In light of recent news and recent conversations, it’s becoming clear how little people know about ballistic plates. For the same reasons there was shift in language from “non-lethal” weapons to “less lethal” weapons, it is an extremely important distinction to not refer to it as a “bullet-proof vest.” They are not bullet-proof. Not under specifics and not as a broad statement.
Ballistic armor standards in the US follow the NIJ scale. They are I, IIA, II, IIIA, (sometimes IIIA+) III, (sometimes III+) and IV. Anything below a IIIA is probably not worth wasting the money for how low the protection is. The IIIA, which is what a lot of cops wear, what is usually the most widely-available plate level, and typically is the highest level available for flexible armor, is resistant to a variety of handguns, but notably will not protect against rifles. Some types of bullets used by “covered” handguns can even potentially pierce this armor.
A III is the beginning of armor to protect against rifles, and a IV is the only type to begin to cover armor piercing rifles. IV’s are very heavy and extremely expensive. So while vests provide considerable coverage versus no vest at all, they are not guaranteed to stop more advanced weaponry. Even if you are hit by a lot of bullets from a gun under the weapon class for your armor, eventually it can do enough damage to pierce through.
The idea that plates and vests are bulletproof also disregards that damage is done whether the bullet pierces through or not. You are being hit with a high-velocity blast. It can still knock you down. It can still break ribs, crack sternums, cause internal bleeding. Cops won’t stop shooters vest or no vest. Wearing a vest doesn’t make you bulletproof or suddenly too powerful for cops. But it can help protect people from cops, it can help protect people from extremists, and rushes to ban them will only result in more death.
