Random thing but I think my favorite ZUNart Sanae is her UFO art. She looks really cute and even sorta has the hair leaf that Aya Azuma gives her, but turned down.

Also I love her green necklace that never turned up again.

The general descriptive principles drawing Touhous with mega milkers operate on:

-Characters who are understood as authority figures, older than Reimu and Marisa, and in some fashion interpreted as maternal, whatever the hell the aunt equivalent of "avuncular" is, or older-sisterly, are all more likely to be drawn with huge boobs.

-Characters introduced after ZUN starting drawing curves more obviously and after the fighting game sprites changed proportions tend to have less outright exaggeration going on in inter-character terms while still potentially having the big bap if they're depicted as having obvious boobs.

-Characters understood as being larger and broader than average tend to be drawn bustier.

What matters is fandom understanding. Tewi and Suwako are canonically older authority figures, the latter maternal, but fandom sees them as silly girls and so they tend to be drawn flatter, although Tewi is probably the bustiest character in old ZUNart. This also affects Suika.

Fandom does understand Kasen as an older maternal figure, so bwoomf go her boobies on the Clip Studio file. The same with Kanako and Yuugi (though Yuugi tends to be read as more older-sisterly). Utsuho might be an exception, but, well, she's kind of a bimbo, you know? (She's also visually understood as big.)

So. While the oil fire still burns, let me note that Hisami is another ZUNart design with defined breasts. There have been, increasingly, boobs defined by shading, and Megumu has a slight zigzag out to one side, but Urumi and Hisami kind of stick out here as far as having rounded curves. What's going on here, semiotically? When ZUN is overseeing something but not doing the art himself, bust sizes are clearly not directly taken from his artwork, so should we understand these as proportionally representational? (i.e. Urumi and Hisami are noticeably larger than average?) Or perhaps is it just that these are the only girlthings we've met so far who wear a bra that offers lift and separation? Maybe every artist has bullied ZUN into allowing them to draw Reimu with titties, and these two really are the only Touhou characters on which the "I have no tits" tank would be ironic.

Now, there's a serious thought behind all of this, which is that Hisami's outfit is a tight sheath dress like a qipao, and Urumi wears a midriff-baring tank top-like thing, and both of these are outfits where the breasts would be pretty evident, and many Touhou characters don't wear outfits that would show off their racks to the same degree (and Hecatia could just be petite, etc.) Zanmu's open top would show quite a bit in person, but it wouldn't cling to her breasts like Hisami constantly thinks about doing. And so on.

Coupled with this is that ZUN's style keeps developing, and he seems more comfortable with depicting some forms of sexuality (Tsukasa) on designs. So it may also be he's more comfortable with putting the boobage in there, or... perhaps he saw the "many touhou characters have the big bap" article and it shook him to his core. Whomst can say?

Regardless, what matters is that Touhou artists will continue to use archetypal thinking and raw horniness to determine how big to draw the titties, so ironically, Hisami's probably not going to get up to bazongazonklaronga levels, she's telling Zanmu "yes, mommy" rather than being mommy. Also, Tsukasa has no tits whatsoever.
