The unraveling of the Canada summit meeting increases the North Korean leader’s incentive to “up his asks and limit his compromises and for Trump to do the opposite,” Richard Haass, the president of the Council on Foreign Relations, said on Twitter, adding, “Hardly the ideal context.”
Still, other analysts said Mr. Kim was as determined as Mr. Trump to make this meeting a success. That, as much as Mr. Trump’s need for a win after Canada, may guarantee a positive outcome.

İkisi de saldırgan… Kim Jong-un “Nükleer savaş isteyen moruk”, “Akıl hastası bunak” diye Trump’a hakaretler sıralamış, Trump da “Bodur ve şişman”, “Roket adam” diye karşılık vermişti.
Bu mücadelede Kim Jongun’un avantajı 6 yıldan fazla tecrübesi ve kendi himayesindeki gazetelerde çıkacak haberler konusunda endişesi olmaması. Ayrıca Trump’ın aksine, zamanını sosyal medyadan dünyaya laf yetiştirmek için harcamıyor.
SONUÇ NE OLUR? Gelelim görüşmeden alınabilecek olası sonuçlara… Kimi analistler, bu tarz kritik zirvelerin yıllar süren diplomatik süreçlerin ardından gerçekleştiğini, bu kadar hızlı yapılacak bir görüşmeden kayda değer bir sonucun çıkmayacağını söylüyor. Harvard Üniversitesi’nden John Park’a göre, Kim Jong-un 6 yıldan uzun süredir dünyanın nükleer süper gücü olmanın, Trump ise nükleer tehdidi bertaraf etmenin yollarını arıyor. Zirvede bu duruşlarından ödün vermeleri ve uzlaşmaları olası değil. Diğer yandan Kuzey Kore lideri, bu daveti silah ve füzelerinin verdiği özgüven sonucu mu, yoksa kendini yaptırımlardan ötürü çıkmazda hissettiği için mi yaptı, işte bu da en çok tartışılan detaylardan… Uluslararası savunma alanında araştırmalar yürüten uzman isim Bruce Bennett, “Kim Jong-un neden görüşmek istediğini bilemiyoruz ancak temel sebep ekonomik yaptırımlar olmalı” diyor.

Kuzey Kore, üzerindeki yaptırımları zayıflatmaya, ABD’nin askeri müdahalesini önlemeye çalışıyor olabilir. Ancak alttan alta belki de dünyanın kendisini meşru bir nükleer devlet olarak kabul etmesini istiyor. Yani aslında Kim Jong-un’unki uzlaşma değil, daha çok stratejik bir hamle…
‘TANSİYONU YÜKSEK BİR REALITY SHOW’A DÖNEBİLİR’ Georgetown Üniversitesi’nden Michael J. Green “Bu ani görüşme, Kuzey Kore’nin menfaati için stratejik ve lideri neyi hedeflediğini daha net biliyor, yani hazırlıklı” diyor. UC San Diego School of Global Policy’den Prof. Stephan Haggard da “Aslında risk, daha çok ABD tarafında…” Çünkü Trump’ın bugüne dek bu denli büyük bir maratonda koşmamış olması, görüşmeyi tansiyonun yüksek olduğu bir reality show’a döndürebilir. Trump’ın görüşmeye hazırlanmak için çok zamanı da yok. Zaten siyaset bilimcilerine göre de ABD için asıl problem bu, Trump ve ekibinin bu denli büyük ve riskli bir diplomatik görüşmeye hazır olmaması. Dış politika uzmanı Jeffrey A. Ulusal güvenlik uzmanı Mieke Eoyang bu konuda iyimser değil: “Trump ne derin bir hazırlık yapma girişiminde bulunacak, ne de planlanan akışa sadık kalacak!”
Johns Hopkins Üniversitesi’nden Jenny Town ise görüşmeye iyimser bakıyor: “Doğru şekilde yönetilmeyi becerilebilirse dünya için buluşma büyük bir fırsata dönüşebilir ve görüşme nükleer tansiyonu düşürüp milyonların ölümüne sebep olabilecek bir savaşı önleyebilir. The “Bitter Pill” in North Korea’s Most Powerful Missile

For seventy-four days, North Korea did not test a missile or a nuclear weapon, fuelling a fragile hope that Pyongyang might have blinked. That hope collapsed, dramatically, on Tuesday, when North Korea tested what appears to be its most powerful rocket yet, an intercontinental ballistic missile that is capable, in theory, of reaching anywhere in the continental United States.
The launch revealed several important things:
On a technical basis, the début of a rocket called the Hwasong-15 added a powerful new tool to North Korea’s arsenal. Japanese defensive missiles would have been ineffective against it. The Defense Secretary, James Mattis, said that North Korea is now capable of hitting “everywhere in the world.” (Experts on Wednesday were still studying whether the Hwasong-15 represented a new mobile solid-fuel system that could be launched with very little advance warning.)
On the diplomatic front, the launch should erase any illusions about Chinese political influence on Pyongyang, because it showed the ineffectiveness of a recent visit by the highest-ranking Chinese envoy to go to North Korea in two years. (It’s not clear whether the envoy, Song Tao, was even allowed to meet Kim Jong Un.)
For the United States, the launch demonstrated that the Trump Administration’s approach--a combination of threats, sanctions, and isolation--had not stalled the advance of the weapons program. In January, Trump taunted North Korea over its intention to develop a nuclear weapon capable of reaching parts of the United States. “It won’t happen!” he tweeted. Since then, as James Lewis, an arms-control expert at the Middlebury Institute of International Studies, noted, North Korea has demonstrated that missile capability on three occasions, while continuing to test nuclear technology. The more powerful missile also deepens the potential catastrophe that could occur if the United States were to launch a preëmptive war and face retaliation. Based on the capability of the new weapon, Alex Wellerstein, a nuclear-weapons expert at the Stevens Institute of Technology, estimates that a strike on New York City would result in more than nine hundred thousand deaths and more than 1.5 million injuries. South Korea is increasingly worried that Trump could take military action. Moon Jae In, South Korea’s President, said, “We must stop a situation where North Korea miscalculates and threatens us with nuclear weapons, or where the United States considers a preëmptive strike.”
The launch was orchestrated in a way that was not likely to elicit an immediate American military strike. It did not cross Washington’s most explicit red lines, which include firing missiles toward Guam or testing a nuclear device in the air over the Pacific.
To some, the launch was the clearest indication yet that if the United States wants to rid North Korea of nuclear weapons, it must move beyond its current approach of demanding a unilateral disarmament as a precondition for talks. John Delury, a North Korea expert at Yonsei University, in Seoul, told me, “The Trump Administration should open up a high-level bilateral dialogue that maps out a path to get Kim focused on economic development, rather than missile tests. It can start with an agreement for the North Koreans to halt further development on their weapons program and the U.S. and R.O.K.”--South Korea--”to tone down or, in part, suspend joint military exercises. But that is just a first step, to improve the atmosphere and build a little confidence on both sides. The goal has to be a fundamental shift in the relationship so that both sides stop acting in ways that provoke, threaten, and undermine the security of the other.”
At the moment, the White House rejects the idea of such a freeze. Nevertheless, that prospect has high-profile proponents who consider it the least bad of some unattractive options. On Tuesday, Richard Haass, the president of the Council on Foreign Relations, wrote, “What’s needed is a serious diplomatic effort to freeze weapons testing,” with a willingness by the Trump Administration to offer “sanctions relief, a formal end to the state of war or an adjustment to U.S.-South Korean military exercises.”
Delury added, “Trump needs to be realistic, and swallow the bitter pill that Obama and George W. Bush refused. We have to learn to live for some period of time with a nuclear North Korea--indeed, here in the region we already have--and denuclearization can be the endpoint of dialogue and a settlement but not its precondition.”
In the meantime, Trump gave no indication that he intends to change course. On Wednesday, after a barrage on Twitter that promoted anti-Muslim videos, and taunted NBC News and CNN, the President tweeted, “Just spoke to President XI JINPING of China concerning the provocative actions of North Korea. Additional major sanctions will be imposed on North Korea today. This situation will be handled!”

Theo CNN, nhà lãnh đạo Triều Tiên Kim Jong-un ngày 1.1 đã gửi thông điệp đầu năm mới, nói Bình Nhưỡng sắp thử tên lửa đạn đạo liên lục địa (ICBM).
Một ngày sau đó, ông Trump đáp trả trên Twitter rằng, sẽ không có chuyện Triều Tiên phóng được tên lửa đạn đạo vươn đến Mỹ. “Chuyện đó sẽ không xảy ra”, ông Trump viết.
Ông Trump còn lớn tiếng chỉ trích Trung Quốc nhận tiền mà không tìm cách kiềm chế Triều Tiên.
Các chuyên gia ngoại giao, kiểm soát vũ khí nhận định, ông Trump đang tự đẩy mình vào chân tường với những bình luận mới nhất.
Donald Trump cần phải có cách tiếp cận mới nếu muốn ngăn nhà lãnh đạo Triều Tiên Kim Jong-un mở rộng kho vũ khí đến mức có thể đe dọa Mỹ, các chuyên gia nói trên CNN.
Hợp tác với Trung Quốc
Kể từ khi chiến thắng trong cuộc bầu cử, ông Trump đã nhiều lần nói Trung Quốc là đồng minh của Triều Tiên và là người bảo trợ lớn nhất cho Bình Nhưỡng
Tỷ phú Mỹ chỉ trích Bắc Kinh không giúp đỡ Mỹ trong việc kiềm chế Triều Tiên. Nhưng các nhà phân tích nói Trung Quốc không có “cây đũa thần” có thể ngay lập tức khiến Triều Tiên thay đổi.
Chuyên gia Tong Zhao đến từ Trung tâm Carnegie-Tsinghua về Chính sách Toàn cầu ở Bắc Kinh nhận định, quan chức Trung Quốc và Triều đã ngừng đối thoại cấp cao trong nhiều tháng qua.
“Trung Quốc cũng  rất thất vọng vì không thể tác động đến Triều Tiên”, ông Zhao nói.

Khi được hỏi về phát ngôn của ông Trump, Bộ Ngoại giao Trung Quốc ngày 3.1 nói, Bắc Kinh đóng vai trò quan trọng và tích cực trong việc giải quyết vấn đề hạt nhân của Triều Tiên.
Thời báo Hoàn Cầu của Trung Quốc nói Donald Trump đang “thỏa mãn với cách hành động vô trách nhiệm”.
Tăng cường phòng thủ khu vực
Donald Trump có thể tăng cường các hành động răn đe cùng các đồng minh Hàn Quốc và Nhật Bản, theo Richard Bush, chuyên gia cấp cao tại Viện Brookings ở Washington.
Điều này có nghĩa là Mỹ sẽ thúc đẩy quá trình triển khai hệ thống Phòng thủ Tầm cao Giai đoạn cuối (THAAD) tới Hàn Quốc, tăng quy mô các cuộc tập trận bắn đạn thật với các đồng minh Đông Bắc Á. Bên cạnh đó, không quân Mỹ có thể điều thêm máy bay ném bom chiến lược B-52 bay qua bầu trời bán đảo Triều Tiên và mở rộng hoạt động tuyên truyền để "tác động tới suy nghĩ của người Triều Tiên", ông Bush nói.
Tấn công phủ đầu
“Mỹ không có nhiều lựa chọn để hành động trong vấn đề Triều Tiên. Ngoài cấm vận, Triều Tiên cũng không có quan chức ngoại giao để Mỹ có thể trục xuất”, John Delury, Giáo sư nghiên cứu về Trung Quốc tại trường Đại học Yonsei ở Seoul (Hàn Quốc nói).
Ông Delury nói thêm: “Triều Tiên rất khó có thể bị trừng phạt vì quốc gia bí ẩn này không có nhiều mối liên hệ với thế giới bên ngoài. Đó là sự khác biệt so với Iran. Bởi kinh tế Iran gắn liền với châu Âu”.
Do đó, Robert Kelley, cựu giám đốc Cơ quan Năng lượng Nguyên tử Quốc tế (IAEA), hiện là chuyên gia tại Viện Nghiên cứu Hòa bình Quốc tế Stockholm cho rằng, ông Trump có thể tấn công phủ đầu vào thủ đô Bình Nhưỡng mà không cần đến 100.000 lính Mỹ đồn trú ở Hàn Quốc.
Robert Kelley khẳng định quan điểm không ủng hộ giải pháp tấn công phủ đầu bằng vũ khí hạt nhân, nhưng ông để ngỏ khả năng Donald Trump sẽ cân nhắc giải pháp này. "Trong ngắn hạn, biện pháp này sẽ loại bỏ được mối đe dọa", ông Kelley nói.
Tuy nhiên, một quyết định tấn công phủ đầu bằng vũ khí hạt nhân hoặc vũ khí thông thường như vậy tiềm ẩn rất nhiều rủi ro.
Donald Trump có sẵn sàng tấn công phủ đầu Triều Tiên?

Đàm phán với Kim Jong-un
Trong chiến dịch tranh cử, ông Trump nói sẵn sàng mời nhà lãnh đạo Triều Tiên Kim Jong-un đến thăm Mỹ để thảo luận trực tiếp. “Nói chuyện với nhau thì có gì sai?”, ông Trump phát biểu hồi tháng 6.
Tuyên bố này không còn xuất hiện nhưng ông Zhao và Delury tin rằng, đàm phán là lựa chọn khả dĩ nhất nếu như ông Trump muốn trực tiếp giải quyết vấn đề hạt nhân của Triều Tiên.
Việc Tổng thống Mỹ gặp nhà lãnh đạo Triều Tiên có thể khiến công chúng Mỹ khó chấp nhận nhưng vẫn còn khả năng khác là đích thân ông Trump đến thăm Bình Nhưỡng.
Ông Zhao nhấn mạnh Triều Tiên đã ngừng các hành động gây căng thẳng từ tháng 10.2016 và có dấu hiệu muốn đàm phán với chính quyền Donald Trump.
Tỷ phú Mỹ có thể trở thành “Tổng thống giúp ngăn Triều Tiên đạt được công nghệ vũ khí hạt nhân đe dọa Mỹ”, ông Zhao nói thêm. “Bước đột phá chỉ có thể đạt được nếu hai nhà lãnh đạo thực sự muốn đàm phán với nhau”.
