking of joint projects with China in Afghanistan as declared at the Wuhan informal summit. Did that fail because of China’s attitude or New Delhi’s own lackadaisical approach? This needs to be answered by policy-makers.
Do you think the current Indian administration has sufficient capacity and will to engage with all dimensions of the Afghanistan question? The MEA is understaffed and doesn’t have enough capability and skills to get feelers from the ground. As the situation was rapidly deteriorating, New Delhi continued with its “wait and watch” policy. This has led to systemic inertia, risk aversion, lack of long-term planning, and policy fuzziness. The MEA needs trained specialists who know the language, culture, ethnography and have contacts in the field for real time information flow and action.
Some fear that the Taliban’s return to Kabul will empower terrorists and militants, and that India may see fresh surges on the LoC. Others have said that the security implications for India may not be so direct or immediate. What do you make of these fears? The security threat is real if not immediate. Pakistan-based terror groups Lashkar-e-Taiba and Jaish-e-Mohammad have a presence in Afghanistan and are known to have built checkpoints in certain areas with the help of the Taliban. While the US-Taliban peace agreement obligates the Taliban to stop using Afghan territory for terror attacks by the al Qaeda and the Islamic State against the US and its allies, no such guarantee insulates countries like India from the activities of Kashmir-specific groups such as the LeT and JeM, and even the AQ and Islamic State’s Khorasan Province.
Its assurance to not operate in Kashmir notwithstanding, the Taliban’s capacity to prevent self-activation of these groups against India is questionable. It will boost terrorist morale and ability. However, whether it will actually result in a dramatic rise in terror attacks in J&K remains to be seen. India has pursued militancy with a multi-dimensional approach, which includes neutralisation of hundreds of cadres, targeting their over-ground networks and their financial resources. Yet, the infrastructure and the factors that breed terrorism and militancy remain.
Just a month ago you wrote a number of policy prescriptions for India in Afghanistan over the next decade, but most of them were predicated on at least a prolonged period of civil war, and not such a quick Taliban takeover. What would your list look like today? My list had also included suggestions in the wake of a rapid take over by Taliban. My writings and suggestions were based on scenario-building, which included the rapid takeover of power by the Taliban as the worst-case scenario which the policy makers in New Delhi needed to pay heed to.
A pragmatic and astute policy would explore ways and means of engaging the Taliban to ensure continuation of its present development assistance for the Afghans to prevent a humanitarian crisis and preservation of the gains of the last two decades. The Taliban have sent such feelers for engagement for some time now that need to be carefully explored for the near and medium-term.
Such engagement could work in moderating their extremist ideology. Aid can be provided with conditionalities of preserving women, minorities and human rights. The engagement with the Taliban could be based on the Agreement on Strategic Partnership which India had signed with Afghanistan in 2011. India, having a seat at the UNSC, can take a leadership role in building international consensus of preventing the subversion of the democratic experiment in Afghanistan, ensuring that the linkages between Taliban and global terror groups are severed through monitoring by counter-terrorism committees, linking any international aid to the Taliban to protecting women and human rights and reaching out to the Afghan by the deployment of quick response teams to avoid a catastrophic humanitarian disaster and refugee crisis.
Finally, the last three questions we like to put to everyone: Are there misconceptions about Afghanistan or the India-Afghanistan relationship that you find yourself having to correct all the time, whether coming from scholars, journalists or lay people? Yes. There are a lot of preconceived notions and stereotypes about Afghans and Afghanistan that get fed into policy and public information through the media. Most academics and journalists write on Afghanistan without even going to the country. Others write and report from Kabul, which does not depict the reality or diversity evident in the provinces. No one has made a serious effort to understand urban-rural differences or to use ethnographic data to understand the tribal and local dynamics of that country.

What’s been going on at MuseCast XIV?
Warmest greetings, MuseFriends!
Since we declared a hiatus on the production of new content back in January, which was then mysteriously extended into April without any notice, we’ve received a few comments about how things have been worryingly quiet on our end. We want to assure everyone that while there have been delays in putting together some updates, MuseCast XIV will continue production of our podcasts, livestreams, and all other activities in the service of FFXIV roleplayers.
As you know, MuseCast is run by just us two, Remix and Emi. Over the last several months, things came up in real life that forced us both to drastically re-prioritize. However, we know there’s no excuse for having kept our dear listeners in the dark for so long — other than being so very overwhelmed by real-life hardships, and not quite knowing how to address such highly sensitive issues. For that, we deeply apologize, and plan to move forward with much greater transparency to keep you all in the know.
So without further ado, here’s an update from each of us personally, to our dear listeners.

Recently, I got a new job that required me to up and move halfway across the country after finishing my Music Recording Technology degree. Moving isn’t always easy, and unfortunately the new living space left me unable to record due to numerous noise issues. I live next to a highway and railroad tracks, and you know how we are about audio quality!
Additionally, the job I took when initially moving here turned out not to be the best of fits. It sapped me of all energy, and left me without time to even think about my passions for podcasting and editing audio (and no time to roleplay, either). But fear not: realizing that this wasn't what I had expected, I've been transitioning into a new position with another company in the area. So far, I've been enjoying it, as it's a job where, among other things, I get to help with audio production! Just as excitingly, I've figured out a way to make my noisy location work and, pending a paycheck, plan on purchasing sound treatment for the space I've made. Sure, it might be half of my closet space, but we do what must be done.
In brief: Life seems to be slowly coming together, and it's once again becoming possible for me to record for our show. But MuseCast has always been a team effort, and I can't see myself doing this show without Remix, whose struggles you'll read about below. We truly are sorry for these hiccups and delays, and I hope you'll stick with us. Things can only go up from here!

MuseCast XIV has been one of the most enjoyable and fulfilling experiences of my life. From three-hour five-person recording sessions, to epic ten-hour livestreams, to meeting folks who actually recognized our logo at FanFest, it’s clear in my heart that I would never willingly give this up for even a moment, much less for several months. Sadly, I didn’t have a choice — I have been, and still am, suffering from a serious chronic illness.
My symptoms began to appear as early as June 2017, but since it took a frustratingly long time to find even a diagnosis, my health gradually worsened. Finally, after several months, we found an accurate diagnosis — or rather, a series of diagnoses. Since then, it has been a process of trial and error, progress and regression, and I regret to report that at this time, I am a long distance away from “feeling better."
Despite my daily condition still remaining as volatile and unpredictable as market board prices on Gilgamesh, I try and let the good days keep my hopes for the future alive. Like my muse Merlwyb, I’m extraordinarily stubborn and tenacious, and still work as hard as my body will allow me every single day towards getting my old life back, MuseCast and all. I only regret that the process is taking so godsdamned long that it’s now April 2018, and I’m still typing this from my bed.
To echo the sentiments of my co-host and dear friend Emi, we are and have always been a dynamic duo, working together as one to produce work we love, while prioritizing our friendship over all else. When both of us are weakened by life, and neither can fully lean on the other for support, is when truly difficult situations like this arise. My wish is to become strong enough once again to be the pillar that not only stands strong on its own, but supports my other half in her burdens as well.  When we have MuseCast back better than ever, it will be in the same way we brought it into the world: as a team. Just like our favorite grand company, the flames of our dedication and passion are immortal!

While we’re unable to make any promises at this time as to when our podcast will continue its regular production schedule, we do have a very important date coming up — April 27th will be our show's 2nd anniversary. MuseCast is our child, and as true loving mothers, we will and stop at nothing — come hells or high water — to throw our child a birthday party (live on Twitch, of course)! Additionally, moving forward, we are committed to releasing additional and more frequent updates on Emi’s soundproof recording booth-closet, Remix’s health status, and upcoming MuseCast content and activities. It’s going to take a lot more than the Ultimate Coil of Real Life to defeat this tank-healer duo!
While we did consider crowdfunding to help pay for and expedite Emi’s soundproofing setup, we decided against it, as it felt disrespectful to ask our listeners to give to us when you haven’t been receiving anything from us lately. Lawmakers Grill Tech C.E.O.s on Capitol Riot, Getting Few Direct Answers WASHINGTON — Lawmakers grilled the leaders of Facebook, Google and Twitter on Thursday about the connection between online disinformation and the Jan. 6 riot at the Capitol, causing Twitter’s chief executive to publicly admit for the first time that his product had played a role in the events that left five people dead. When a Democratic lawmaker asked the executives to answer with a “yes” or a “no” whether the platforms bore some responsibility for the misinformation that had contributed to the riot, Jack Dorsey of Twitter said “yes.” Neither Mark Zuckerberg of Facebook nor Sundar Pichai of Google would answer the question directly. The roughly five-hour hearing before a House committee marked the first time lawmakers directly questioned the chief executives regarding social media’s role in the January riot. The tech bosses were also peppered with questions about how their companies helped spread falsehoods around Covid-19 vaccines, enable racism and hurt children’s mental health. It was also the first time the executives had testified since President Biden’s inauguration. Tough questioning from lawmakers signaled that scrutiny of Silicon Valley’s business practices would not let up, and could even intensify, with Democrats in the White House and leading both chambers of Congress. The chief executives have become Capitol Hill regulars in recent years. Mr. Zuckerberg has testified seven times since 2018. Mr. Dorsey has appeared five times and Mr. Pichai has testified four times since then. But these hearings, regarding disinformation, antitrust and data privacy, have not led to regulations. Though there is bipartisan animus toward the companies, there is still little agreement on how specifically to hold the internet giants to account. Dozens of privacy, speech and antitrust bills have gone nowhere in the past few years. “It will be very challenging to translate these concerns into legislation,” said Alexandra Givens, the chief executive of the Center for Democracy and Technology, a tech think tank. At the heart of the hearing were questions about whether the companies had a financial incentive to keep users engaged — and clicking on ads — by feeding them divisive, extreme and hateful content. Lawmakers from both parties said Congress should reconsider a law that shields the platforms from lawsuits over content posted by their users. “You’re not passive bystanders,” said Representative Frank Pallone, the New Jersey Democrat who chairs the House Energy and Commerce Committee. “You’re making money.” Lawmakers, who compared the business practices of social media companies to tobacco and alcohol companies, grew frustrated at times with what they said was the executives’ evasiveness. Representative Mike Doyle, Democrat of Pennsylvania, asked the tech chief executives to answer yes or no: Did their platforms contribute to the spread of misinformation before the riot? Mr. Zuckerberg and Mr. Pichai dodged the question. Mr. Dorsey was more direct. “Yes,” he said. “But you also have to take into consideration the broader ecosystem. It’s not just about the technology platforms we use.” Mr. Doyle pressed the other executives. “How is it possible for you not to at least admit that Facebook played a leading role in facilitating the recruitment, planning and execution of the attack on the Capitol?” he asked Mr. Zuckerberg. “I think that the responsibility here lies with the people who took the actions to break the law and do the insurrection,” Mr. Zuckerberg said. He added that people who spread the misinformation bore responsibility as well. “But your platforms supercharged that,” Mr. Doyle said. Later, while still participating in the videoconference hearing, Mr. Dorsey tweeted a single question mark with a poll that had two options: “Yes” or “No.” When asked about his tweet by a lawmaker, he said “yes” was winning. The January riot at the Capitol has made the issue of disinformation deeply personal for lawmakers. The riot was fueled by false claims from President Donald J. Trump and others that the election had been stolen, which were rampant on social media. Some of the participants had connections to QAnon and other online conspiracy theories. And prosecutors have said that groups involved in the riot, including the Oath Keepers and the Proud Boys, coordinated some of their actions on social media. Lawmakers also criticized the platforms for the way they have enabled the spread of misinformation about the coronavirus pandemic and the vaccines for Covid-19. Representative Anna Eshoo, a California Democrat who represents part of Silicon Valley, told Mr. Dorsey that Twitter should “eliminate all Covid misinformation — and not label or reduce its spread, but remove it.” Republicans criticized the companies for the amplification of toxic content that particularly harmed children. Representative Cathy McMorris Rodgers, Republican of Washington, said social media was her “greatest fear” as a parent. “I’ve monitored where your algorithms lead them. It’s frightening. I know I’m not alone,” Ms. Rodgers said. The Republican members also focused on decisions by the social media platforms to ban Mr. Trump and his associates after the Jan. 6 riots. The bans hardened views by conservatives that the companies are left-leaning and are inclined to squelch conservative voices. “We’re all aware of Big Tech’s ever-increasing censorship of conservative voices and their commitment to serve the radical progressive agenda,” said Representative Bob Latta of Ohio, the ranking Republican on the panel’s technology subcommittee. The company leaders defended their businesses, saying they had invested heavily in hiring content moderators and in technology like artificial intelligence, used to identify and fight disinformation. Mr. Zuckerberg argued against the notion that his company had a financial incentive to juice its users’ attention by driving them toward more extreme content. He said Facebook didn’t design “algorithms in order to just kind of try to tweak and optimize and get people to spend every last minute on our service.” He added later in the hearing that elections disinformation was spread in messaging apps, where amplification and algorithms don’t aid in spread of false content. He also blamed television and other traditional media for spreading election lies. The companies showed fissures in their view on regulations. Facebook has vocally supported internet regulations in a major advertising blitz on television and in newspapers. In the hearing, Mr. Zuckerberg suggested specific regulatory reforms to a key legal shield, known as Section 230 of the Communications Decency Act, that has helped Facebook and other Silicon Valley internet giants thrive. The legal shield protects companies that host and moderate third-party content, and says companies like Google and Twitter are simply intermediaries of their user-generated content. Democrats have argued that with that protection, companies aren’t motivated to remove disinformation. Republicans accuse the companies of using the shield to moderate too much and to take down content that doesn’t represent their political viewpoints. “I believe that Section 230 would benefit from thoughtful changes to make it work better for people,” Mr. Zuckerberg said in the statement. He proposed that liability protection for companies be conditional on their ability to fight the spread of certain types of unlawful content. He said platforms should be required to demonstrate that they have systems in place for identifying unlawful content and removing it. Reforms, he said, should be different for smaller social networks, which wouldn’t have the same resources like Facebook to meet new requirements. Mr. Pichai and Mr. Dorsey said they supported requirements of transparency in content moderation but fell short of agreeing with Mr. Zuckerberg’s other ideas. Mr. Dorsey said that it would be very difficult to distinguish a large platform from a smaller one.
