Spectrum auctions in India were expected to be conducted in April 2020, but the poor health of the country’s telecom industry and the COVID-19 pandemic had put this on the back burner for the foreseeable future. Now, a new report from the Economic Times indicates that the government is likely to split the telecom spectrum auction. Citing people familiar with the matter, only 4G airwaves are expected to be available in the auction in 2020, while the 5G spectrum will be auctioned only in 2021. If the government does decide to decouple 5G away from this year’s spectrum auction, it will lead to a cascading effect on the timeline of commercial 5G availability in India. Under previous optimistic timelines, if the spectrum auction would have been complete in mid-2020, and field trials would have begun in 2021, commercial 5G was expected to be made available to average consumers in late 2021-early 2022. Since the auction is expected to be pushed back to some time in 2021, at least seven months away, we can expect all subsequent plans to be pushed back by a corresponding period. Field trials get pushed to late 2021, and commercial availability gets pushed further to mid/late 2022. Remember, this is also on a fairly optimistic timeline, one that presumes that all the expensively-priced spectrum is scooped up in the first auction (and does not necessitate multiple auction rounds as companies decide to stay away due to high prices), with other presumptions such as minimal economic fallout to the telecom sector despite the COVID-19 pandemic, and a swift end and recovery from the pandemic induced lockdown measures. The Department of Telecommunications is learnt to have directed state-owned Bharat Sanchar Nigam (BSNL) and Mahanagar Telephone Nigam (MTNL) to exclude Chinese gearmakers from supplying 4G telecom equipment. Private telecom operators have been asked to consider staying away from such Chinese firms.
The decision was taken during a meeting of the telecom department, late on Wednesday evening, sources said. It is learnt that BSNL and MTNL representatives were not part of the meeting, but have been informed about the decision. When contacted, the private operators said they were unaware of any such decision by the DoT.

Last month, BSNL staff had written to Prime Minister Narendra Modi to stop domestic telecom gearmakers from scuttling the company’s revival plan by putting a spanner in the tender for sourcing 4G equipment. In the letter, they had alleged that the issue raised by the industry body, Telecom Equipment and Services Export Promotion Council (TEPC), was a ploy to stall the 4G equipment procurement and the launch of 4G services by BSNL.
The major private operators — Reliance Jio, Bharti Airtel, and Vodafone Idea — are procuring their 4G equipment from multinational companies, such as Nokia, Ericsson, ZTE, Huawei, and Samsung.

The exclusion of Chinese telecom equipment suppliers may delay the 4G journey for BSNL.

In fact, Bharti chairman Sunil Mittal had batted for a Chinese manufacturer at a conference last year. He had said Huawei products were superior to those made by European companies.

Chinese telecommunications equipment maker Huawei is expected to conduct 5G trials for Bharti Airtel and Vodafone Idea, sources said, as the central government finalises the trial runs before the spectrum auctions.
Sources said both Airtel and Vodafone have also joined ZTE, Nokia and Ericsson, apart from Huawei, for conducting the 5G trials. Reliance Jio will rope in South Korean equipment maker Samsung.
State-owned BSNL is also likely to go with ZTE. The firms have submitted applications for 5G trials, industry sources said.
The Chinese firm had had come under a cloud after there were allegations that its electronic and telecom devices helped China to spy on US corporations and agencies. The firm has been barred in Australia and Japan, but welcomed in Russia, Turkey and Saudi Arabia.
The central government had even constituted a committee headed by its principal scientific advisor to decide on Huawei’s participation in the 5G trials. The trials would establish use cases in the country as a precursor to the full-fledged launch of 5G services. Read More

Spectrum demand of Indian Space Research Organization and the telecom ministry's proposed conditions to roll out mobile services in 26 gigahertz band are likely to make deployment of 5G services in the country challenging, according to industry experts.
International Telecommunication Union (ITU), under the United Nations, will hold a conference next month in Egypt to finalise use of 26 GHz band for 5G services. The 5G base station will be able to cover only 25-30 metre distance based on limitation of tilted BTS and low power requirement. If this proposal is accepted by ITU than deployment of 5G in 26 Ghz band will be 4-5 times more expensive than rest of the world.
The DoT has set a target to roll out 5G in 2022. Industry sources, however, do not see possibility of auction of spectrum for 5G services in the current financial year as it is yet to approach Telecom Regulatory.
A telecom company that wishes to offer services in any of the 22 telecom circles in India must purchase a Unified Access Services (UAS) license to operate that circle. Licences are awarded by auctions. The UAS, introduced in November 2003, is valid for a period of 20 years, which can be extended by an additional 10 years once per licence per circle. Initially, a mobile network operator that was awarded a licence to operate in any of the 22 telecom circles in India was allocated frequencies in that circle for a fixed time period. After the expiry of the licence, the company would have to bid to renew the licence. A new telecom policy announced by the government in 2011, delinked spectrum from licences. As a result, when an operator renews its licence it must also pay separately for spectrum.

In the letter, sent last week, the public-sector company has sought the government’s advice on the next “course of action” for deciding the fate of the ailing corporation. BSNL has sent an SOS to the government, seeking immediate cash infusion as it is finding it “nearly impossible” to continue operations and even manage Rs 850 crore salary liability for June as outstanding liabilities of nearly Rs 13,000 crore have made its business “unsustainable”. “The gap between monthly revenues and bare expenses to continue operations as a going concern has reached to a level where continuing with the BSNL operations would be nearly impossible without immediate infusion of adequate equity,” Puran Chandra, senior general manager at BSNL’s corporate budget and banking division, said in a letter to the joint secretary in the telecom ministry (who also sits on the board of BSNL). BSNL is the country’s top loss-making PSU and according to a report by Kotak Institutional Equities, BSNL’s accumulated operating loss crossed Rs 90,000 crore at the end of December, 2018. Despite talks of restructuring, the government has failed to provide any revival road map and even dismissed suggestions of closing it down, citing the company’s “strategic” importance. The corporation has been on a downward spiral for the last many years, bogged down by excessively high employee costs, poor management functioning, unwanted and often misdirected government interference, and delays in modernisation plans (it still does not have 4G spectrum when the government is now working on 5G auctions). The company’s mobile subscriber market share has nearly halved since 2004-05 and is at around 10% at present. Of its subscribers, many are low-paying customers against the high ARPU (average revenue per user) subscribers bagged by private operators such as Reliance Jio, Airtel and Vodafone-Idea. Prime Minister Narendra Modi had taken stock of the BSNL’s ailing condition a few months back, and a presentation was made by BSNL’s chairman. However, no clear solution has emerged as how the company — with a manpower of nearly 1.7 lakh — will survive. In fact, employee salaries and benefits are one of the biggest drain that the company faces. Employee expenses, including retirement benefit accruals, were estimated at 66% of BSNL’s operating revenues in FY18 versus 21% in FY2006. Airtel spent only around 3% of its revenues on personnel expenditure. The creditors and suppliers to the company are also in trouble, saying there are huge outstandings. “BSNL just doesn’t pay. Top Stories Recap- First Week of Feb!
Although February marks the near end of fiscal year in India (Apr-Mar), the Union Budget on 1st Feb stirred the market well enough to take note. High hopes were riding on this year’s budget, but no special announcement made, disappointing the industry.
In the meanwhile, Jio, the newest entrant on the block achieved the feat which no other telecom player could achieve in such short span. Yes, you got it right. Jio now holds approx. 24% of broadband connection market share, all in the wireless segment, surpassing market leader Bharti Airtel (20%) and Vodafone India (16%) to the distant third. Jio also became 6th largest operator by market share, commanding impressive 7.85% of the telecom market (as on Nov 2016), just behind Aircel (8.24%) and BSNL (8.71%). As numbers are still counting, we believe, Jio should become 4th largest operator by March (2017) trailing just behind Idea, Voda and market leader Bharti Airtel.
According to another report, Jio already carries 94% of India’s mobile data traffic, while I+V+A combined capacity is mere 6% of the pie. The report adds that incumbent Bharti, Idea and Vodafone lags far behind Jio in 4G and Data coverage. Interestingly, Bharti Airtel topped the chart with 4G speeds, leaving others behind by far margins. Somehow, we are not going deep into these speed test reports, as we believe as Jio is carrying the massive amount of data traffic, resulting in individual download rate reduction.
Indian Telecom Regulator, found nothing wrong with Jio’s tariff plans, esp. with ‘Happy New Year Offer’ and maintained that it is different from ‘Welcome offer’. The matter was raised by Bharti Airtel with TDSAT citing that Jio had continued to provide freebies beyond stipulated 90 days period, mandated by the regulator. With the go-ahead from the regulator, there is a high possibility that Jio might extend the new year offer beyond March, but of course with reduced freebies and with the new name. Who doesn’t want to maintain the growth tempo?
Last week, Vodafone India admitted that it’s in talks with Idea Cellular, third largest telco by market share, to merge its business interest. Although still at early stage, ET carried details article on how this could unfold in coming days, making V+I the biggest entity holding 43% of RMS. Apparently, both Vodafone and Idea participated in recent spectrum auctions and bid separately and won airwaves, which we believe could be the most challenging aspect of M&A. Jio’s entry and esp. the tariff plans caught both of them off the guard, and if Industry veterans believed, V+I would be in better position to challenge both Bharti and Jio.  We came across an interesting article on Vodafone’s India adventures for past one decade, and it appears that M&A is not new for Vodafone’s India unit. Let’s wait and watch!
We followed few other stories across the globe. AT&T, who was trailing AirGig technology since September last year, is in talks with utility pole companies to tap ‘Broadband over Power lines’ to provide better 4G (and 5G) coverage in SF Bay area. Although it’s not clear how this would be better than existing FTTP approach, we believe AT&T is trying to utilise ubiquitous utility poles, who could also provide better indoor and street coverage, than traditional Marco cells.
In meanwhile, Verizon (and others US Telcos) are upgrading Small Cells and Stadium DAS Infrastructure for this year’s Super Bowl games. Read more about it here.
