A deal with Hamas to release some of the Israeli hostages seized on 7 October in return for a pause in the fighting in Gaza, if confirmed, would reflect a change of course by Israel’s prime minister, Benjamin Netanyahu, who has adopted an uncompromising stance since the start of Israel’s worst security crisis in 50 years.

It would probably be wrong to suggest the deal, as currently configured, represents a softening of Netanyahu’s position. But Netanyahu and his war cabinet, which includes the hardline defence minister Yoav Gallant, have come under intense pressure to do more from the families of the hostages, who staged a huge, five-day march to Jerusalem last week. Some relatives accuse Netanyahu of treating their loved ones as a secondary issue.

Israeli commentators attribute the apparent change of heart at the top to this effective lobbying by relatives, but also to a belated realisation that the Israel Defense Forces (IDF) and the security establishment have a duty to Israel’s citizens that goes beyond the destruction of Hamas.

There has been a change on the Israeli side, wrote Haaretz columnist Amos Harel. “It seems to stem mainly from a realisation by Gallant and IDF chief of staff Herzl Halevi that it’s impossible to focus solely on the military offensive in northern Gaza.

“The defence establishment, being responsible for the terrible failure that enabled the 7 October massacre, must start rectifying it. And the rectification doesn’t end with conquering territory and killing terrorists. First and foremost, it involves an effort to bring at least the mothers and children among the hostages back home.”

The war cabinet has reportedly been split on the issue for weeks, with hardliners, including Netanyahu, convinced that relentless military pressure was the best way to weaken Hamas and convince its leader in Gaza, Yahya Sinwar, to free the captives. Others argue Israel must get what it can now, however unsatisfactory, before international pressure to back off in Gaza becomes irresistible.

Netanyahu’s shift may have been critically influenced by his personal encounter with hostage families, after weeks during which he refused to meet them. Netanyahu and his Likud party have lost the trust and confidence of most voters, who blame them for 7 October lapses and complacency. Polls suggest they would lose an election if one were held now. While welcoming any sign of movement on hostages, opposition politicians in Israel may try to represent Netanyahu’s shifting stance as a further indication that his judgment is flawed and that he should be replaced as prime minister. Yair Lapid, the main opposition leader, is already demanding Netanyahu stands down.

A deal and an accompanying ceasefire do not mean the war is over or that the hostage crisis has been resolved. It could, in theory, recommence with increased fury after both sides have had time to regroup. But it will encourage mediators, principally the Qatari government, and interested parties such as the Biden administration, to work for a more permanent halt to the fighting.

Pressure on Netanyahu and Israel’s war cabinet from the US has been growing steadily in recent weeks as President Joe Biden has faced growing disquiet among Democratic party supporters, and the US public in general, about the civilian toll in Gaza. The deterioration of Muslim society is the result of deviation from Islam, while the deterioration of Western society is the result of putting into practice the very principles in which it believes.

The evils of Muslim societies stem from the gap between principle and practice, whereas the evils of Western society are the result of a clash between principles and realities. The Western civilization of modern times has formed principles independent of religious principles, to govern social life, and has maintained that modern principles were superior to older principles.

Through colonization and the industrial revolution, etc. the Western nations achieved political and material domination over large areas of the world, which placed them in a position to reject the old principles of life and construct a human society based on modern principles.

This experiment in ethics has now been going on with the dominance of Western nations for more than a century, but practical experiments have failed to verify the new principles. Garland filed a suit in the federal court against the company for having discriminated against her in terminating her employment. The lawyers of both parties entered into interminable arguments, and after prolonged litigation — five years to be exact — Thurgood Marshall, former Justice of the American Supreme Court, gave his ruling in January 1987, that the State requires an employer to provide special job protection for workers temporarily disabled by pregnancy.

This ruling triggered a tremendous controversy. On one hand, women are happy that they have secured the protection of the law for bearing and rearing children. On the other hand, serious American thinkers maintain that this ruling will harm the cause of women.

The debate over pregnancy leave has thus created a deep rift among feminists. One side argues that although pregnancy leave benefits individual women, it poses a general danger to female workers because it singles them out for special protection. Historically, they point out, such privileged treatment has eventually led to discrimination against women. Marsha Levick of the National Organization for Women’s Legal Defense and Education Fund says: “That almost always backfires.”

Don Butler, President of the Los Angeles-based Merchants and Manufacturers Association, said that the decision “spells disaster.” To this, he added: “Larger companies can makeshift to fill a hole, but small ones cannot do that very easily. If I employ ten females, and two or more get pregnant at one time, I might as well file for bankruptcy.” Discrimination against women might increase. Many companies “just won’t hire women in their childbearing years,” says the Chamber’s Attorney Lamp.

A well-known feminist, Betty Friedan, said in support of the ruling regarding Garland’s case: “Equality does not mean that women have to fit the male model.” There is something very incongruous about this argument. When women are so different in their biological structure that they cannot “fit the male model,” where is the necessity to bring women into every sphere of life to do the same work as men, and then attempt, by passing laws, to enforce an artificial equality of the sexes.

As economist Sylvia Ann Hewlett puts it: “This decision means that there is recognition at the highest legal levels that, in order to get equal status for women in the workplace, you have to create family supporters.” This is an indirect acknowledgment of the rationality and appropriateness of the old traditional system.

The concept evolved by modern civilization that woman does not need man as her supporter implies that she should earn and be her own supporter. When this principle was put into practice, it soon became evident that a woman could not do without a supporter. The only difference was in the name. Formerly it was “husband” now it is “the company.”

In traditional society, when religion was still a positive force, men used to do whatever was required outside the home, while women took care of all indoor work. This was a division of labor, which was both practical and natural. However, modern civilization has held that this “division” is nothing but sexual discrimination. It is this view, which launched the women’s liberation movement, and encouraged women to come out of their homes in order to take up employment in offices and factories.

At an early stage it became apparent that under this new arrangement, the path to progress for women was strewn with obstacles. To remove the disadvantages implied for the woman, a law was passed granting special paid leave to pregnant women and nursing mothers.

This was the kind of law which legislators, who were far removed from the situation, could pass with no discomfort to themselves but whose implementation could not be afforded by those who have to come to grips with the everyday running of a factory or management of an office. This is a situation, which has sparked off an unending controversy.

So far, the government is supporting women in this conflict in order to maintain the superiority of its cultural principle. However, taking sides against reality is hardly practicable. If the government required the management of all offices and factories to give four months’ paid leave to women, how many establishments would be able to afford what would seem to them an unwarranted extravagance? Finding the cost of such a cultural luxury prohibitive, many employers would simply not hire women during their childbearing years, and older women would themselves opt to stay at home.

It seems very probable that such negative factors will reinforce the discriminatory attitudes, which the women’s liberation movement came into being to end.

If anything, companies will continue to uncover and use more data about their customers and look for ways to monetize that data. This could take the form of developing more robust customer service initiatives to increase share-of-wallet, or sharing that data with outside organizations for profit.

The war for customer data is expected to rage on, and companies need to have a strategic approach to communicate their collection, storage and use of personal information. In order to create more robust data governance, access, protection and transparency, data privacy and chief data officers need to follow the five pillars of GDPR:

Know what personal data you have in your control by continuously maintaining a map of the personal data that flows across the organization.

Create a 360° view of each data “subject” wherein individuals can collect, connect, and protect all the personal information they intend to maintain.

Protect data against leakage and misuse, and ensure data is anonymized when processed out of scope of what legitimate interest or consent allows.

Foster accountability by allowing the responsibility for the processing of personal data to be delegated to the stakeholders who know that data best.

Know where personal data is located and when that data gets moved across borders, so you can enable processes that offer opt-in consent for such actions. It is crucial to enact data access, portability and rectification rights or the rights to be forgotten.

With visibility into who has what data and how it’s being access, used, and shared, coupled with options to opt-out of data sharing, consumers will be more empowered to dictate the use of their personal information than ever before.

In the context of GDPR, data quality, governance and harmonization must become critical concerns for every organizations, particularly those that currently lack “a single view” of each customer’s data—something GDPR mandates. GDPR also insists companies offer consumers the right for rectification, the right to be forgotten, the right to restrict data processing, and the right to not be evaluated on the basis of automated processing. All those rights have significant impact on a company’s data management practices and should not be taken lightly.

Consumers are demanding data transparency, and it’s a huge opportunity for data professionals to educate executives on the importance of data governance—and how to go about requesting (and coding in) consent. By elevating the importance of data transparency to the board level, IT leaders can begin addressing these concerns immediately and get on track to protect their consumers’ data.

Investigators are particularly concerned about the risks of rectifying the badly-built Royal Liverpool hospital.

An in-depth report into both the Midlands Metropolitan and Royal Liverpool projects blames the disastrous project outcomes on Carillion pricing the jobs too low to meet specifications.

On present estimates, both hospitals will cost double the original budgets to build and will complete between three and five years late.

Going forward the report raises concerns about Laing O’Rourke’s remediation and finishing agreement with the local Liverpool NHS Trust because of an absence of contractual incentives to control costs.

At the Midland Metropolitan, the Sandwell Trust has negotiated a ‘target price’ for Balfour Beatty.

The report hopes that prices should not rise on this hospital unless the Trust changes the scope of the project or there are unforeseen problems with Carillion’s work.

Construction of the Royal Liverpool is now expected to cost at least £724m compared with the original £350m budget. This includes the current estimate of £293m for remedial work to the structure and to complete the construction.

The construction of the Midland Metropolitan is now expected to cost at least £663m compared with £350m in the original business case. This includes £315m still to be spent to complete.

The report reveals the background behind the discovery of cracked concrete beams, first highlighted by the Enquirer in a story on the 13 January 2017.

Carillion investigated while work continued during 2017 and found cracks in three beams.

By December 2017, just before Carillion went into liquidation, the hospital was at a late stage of construction, with interior fit-out almost complete.

Carillion told the Trust that the issues with the beams would be fixed by February 2018 and estimated that the build should be complete by mid-April 2018, 13 months late.

The full extent of the building’s problems then started to be unearthed as Arup surveyed the building.

By October 2018, the number of parts of the structure that required significant rectification had increased to about 100.

This required some interior walls, wiring, piping, and heavy machinery and equipment to be stripped out, mainly across three floors of the hospital.

Costs kept soaring as Arup also discovered large parts of the building’s cladding did not conform to the relevant fire regulations.

The cost of fixing the cladding was first put at £5m.

Further work has since revealed that the cost of fixing the cladding will be about 10 times this initial estimate and that there may also be deficiencies in the internal fire protection and the mechanical, electrical and plumbing systems.

Remedial costs soar as extent of building faults uncovered

The cost of maintaining both hospitals has also risen due to changes in the market since the PFI contracts were signed, and the delays have also led to cost increases on other projects.

The use of PFI means that the private sector will end up paying most of the cost increase, and the public sector is only expected to pay 1% more in real terms across both projects than was originally expected.
