i think the reason that hera cares so much for persephone and her wellbeing is because hera sees herself in persephone. in the episode "once i was a goddess," we see that hera used to be a carefree, naive and happy soul much like persephone, and it was because of a man and a marriage where she felt trapped that she grew to not know who she was anymore

she must see the way apollo acts around persephone, and she is afraid of persephone being trapped the same way she was. she will do anything to prevent persephone from becoming like her. she wants to protect the girl that could have been her
