Iowa State Government Encouraging Refugee and Migrant Resettlement
As a native Iowan who was born and raised in the State and as a supporter of refugees and immigrants, I was pleasantly surprised to learn from an article in the New York Times that Iowa’s state government has adopted and is implementing various programs to encourage these people’s resettlement in the State. [1] These conclusions were corroborated by that article and the  preliminary research…

Normally I wouldn't post about something this low-level. But a major theme of my blog is politicians who are related to each other. So I'll note that one of Trump's senior advisors in Iowa is Eric Branstad. His father is Terry Branstad, who was Trump's ambassador to China and before that governor of Iowa for 22 years.
You can read about Eric Branstad's controversies from age 16 on in his Wikipedia article, unless they delete it for lack of notability.
Back to the original article in The Hill. They point out that Trump has been criticized for not spending time in Iowa like he has in the early primary states of South Carolina and New Hampshire. Now he is catching up in this state that will be at the start of the Republican calendar (no matter what the Democrats do).

Trump loses Iowa endorser days after attacking the state’s governor
An Iowa state senator who’d previously endorsed Donald Trump is flipping his support toRon DeSantis just days after the former president attacked Iowa’s popular Republican governor, Kim Reynolds.
Jeff Reichman, who is serving his first term in the state Senate, announced on Thursday that he is defecting to the Florida governor’s presidential campaign. In a statement, Reichman singled out praise for Reynolds, who Trump has targeted for her warmness toward DeSantis, his main rival for the GOP nomination.
“Iowa Republicans must be united if we are going to take our country back and reverse Joe Biden’s failures,” Reichman said in a statement. “Gov. DeSantis has achieved the same type of commonsense policy victories in Florida as we have in Iowa under Gov. Kim Reynolds, and he will deliver historic success for the conservative movement as president as well.”
Trump’s attack on Reynolds came on Monday, just after The New York Times published a report detailing the governor’s frequent appearances with the DeSantis campaign. In response, Trump released a statement saying Reynolds, who has pledged she will not officially endorse anyone in the primary, would not be governor if not for him, since he appointed her predecessor, Terry Branstad, to his administration. Trump also noted that he had previously endorsed Reynolds.
“Now, she wants to remain ‘NEUTRAL,’ Trump said. “I don’t invite her to events!”
Trump campaign spokesperson Steven Cheung brushed off the Reichman defection, saying in a statement that “there is no room for weak-kneed and lily-livered people on Team Trump.” He also accused the DeSantis campaign of buying off the state senator by offering to fundraise for and endorse him.

How to Win Scholarships and Grants – State of Iowa
The State of Iowa offers many college scholarships and grants for residents. Some of these scholarship awards are need-based, while others are merit-based. Below, we take a look at the various grants and scholarships available to Iowa college students from the state government.
The scholarship opportunities you’ll find here are managed by the Iowa College Student Aid Commission. To be eligible for these prizes, you’ll need to start with the Free Application for Federal Student Aid (FAFSA). Beyond this requirement, you should always check full eligibility details for every college scholarship because they are unique to every prize.
You should also know that in addition to the awards below, you’re likely eligible for many more scholarships offered by private donors or your college or university. If you’re planning on applying for scholarships, you can dramatically increase your chances of winning by applying to the right types of scholarship opportunities – ones that are a good match with your student profile.
Without further delay, let’s get to the prizes offered by the Iowa state government.
Iowa Scholarship Programs
Future Ready Iowa Last-Dollar Scholarship
This program, as the name implies, is intended as financial aid to cover any remaining gap between federal and state grants/scholarships and tuition and qualified fees.
The program is available to students who recently completed an Iowa high school diploma, a homeschool program, or high school equivalency diploma. Other eligibility requirements apply.
Because this list is based on job demand, it might change from year to year.
Iowa National Guard Service Scholarship
The Iowa National Guard Service Scholarship provides annual awards to Iowa National Guard members who attend eligible Iowa colleges and universities.
The award covers a specified amount of tuition for students attending Iowa Regent Universities.
All Iowa Opportunity Scholarship
The All Iowa Opportunity Scholarship (AIOS) is a state-funded scholarship program. Iowa students must attend an eligible Iowa college or university.
Priority is given to students who age out of Iowa’s foster care system, children of deceased public safety workers, and others who have participated in various high school programs.
The scholarship amount adjusts each year, but is approximately $4,772 annually. This is a renewable award.
Governor Terry E. Branstad Iowa State Fair Scholarship
The Governor Terry E. Branstad Iowa State Fair Scholarship recognizes outstanding Iowa high school seniors who have actively participated in the Iowa State Fair. Scholarships are awarded for the recipient’s first year of college only.
Up to ten awards, not to exceed $5,000 per award, will be awarded annually.
Robert D. Blue Scholarship
The Robert D. Blue Scholarship, named after the former Iowa governor, provides funds ranging from $500 to $1,000 to Iowa students who demonstrate literary and scholastic ability; exhibit qualities of truth, courage, and fellowship; and display moral force of character.
Applicants for this scholarship can be current high school seniors or students attending an Iowa college or university.
Iowa Grant Programs
Iowa Tuition Grant
Iowa Tuition Grants are awarded to Iowa residents enrolled at one of Iowa’s eligible private colleges and universities.
The award amount is tied to the average Iowa tuition and fee rate.
Kibbie Grant (Iowa Skilled Workforce Shortage Tuition Grant)
Iowa residents enrolled in specified career or technical education programs at Iowa community colleges may be eligible for this grant program. The maximum Kibbie Grant award is one-half of the average Iowa community college tuition and mandatory fees per year for up to two years of education.
Applicants must demonstrate financial need to qualify for this grant.
Iowa Vocational-Technical Tuition Grant
Iowa residents enrolled in career or technical education programs at Iowa community colleges may be eligible to receive this grant.
The maximum award is $1,200 per year for up to two years of education.
Education and Training Voucher (ETV)
The Education and Training Voucher (ETV) Program usually provides awards of up to $5,000 per year to students who age out of foster care and students who are adopted after age 16. Grant awards are sent directly to the college or university and can be used to pay for tuition/fees, room/board, book/supplies and personal/living expenses.
Gap Tuition Assistance Program (GAP)
The Gap tuition Assistance Program (GAP) was established as part of the Skilled Worker and Job Creation Fund to provide funding to community colleges for need-based tuition assistance to applicants to enable completion of continuing education certificate training programs for in-demand occupations.
The program covers eligible expenses like tuition, direct training costs, books, equipment, and certain fees.

Academics across the country say agribusiness has outsize influence on their research
Tumblr media
As public funding for university research has dried up, private industry money has poured in. And with industry money comes industry priorities.
In a windowless conference room, epidemiologist Steve Wing was frantically blacking out chunks of his own research.
Wing had been working on a study looking into the impacts of industrial-scale hog operations on health for the University of North Carolina. But the state’s Pork Council had caught wind of the research, and filed a Freedom of Information Act Request (FOIA) to gain access to his findings. “They went after Steve, asking him to turn over any documentation. They went directly to the university and got the lawyers to try and make him hand it over,” says Naeema Muhammad, one of Wing’s community partners.
....
So who’s pulling the strings? Take, for example, the looming presence of the Iowa Farm Bureau—100 years old, with more than 150,000 members, and sitting on $1.4 billion in total assets ... we do know that the Iowa Farm Bureau has contributed more than $3 million to Iowa State University over the past 30 years.
Other industry-specific lobbies—the Iowa Pork Council and other commodity groups—also contribute directly to universities. The Pork Council ... contributed $200,000 directly to the university, according to tax filings from 2016.
.....
In 2017, for example, after 30 years of research into alternative methods of agriculture, the Aldo Leopold Center for Sustainable Agriculture at Iowa State was deprived of funds in the state budget in a bill signed off on by former governor Terry Branstad (whose own campaign received $88,000 from the Iowa Farm Bureau, coincidentally). It left the institution alive in name only.
Or back a little further, when Jim Merchant, former dean of the University of Iowa College of Public Health, retired, he planned to continue analyzing an existing data set, the Keokuk County Rural Health Study. (Professors are often allowed to conduct research after they retire.) He’d already published work using the same data set to link industrial-scale hog farms with asthma rates in local children. Still, he thought there were more insights to be gleaned from the information that had been collected.
Merchant had secured funding to carry out his work. Yet, he says, the administration of the School of Public Health stalled the project in 2014. He was told he couldn’t do research as an emeritus professor, even though it had been permitted in the past.
....
“If you wish to get ahead in academia—particularly in a land-grant university, and we saw this again and again through our Pew Report—Big Ag has a stranglehold over land grant universities,” says Jim Merchant, the former dean of Iowa University’s School of Public Health who was barred from completing his funded research as an emeritus professor.
Ultimately, he says, “agribusiness has tremendous influence on their research … as a result of that, the administrators and the faculty at these land-grant universities are heavily influenced, if not beholden, to agricultural interests.”

Canada‘s new food guide, released in early 2019, has a marked reduction in recommended protein consumption, and particularly dairy, which used to be it’s own food group, and has now been lumped in with all other proteins. This publication could have been called a battle between Health Canada and Agriculture Canada, in which Health Canada won the battle. I had read a quote somewhere, where someone from Health Canada said something along the lines of “this guide is supposed to recommend healthy eating, not be an advertisement for Canadian Agriculture,” which it has been in the past! As a result, Canada’s all powerful dairy industry has begun to sink in tons of money into new advertising campaigns (as any Canadians using the internet may have seen lately).
While with published works it is easy to see disclosure of conflicts of interests (peer reviewed papers will show conflicts of interest), in this case the barring of potentially damaging information from ever reaching the surface is a real tragedy, because it means there is a ton of bias in industry that no one will be able to look past. Despite this, always try to remain unbiased when conducting research on a topic!

Biden, BlackRock, China building Iowa's 1300-mile "hazardous" liquid carbon pipeline

The pipeline is being built without an:
EPA environmental study
disclosing the risks
answering risk questions on Iowa’s pipeline permit forms
They are in the documents posted by the Iowa Utilities Board:
https://efs.iowa.gov/efs/SearchDocumentSearch.do
What could possibly go wrong?
According to project press releases, there are no risks.
Because none of the federal laws used to protect the public are being enforced by the Biden Administration.
That includes the:
EPA (Environmental Protection Agency)
Justice Department
SEC (Securities & Exchange Commission
The pipeline started being built on March 15th.
Will the pipeline destroy farmland?
Are private, non-public, special interests illegally using eminent domain to seize land for the pipeline?
Why is it being built?
To date, no liquid carbon pipeline project has made money.
Without federal money and tax benefits.
Who benefits?
Some of the companies and people who profit from it are listed below.

The 2024 Iowa caucus campaign has already begun
The burst of early activity — which is set to accelerate over the summer months — illustrates how Republicans are maneuvering with an eye toward succeeding Trump. A Trump bid would likely extinguish their hopes of becoming the party’s nominee, and at least one candidate has said they won’t run if if Trump does. But would-be contenders are wasting no time preparing for the possibility of an open nominating contest.
During an interview following an Iowa Republican Party dinner here last week, former Republican Gov. Terry Branstad ticked off a list of recent and upcoming visitors to the state, ranging from South Carolina Sen. Tim Scott to former Vice President Mike Pence to former Secretary of State Mike Pompeo.
“What I tell any candidate, of either party: Come early, come often, get to know the people of Iowa,” said Branstad, who served a record six terms as the state’s governor. “We’re going to have a whole lot of people” come.

Former U.N. Ambassador Nikki Haley became the latest potential candidate to make a pilgrimage to Iowa, embarking on a three-day trip last week that included speeches before the Story County Republican Party and the Iowa GOP’s Lincoln Dinner.
The first multi-candidate cattle-call is slated for next month, when Pence, Pompeo and South Dakota Gov. Kristi Noem are set to trek to Des Moines to address the Family Leadership Summit, a gathering that will draw evangelicals from across the state.
The early campaign schedule is being dominated by former Trump administration officials like Haley and Pompeo who, now lacking the platform that comes with holding public office, are using the trips to keep themselves in the spotlight. But sitting lawmakers are also beginning to make forays into Iowa: Arkansas Sen. Tom Cotton is holding an event in Sioux Center this week and is also planning an August visit to the state. Florida Sen. Rick Scott has been to Iowa twice this year and is expected to return sometime this summer in his capacity as chair of the Senate GOP campaign arm. Tim Scott, meanwhile, attended an April fundraiser in Davenport.
Yet more outreach is taking place in private. Jeff Kaufmann, Iowa’s influential Republican Party chair, has met with several prospective candidates, including Haley, and has been advising hopefuls on what parts of the state they should visit. Bob Vander Plaats, a prominent Iowa social conservative who is hosting the Family Leadership Summit, has spoken with Pence, a longtime friend.
Cotton is seeking out another route to build alliances. The senator has taken on the role of campaign recruiter and is talking with potential challengers for the lone Democratic congressional district in Iowa. Cotton has also been in regular contact with several members of Iowa’s congressional delegation, including Rep. Mariannette Miller-Meeks, who in 2020 won the election by a razor-thin, six-vote margin.
Coinciding with his trip to Iowa this week, Cotton is set to launch a program aimed at bolstering military veterans such as Miller-Meeks. As part of the effort, the Arkansas Republican is expected to campaign for the freshman congresswoman, raise money for her and fund attack ads against her eventual Democratic opponent.
Some are even tapping political strategists to help them navigate the state. Pence has been working with Chip Saltsman, the GOP operative who helped oversee former Arkansas Gov. Mike Huckabee’s 2008 caucus win. Pompeo is being advised by former U.S. Ambassador Chuck Larson, a past Iowa legislator and state GOP chair. The list of other operatives who’ve received outreach from prospective presidential hopefuls includes Jimmy Centers, a former top Branstad aide.
For now, the most visible political activity is organized around the 2022 midterm elections, with potential hopefuls using down-ballot contests to earn chits and introduce themselves to future caucus-goers. Those on the ground say Haley has been among the most aggressive in bolstering candidates, sending out emails and text messages raising money for Gov. Kim Reynolds and the state’s congressional delegation. Haley also campaigned for several Iowa lawmakers during the 2020 election.
Tumblr media

“There’s a lot of room for people to work, raise money, fire up the base, and help candidates who need help,” said David Kochel, a veteran Iowa-based GOP strategist. “I would imagine it’s going to [be] busy here for the next couple of years before there’s more clarity about what 2024 looks like.”
Some would-be candidates are already mixing in up-close-and-personal campaigning with the high-profile fundraisers and big party speeches. Pompeo has made a point of appearing at local gatherings and reaching out to grassroots organizations. This March, barely two months after leaving the State Department, Pompeo visited the Pottawattamie County Republican Party, met with the Urbandale-based Westside Conservative Club, and toured the headquarters of an agricultural equipment manufacturing company. The former Kansas congressman is planning to make similar local visits during an upcoming trip.
The strategy closely aligns with what’s become an article of faith: Iowans want to be courted.
“Iowans are very [discerning] voters, and they’re probably not going to make a decision until they’ve seen a candidate probably three or four times,” said Branstad, who has recently appeared alongside Haley and Pompeo at events.
“You’ve got to make a good impression — not just a first impression, you’ve got to make a good impression several times and build momentum over time,” added Branstad, who said he doesn’t yet have a preferred candidate.
And despite the early date, potential contenders are already facing tests. The Family Leadership Summit, for instance, could become an initial barometer of evangelical support in a state filled with social conservatives. Much of the focus is likely to be on Noem, who this spring antagonized religious conservatives when she vetoed a bill that would have barred transgender girls from competing on girls’ sports teams out of concern it would get struck down in the courts. Noem later signed a pair of executive orders imposing the ban.
Tumblr media

Kaufmann, meanwhile, has been publicly pressing would-be candidates on whether they support maintaining Iowa’s prized first-in-the-nation status. With Democrats openly weighing whether to alter their calendar following a chaotic 2020 caucus, some Iowa Republicans have expressed concerns they, too, will be dislodged. Although the odds of that happening appear remote — the Republican National Committee largely controls the nomination calendar and hasn’t made any indication it wants a change — that didn’t stop Kaufmann from asking Haley at the Lincoln Dinner whether she believed Iowa should remain first.
The former South Carolina governor responded she was “fine” with it — as long as her home state retained its status as the first southern state to cast its ballots. The remark drew laughter from the 500-person audience that had packed into West Des Moines cavernous Ron Pearson Center.
At least one Republican, however, is purposely avoiding the state. Florida Gov. Ron DeSantis, who has drawn widespread national interest from conservatives, doesn’t have any trips to Iowa planned out of concern that it will further stoke speculation he’s prepping a 2024 bid. DeSantis allies say they’re focused squarely on his 2022 reelection effort and view talk of a presidential campaign as an unwelcome distraction.
And of course, overshadowing the early maneuvering is Trump.
Should the former president mount a comeback, it’s possible that many of the Iowa visitors won’t end up pursuing presidential bids. Kaufmann, who noted that he had invited Trump to the state, said he had “zero doubt that these candidates will rally around him” if Trump runs.
Others, however, see the reception the prospective Trump successors are getting as a sign the party may be willing to move on from the former president.
“I think you’re seeing conservatives look kind of beyond President Trump, and not because they’re upset at all about what he did, I think they’re just looking at who else might be out there for 2024,” said Vander Plaats. “And so that’s what I think makes this environment very intriguing.”

Ambassadors of the United States.
DarkCoke:
Career Diplomat refers to ambassadors who rose up through the ranks of the United States Foreign Service.
Political Appointees are a mixed bag. They include individuals who had extensive foreign policy, defense and national security background but just not through USFS. Example: Kenneth Juster, the current Ambassador to India who held senior positions in Department of Commerce and National Security Council and is a Member of Council on Foreign Relations.
Other Political Appointees don’t have any formal foreign policy background but are still qualified. This includes Terry Branstad, the Ambassador to China who was the former Governor of Iowa. As Governor he led several trade delegations to China and Xi Jinping considers him an “old friend”.
Then there are those who basically bought the position. This includes Carla Sands, Ambassador to Denmark, who had donated $250,000 to Trump’s campaign and Pieter Hoekstra, Ambassador to the Netherlands and former US Congressman, whose only qualification for the job seems to be that he is a Dutch immigrant.
If the position is vacant, the relations are managed by the Chargé d'Affaires who is a career diplomat. Most of the vacancies are caused by Trump not appointing someone yet but others go way back. This includes Bahamas(no Ambassador since 2011), Belarus(2008), Bolivia(2008), Eritrea(2010), Sudan(1996), Syria(2014), Venezuela(2010),and Yemen(2015).
Edit: I was not sure about Taiwan. US doesn't have official relations with Taiwan but unofficial relations are maintained through the American Institute of Taiwan. Its Director, Kin Moy is the de facto Ambassador and is a Career Diplomat.

This crap (the Coronavirus pandemic) is not over so I imagine China’s still getting blamed.  And bats, too.
But Ma says, “Perhaps US did spread it.  Terry [Branstad, US ambassador to China and former Iowa Governor] sent more than 800 back to USA after he came back from New Zealand to celebrate Chinese New Year away from China?”
And “USA Terry Branstad flew back from New Zealand where he went to celebrate Chinese New Year.  He flew back and sent over 800 people to USA and he said, ‘I got these USA citizens out of China!’
“Let’s hate Terry and Kimmie [Kim Reynolds, current Governor of Iowa] who flew to D.C. and refused to wear a mask second Thursday of May for National Preyer Day.”
Perhaps Ma has a point.  Blame our irresponsible leaders.
