Tin man is part of a Historical Association (not sure how to translate it in English), I believe he’s affiliated with Holhaiya, who works for the vice president of Columbia (image below).

In the manhua, Project Diabolic was leaked to Tin-man as beforehand he was investigating Diabolic shards. then found out his Sarkaz kin (Ifrit) was being experimented on. He states this experimentation was tasked by Columbia’s government, particularly the Ministry of Defense, to revive their “lost power” then assigned it to (assumedly) Rhine lab/Parvais. 

Saria asks Tin-man how he got this information, he only says that someone from Rhine lab leaked it to him, but for what purpose?

Tin-man also reveals that Saria and Muelsyse had signed approval for the Diabolic project. Both were unaware and knew the thing that they had signed for was vaguely listed as a pre-research project and nothing more. This was most likely deception by Parvais, with Kirsten Wright not really batting an eye on it.
