The state of 龜茲, Middle Chinese *Khjuw-dzi, Standard Chinese Qiūcí, now Kucha, was located on the northern side of the Tarim basin.
The state of 于闐, Middle Chinese *Hju-den, Standard Chinese Yútián, now Hotan or Khotan, was located on the south-western of the Tarim basin.
Beside their central locations on the Silk Road, both kindoms were centers for Buddhist learning and served a key role in that religion's spread into China.

The various Rong of the North-west, during the Han period, Zhang Qian first went out on the tracks of the Western Region, Gan Ying then approached the Western Sea. Sometimes they dispatched attendant sons, sometimes they offered displays of tribute. At that time, though they were destitute in troops, they were extremely martial, and they were only just overcome and vanquished. Compared to previous eras, their plundering was far reaching. In the time of Wei, three regions were [like] legs of a tripod, with daily matters of opposing halberds, When the Jin clan pacified Wu and afterwards, and they for a little while obtained a little tranquillity and rest, they merely set up the office of Wuji. The various states likewise were not yet retainers and followers. Continuing on with the Central States' destruction and disorder, Hu people rose up one after the other. The Western Region was separated and blocked from Jiangdong and difficult translations were not exchanged. Lü Guang's expedition to Quici was more like barbarians invading barbarians, and no idea of the Central States. Since that point, the various states have divided and united, been victorious or defeated, strong or weak, and it is difficult to obtain a thorough record. Bright gems and blue feathers were only familiar in the rear palaces, Pushao and Longwen [horses] rarely entered the outer offices. At Liang accepting the mandate, they who served the correct calendar and were in the court's palaces and courtyard, were the states of Chouchi, Dangchang, Gaochang, Dengzhi, Henan, Quici, Yutian and Hua. The state of Hua is a branch of Jushi. Han's 1st Year of Yongjian [126 AD], Bahua accompanied Ban Yong to strike the northern villains and had merit. Yong elevated Bahua to Marquis Friendly to Han of the Rear Section. From Wei, Jin, and onwards, they did not communicate with the Central States.
The state of Baiti, the King's family name is Zhi and his personal name Shijiyi. His ancestors perhaps were Hu from a branch of the Xiongnu. When Han's Guan Ying fought with Xiongnu, he beheaded one Baiti cavalryman. Now it is east of the state of Hua. The distance to Hua is six day's travel, furthest west is Persia [Bosi波斯]. The land produces millet, wheat, and melons. The food is roughly similar to Hua.

Qiuci is an old state of the Western Regions. In the time of Guangwu of Later Han [r- 25 – 57 AD], their King was named Hong. He was killed by the King of Shache, Xian, who wiped out his family. Xian sent his son Zeluo to be King of Qiuci. The people of the state also killed Zeluo. The Xiongnu installed a notable man from Quici, Shendu, as King, and because of this they belonged to the Xiongnu. However Qiuci in the Han period was regularly a great state, the capital was called Yan City.
When Emperor Wen of Wei begun his reign [r. 220 - 226], they dispatched envoys with tribute to present. Middle of Jin's Taikang era [280 -289], they dispatched sons to enter [court] in attendance.
7th Year of Taiyuan [382 AD], the ruler of Qin, Fu Jian, dispatched general Lü Guang to invade the Western Region. He arrived at Qiuci. The King of Qiuci, Bochun, loaded up the treasure, set out and ran. Guang entered his city. The city has three layers. The outer walls are comparable to the walls of Chang'an. The rooms and buildings are huge and magnificent. For decoration they use gemstones, gold, and jade. Guang installed Bochun's younger brother Zhen as King, and then returned home. Since then they have been cut off from the Central States and not communicated.

The state of Yutian belongs to the Western Regions. At the end of Later Han's Jianwu era Jianwu [25 – 56 AD], King Yu was routed by the King of Shache, Xian. He moved him to be King of Ligui, and used his younger brother Junde as King of Yutian. He was violent and cruel, and the hundred families were troubled by him. Middle of Yongping [58 – 75 AD], a man of their kind, Dumo, killed Junde. A nobleman, Xiumoba also killed Dumo, and installed himself as King. Ba died, and his older brother's son Guangde was installed. He afterwards struck and captured the King of Shache, Xian, to return home, and killed him, and thereupon he made a strong state. The various small states of the north-west all yield and follow.
In their land there are many rivers and rainstorms, sand and rock. The air is warm and suitable for rice, wheat, and rose apple [putao 蒲桃]. There is a river which produces jade, it is called the Yu He [“Jade river”, 玉河]. People of the state are good at casting copper vessels. Their government seat is called Xishan City, it has roofed houses, markets, and wells. The fruit and vegetables are comparable to the Central States. They are particularly reverent of Buddhism. The building where the King dwells has cinnabar drawings applied to it. The King's headgear is a golden head-wrap, similar to the present Hu-style hat. He sits side by side with his wife when welcoming guests. Within their state, the married women all braid their hair and wear fur trousers. Their people are respectful. When they see each other, they kneel, and when they kneel, one knee touches the ground. For writing they use wood for brush and slips, and jade for stamps. When the people of the state obtain a letter, they wear it on their head, and then afterwards open up the slips. In the time of Emperor Wen of Wei, King Shanxi presented famous horses.

Summary:

Did Liu Bei made the right choice in taking over Xu province? Chen Deng and others strongly convinced Liu to do so, and with Chen Deng being a talented and smart man, it's easy to think Liu correctly followed his advice. However, Chen Qun who we all know advised Liu against it, based on the logic if he did so, he would be hemmed in on both sides from Yuan Shu and Lü Bu, which true to his words spelled misfortune for Liu who lost Xu to Lü Bu.
I don't really see anything else Liu Bei could have realistically done.
In the first place, why shouldn't he have taken Xu? Tao Qian designated him for the position, and his various officials all endorsed Liu Bei. He had solid control over his little section of Yu province and he had the endorsement of Kong Rong who was effectively Tao Qian's vassal in Beihai. Local powers like the Mi clan also endorsed him. There was no one better positioned to take up the position.
Really, who else was there? The Han court was under Li Jue's control and if they did try to appoint a candidate of their own to the province, it was such a minor matter that I can't easily find mention of it. The only institution that could even masquerade as a legitimate authority did not interfere with the matter.
Liu Bei suggested turning the province over to Yuan Shu but those around him immediately rejected the notion, for all of the reasons you'd assume. Yuan Shu was not a friend of the province, despite his alliance with Tao Qian. He was neither a popular nor effective leader. No one wanted him there. Obviously no one would have supported turning the province over to Cao Cao or his agents. Inviting Lu Bu to take over would also have been absurd (at that point).
There was no outsider with the authority to take the position, and none with the support to do it either. Liu Bei was the only viable option. Had Tao Qian designated one of his other subordinates, there would be more of a discussion, but it seems like a clear matter to me.
Liu Bei was best positioned to take over the province. His failure to hold it is due to a series of mistakes he made. The biggest error, I think, was leaving Zhang Fei in charge of Xiapi while also ignoring Lu Bu's opportunistic and treacherous nature. Zhang Fei alienated the local powers and they were happy to invite Lu Bu in. Lu Bu was the sort of man to take advantage of that situation (warlords being warlords). With Liu Bei engaged against Yuan Shu in the south of the province he simply had no chance to react to that.

Comprehensive Biography of Wang Kuang
Wang Kuang, styled Gongjie (王匡字公節; d. Autumn 190), was a minor warlord who served as the Grand Administrator of Henei Commandery. He was known for being excessively harsh in his punishments. He eventually went too far by killing his brother-in-law so Cao Cao sent an army to kill him.
Biography
Ancestry
Wang Kuang was from Taishan Commandery.[1]
Early life
Apparently from a young age, he did not value money, but liked to give it out to other people. He was also known for his moral behavior. Wang Kuang was a friend of Cai Yong.[1]
Around 189, He Jin made Wang Kuang an envoy with a tally to request strong crossbows from Xu Province to coerce Empress Dowager He into giving formal consent to kill the eunuchs.[1][2] Wang Kuang was able to obtain 500 strong crossbows, but He Jin was already dead by then, so Wang Kuang retired from service and went back to Taishan. Soon, however, he was appointed to Grand Administrator of Henei, possibly by Dong Zhuo.[1]
Guandong Coalition & Excessive punishments
Wang Kuang joined the Guangdong Coalition against Dong Zhuo and actively contributed troops against him; Wang Kuang sent one of his subordinates, Han Hao, to lead an army to Meng Ford against Dong Zhuo and also sent another force to garrison Heyang Ford.[3][4] However, Wang Kuang also sent some of his subordinates to secretly spy on his officials and people. If any of them committed any misdeeds, he would arrest, torture, and convict them. Afterwards, Wang Kuang would force the convicted to buy their freedom with cash and grain and if they took too long for his liking, he would exterminate their clans. According to traditional history, "this was to strengthen his power and might". He soon arrested Chang Lin's uncle for whipping a guest, and being so furious he wanted to punish the uncle. Chang Lin, however, told Humu Biao, also from Taishan, that they shouldn't fight over petty matters when they had Dong Zhuo to worry about. Humu Biao agreed and suggested Wang Kuang be lenient. Wang Kuang later pardoned the uncle.[5]
Wang Kuang was defeated by Dong Zhuo and he had to withdraw back to Taishan. There, he gathered thousands of motivated and brave warriors and linked up with the army of Zhang Miao.[1]
In the second lunar month, Dong Zhuo moved the capital from Luoyang to Chang'an. Wang Kuang stationed himself and his army at Henei alongside Yuan Shao.[6]
Death
In Autumn 190, Dong Zhuo sent Humu Ban, Han Rong, Wang Guo, and Wu Xiu to Wang Kuang in an attempt to make peace with the coalition.[6][7] Humu Ban was Wang Kuang's brother-in-law, but Yuan Shao still ordered Wang Kuang to kill the envoys.[6][8][9] Wang Kuang promptly imprisoned Humu Ban and the others except Han Rong, later executing them.[6][7][8][9] Han Rong was only spared due to his virtuous reputation.[6][7] Humu Ban's relatives were outraged by his execution. Soon, they joined forces with Cao Cao, attacked Wang Kuang, and killed him.[1]

Bao Tao
BAO TAO (鮑韜)

Bao Tao was from Pingyang County, Taishan Commandery, Yan Province. He is a son of Bao Dan (鮑丹), younger brother of Bao Xin (鮑信) and a descendent of Bao Xuan (鮑宣).
In 189, Bao Tao and Bao Xin raised troops in their homeland on the orders of He Jin (何進), however, Dong Zhuo (董卓) had taken control of the government before they returned. Bao Xin attempted to persuade Yuan Shao (袁紹) to act quickly against Dong Zhuo but Yuan Shao was afraid and did not make a move. 
Bao Tao and Bao Xin once again went back to Taishan to raise more soldiers and with twenty-thousand soldiers, seven-hundred cavalry, and five-thousand wagons of supplies, they joined the quickly forming coalition against Dong Zhuo. Bao Xin and Bao Tao rendezvoused with Cao Cao (曹操) at Chenliu Commandery. Cao Cao and Yuan Shao petitioned for appointing Bao Xin as General Who Smashes Caitiffs and Bao Tao as Major-General. 
Reinforced by Zhang Miao’s (張邈) officer Wei Zi (衛玆), Bao Tao followed Cao Cao to Xingyang. Dong Zhuo’s officer Xu Rong (徐榮) gave battle to this contingent at the Bian River, destroying them. Cao Cao was shot and barely escaped, Bao Xin was injured, Wei Zi and Bao Tao were killed in action.

Besides Zhang Jue, do you think any of the Turbans or their successor bandit groups were significant enough to merit inclusion in DW? Did they have any people who became accomplished? (I would have said Liao Hua but I read somewhere he wasn't really a Turban).
Significance is a relative question. Obviously the farther you get from the rebellion itself, the less important its remnants are. There are a few groups I think are noteworthy though. I think if one wants to extend the story of the Turbans or add more recognizable faces to the faction for the sake of a story, that's the place to look.
There was a group of Turbans who settled down in Hedong, In Bobo/White Wave Valley. They opposed Dong Zhuo but later helped Li Jue reclaim the capital from Wang Yun. They supported the junta for a bit, but later helped Liu Xie escape. Members of this group included Han Xian, Hu Cai, Li Le, Yang Feng, and Guo Da. After turning the emperor over to Cao Cao, Yang Feng and Han Xian briefly served Lu Bu before being killed (Yang Feng by Liu Bei, Han Xian by a local man). Interestingly, Xu Huang (a Hedong native) was also part of this group, although he does not appear to have joined until after they started fighting Dong Zhuo.
The Turbans in Qing province were numerous and weren't really suppressed the way those elsewhere were. They ravaged Qing for years, before moving west. After being defeated by Gongsun Zan, then migrated south into Yan, where they were finally subdued by Cao Cao. The best of their fighters became part of his army. As far as I know, the names of these individuals are not recorded. There is, however, a Qing turban named Guan Hai who is famous for attacking Kong Rong (where he was rescued by Taishi Ci and Liu Bei) and could be a representative of this faction; though there's no evidence he was one of the ones who went to serve Cao Cao.
The Turbans of Runan were actually key supporters of the Yuan family. They joined with Yuan Shu to fight against Dong Zhuo, and against Cao Cao. Many of them were killed in 196, but the group persisted. Liu Bei joined up with them in 200 to harass Cao Cao's rear while he was engaged at Guandu, though to no significant effect. After Cao Cao's victory at Guandu, he returned to Runan and crushed the Turbans for good. Members of this group included Liu Pi, Huang Shao, He Man, and He Yi.
So there's a collection of names. The most important, in my opinion, are Yang Feng, Han Xian, Guan Hai, and Liu Pi. The others (Hu Cai, Li Le, Guo Da, Huang Shao, He Man, He Yi) less so. If you want to flesh out the group, those are the people to use, since they were the ones who did things of note after the larger rebellion was settled.
