What are the main critiques of Gates Foundation’s agricultural program?

The Gates Foundation’s flagship agricultural program, the Alliance for a Green Revolution in Africa (AGRA, which recently rebranded to remove the term “green revolution” from its name), works to transition farmers away from traditional seeds and crops to patented seeds, fossil-fuel based fertilizers and other inputs to grow commodity crops for the global market. The foundation says its goal is to “boost the yields and incomes of millions of small farmers in Africa… so they can lift themselves and their families out of hunger and poverty.” The strategy is modeled on the Indian “green revolution” that boosted production of staple crops but also left a legacy of structural inequity and escalating debt for farmers that contributed to massive mobilizations of peasant farmers in India.

Several recent research reports provide evidence that Gates-led agricultural interventions in Africa have failed to help small farmers. Support a Translator of Color (1 day left of Crowd Justice fundraising!)

Fresh post for the tags! As I've shared extensively in updates on this post since 2023.06.24, my friend Yilin Wang (yilinwriter on twitter) has had their translation work stolen and used uncredited by the British Museum in a major exhibit on The Hidden Century in Chinese history that featured major feminist revolutionary Qiu Jin, and when called out on that behavior, the museum chose to remove Qiu Jin's poetry and Yilin's translation, silencing both of them. Instead of, yanno, naming the translator and giving appropriate credit and payment. ....yup.

So! Here's the Crowd Justice:

Case updates can be found at that fundraiser (especially as the muskrat has made twitter into an epic trashfire at the moment) but some key points, in Yilin's words:

I need to raise at least £15,000 by July 10th to enable me to instruct expert lawyers in London to initiate a claim of infringement of my copyright and moral rights. I will be working with lawyers in the UK to bring a claim against the British Museum for its infringement of my copyright and moral rights in the Intellectual Property Enterprise Court (IPEC), which is a specialist court and part of the Business and Property Courts of the High Court of Justice in London. ......

Please contribute and share if you can - each and every small contribution is very much appreciated! Let’s hold the British Museum accountable together!  I realise that this is a lot of money at any time, and especially in the current economic circumstances, but the cost and difficulty of taking legal action is a huge barrier when it comes to access to justice. My hope is that if I am able to generate enough support to take this point of principle forward, it will give the British Museum and all similar institutions the maximum possible incentive to avoid similar conduct in the future, because they will see that there is collective power in communities who feel disrespected and insulted. .....

Why This Case Matters This case matters to me not only because I believe both my work and Qiu Jin's work should receive the credit and respect they deserve, but because it affects the copyright and moral rights of all translators, writers, and creatives. 

The British Museum has not issued an appropriate apology or taken proper responsibility for its actions, so if it is not held accountable, then this is a cycle that stands to be repeated.

Yilin was able to make the minimum to retain a lawyer, and is now working towards the stretch goal. Here's part of the statement from the lawyer on the crowd justice page:

Accordingly, it is not giving anything away to say that we sincerely hope that the British Museum come to recognise the shortcomings in their conduct so far, and move to make amends rather than fight Yilin all the way. We will make Yilin’s funds go as far as we can, but there is a real prospect of the case being drawn out beyond the funding she has available, so it continues to be the case that every pound she raises towards her stretch targets puts her in the strongest possible position - a position that the British Museum has extensive visibility of - to hold out for what she deserves with help of expert legal assistance.

Currently it's at £16,722 pledged towards the stretch target of £20,000 from 573 pledges in small amount donations. Help Yilin be able to keep going if the British Museum continues to behave badly and try to fight until Yilin's out of funds. Believix and the earth fairies

Believix was a new form introduced in season 4 which had the goal of helping the people of earth regain their belief in magic.

This form has made quite an impact as it was the first of many new forms to come that would be "Beyond enchantix" and leaving the whole thing of enchantix being the "Final fairy form" obsolete.

However what I, and I'm sure other members of the community could agree is that a way all this transformations could work is that they could all be specialised transformations that work better in a specific environment or situation but not necessarily replace enchantix. For example:

• Sirenix is a water only transformation, underwater it can grant you access to the infinite ocean and can be stronger than enchantix underwater. On land it wouldn't be weak, but enchantix would be definitely better suited.

Now coming back to Believix....

It was introduced on season 4, the season where the winx had to regain the belief of earth in magic. They gained their believix by making Roxy believe in then but even then, why couldn't bloom or stella get enchantix for example in season 1?? After all they got bloom's parents to believe in fairies but nothing happened....

Well here I come with a solution.

Believix is an earth fairy form. But how exactly could this work? And what does that have to do with bloom and stella? Couldn't they still earn it?

No, as a high earth fairy form. A fairy from outside the earth dimension couldn't naturally achieve this form. They would need enchantix, their final fairy form in order to be able to access that level as believix is pretty powerful on it's own and a magic winx/charmix fairy would not have the level required to understand all the spells and things that this transformation brings.

Well, earth is in a whole different dimension compared to magix, so it could be explained that fairies from earth have a different power level. Which is where believix comes into play, as this would be the base form for earth fairies. How?

This form could start with small wings like normal charmix/magic winx but as the fairy progresses and grows with their magic their wings would grow and that would work as a sign of their level and maturity.

What about their source of power?

Well apart from their magic it's pretty clear that the belief of people in them also give them quite a boost.

In this episode of the fourth season

On minute 20:40 while Morgana gives her speech about taking vengeance on humans she mentions this:

"Our fury will not spare the earth people who betrayed us. By no longer believing in magic they weakened us"

As you can see, she mentions that humans not believing in magic made them weaker.

But moving back to the topic, how would this form work on the fairies?

An experienced earth fairy could be able to probably be close to enchantix by training. This of course would depend on the fairy own training and experience and the belief humans have on magic. The stronger the belief in magic, the stronger the fairy, combining this with training and magic prowess.

Only a few could be in the same ground for something that could be able to be stronger than enchantix, so now, let's get the major fairies in here:

As we all know, they have very big wings and quite powerful capabilities. A major fairy could be the final step in the evolution of an earth fairy, their believix.

Once an earth fairy is has proven themselves to be powerful and wise, they would gain the honor to ascend to a Major fairy and be given a powerful power source that would multiply exponentially their magical capabilities.

This would come at a cost, which is the fact that if that power source gets damaged or destroyed, they would get hurt or even die.

As we can see, both Diana and Aurora power sources were shown (Diana the Sacred Bud and Aurora the Blizzard), and even though we don't see Nebula's or Sibylla's sources, they definitely have one too.

What would differentiate a major fairy from a normal earth fairy?

The abysmal power difference and wisdom they have. As being a major fairy not only means being someone strong, it also means that the fairy queen has given you the right to have your own court and therefore you also become a leader of your own group of fairies.

(We can see that with Sibylla and her rustic fairies, Diana and her Amazon fairies and Aurorra and her artic fairies)

(I theorize that nebula's fairies are the most prominent earth fairies due to sharing her wings colour and the fact that they always have weapons could align with Nebula being the major fairy of war)

Major fairies and queen Morgana are probably the only ones that know the trick about their special wings. Zoomix, Speedix and Tracix.

This special wings could have been spells and evolutions that the earth fairies made on their wings in order to be able to do a lot of task more effectively. But due to how useful they are, they're mostly kept only for the major fairies and queen.

Fairy dust....

For fairy dust, I'm pretty sure all earth fairies might have access to it. However their capabilities would depend on the level of power an earth fairy has. A normal earth fairy that is pretty new would probably not really know how to use it very well, an earth fairy with a bith more experience could use it for helping in some minor spells, becoming smaller or dispelling minor hexes. Or to make things fly like in Tinker bell.

The major earth fairies and Morgana woukd definitely have the most powerful fairy dust that could rival the dust from magix.

Gifts of destiny

Being variations of believix themselves, I would say that this work as a way for normal earth fairies to be divided into one of the four groups of the major fairies.

Amazon fairies from diana's court would gain a more plant related look while Aurora's fairies would gain special capabilities to resist cold temperatures as we could see that normal believix fairies like Roxy weren't able to stand the cold of Aurora's tower.

For Nebula and Sibylla I would say that maybe for Nebula's court, fairies would be very powerful and wouldn't need much of a variation of their believix. Sibylla on the other hand has a lot of rustic fairies that resemble satyrs, so maybe fairies on her court look more animalistic? Representing their connection to the forest more or it could vary.

In conclusion...

• Earth fairies have a different power system, their believix being their base and only form that evolves through time. This due to being a whole different dimension and therefore not originating from the dragon flame.

• Major fairies and Morgana are able to access the special wings and use the most powerful fairy dust. They're also linked to a power source that multiplies their power exponentially by the cost of having their lives connected to it.

• For regular earth fairies, their fairy dust doesn't have such capabilities but they can still miniaturize and do minor stuff.

• Roxy's believix doesn't look as "complete" as the winx due to it being Roxy's early believix form, aka her own charmix. If roxy keeps training her believix would become stronger and gain a different appearance.

• The reason as to why the winx believix looks so modern, could be related to them gaining belief of people from this era. While the earth fairies all had their believix during the era of knights and fantasy (probably arthurian legends time)

As new earth fairies emerge, their outfits could be very different compare to the old earth fairies.

Glossary

I don't actually have much to say about the Glossary here, except for remarking on this one sentence in the entry for the Blood of Eden:

On Wake's death, Blood of Eden withdrew somewhat out of the eye of the Houses to regroup, but were enlivened by the reappearance of their legendary commander in the form of a revenant.

It's news to me that Wake was a revenant! Revenants, if I followed the lore correctly (rudely, there isn't a Glossary entry for them here or in GtN), exist when planets are killed (or resurrected - as the Resurrection Beasts are revenants). Is Wake's form as The Sleeper a revenant, and could she possess Cytherea's body as a revenant? This might be the first mention or inkling that people can become revenants as well.

(Hang on, I have to look something up -)

Ah, here it is, right at the beginning of the book:

"What happens to the soul?" "In the case of gradual death [...] transition is automatc and straightforward. [...] In cases of apopneumatic shock, where death is sudden and violent, the energy burst can be sufficient to countermand osmotic pressure and leave the soul temporarily isolated. Whence we gain the ghost, and the revenant."

This was early enough in Harrow the Ninth that I didn't pay much attention to it, I didn't know what it meant, but I remembered revenants coming up in this conversation. Though the mention I remembered was a little later:

"[...]when a soul is so rudely taken away from the planet--" [...] "A revenant," you said. "Always a revenant," he said. "Every single time, a goddamned revenant."

So I remembered revenants in the context of planets and resurrection beasts, but not people. But people very much can have revenants, and that's what was going on with Wake. Interesting!! Something to look out for for the reread.

Blood of Eden Memorandum for Record

Oooohh, a look into some of the inner workings of Blood of Eden: The underlying ideology, strategies and plans of this group of rebel insurgents. Should be a fun read!

Your first tactical consideration should always be to identify present necromancers with the highest achievable degree of certainty.

Sounds easy, is anything but; the section directly after this goes into dispelling a bunch of myths regarding necromancers.

I'd look for someone who is physically small, unimposing, even weak or easily overlooked; possibly someone who is with a cavalier (armed, physically larger and stronger). This is by no means a fool-proof method, though.

Necromancers cannot "resurrect" the dead, [...] They often can animate human corpses--whether recent or heavily decayed--and use them as puppets [...] if a comrade is killed in battle, and their body is later seen walking around, they are not "alive." [...] They cannot be salvaged; they can only been avenged.

Well, when you put it like that, necromancy does sound like an absolutely horrifying craft which needs to be opposed at all costs. Yikes.

The offensive technique most commonly attributed to necromancers in popular anecdote - the so-called "death ray" - appears to be complete fiction.

This made me laugh. Though the idea is terrifying, it seems like the idea of necromancers has been rather elevated and twisted in popular culture. This is most likely to be common on occupied planets, where necromancers can't access thanergy and therefore don't have their full powers - and therefore presumably just don't go there very much.

Oh -

Necromancers seemingly do, however, gain energy from proximity to violent death. Although this is a disgusting notion, intelligence sources and tactical analysis make clear that a major House strategy involves trying to inflict multiple ground casualties as quickly as possible at the beginning of an engagement, in order to give any necromancers present a "boost" in their abilities.

Makes sense - if a planet lacks thalergy, just make some.

The actual mechanics of this process are still very poorly understood, and investigating them remains a strategic priority.

It didn't occur to Wake to ask her Lyctor friends about this? They should be able to explain at least the basics of this just fine.

If a necromancer happens to be in the next room - even if it cannot see, hear or in any way perceive your presence - it will immediately know that its minion has been killed, and how. Even if you conceal yourself or leave the room, it will still somehow know where you are.

The use of the "it" pronoun here is chilling. Clearly, necromancers are not quite seen as humans by the Blood of Eden. The act of necromancy - even the aptitude for necromancy - depersons them in the insurgents' eyes. (At least some of them - assuming that this was a collaborative effort - in the next bullet point, necromancers are referred to with singular they.)

Like, I can see why you'd want to deperson them in this way, given how they see necromancy. But hey, necromancers are people too.

Anyway, what they're describing here is definitely scary, especially from a recon/assassination attempt perspective. How the fuck do you even.

Ah yes, by killing the necromancer(s) first, if you can, or just avoiding engagement if you can't.

It would be dangerous to end this memorandum without mentioning the Emperor's most powerful servants, the so-called "Lyctors". Where these creatures are concerned, no normal rules of engagement apply. Avoid them at all costs.

This memorandum was likely written before Commander Wake's time, if they know so little about necromantic theory and caution to avoid Lyctors at all costs. I kinda really want to know how the collaboration between Wake and Augustine and Mercymorn kicked off - did she seek them out? Or did they look for her? She was driven by the desire to find a way to kill the Emperor, and with him the Empire - the Lyctors were driven by the desire to find out what had happened to Alecto, and what was in the Locked Tomb. And they were willing to sacrifice an entire Empire for it.

Which also, still doesn't explain the affair between Wake and Gideon the First/Pyrrha.

When the Biden administration awarded Alabama roughly $1.4 billion in late June to expand high-speed internet access across the state, its senior Republican senator rejoiced.

Nearly two years after Congress finalized the first in a series of measures to improve the nation’s aging infrastructure and combat climate change, some of the GOP lawmakers who originally tried to scuttle the spending are now welcoming it. They have privately courted newly available federal money to improve their local roads, bridges, pipes, ports and internet connections, and publicly celebrated when their cities and states have secured a portion of the aid.

The dynamic has created some uncomfortable contrasts, since those same GOP lawmakers still maintain that President Biden’s legislative agenda has served as a drag on the nation’s economy, worsening inflation. The White House, meanwhile, has seized on Republicans’ shifting tone as part of its new campaign to promote “Bidenomics," which took Biden and his top advisers to Michigan, Ohio and other 2024 election battlegrounds over the past week to tout their work.

Appearing Thursday in South Carolina, the president ratcheted up the attack: He specifically called attention to Tuberville and other Republicans who are now “claiming credit” for the new jobs and other economic gains that their original votes might have denied.

“All those members of Congress who voted against it suddenly realize how great it is, and they’re bragging about it,” Biden said.

Steven Stafford, a spokesman for Tuberville, said in a statement that the senator “wasn’t praising the legislation” but rather hoped to advocate “for existing funding to go to Alabama.”

“Does the White House believe that only states with Democrat representation in Congress should receive federal tax dollars? I sure hope not,” he said.

The last two weeks, in particular, have brought a flood of announcements teeing up billions in new federal aid — including grants to purchase clean buses, tax benefits to expand green energy projects and funding competitions for large companies that make semiconductors domestically. By the administration’s count, it has awarded $225 billion under just the infrastructure law, translating into about 35,000 projects now underway nationally.

At times, Republicans have faulted some of that spending as wasteful — and they have sought, aggressively and occasionally unsuccessfully, to repeal Biden’s signature legislative accomplishments. But a growing roster of voices in the GOP also has been willing to abandon their fierce opposition whenever the federal money starts flowing in their direction.

A small but potent House Republican uprising this spring blocked the GOP from trying to repeal tax credits for clean energy, a central element of the Inflation Reduction Act. Rep. Ashley Hinson and other Republican lawmakers from Iowa — a state that benefits heavily from federal incentives for biofuels — mobilized to spare those programs from an early Republican measure that would have slashed federal spending and raised the debt ceiling.

The deal between Midwestern Republicans and House Speaker Kevin McCarthy (R-Calif.) enraged some far-right lawmakers, who felt the party had surrendered on a critical campaign promise. It also marked an about-face for lawmakers including Hinson, who last August blasted the Inflation Reduction Act for “wasting hundreds of billions of taxpayer dollars on Green New Deal priorities, and raising taxes on middle class families.” Her office declined comment.

Some of the sharpest critics of the infrastructure law, meanwhile, rejoiced when the Transportation Department unveiled the recipients of roughly $2.2 billion to help rehabilitate roads and bridges in late June. The beneficiaries included two highway improvement projects in Arkansas, which received about $50 million, drawing public praise from Sens. John Boozman and Tom Cotton.

“I’m pleased Senator Boozman and I were able to secure the grants for these projects,” Cotton said in a joint statement last month.

Two years earlier, though, the duo had joined 28 other Senate Republicans in voting against the infrastructure law — which allowed the government to spend up to $1.2 trillion. Explaining his stance at the time, Cotton said Arkansans “do not want President Biden’s ‘social infrastructure’ and climate alarmism, especially under the threat of increased inflation and higher taxes.”

Boozman and Cotton did later support December 2022 legislation that actually supplied the money to carry out the infrastructure law, including its so-called RAISE grants that came to benefit their state. The two senators’ offices declined to comment.

Another previous opponent of the law, Sen. Cindy Hyde-Smith (R-Miss.) similarly heralded the roughly $28 million in “good news” sent to the cities of Laurel and Meridian for road improvements last month. Rep. Robert B. Aderholt, a top appropriator, delighted in the receipt of $1.6 million to replace a bridge in Courtland, Ala., noting in a release he is “always happy to support this type of funding in Congress” — even though he voted against the infrastructure law that expanded the RAISE program.

And Rep. Sam Graves (R-Mo.), the chairman of the House’s powerful Transportation Committee, said he was “proud” to share the news that the city of Maryville would receive $1.3 million to repair its portion of a local highway, adding in a Facebook post: “Congratulations to all who helped secure this funding!”

Spokespeople for Hyde-Smith, Aderholt and Graves did not respond to requests for comment.

With the deluge of funding now starting to reach cities and states nationwide, Biden and his aides hit the road this past week to promote their work. For the White House, the tour reflected a lingering source of angst: Some polls conducted in recent months show Americans are unfamiliar with the legislation that the president shepherded through Congress. In the meantime, Biden’s own approval ratings have sagged.

In West Columbia, S.C., the president on Thursday swiped at Republicans who voted against the infrastructure law, while highlighting that the state has already received $2.6 billion in new federal aid — money to expand regional airports, prevent flooding and upgrade transit.

“Our plan is working,” Biden proclaimed.

Earlier in the week, Michael Regan, the administrator of the Environmental Protection Agency, peered into a newly dug hole in the front yard of a Grand Rapids., Mich., home, as he called attention to a roughly $15 billion federal effort to replace old lead water pipes. A day later, Interior Secretary Deb Haaland visited Albany, N.Y., to showcase the administration’s work on wind energy. And the president’s chief infrastructure coordinator, Mitch Daniels, toured New Mexico on Friday to highlight the administration’s efforts to promote broadband connectivity, including its recent $42 billion in new investments.

The money aims to deliver speedy internet to a roughly 8 million homes, businesses and other locations that still lack sufficient service by 2030, though Biden would not actually be in office by then even if he won the next election. In late June, the administration divvied up the funding, setting in motion a roughly two-year process for states to decide how to spend the money with federal supervision.

Lawmakers from both parties quickly heralded the aid: In Texas, for example, Sen. John Cornyn (R) shared an update about how his state had received the largest federal grant, exceeding $3.3 billion, only to later face a barrage of criticism for having voted against the bill authorizing the funding in the first place.

In Alabama, meanwhile, Tuberville extolled broadband as “vital” for growing the local economy, even as he renewed his attacks on Biden for pursuing trillions of dollars in new spending that had caused “record high inflation.” His spokesman, Stafford, later stressed there is “no contradiction” between voting against the law and supporting its individual provisions once they take effect.

But the senator’s stance prompted Biden to fire back at Tuberville in his own tweet last week, as he ramped up his effort to champion new federal funding on the horizon.

Hey, what if I made a quirk that involved someone’s willpower being used to exchange their body? Like they can store up willpower over the years, and burn it in battles to make themselves stronger and more durable, and even give a small boost in the regenerative factor when enough is being used up, it can be burned away in higher amounts to let them become stronger and more durable at the cost of the willpower draining away faster, and can all be applied at once as a last resort if they need a high powered boost in something, the downside could be that they would be dead set on doing the thing they’re using the willpower for and be unable to be convinced to stop if they use too much, and if they burn it all away, they won’t have the motivation to do anything for awhile, even fight.

I think something like that could work, but it needs some refinement. For starters, I think saying that the user is building "willpower" doesn't make much sense going by what we've seen. If they were using their will as a fuel source, as "Stress" does, or if they were building up other energies, but building up will just seems odd. The real issue lies in the balance. The user needs a lot of time to build up this energy, but they can quickly lose it if they don't feel the right emotions in a fight. These are two major issues the user has to contend with, which end up conflicting with each other over what the Quirk is supposed to do. Is it balanced around how easy it is to gain or lose power, or is it balanced around how long it takes to build up the power? And if you want to do this, I wouldn't have it built up over years. That seems like it would be pretty difficult to justify since that means that the user can barely use their power. So you have two options. One is that you make an ability about empowering the user via their emotions, only now using their more positive ones like motivation, kind of like a nicer version of "Stress". Another is that you have the user gradually build up power from some form of energy, then suddenly unleash it in the form of a boost to their physicals abilities, like what I did with "Invigor".
