So the interesting thing about this line is that it’s actually a piece of lyrics changed between the original stage version and the movie. It’s hard to notice because most lyrics sites just reference the film version of the songs and nowadays even some stage versions do too. But it’s very clear if you listen to, like, the original 1973 London cast recording in comparison. Frank originally sang “maybe the rain is really to blame”.

The original meaning of the line was supposed to connect to the whole thing about shivering with antici………pation. Like “I see you’re shivering, but maybe it’s just because of the rain. So I’ll let you dry yourselves up (‘remove the cause’), but keep you shivering (‘but not the symptom’) because I am very Sexy” Remember also that this song originally happened before ‘Time Warp’, just after Brad and Janet stepped inside the Frankenstein’s Place.

The movie recontextualized that line, both with the changed order of the songs (it’s not happening immediately after they stepped out of the rain) and with the added through-line of Frank and Friends spying on Brad and Janet before and emphasizing the implications that their flat tire was no accident at all. Thus, the rain is changed into “isn’t really to blame”, and the implication becomes “maybe the rain isn’t really what brought you here (it’s all part of my plan). So I’ll fix your car (‘remove the cause’), but make it so you don’t want to leave  (‘but not the symptom’), because I am very Sexy”
