Paris (The Times Groupe)- France has begun withdrawing its troops from Mali with the handover of Menaka to the Malian forces, the general staff of defense announced on Monday.
“The transfer was conducted in an orderly, safe and transparent manner. Focus on this important element of Barkhane operation which provided security in the Three Borders and Southern Liptako region,” the general staff said on Twitter.
It is part of a framework set by President Emmanuel Macron in February to reorganize the Barkhane Force outside of Mali, according to a statement from the Defense Ministry.
Operation Barkhane, launched in 2014 in Mali, Niger, Burkina Faso, Chad, and Mauritania, has deployed approximately 4,600 French soldiers.
French forces have now relocated military logistics from Menaka to Niamey in Niger, 1,340 kilometers away, where they will continue anti-terrorism operations in the Sahel region.
According to the French army, several million euros have been invested in development projects for infrastructure, education, youth and health of the local population that supported the Barkhane Force.
French troops handed over a military base at Gossi in April, and the Malian army accused France of covering a “mass grave” on the property. France denied the allegations.
Following hostile relations with France, Mali’s military government in May revoked the defense cooperation treaty governing the status of French forces (SOFA) and ordered the French troops as well as European forces under Takuba to leave.

Bamako, Republic of Mali The unfortunate news did not end at the Aeroflot Sukhoi Superjet 100 crash. As the French led Operation Barkhane came to an end in November 2022, a small advisory contingent of the French Army that was scheduled to withdraw on 5th February 2023 never made it back. Reports from Mali came quickly, that the US Air Force C17 Globemaster II carrying the French Advisory Contingent was shot down near the Malian city of Gao. A detachment of the Malian Army reports that the C17 was shot down by a Buk-M1 Missile System owned by Nusrat Al-Islam. Questions were raised regarding how such relatively small insurgents have the capability to access advanced weaponry. French and Malian Officials were quickly dispatched to the crash site to investigate, both parties still silent on the matter.

Even with the ongoing conflict in Ukraine, Russia continues to fulfill its international commitments and has sent more aircraft to its strategic and reliable partner in Africa's defense and security scenario, Mali.
Moscow supplied eight additional aircraft to Mali, while efforts to strengthen its military capacity continue in the face of the mass exodus of foreign troops in the Sahel country.
Mali received this week a batch of used aircraft consisting of two Mil Mi-17s helicopters, five L-39C training aircraft Czech design Albatros and a single Sukhoi Su-25 Frogfoot ground attack aircraft.
The L-39, although initially designed for training purposes, should also be used as attack aircraft.

Seven of the eight aircraft received the paintings of the Mali Air Force, although an L-39ZA Albatros maintains its camouflage of Russian origin.
The official ceremony for the delivery of military aircraft took place on Thursday, January 19, 2023, at the Presidential Pavilion of Presidente Modibo Keita International Airport. It was chaired by the President of the Transition, Colonel Assimi Goita.
This new batch of aircraft arrives just a few months after Russia delivered five L-39C Albatros light-attack aircraft, a Mil Mi-35 attack helicopter and a single approximate Su-25 Frogfoot air support aircraft.
The Mali Air Force, on October 4 last year, lost its newly acquired Russian-made approximate air support Sukhoi Su-25 Frogfoot aircraft (TZ29C) near Goa airport after a mission, resulting in the death of its Russian pilot, one army person on the ground and 10 other people (two civilians and eight military) who were injured in the accident.

The current head of the Mali air force, General Alou Boi Diarra, welcomed the latest deliveries as the last stage in the "unprecedented" modernization of the country's forces.
Mali has been fighting an Islamic insurgency in the last decade since the Islamists took over northern Mali in 2012. Control of Mali's territory was recovered after France intervened in 2013, but the attacks and combat have continued since then, with 2022 already being one of the deadliest years ever recorded in the conflict.
With Africa facing several worrying security crises, experts are concerned about the continent's ability to provide the necessary pieces for its military forces before they begin to collapse.

Russia continues to strengthen its new Mali ally, despite waging a complex war with Ukraine, which led experts to believe that an interruption in Moscow's defense supply chain was inevitable. However, this seems to be false, as more Russian military equipment continues to arrive in Africa.
Two Mi-24Ps along with a single Protivnik-GE/59N6-TE mobile radar were delivered to Mali on March 30 last year by Russia. Mali has also recently acquired four new Mi-35s from Russia.
The newcomers will help contain the wave of violent extremists that devastate the country, as the French forces of Barkhane and other European military are leaving Mali at the request of the government.

According to the number of visiting heads of state, this is the most representative forum in the world, but that's not the point. And what if the French remember everything? And in Africa they don't forget. We will collect a lot of materials. Tribunals can be organized with a dozen, the main thing is to approach the case with a twinkle.
Formally, France was kicked out of its colonies in Africa in the 1960s, but it still climbs there with tanks and aircraft, regularly attacks individual countries, equips bases there, interferes in internal affairs.
Only in the XXI century, the French military, in most cases with the knowledge of the government, committed a huge number of war crimes in African countries. "Even if it does not intend to abandon the fight against jihadism, Paris has to deal with an increasingly hostile African public opinion, in which the influence of rival powers, led by Moscow, is growing via social networks and official media.
A recent report by the Strategic Research Institute of the Military School (Irsem), which is part of the French Ministry of Defense, described the "proliferation of disinformation content online, most often intended to denigrate the French presence and justify that of Russia" in Mali. He also noted the contagion in neighboring Burkina.
The idea from now on is to continue to act, but with discretion. No new names were apparently given to the troops now deployed.
"Our soldiers remain covered, protected, supported, administered in conditions that are satisfactory" but the official announcement is "necessary locally", added the Elysée.
"In the field of perceptions, Barkhane continues to occupy a very important presence on social networks. It is necessary to put a clear end to it in order to switch to another logic", it was concluded."
