Crack theory, but I don't think there's a "Simone Petrikov" in Fionna World. Instead, she's just a magicless Ice Queen. Let me explain.

If you look at Simon and the Ice King, there are clear signs of transformation. They look nothing alike because Ice King is meant to look like Evergreen.

But look at "Simone" and the Ice Queen, there are a lot of similarities.

Mostly, it's the lighting bolt eyebrows and the long hair. Again, when Simon loses his powers, he looks nothing like the Ice King and retains none of his physical traits.

Another thing is that "Simone" has a crown in her ice cream woman uniform.

Her voice is also closer to her raspy Ice Queen voice than being changed to be more calm like Simon's.

This means she is the genderbent version of the Ice King, but not of Simon. This version in Fionna World is just Ice Queen without powers rather than a female Simon.

Honestly, I find that so weird since Fionna World has been influenced by Simon's mind, you'd think he would make the Ice Queen have an uncursed version of herself, living out the rest of her life with her Betty. But I guess you can also read this as Simon's misguided, rose tinted, look back into the Ice King persona.
