The Nigerian Senate has passed a bill imposing jail terms of at least 15 years for paying a ransom to free someone who has been kidnapped, and made the crime of abduction punishable by death in cases where victims die. Opeyemi Bamidele, chairman of the Senate’s judiciary, human rights and legal committee, told the Senate on Wednesday that making ransom payment punishable with lengthy jail sentences would “discourage the rising spate of kidnapping and abduction for ransom in Nigeria, which is fast spreading across the country”. The bill, which amends Nigeria’s terrorism law, mandates the death penalty for convicted kidnappers where the abduction leads to loss of life, and life imprisonment in other cases. Armed gangs operating mostly in northeastern and north-central states of Nigeria have for more than a decade spread terror through kidnappings for ransom, targeting students, villagers and motorists on highways. They have also killed thousands of people. President Muhammadu Buhari’s government has already classified the armed kidnapping gangs, known locally as “bandits”, as terrorists this year – but that has not stemmed the kidnappings, now almost a daily occurrence. The Former minister of Power, Works and Housing, Babatunde Raji Fashola on Monday said that major problem for road construction is funding. The former minister said this when he appeared before the Senate for ministerial screening on Monday. “There were never enough resources. Everyone wants development in their state,” he said. “One mode (of funding) is Sukuk (bond) which was a form of public-private partnership,” The exercise resumed on Monday at exactly 10.40 a.m. It would be recalled that the screening started on July 24, and so far 31 nominees had been screened and currently awaiting confirmation by the senate. Those scheduled for the screening on Monday included Geofrey Onyema (Enugu State), Maryam Katagum (Bauchi State), Clement Agba (Edo) and Suleiman Adamu (Jigawa State). Others are Goddy Jeddy-Agba (Cross River), Rauf Aregbesola (Osun), Sen. Gbemisola Saraki (Kwara), Dr Muhammadu Mahmoud (Kaduna State) and Babatunde Fashola (Lagos State). According to the announcement made by President of the Senate, Dr. Ahmed Lawan, on July 5, when the Senate adjourned, the remaining three will be screened on Tuesday. He listed them as Sabo Nanunu (Kano State), Saleh Mamman (Taraba) and Lai Mohammed (Kwara). The Senate Leader, Sen. My Leadership Will Work For Nigerians If Elected As Senate President Says Ahmad Ibrahim Lawan Nigerian Senate Leader, Ahmad Ibrahim Lawan,  has said if he is elected Senate President, in the Ninth Session of the National Assembly, he would work for Nigerians; irrespective of political or sectional considerations. Senator Lawan declared his interest in the senate presidency to media editors in Lagos, yesterday, and added that despite his ambition, he would recognise the supremacy of his party, the All Progressives Congress (APC), on the zoning of leadership positions in the National Assembly. At the session, Lawan, who was in company with some of his colleagues, including senators Oluremi Tinubu, his predecessor, Teslim Folarin, Sabi Abdullahi, Opeyemi Bamidele, Ifeanyi Ubah, among others,  declared he is an apostle of separation of powers, who who also believes in consultation, synergy and cooperation with the Executive arm of the government; to achieve positive results for the country. “That does not mean that we will not disagree. But, when we disagree, we should not go to the village or market square to settle our differences. “That is the way to go; to enable Nigerians benefit from democracy. “I believe in progressive politics; I believe in ensuring that the ordinary people–the masses of Nigeria require every person’s support for opportunities to actualize their potentials and dreams. “But, I also believe that we should do everything possible to encourage and support entrepreneurship, and businesses to grow so that jobs will be created for our teeming population. Lawan said by June, he would have spent 20 years in the National Assembly, as a member of the House of Representatives, for eight years, and a senator for 12 years, in APP, ANPP and APC. “This is the first time I have been in a party running the (central) government. “I was in the All Nigeria People’s Party throughout till we came to power. “I am a believer in the separation of powers but, it is not an infinite elasticity. “I will respect the party supremacy and I will respect the wishes of my party if it decides to zone the senate president position to another zone that is not my own.” Meanwhile, the Sustainable Democracy Agenda (SUDA) has called on senators-elect, regardless of political parties, to queue behind Lawan in his bid. In a statement by SUDA convener, Ibrahim Haruna Usman, in Abuja, yesterday, he said Lawan, who represents Yobe North, is experienced and would be a uniting factor for the Ninth Senate. The group also urged Lawan “to reach out to all his colleagues, including those aspiring for the same position because “national interest must be above all other considerations… Our position is in line with the Senate rule because senator Lawan is presently the most experienced of all the senators elected in APC…” Read the full article

In the recently concluded elections, Buhari for instance, left no one in doubt as to the prime status of his ambition to be President again. Even while he is the evident pillar holding the wobbling structure of his All Progressives Congress and the fact that the strengths and successes that parties make of their programmes are measured by the spread they are able gather countrywide, the President appealed to the electorate in more states than one to vote for him and forget party loyalty if they wished in subsequent elections. It is doubtful that the treachery in this once and again repeated sentiment sank into most compatriots but regardless of whatever excuse or explanation partisans might attempt to provide, direct suggestions by the President and leader of the ruling party that the electorate may vote for people outside of the APC connotes more than a reborn mind that respects the will of the people. A fundamental assumption of representative democracy is that each political party has ideals by which it lives and plans for the society it plans to govern and politics in Nigeria has also, once upon a time, lived this reality. In the Second Republic for example, free education was a fundamental promise of the late Chief Obafemi Awolowo-led Unity Party of Nigeria. And that was not just at the federal level, the party obligated itself to provide free and compulsory education for all Nigerian children across the federation. This meant that every state the UPN governed benefitted from free education. If the UPN had won governorship elections in all the 19 states that Nigeria had at the time therefore, all Nigerian children without exception would have acquired basic education with measurable impact on national development. It goes to say that if the APC had a manifesto that prioritises education, Zamfara State would not have presented only 28 pupils for the National Common Entrance Examination into the Unity Schools as it happened in 2018 and Nigeria would possibly have been saved the threat that 13.2 million out of school children poses to its future. But that is a story for another day. The issue at hand is that for the 2019 elections, every member of the APC, not to speak of its poster boy, should have spoken for the election of all its candidates across board, unless the party owns up to suggestions that it offers nothing different from most of the other political parties. In any case, if the President truly spoke out of respect for the rights of the people to make choices, why was he not as magnanimous with the presidential election? The point here is that the number one man himself, even though he is not an everyday politician, has finally swallowed the “I, me and mine” pill of Nigerian politicians, leaving the nation in the hands of merchants without little or no inclination to provide genuine service to the people. So, from Abuja, down to all the state capitals, local government councils, towns and villages, Nigeria has become a huge community of local fiefdoms where those who own the people are prepared to do anything to hold on to the reins of control. So, things in Nigeria are such that the President would do anything to impose a successor and that would be in the interest of only himself. Not that he loves the state so much that he wants is legacy, which is most often than not one of rot, sustained or that he even loves his protégé so much that he wants his name entrenched in the gold of public service excellence, his fight, tooth or nail is just so that he is able to maintain his stranglehold on power and dictate the successor’s every move; what you my call a third term by proxy! The governor who wants a second term, regardless of the mess he may have made of his first term, deploys the resources of state towards retaining office whether the people want him or not. And then there are politicians who want to look good with the big man in Abuja or at the state capital. They are at the same level and would do anything to deliver their “constituencies” to the man who is contesting the office. Now, you would imagine that they do this for the love of their community or even the man for whom they are rooting but no, that is far from it. That local politician desires nothing more than having a seat at the table of the one who sits at the Government House in the state capital or at the Aso Rock Villa in Abuja. To earn the bragging right which opens the door and provides access to the seat of power, that local politician would hire thugs, bribe electoral officials, hijack electoral materials or even kill! This is the origin of the confusion and shame that serially visited as Nigerians voted in the 2019 general elections. While elections should be the celebration of the democratic rights of Nigerians to elect, re-elect or change their leaders according to how much they have done or not done in the period under which they have been in office, a few people who have turned the country into their feeding bottles, hijack the process, maim and even get people killed in the process. So, public service is not at the core of the politician here, which is why questions should be asked about Nigeria’s preparedness for democracy. While politicians in most democracy seek office to serve the people, seeing their election and re-election as the case may be as the people’s benevolence, here, politicians lord it over the people. By offering himself for office, the politician here sees himself as the one doing the people a favour and when he gets into office, he takes the seat of the ruler and the people become the servants, a pathetic role reversal that does the country no good. Unfortunately, the people are at sea! It’s a largely impoverished society without any visible promise for change. That is one reason why true democracy will elude Nigeria for a while. Poverty and democracy are mutually exclusive with democracy and those who should work to lift society from the pangs of poverty are the same people who want to hold on to power by all means and leave others wallowing! Senator Elisha Abbo caught on camera assaulting a woman at sex toy shop in Abuja . . According to Premium Times, the exchange which led to the assault incident occurred on May 11 after Mr Abbo, a member of the opposition Peoples Democratic Party (PDP), walked into the shop at about 6pm to purchase adult toys. It was learnt a lady he came with allegedly vomitted multiple times , prompting the shop owner to remark that she should have vomitted outside and not inside her shop, as she is not a child. . . Senator Abbo who intervened, accused the shop owner of poisoning the store’s air conditioner which she denied. According to the shop owner, if the air conditioner had been contaminated others in the shop would have also taken ill. This led to a heated argument and exchange of words. The shop owner was later seen at some point in the video, calling her father to inform him about the situation after the senator told a police officer who walked in to arrest her. The senator later told the lady to end the call and tried to collect her phone. The shop owner's friend who was also present, intervened and asked the Senator and the armed officer to take it easy on the shop owner. In the video obtained by Premium Times, Senator Abbo all of a sudden poured out his anger on the said friend. He slapped the lady repeatedly and asked the officer to take her away. The senator representing Adamawa North Senatorial District who claimed that the shop owner insulted him and called him drunk, even though they were friends. . . Mr Abbo became a senator-elect and a month before he was sworn-in on June 11. The President of the Senate, Ahmed Lawan, on Tuesday, announced the names of eight principal officers for both the All Progressives Congress (APC) and the Peoples Democratic Party (PDP). Lawan named Senator Abdullahi Yahaya from Kebbi as Senate Leader and Ajayi Boroffice from Ondo as his deputy while Senator Orji Uzor Kalu, ex Abia state governor was named as Chief Whip and Senator Sabi Abdullahi from Niger as the deputy. Also, Senator Enyinnaya Abaribe from Abia state is the new Senate minority leader, while Senator Emmanuel Bwacha from Taraba is the deputy minority leader. Senator Philip Tanimu Aduda (FCT) is the minority whip and Senator Sahabi Ya’u is the deputy minority whip. The lawmakers form the Body of Principal Officers also known as Selection Committee and are expected to assign senators to committees based on interest earlier shown by them. Senate Extends Panel Investigation Of Senator Abbo For Seven Days

The Nigerian Senate has given the panel investigating Senator Elisha Abbo for assaulting a woman in a sex toy shop extra seven days to conclude its investigation. The panel has also been asked to submit the conclusion of its investigation on or before the expiration of the seven days. The Senate had earlier set up a committee to probe the senator who was seen in a video assaulting a nursing mother. The committee was given two weeks to do its findings and submit its report. At the expiration of the initial two weeks today, head of the panel, Senator Sam Egwu, informed the upper chamber of the National Assembly that the people involved refused to appear before it because the matter was before the court. He said the victim, the owner of the shop, and the police stated that their appearance before the panel to speak on the matter could amount to subjudice. Egwu said, “We set out to do the investigation as mandated by the senate and we have invited all those involved. In the course of the investigation, most of those invited appeared but said the matter is before the court, fearing the contempt of the Court. “We invited our colleague, Sen. Ishiaku Abbo and he appeared before the panel but he told us that he was arrested and detained for 24 hours by the police. “We also invited the lawyers to the victim and the commissioner of police in the FCT, they told us about their caution on the contempt of the Court. “As a committee, we hereby request for additional time of one week to further work and report back to this senate." President of the Senate, Ahmad Lawan, frowned on the feedback of Senator Egwu stating that the panel was investigating an action of one of its member not the criminality of the action. He asked the panel to go ahead with its finding, adding that the investigation could not be stopped because the matter is in court. He said, “We are not investigating criminal activities; we are investigating an issue related to conduct. The senator who raised the point of order which led to the constitution of this committee did so under privilege. “He did this as a senator and on our behalf as an institution, so you can go ahead and have additional time. It is not our concern. We are not investigating criminal activities. We are investigating misconduct. The senate is not investigating what the police are investigating." A Karmo Grade I Area Court, Abuja, on Tuesday sentenced one Wisdom Gabriel, 22, to two months imprisonment for stealing N 170 at a chemist’s shop in old Karmo Market. The judge, Alhaji Abubakar Sadiq, however, gave the convict N5,000 option of fine. The judge said that the sentence would serve as deterrent to others that may be tempted to commit similar crime.
