Something the OP might have missed is that, in government service, misunderstood power is often given to senior but unappointed employees who don't actually have any authority themselves and who would not be easily found in any record search. Ms. Appleton could have been a liaison/point of contact in an office. She could have been some official who didn't want to do the job themselve's subordinate, or even someone who didn't actually have any knowledge or understanding of the materials but was given an assignment. I've seen this sort of thing repeatedly in my career in modern government, so I think it's safe to say it was a distinct possibility then.
I cannot fucking believe how much I'm losing my mind right now over soy sauce history. I'll tell all of you about it after I finish this essay because I need to un-distract myself enough to finish it but what the fuck? What the fuck is going on? I'm losing my fucking mind.
