Panelház is a Hungarian term for a type of concrete block of flats (panel buildings), built in the People's Republic of Hungary and other Eastern Bloc countries. It was the main urban housing type in the Socialist-era, which still dominates the Hungarian cityscape.

A magyar lakosság 20 százaléka,
csaknem 2 millió ember él panelben. Ez 777 ezer lakást jelent, aminek 10 százalékát tervezi első körben lefejezni  az Orbán-kormány. A megkérdezett panellakosok kifejezetten felháborodtak a hír hallatára.
A kormányzati indok az, hogy a lefejezés hatására „élhetőbbé válnak” a betonházak. Lázár szűk pátriájában, Hódmezővásárhelyen akarja kipróbálni az ötletét, bejelentette, hogy
„ha meg tudunk állapodni az ott lakókkal, Hódmezővásárhelyen egy 60 lakásos ház átalakítása lehet a próbája az elképzeléseknek.”
Hegedűs Zoltán, Hódmezővásárhely alpolgármestere feltehetően nem először hallott a panelház-átalakításról, mert kidolgozottnak tűnő előadásban fényezte a főnökei által bejelentetteket a Vásárhely24-nek:
„lépcsős épületeket hoznának létre, így néhány lakásnak tetőtéri terasza is lenne. – Mindez az egész lakótömb teljes szigetelési, gépészeti, közműhálózatot érintő átalakításával, teljes felújításával járna. Ez egy vásárhelyi tízemeletes lakóinak egy fillérjébe nem kerülne, az állam fizetné. Cserébe lakásuk hatalmas értéknövelésen menne át, komfortjuk jelentősen nőne, néhányan még tetőtéri teraszt is kapnának”.
Paller Zsuzsa gépészmérnök szerint a panelház tetején elhelyezkedő szellőzők és liftaknák átépítése megoldható, de méregdrága feladat.
Tavaly jelent meg a szlovák GutGut tervező iroda panel-rehabilitációs elképzelése. A koncepció szerint – ahogy az az alábbi videóban is látható – az energetikai korszerűsítés mellett teljesen átstrukturálnák az épület belső elrendezését, de jelentősen módosulna a homlokzati megjelenés is.

A Magyar Építész Kamara alelnöke,
Eltér István szerint technikailag megoldható a visszabontás, vannak is rá külföldi példák: London keleti részén például nyolcemeletes házak öt emeletét bontották vissza a gettósodás megállítása érdekében. A szakértő elmondta, hogy
„az államnak végig kell kísérnie a folyamatot, és átmeneti lakást biztosítani a lakóknak a lebontott helyett.”
Egy megszólaltatott panelház lakó így aggodalmaskodott a terv hallatán:
„Azt szeretném kérdezni attól, aki­ ezt kitalálta, hogy hova fogja tenni a lakosokat, akinek lebontja az otthonát, és miből fogják mindezt finanszírozni?”
A portfolio.hu számításai szerint több ezermilliárd forintba kerülhet az ötlet megvalósítása, ami elképzelhetetlenül nagy összeg, de legalább nem stadionépítésre szánják. A legjobb variáció, ha találtak egy ilyen programra lehívható forrást az Uniós kínálatból, és amíg még tagjai vagyunk, megpróbálják kiaknázni azt.
Az, hogy melyik famulusuk rendelkezik máris erre alkalmas céggel, az már csak a marakodás szempontjából érdekes, a magyar lakosoknak csak az a fontos, hogy élhetőbb legyen határokon belül az élet.
Paller Zsuzsa, a fent megszólaló gépészmérnök szintén egy panelház tizedik emeletén lakik, szerinte Budapesten, egy jobb környéken lévő panellakás 16-20 millió forintba kerül, egy háztömbben tehát csak a kivásárlás kerülne 250 millió forintba.
„És akkor még nem beszéltem a gépészetről, a szellőzésről, a liftaknák átépítéséről: ezek ugyanis mind a tizedik felett, a tetőn vannak. Attól is tartok, hogy a panelházak nem egyforma minőségben készültek, és a szakembereknek is okozhatnak meglepetéseket.”
A forrásmegjelölés nélkül a parlament elé kerülő főnöki javallat feltehetően – ahogy az lenni szokott – mint kés a puha vajon, úgy megy át majd a szavazógépeken, tehát akár tényként is kezelhetjük.
