BOUNTY HUNTING

IDEA, bring back bounty hunters.

Under stipulation, that they are 100% responsible for anything bad that happens as a result of their actions. I.E. if they break into a building they think the criminal owns and they're wrong, they get charged with negligence, vandalism, and trespassing. If they chase the guy and he runs into traffic causing an accident, they are liable for any and all damages in said accident. If they discharge their firearm (in the case of a dead or alive suspect), they are responsible for whatever they hit. Alongside all this risk they are required to attend a weeklong course on bounty hunting (which covers their states laws and physical requirements.) to attain their license to hunt, AND an annual three day course to maintain the knowledge and skills. Crimes committed in the line of duty should also be punishable by revoking of the license until they can reattend the weeklong course, or permanently depending upon the severity of the incident. The less severe penalty comes with a three strike system, (if you are forced to attend the weeklong course three times after your initial training then it is permanently revoked.)
