idk if this counts as a rooftop but: most high-rise buildings in lasnamäe, õismäe etc have balconies accessible from the main stairwell on every floor. if you were to, say, forget your keys and needed to ring a neighbours doorbell to get in, well.....

also in vanalinn you just need to climb around, a good starting point is the little park with the metal deer in it, if you go up and to the right for example you can easily access the roof of the house next to it, just got to use the fence to climb. but remember when you're on the roof in vanalinn you should only walk on the connectors between the panes because otherwise it's really loud for the apartments below

also you can use scaffolding to get anywhere quite safely although im not sure if there is any rn. last year they had scaffolding on two churches and some of the outer wall of vanalinn
