NEW DELHI, April 1 (Reuters) - An Indian court renewed detention on Monday for key opposition leader Arvind Kejriwal until April 15 in a graft case, his lawyers said, less than three weeks before voting begins in general elections.

In a move that sparked protests last month, India's financial crime-fighting agency arrested Kejriwal, the chief minister of Delhi, over graft accusations related to the city's liquor policy and he was remanded to custody until April 1.

Opposition parties say the arrest, along with government action against other opposition groups and their leaders, shows the government is denying them a level playing field in the elections, charges it denies.

Kejriwal's Aam Aadmi Party (AAP) says he has been falsely arrested in a fabricated case, but Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) denies political interference.

Lawyers for the agency, the Enforcement Directorate, said on Monday that Kejriwal had been non-cooperative and gave evasive replies, asking the court to hold him in custody for 15 days longer, the website Live Law said.

On Tuesday, The Chief Minister of New Delhi Arvind Kejriwal wrote to Prime Minister Narendra Modi urging him to not stop the national capital’s budget.

"It is the first time in the country's 75-year history that a state budget has been stopped. Why are you angry with the people of Delhi," Kejriwal wrote. "The people of Delhi are pleading with folded hands, please pass our Budget,’ he added.

For the uninitiated, the face-off between New Delhi and the Centre has taken a different turn when the Aam Aadmi Party was asked to stop presenting its budget in the Vidhan Sabha by the Union Ministry of home affairs. The reason stated is several queries on its proposed expenditure on advertisements and publicity in the 2023-24 financial year.

"The Lieutenant Governor, Delhi, had raised certain concerns of administrative nature on the proposed Budget, keeping in view the fiscal interest of the National Capital Territory on which MHA vide its letter dated March 17, 2023, has requested GNCTD to resubmit the Budget addressing these concerns for taking further action. The reply from GNCTD is waited for four days, read the statement made by MHA.

The Delhi government however claimed that they allocated the same budget for advertisement and publicity as for the last year and that they have spent 40x more on infrastructure development of the national capital. Delhi Finance Minister in a statement said that the “The concerns raised by MHA are irrelevant and this has been seemingly done only to scuttle the budget.”
