Ex-director of Hanoi public hospital jailed over gouging of medical equipment price

The former director of a major public hospital in Hanoi has been sentenced to five years in prison for hiking the price of medical equipment that caused financial damage worth VND10 billion (US$440,500) to over 600 patients.

During a trial on Monday, the Hanoi People’s Court handed a five-year jail term to Nguyen Quoc Anh, 63, ex-director of Bach Mai Hospital, for abuse of positions and powers while performing official duties.

For a similar offense, Nguyen Ngoc Hien, former deputy director of Bach Mai Hospital, was sentenced to three years and six months in prison, and Pham Duc Tuan, former chairman of BMS Medical Technology Company, was jailed for 36 months.

However, Tuan was given a suspended sentence.

The remaining five defendants who are former staff of Bach Mai Hospital, BMS Company, and Hanoi Valuation and Financial Services Company (VFS) were also handed jail terms or suspended sentences.

The indictment showed that Bach Mai is a public hospital under the management of the Ministry of Health.

In May 2016, Tuan met Anh to offer the sale of a robotic surgical system named the Rosa Robot.

As the original procedures were complicated, the two sides agreed to enter into a joint venture to install the robotic system at Bach Mai Hospital and let Tuan decide the price for the equipment.

Anh went on to sign a contract with BMS Company without reporting to the health ministry in accordance with regulations.

To legitimize the process, Tuan asked Tran Le Hoang, an employee of VFS, to issue a certificate of appraisal for the Rosa Robot.

Investigators found that the price of the robotic system was inflated to VND39 billion ($1.7 million), while its market price was only VND7.4 billion ($326,000).

Doctors at Bach Mai Hospital have used the robotic system to perform cranial nerve surgeries on 637 patients.

This resulted in financial damage worth more than VND10 billion to the patients as they had to pay much more than they should have for their surgeries.

Tôi nhớ về một mùa đông đã rất nhiều năm trước đây khi Tadioto còn nằm trên phố Trương Hán Siêu. Hôm ấy, tôi thấy anh Đức đạp xe trên phố Bà Triệu và tôi đã quay xe của mình lại, đi theo anh rất lâu. Tadioto ở Trương Hán Siêu đối với tôi khi ấy là một nơi mà tôi không dám bước vào, có thêt là vì tuổi trẻ và vì một sự tự ti nào đó. Mỗi khi tôi đối diện với anh Đức cảm giác mà đến tận sau này đôi khi tôi vẫn cảm nhận thấy. Một trong những tin nhắn cuối cùng mà anh Đức gởi cho tôi, đó là khi anh tổ chức một đêm thơ ở Tadioto nhưng tôi đã từ chối. Bởi vì tôi vốn dĩ không bao giờ thích đọc thơ của mình trước một đám đông. Bây giờ anh Đức đã qua đời, tôi sẽ đọc bài thơ mà tôi đã viết ngay buổi chiều hôm ấy ngày 22/11 như một lời cảm tạ, hoàn thành một điều mà tôi ít khi làm. Hy vọng anh sẽ nghe thấy tôi ở cuộc sống nào đó khác.

Green transition an urgent need for sustainable export to EU: confab

To secure sustainable export to the EU, Vietnamese enterprises must adopt green production and apply high technology to meet the EU's strict technical and environmental standards, heard a seminar held in Hanoi on September 19. Participants in the event, organised by the Cong Thuong (Industry & Trade) magazine, pointed out that in the third year of implementing the EU - Vietnam Free Trade Agreement (EVFTA), the country’s export advantages and results have been partly affected by the EU’s further application of high standards and increase of special requirements related to environment and sustainability for imports. Ngo Chung Khanh, Deputy Director of the Multilateral Trade Policy Department at the Ministry of Industry and Trade, said sustainable development is a chapter of the EVFTA, and it covers environmental and labour aspects. Unlike normal free trade agreements, sustainability forms a very important part of the EVFTA, so businesses exporting goods to the EU need to pay more attention to the issues mentioned in this deal, he went on. Nguyen Hong Loan, an expert of the technical assistance project on impact assessment of the EU’s Carbon Border Adjustment Mechanism (CBAM), said the EU has long had very high environmental standards. These regulations have been tightened recently, starting with the approval of the European Green Deal that targets slashing the greenhouse gas emissions by 55% by 2030 compared to 1990 and achieving net zero emissions by 2050.  

Nguyen Thi Thu Trang, Director of the Centre for WTO and International Trade under the Vietnam Chamber of Commerce and Industry (VCCI), noted that the EU’s green or sustainability standards cover all the products considered strengths of Vietnam, including agricultural and fishery products, wood items, textile - garment, and leather - footwear. Therefore, the number and scope of affected Vietnamese businesses and exports are considerable. This is also a challenge to domestic firms since those standards require gradual changes towards sustainability, which means businesses have to keep frequent monitoring to ensure their adherence. Besides, the compliance with these standards also needs better awareness, greater efforts, and bigger expenses from businesses, especially small- and medium-sized ones, she added. Vuong Duc Anh, Chief of the Office of the Board of Directors at the Vietnam National Textile and Garment Group (Vinatex), said that to Vinatex, sustainable development is a long-term strategy that could not be carried out overnight or immediately. Therefore, the group will have to closely follow requirements of markets. Vinatex is working to ready strategic manpower for sustainable development by improving their awareness and equipping them with necessary knowledge. In particular, the pilot manufacturing of sustainable products will be costly but also necessary since sustainable development is definitely a target in its medium- and long-term strategies, Anh added./.

Es cierto que, en ocasiones, las palabras son innecesarias a la hora de narrar una historia sencilla y cautivadora y este noble cortometraje vietnamita da buena cuenta de ello. Dos chicos, cuyos nombres desconocemos (interpretados por Than Duy Nam y MTran Tranh Duc), viven en ciudades apartadas, cuyas denominaciones también desconocemos. Tampoco sabemos cómo comenzó esta historia, pero sí que es lo suficientemente intensa como para que ambos se regalen mensajes, videos y la promesa de encontrarse algún día.

Ex-director of Hanoi public hospital jailed over gouging of medical equipment price

The former director of a major public hospital in Hanoi has been sentenced to five years in prison for hiking the price of medical equipment that caused financial damage worth VND10 billion (US$440,500) to over 600 patients.

During a trial on Monday, the Hanoi People’s Court handed a five-year jail term to Nguyen Quoc Anh, 63, ex-director of Bach Mai Hospital, for abuse of positions and powers while performing official duties.

For a similar offense, Nguyen Ngoc Hien, former deputy director of Bach Mai Hospital, was sentenced to three years and six months in prison, and Pham Duc Tuan, former chairman of BMS Medical Technology Company, was jailed for 36 months.

However, Tuan was given a suspended sentence.

The remaining five defendants who are former staff of Bach Mai Hospital, BMS Company, and Hanoi Valuation and Financial Services Company (VFS) were also handed jail terms or suspended sentences.

The indictment showed that Bach Mai is a public hospital under the management of the Ministry of Health.

In May 2016, Tuan met Anh to offer the sale of a robotic surgical system named the Rosa Robot.

As the original procedures were complicated, the two sides agreed to enter into a joint venture to install the robotic system at Bach Mai Hospital and let Tuan decide the price for the equipment.

Anh went on to sign a contract with BMS Company without reporting to the health ministry in accordance with regulations.

To legitimize the process, Tuan asked Tran Le Hoang, an employee of VFS, to issue a certificate of appraisal for the Rosa Robot.

Investigators found that the price of the robotic system was inflated to VND39 billion ($1.7 million), while its market price was only VND7.4 billion ($326,000).

Doctors at Bach Mai Hospital have used the robotic system to perform cranial nerve surgeries on 637 patients.

This resulted in financial damage worth more than VND10 billion to the patients as they had to pay much more than they should have for their surgeries.
