Later, at 3:57 p.m., Marquis called 911 again, this time outside with a gun. Marquis fired rounds into the air, emptying his gun. The same officers returned and confronted him, urging him to put the weapon down. Marquis, in his distraught state, told them to shoot him. The situation escalated, leading to more officers arriving, guns drawn, surrounding Marquis.

For about 15 minutes, Marquis, without a weapon, received no proper intervention or attempt at de-escalation. Although the officers were aware he had no ammunition, they maintained their stance, not detaining him. Marquis went back into his apartment and retrieved more bullets. After a brief moment when Marquis reloaded his gun and fired into the air again, multiple police officers opened fire, fatally shooting him.

Marquis was left on the ground, handcuffed, in the rain for hours before any action was taken. Not a single person from the Columbia PD reached out to our family to relay the news. I got the devastating news through a phone call from Marquis’ roommate, and I personally had to give the news to the rest of my family. The lack of outreach or support from the Columbia PD compounded the tragedy. All of this information was took from the body cam footage that was released to my family and I, and from neighbors who witnessed the whole interaction.

The loss of Marquis highlights the urgent need for better-equipped, extensively trained responders to handle mental health crises. His cry for help was not met with the care and understanding he desperately sought, leaving a void in the lives of those who loved him.

The prosecutor working his case has decided not to press charges on the officers.

My family and I want to sue the PD for negligence.

Hi everyone sorry for entering my e begging era. For starters I’m a disabled autistic person whose special interest is birds, and I get deeply attached to my birds as they’re usually my only companions during bad chronic pain days. My canary, Calypso, desperately needs a trip to the vet but I’m currently not able to afford it. She’s developed big nasty scabs on the undersides of her wings and has plucked most of her flight feathers from the worse wing. We think it may be feather cysts but have no way of knowing. Just as things started getting easier after the cluster fuck that was the end of last year for me, and finally getting a new car after my car broke down, new car got stolen, and I basically had to teach myself manual on the temp car I was driving.

I spent 7 hours today waiting to get my cat in with the vet because he has an issue with his eye that could be trauma that needs to heal. Or it could be a tumor.

I don't have the money to make an appointment with a normal vet because I work commission and people don't want to spend money in winter around the holidays so I took him to an urgent care in a non profit organization that I used to get my other cat spayed for $150(plus a chip and shots and stuff) compared to $800 it would cost everywhere else.

They are walk in exclusive and only allow so many patients in a day so once it's full thats it. Went 7:30am to be there when they open to make sure I'd get in because when you get there doesn't matter, it's determined by severity of each pet to make sure those who have more immediate needs are taken care of, and understandably an eye issue like he had isn't high priority. But it wasn't until 2:30, when they close at 3pm that I went and asked if they'd still have time to take in my cat and check on him bc I know they close soon, and I was being extremely patient despite crying in my car for hours while my cat cried because he was both in a cage and in a car which he hates for hours, because it'd non profit snd the fact it would only cost me maybe $150-$200 was my only option.

I guess they completely overlooked him. So they didn't realize that I had still been waiting with him to be seen after 6.5 hours.

But they waived the exam fee and had given me a bunch of different medications for him to make sure he'd be good and comfortable and didn't charge me for that either because of the situation. They want me to bring him back next week, and assured me this won't happen again, so they can followup and confirm what's going on.

I want to say his eye isn't as red as it was on Tuesday when I noticed it, but I csnt say for sure. They said it was a good sign I'd thst is the case, so I just need to keep an eye on him.

He's already like 11 years old, and I've had him since he was so small he fit in 1 of my hands. He's my grumpy little baby and he's grumpy at everyone but he adores me and would let me do anything to him. He complains if I smother him with love frequently but whenever I don't he starts coming up and getting really affectionate and needy on me and everything because he does like it. He's just a sensitive lil boy and most people don't respect or care for what he likes or not enough for him to actually like them like he does me and my roommate. She's like the only one that's properly respected what I say and he shows that he likes or doesn't like, or how to tell if hes fine being held if/by the noise he makes when you pick him initially.

He's /my/ first pet and my first cat and my brother used to say I stole his kitten he found, even though he had a cat already, and it was established if we got another cat, they would be my cat. It took a couple of years because we were young, but he full heartedly admits Ezekiel has most certainly always been my cat, and he was just jealous because he wanted a kitten.

My other cat, Pudge, is even his daughter.

I've just been so worried about if this could mean something else is wrong with him I couldn't just wait to see how it goes I don't know how quickly some of these medical issues escalate but I know some of them can be quickly.

The North Star of communications policy should be to make services faster, better, and cheaper for all. Yet, next year, about 50 million Americans could find that their access to the core communications service of our time—broadband—has become slower, worse, and more expensive, with many even likely to be disconnected. That shift would constitute the biggest step any country has ever taken to widen, rather than close, its digital divide. 

The reason for the potential debacle? The Affordable Connectivity Program (ACP), which provides a $30 per month subsidy for broadband to over 16 million households (with the number continuing to grow) will run out of funds. 

Congress established the ACP in the Infrastructure Investment and Jobs Act (IIJA) of 2021. That law correctly observed that “a broadband connection and digital literacy are increasingly critical to how individuals participate in the society, economy, and civic institutions of the United States; and access health care and essential services, obtain education, and build careers.” 

To assure that all were connected, the law appropriated $65 billion to broadband. Congress devoted most of the funds to network deployments in unserved and underserved areas, but there was another $14.25 billion allocated to the ACP to assure that broadband would be affordable to all. The program is projected exhaust all its funds sometime in the first half of 2024. 

The end of the program would be a disaster for families who generally have little savings or discretionary income and will suddenly face monthly broadband charges of $30 or more. It would also rob the broader economy of an opportunity to grow faster due to universal connectivity. As demonstrated by a 2021 study on the employment effects of subsidized broadband for low-income Americans, such programs increase employment rates and earnings of eligible individuals due to greater labor force participation and decreased probability of unemployment, with a benefit of $2,200 annually for low-income households. 

Ending the program would also limit the enormous potential for savings in critical services that broadband can deliver. For example, in health care, data from Cigna Healthcare shows that patients save an average of $93 when using non-urgent virtual care instead of an in-person visit. Similarly, patients save an average of $120 when the virtual visit involves a specialist, and $141 with a virtual urgent-care clinic over an in-person one. Given that the Medicaid-eligible population and the ACP-eligible population overlap significantly, the savings for the government in assuring all can afford telehealth likely pays for itself. In addition, as Brookings Metro has previously noted, widespread broadband access also leads to improved outcomes in education, jobs, and social services, which would be lost if the ACP elapses. 

The ACP’s expiration will also create problems for the Broadband Equity, Access, and Deployment (BEAD) Program—the $42.5 billion network deployment program Congress created in the IIJA. A study reviewing the ACP’s impact on BEAD concluded that it reduces the subsidy needed to incentivize providers to build in rural areas by 25% per household, writing: “The existence of ACP, which subsidizes subscriber service fees up to $360 per year, reduces the per-household subsidy required to incentivize ISP investment by $500, generating benefit for the government and increasing the market attractiveness for new entrants and incumbent providers.” As the National Urban League has observed, that study demonstrates that “if Congress fails to reauthorize ACP, the federal government likely will end up overpaying for broadband deployments. As a result, the federal dollars will end up funding deployments to significantly fewer unserved and underserved homes and businesses.”   

The obvious solution is for Congress to continue funding the program. That is possible, as it enjoys bipartisan support. For example, former Republican FCC Commissioner Michael O’Rielly penned an op-ed titled “A Conservative Case for the Affordable Connectivity Program.” EducationSuperhighway, a national nonprofit with the mission of closing the digital divide, identified 28 governors who have prioritized implementing the ACP, including those from deep-red states such as Alabama, Idaho, and Mississippi. And polling suggests the program is widely popular among the public, with a January poll showing a “strong bipartisan majority of voters (78 percent) support continuing the ACP, including 64 percent of Republicans, 70 percent of Independents, and 95 percent of Democrats.” 

But despite the ACP’s importance and popularity, it is questionable whether the Republican-controlled House will continue funding it, given the party’s attacks on other social safety net programs.  

Should ACP funding be discontinued, there are alternatives—but all come with their own concerns. The FCC could fund the program itself, through the mechanism by which it funds universal service programs. That framework, however, is already under stress from legal challenges to its constitutionality and a shrinking revenue base, which has declined by 63% in the last two decades. States could design their own programs, such as New York did by requiring providers to offer a $15 broadband service to low-income residents. But in 2021, a judge ruled that the program violates federal law. Moreover, it is questionable whether the country’s universal service ambitions are best served by a fragmented set of state programs. 

The National Urban League proposed a promising alternative in its Lewis Latimer Plan for Digital Equity and Inclusion. (Disclosure: The author of this piece assisted the National Urban League in its development of the Latimer Plan and its analysis of the implications of the ACP on the BEAD program.) Noting the cost savings demonstrated through telehealth, the plan proposed allowing Medicaid to enable states to provide broadband vouchers, like what the ACP offers, to eligible persons. This is similar to the way health insurance providers offer non-medical benefits that, over time, reduce the cost of health coverage. Of course, such a plan would require an administrative process to determine if and how to proceed. But it offers an alternative that would provide a sustainable source of funding.  

The ACP, like any new program, could use some incremental fixes. As a Government Accountability Office review of the program noted, the FCC could improve performance goals and measures, consumer outreach, and fraud risk management. The FCC is working to do so. 

But those reforms should not take our eyes off the crisis close at hand. Two years ago, the government came together in an unusually bipartisan way to assure that all could afford the broadband service they need in their homes to fully participate in the economy and society. Since then, the importance of broadband for accessing essential services has only grown. We should make the years ahead be the ones when we finally close the digital divide—not allow it to grow even more.

Hey all. Just another update on my kitty.

She's been losing weight (she was already very thin) and now I can feel her skull at her temples.

Waited almost the entire week for this place I was referred to for an ultra sound to call me. They did and said that the earliest they could get my cat in was mid June... It's mid May right now.

I told them my cat would probably be dead by then. They also stated that regardless of the fact that my cat has already had an x-ray and had been examined by vets at Banfield, they said they would still HAVE to charge a $150 exam fee ON TOP of whatever is needed that *their* vet determines.

I booked the appointment and they said that if it was urgent then I needed to bring her in sooner... So they could instead charge an emergency fee.

Fuck that place. There's no reason to do all that when I literally just need an ultrasound per the current vets. Called this other place I had been hearing about.

Place 2 said that place 1 is weird in that they want to "triage" all the pets and collect on that fee and then charge an emergency fee otherwise. Place 2 offers services I need but there's also a wait. So I opted to book an appointment on Monday and just pay the emergency fee here.

I told a human nurse from another region who also happens to work in my industry (vet med) as well it sounded like she needs a union. I know some states the nurses have unions including mine, but she’s not local to me. The conversation was about the weird expectation that in the vet industry that a lot of ppl expect their primary vet to have some weekend hours where as for human primary doctors you’d be hard pressed at least in my area to find one with any weekend hours and if they do they usually charge a higher fee for it. Usually your weekend choices are to pay more for that type availabiliy and often it’s either ER care or Urgent care were staff are paid more in general. I flat out told her we don’t get a pay differential in our industry to be open at convenient hours for for clients and usually it’s very disruptive to the life of your staff to not have back to back days off. Before my current job my mental health did not benefit to have 2 days off completely separated from each other. I never felt very rested or motivated to work weekend hours either cause again no incentive like pay differential for staff to be there and a lot of times it’s a half day and you work 4-5 hours which considering a lot of ppl make less than $20 in my field not worth commuting. The weekend hours always seemed like a huge convenient thing for clients but nobody from the bottom of the work chain and even up to the vet (lot of vets are salary employees) gets anything extra for doing it. Like it would be cool if I could call my primary doctor for a weekend appointment but he doesn’t work weekends and neither do his staff. Seems to if anything increase burnout in this industry. My clinic doesn’t open on weekends and you see a huge difference in staff rention and attitude. Long story short she laughed when I said if her area has a long list of primary doctors open weekends and staff not seeing any benefits for then it sounded like her area needs a union. Definitely not a cultural standard where I live and I can respect that staff need a personal life or some time of better compensation for being available on days a lot business that aren’t retail close up. She can laugh all she wants but she is working two jobs for pay issues and I told her unions fix that crap pretty fast. Anyway these work culture changes my generation are pushing can’t come soon enough. Honestly a radical idea would require industries of all kinds to pay more for any days ppl work Saturday or Sunday… I might be too ahead of my time on this issue though. Tired of more and more businesses expecting ppl to work weekends for no extra bonus. Was not common in my grandparents generation and even my parents didn’t deal with this that much. Generations well before us fought really hard for us to have days off and I feel like as a society we’ve creeped back into being expected to work more than 5 days a week and often now longer than 8 hours a day. Daily overtime should be standard in every state not just a few of them. Inhuman that some ppl are expected to work 10 hours or more but as long as they don’t hit 40 hours a week don’t see pay bumps for that. Ugh done ranting. Hate current work culture in this country. I can go on forever. I’m learning how to have a healthy relationship with a job, and it’s making me realize how fucked up our society is right now.
