Mayor Olivia Chow says she has instructed city staff to ensure refugees and asylum seekers have access to beds in Toronto's main shelter system when spaces become available.
In a statement on Friday, Chow told CBC Toronto that she has told staff to follow a motion passed by council in July that reverses a policy adopted by the city in May under Deputy Mayor Jennifer McKelvie.
Under the previous policy, which took effect June 1, refugees and asylum seekers were turned away from the main shelter system and directed to federal shelter programs when they called the city's central intake phone line. Chow said the procedure has now changed.
According to the July motion, the city is required to ensure everyone "regardless of status" is able to access the shelter system when beds are available.
"I have spoken with city staff and they will now ensure refugees can access available emergency shelter space though central intake, as per my motion at council," Chow said in the statement. [...]

Hopefully at some point I'll be able to do a "hated animal" clan culture expansion so I can talk about ALL the wretched beasts at once, but until then, okay. Let me explain what a cuckoo is, what it does, and why Clan cats hate them so!
The Common Cuckoo (Cuculus canorus) is a European bird notorious for being an obligate brood parasite. This means that a cuckoo is not capable of raising its own chicks; to reproduce, they lay their eggs in the nest of another bird.
The egg of a cuckoo is larger than its adoptive siblings, and hatches much earlier. Once born, that chick's mission is fratricide. It will attempt to kill its siblings by pushing them out of the nest, and if it can't accomplish this, it will try to starve them with its massive size and louder cry.
Cuckoo chicks become comically large, sometimes becoming so big that they can't even fit in the nest. They can be twice the size of their "parents" and STILL beg for food. An adult cuckoo can ALSO be a killer, chowing down on eggs and baby birds.
And, lastly, they're mimics. The adult female cuckoo is striped like a sparrowhawk, and can even copy its song to terrify its target hosts. Most cuckoo eggs even LOOK like the eggs of the nest they're laid in, except for the fact they're larger.
Clan cats consider songbirds to be sacred. Their tunes were gifts from StarClan, their nests a reflection of a warrior's nursery, and so it is a sin to kill them unless the Clan is starving.
A cuckoo, which steals the song and feathers of a sparrowhawk, kills its brethren at birth, and cannot even construct its own nest is the perfect example of a type of evil to Clan cats. They call it Mwyrgna, the "sin of cannibalism."
We might say Mwyrgna is related to our idea of Greed as a cardinal sin, but it's specifically primal, animal self-interest. It's the greed of beasts. It's creatures that destroy instead of create, acting on what benefits them.
It's the rat mother who eats her young so a predator can't have them. It's hogweed that chokes out a vibrant meadow. It's a Clan cat who kills the deputy so that he can have his place, setting his sights next on his leader.
And most of all, it is the Cuckoo. Everything about it embodies Mwyrgna. An evil creature that acts as a parasite on StarClan's sacred animals, born to kill the innocent and defenseless, with strength stolen from a more honorable bird.

[“Chow was the activity around which the whole prison revolved. The sections took turns going first, with twenty minutes for each one to make it all the way through the line. The guards controlled the speed with which the units were called, and one day at lunch, shortly before a big inspection was set to take place, one of the guards decided to assert his power by slowing down the food line so that section three didn’t get fed. Everyone flipped out, holding their empty trays, yelling bloody murder. This guard did the same thing at dinner, and the next day, again, at both lunch and dinner, until it became crystal clear that this was deliberate, someone acting on orders.
Meals were the only good thing we got every day, and the prison was fucking with them. It messed with our heads, created hostility between the sections, and generally tempted us to engage in behavior that would land us in the SHU. Prison is about control and dominance. On the second day of the crisis, the military police investigative unit (MPI) arrived. They’re the guards who cultivate confidential informants. They sat back and watched the panic, waiting for someone to misbehave in an actionable way.
Fort Leavenworth had a prison inmate council, something like a student council for prisoners. After three days of this deliberate baiting, I went to the council with a plan. Following chow time, prisoners had the option of either going directly to their own housing unit or heading to the medical window to pick up medications. There was a rule that prisoners could always get Tylenol, no questions asked. I suggested that every single prisoner go to the window and ask for a dose, which would overload the line dramatically and slow down the whole cycle of the day. We would be fighting back, while still following the letter of the law. It would only work, though, if all eighteen housing units got on board.
By lunch the next day, everyone was in. Every twenty minutes, more people stood up and moved from the dining hall to the pill line, in unison. The line wrapped all the way around the prison. My unit was the last one, so I got to see the reaction in the dining hall. The guards were panicked. They called for reinforcements. Riot cops came in with their kneepads and shields, arrayed like storm troopers all around the line.
As the investigators walked toward me, I grabbed my forehead. “I have the worst headache of my life!” I said.
I was shocked. Both that it had worked and at the extremity of the response. The commander of the prison was there, as were what looked like civilian cops from the outside. I started to worry they’d crack down on me. I worried they had seen me organizing. I was sweating. I actually did then get the worst headache of my life. Finally, at 4:00 p.m., the last people in the line, including me, took their Tylenol.
That night, the prison called a lockdown. For dinner, we were served sack lunches in our cells. Some people were thrilled at the success of what we’d done, how we’d stood up to our captors, but a lot of other people were pissed. Yes, we’d avoided the SHU, but instead of solitary confinement, we’d gotten stuck with group confinement, which could be its own version of hell, too.
The next morning, they released the lockdown. At chow, the commandant of the facility stood watching us, flanked by his deputy and a large group of investigators. I was ready for the deliberate baiting of inmates to begin again, but instead, something wondrous happened. Chow proceeded exactly as it was supposed to.”]

In good political news today, Toronto elected Olivia Chow as mayor and I'm super stoked to have her back in City Hall.

Olivia Chow was elected Toronto's next mayor in an unexpectedly close race Monday, promising to bring a more progressive approach after more than a decade of conservative leadership at city hall. The former downtown Toronto NDP MP and city councillor bested a record field of 102 candidates that included about a half dozen established contenders. Among those rivals was second-place finisher Ana Bailão — a past deputy to former mayor John Tory, whose shock resignation in February triggered the byelection. Chow, who was born in Hong Kong and came to Toronto at age 13, will become the third woman and first racialized person to serve as mayor in the city's history. She steps into the top spot as it grapples with a massive budget shortfall, an affordability crisis and public safety concerns. "If you ever doubted what's possible together, if you ever questioned your faith in a better future and what we can do with each other, for each other, tonight is your answer," Chow said in her speech to a crowd of cheering supporters. "Thank you to the people of Toronto for the trust you've placed in me and the mandate for change as your new mayor." [...] Among her headline commitments is a pledge to get the city back into social housing development and an annual $100 million investment in a program to purchase affordable homes and transfer them to non-profits and land trusts. Chow campaigned from the left, promising to boost rent supplements by introducing a "luxury home tax," an expanded land transfer tax on homes sold for $3 million and over. She also said she'll triple the city's existing vacant homes tax to three per cent. Chow will inherit largely untested strong mayor powers, however she has repeatedly said she wouldn't use them to override "majority rule" in council. In theory they would allow Chow to pass budgets with just one-third council support, veto bylaws and unilaterally shape the city's top-level administration. She did not release a fully-costed platform, and repeatedly declined to say by how much she would need to raise property taxes to pay for her suite of commitments — a focal point of criticism from her main rivals throughout the campaign.
The last week of the campaign saw Ontario Premier Doug Ford all but formally endorsed Saunders, warning at an unrelated news conference that a Chow mayoralty would be an "unmitigated disaster" and that she would raise taxes at an "unprecedented rate." Saunders finished third with 8.4 per cent of the total vote share.   Ford's pointed attack raises questions about Chow's relationship with Queen's Park as the city faces a $1.5-billion budget hole that will almost certainly require provincial help to fill. In a statement Monday night, Ford struck a conciliatory tone, saying he will "work with anyone ready to work with our government to better our city and province.  "Throughout Olivia's life, she has proven her desire and dedication to serving the city that many of us call home. While we're not always going to agree on everything, what we can agree on is our shared commitment to making Toronto a place where businesses, families, and workers can thrive."
Chow has long been a fixture of Toronto politics. She became a school board trustee in 1985, served 12 years on city council representing Trinity-Spadina and eventually became a New Democrat parliamentarian alongside her late husband and former federal NDP leader Jack Layton. Some of her notable policy stances include supporting an anti-homophobia curriculum in the 1980s, helping bring nutrition programs to Toronto schools in the 1990s and fighting against exploitative immigration consultants in the 2000s. For much of the last decade, she has run the Institute for Change Leaders at Toronto Metropolitan University where she trained community organizers.
The city being in basic bankruptcy position that will require provincial bail-out support is going to be contentious because Doug Ford is a nasty piece of work and vindictive as fuck - especially against Toronto Mayors - so we will see what she'll be able to get out of him (if anything). The Federal level will be able to help some, but it's really a municipal-provincial issue.

Deputy Chloe Felix, exhausted and hopeful to help the resistance fight Eden's Gate. Haunted by religious trauma she's seeking some personal justice- 2 birds and 3 brothers, or something like that.
After shedding 'deputy' off her title and faking her death, Chloe spends her time making training extra difficult for Theo and his guys. She came up with a tournament just to win the lollipop out from under them. Too bad everyone else missed chow for being disappointments though.... she's never slept better.

Theo is blunt, disciplined, hard working, and focused on his mission. As one of Jacob's Chosen less than perfection isn't an option. He stays far from anything that could stray him from his path, including friendships.
It turns out Theo very much enjoys his monthly 'pilgrimage' to the Henbane. This is of course for "spiritual enlightenment", not at all to light up a roll in a field with Eli... that would not be the will of the Father. Chloe doesn't stress him out as much as everyone seems to think she does?? He does love the little witch.

Sharing a snippet from Memento Mori Part III, which showcases Morgana’s relationship with a couple of her siblings from the Investiture; Avery and Frieda.
I really enjoy writing Avery, as they’re just a larger-than-life, happy-go-lucky non-binary superstar. I enjoy writing them so much, I am honestly considering writing some flash fiction just to have an excuse to see more of them! Anywho, snippet below:
“Deathkins!” Avery and Frieda teleported into the middle of the sofa area. Avery, glorious as ever, looked like they’d been eaten by a giant cheese puff. A cream cable knit sweater hung off their frame, with ripped designer jeans that no doubt cost  more than my yearly stipend from the Investiture. But it was the oversized faux fur jacket that really finished off the look; fluorescent orange was a hard colour to pull off, but Avery owned it. 
They pushed their sunglasses up into their blue, swept back hair that was undercut at the side. 
Avery gave me air-kisses in greeting, sensing not to touch me. Frieda, dressed in her usual black garb, and hair in a messy pixie cut just gave me a wave. 
“Honey! Darling! When I let you use my penthouse, I thought you were going to be recoupering and resting, not getting yourself into this amount of shit!” Avery pulled out their phone, and held up a video. I recognised the ‘Skeptikz’ logo straight away, and the faces of Markus and Eilidh filled the screen. They looked horrified. The camera, with its shaky visuals, panned around to show me lying in a pool of blood, the young medical examiner leaning over me. He leapt out of his skin when I opened my eyes. 
Avery put their phone away. 
“But I love the outfit. It’s so gauche! Space cat? I want one. It suits you more than your Reject Stevie Nicks phase,” Avery ushered us into the penthouse. “So, I want you to tell me everything!”
They made sure to keep out of range in case  the dried and congealing blood stained their white clothes. 
“But you should get a shower first, Deathkins. You look awful,” Avery noticed Nora and Ted. “Well, hello. And who is this long, tall, drink of milk?” 
“Nice to meet you, ma’am...uh….sir...uhm….?” Ted floundered. 
“Oh sweetie! Just call me Avery, that’s enough.” 
“This is Deputy Ted Ward,” I stepped in to save Ted, who was blushing furiously, mortified about mis-gendering my sibling. 
“A policeman, huh,” Avery’s eyes narrowed, and they took a fistfull of Ted’s t-shirt and pulled him in close. Avery was easily six foot tall, and with their stiletto heeled boots, they towered over Ted. “Let me make one thing clear. Morgana is very dear to us,” they pointed back to Frieda, who pointed to her eyes, and then back at Ted in the universal sign for ‘I’m watching you’. Ted swallowed, and looked nervous. “The last policeman Morgana worked with didn’t treat her very well, and broke her heart. So if you’re thinking of doing the same….well, lets just say, Fred’ll drop you into the ocean and you’ll be eaten alive by sharks. Morgy won’t be able to bring you back when you’re just fish-chow. Capiche?”

Climate change may imperil the U.S. military's ability to train troops, maintain equipment and facilities and operate effectively both at home and abroad, according to a new report on global warming's effect on national security.
The study, released Wednesday by the Rand Corp., a California-based nonprofit think tank, was designed to help the Defense Department identify ways to protect troops and government property from extreme heat, flooding, wildfires and other conditions that are either driven by or exacerbated by climate change.
The report offers a glimpse into the many ways that global warming is affecting military readiness, underscoring the risks to national security if the government is not adequately prepared.
“It’s here today,” Richard Kidd, deputy assistant secretary of defense for environment and energy resilience, said of climate change during a news conference about the report, adding that it is “the context in which we now perform all of our functions.”
The report is the latest to identify links between climate change and threats to national security. The Department of Homeland Security has similarly warned that rise in sea levels and extreme weather events pose significant risks to the nation’s resilience. Last year, Air Force and Space Force officials released a climate action plan that outlined the need to adapt operations to changing climate conditions.
“It is no longer just this near-term focus, because we frankly can’t afford to only focus on the near term,” said Kimberly Jackson, deputy assistant secretary of defense for force readiness, at the news conference. “If we don’t intentionally look beyond today’s challenges, then we aren’t going to be able to outpace our adversaries.”

..."Biden’s able to hit the trail more than he was in 2020. But the campaign so far has favored smaller events that put Biden face-to-face with voters over big rallies. Biden has only held three official campaign rallies since announcing his candidacy in April. And while more large-scale events will likely come as the general election gets closer, Democrats close to Biden say there’s a lot of value in keeping it small — for now.
“It is something this president personally loves and makes him happy,” said JIM MESSINA, campaign manager for BARACK OBAMA‘s 2012 campaign. “It’s a sweet spot.”
Unannounced stops at local joints also allow a candidate to be more nimble, said DAN PFEIFFER, a former senior adviser to Obama. They often don’t require the level of staffing and logistics of a large-scale campaign event.
But they’re also largely doable because they can be easily amplified to broader audiences through social media — particularly TikTok videos and Instagram reels. When Obama was on the trail, the White House press pool may have captured a few still shots or a clip or two of the president meeting with voters. Now, Biden chowing down on fast food or snapping selfies with regular people will immediately make the rounds on the internet.
“Before TikTok and Instagram reels, you could make an argument that that stuff wasn’t super efficient because you can’t shake enough hands to win a general election,” Pfeiffer said. “But now, those informal encounters have the ability to go viral on social media and go viral from the perspective of the people meeting with Biden.”
It’s clear that the campaign plans to get a lot of mileage out of these events. On Wednesday, the campaign posted a 9-minute YouTube video of Biden — you guessed it — eating fries, burgers and chicken fingers from Cook Out with a North Carolina family. And that was weeks after one of the kids from the family posted a viral TikTok (it got more than 4 million views) of the president’s visit to his house.
“In many ways, today’s social media environment is uniquely well suited for Joe Biden. It allows people to see him talking with a family at their kitchen table in a way that would be very difficult to replicate in the days before iPhone cameras,” said Biden deputy campaign manager ROB FLAHERTY.
“It’s very hard to get that same feeling of authenticity and connection when you have a huge TV camera in the room.”
