Explosion in Central Paris Injures Dozens and Damages Buildings

A powerful explosion shook the bustling Latin Quarter in central Paris, causing injuries to approximately 30 people, igniting fires, and causing a building facade to collapse. The incident occurred on Rue Saint-Jacques, near popular landmarks such as Notre-Dame de Paris Cathedral and Luxembourg Gardens. Rescue teams are searching for two individuals who may be trapped under the debris. Witnesses described a massive explosion and a towering fireball that engulfed several floors of a building housing the Paris American Academy. Rubble from the damaged structure was scattered across the street. According to the authorities, at least 29 people were injured, with four in critical condition. Soldiers were deployed to establish a safety perimeter around the area.

While it is too early to determine the exact cause of the blast, local deputy mayor Edouard Civel mentioned a potential gas explosion on Twitter. Witnesses reported a strong smell of gas moments before the incident. Shop manager Rahman Oliur, located nearby, described the violent shaking of the shop, resembling a bomb blast. Bar worker Khal Ilsey heard a massive explosion and witnessed a fierce blaze at the end of the street. The explosion took place around 4:55 pm, as people were leaving work. Although the Latin Quarter attracts tourists and foreign students during the early summer, it is not immediately clear if any foreigners were among the injured or missing individuals. As a precaution, several adjacent buildings were evacuated. Even after two hours, first aiders were attending to residents suffering from shock. Television footage showed firefighters battling the blaze with water hoses as thick black smoke rose into the sky. Paris Prosecutor Laure Beccuau mentioned that initial findings suggested the blast originated within the affected building. Investigators will examine whether there were any building regulation violations or negligent actions by individuals.

Over 200 firefighters responded to the emergency. Paris police chief Laurent Nunez later confirmed that the fire had been brought under control. Rue Saint-Jacques, located in the 5th arrondissement, connects Notre-Dame de Paris Cathedral with Sorbonne University and the Val de Grace military hospital. It is also close to the popular Jardin du Luxembourg. The Latin Quarter has long been a hub for expatriate and French writers, musicians, and artists. Residents were startled by the blast's shockwave, with art historian Monique Mosser recalling that she thought it was a bomb. Many windows in her building were shattered. Upon receiving evacuation orders, she quickly gathered her belongings, including her laptop and phone, neglecting to take her medication. This incident follows previous incidents in Paris, such as a gas leak explosion in the 9th arrondissement in 2019 that claimed four lives and injured 66 people. A notorious serial killer has been moved out of her Western Sydney home after a push to have her removed by the local community.

Reginald Arthurell, who is responsible for the deaths of three people, including his fiance, was released on parole in November.

Arthurell, 74, came out as transgender while behind bars and now goes by the name of Regina Kaye.

Kaye has been living in Yagoona retirement home since her release from prison.

But on Friday afternoon, the 74-year-old was removed from the village by caseworkers.

She was offered a halfway house at Malabar, in Sydney’s south east, but chose not to live there.

Canterbury Bankstown Mayor Khal Asfour earlier expressed he didn’t want Kaye living in his city, describing the killer as a “grub”.

“Not welcome in my city!,” Asfour wrote on Facebook.

“I am outraged that convicted serial killer Regina Kaye, formerly known as Reginald Kenneth Arthurell has been allowed to live in our city under a cloud of secrecy.

“Residents of the retirement facility at Yagoona where Kaye is now staying should have been told of the killer’s presence.

“Our city and community deserve better and the authorities must explain how they plan to stop this person from reoffending.”

Most of Kaye’s neighbours had no idea who she was until they saw photos of her circulating in the media.

One neighbour said she was “relieved” that Kaye had been moved.

“I’m glad the media got onto where he lived, with us,” one neighbour told 7NEWS, adding she was “disgusted” no one had told her.

“I can’t believe the parole board put him here.”

In 1997, Kaye fatally bashed her his fiance Venet Mulhall in her Coonabarabran home in with a piece of wood. She was released on parole in November after spending 24 years in prison for murder.

Arthurell had already killed two people when he met Venet Mulhall.

Aged 28, he killed his stepfather, Thomas Thornton, with a carving knife.

Several years later he and another man robbed and killed 19-year-old Ross Browning.

Kaye’s parole ends on May 24, but an Interim Supervision Order taken out by the NSW Attorney-General Mark Speakman will immediately come into force.

No Longer Bound to the Law

7 Now, dear brothers and sisters[a]—you who are familiar with the law—don’t you know that the law applies only while a person is living? 2 For example, when a woman marries, the law binds her to her husband as long as he is alive. But if he dies, the laws of marriage no longer apply to her. 3 So while her husband is alive, she would be committing adultery if she married another man. But if her husband dies, she is free from that law and does not commit adultery when she remarries.

4 So, my dear brothers and sisters, this is the point: You died to the power of the law when you died with Christ. And now you are united with the one who was raised from the dead. As a result, we can produce a harvest of good deeds for God. 5 When we were controlled by our old nature,[b] sinful desires were at work within us, and the law aroused these evil desires that produced a harvest of sinful deeds, resulting in death. 6 But now we have been released from the law, for we died to it and are no longer captive to its power. Now we can serve God, not in the old way of obeying the letter of the law, but in the new way of living in the Spirit.

God’s Law Reveals Our Sin

7 Well then, am I suggesting that the law of God is sinful? Of course not! In fact, it was the law that showed me my sin. I would never have known that coveting is wrong if the law had not said, “You must not covet.”[c] 8 But sin used this command to arouse all kinds of covetous desires within me! If there were no law, sin would not have that power. 9 At one time I lived without understanding the law. But when I learned the command not to covet, for instance, the power of sin came to life, 10 and I died. So I discovered that the law’s commands, which were supposed to bring life, brought spiritual death instead. 11 Sin took advantage of those commands and deceived me; it used the commands to kill me. 12 But still, the law itself is holy, and its commands are holy and right and good.

13 But how can that be? Did the law, which is good, cause my death? Of course not! Sin used what was good to bring about my condemnation to death. So we can see how terrible sin really is. It uses God’s good commands for its own evil purposes.

Struggling with Sin

14 So the trouble is not with the law, for it is spiritual and good. The trouble is with me, for I am all too human, a slave to sin. 15 I don’t really understand myself, for I want to do what is right, but I don’t do it. Instead, I do what I hate. 16 But if I know that what I am doing is wrong, this shows that I agree that the law is good. 17 So I am not the one doing wrong; it is sin living in me that does it.

18 And I know that nothing good lives in me, that is, in my sinful nature.[d] I want to do what is right, but I can’t. 19 I want to do what is good, but I don’t. I don’t want to do what is wrong, but I do it anyway. 20 But if I do what I don’t want to do, I am not really the one doing wrong; it is sin living in me that does it.

21 I have discovered this principle of life—that when I want to do what is right, I inevitably do what is wrong. 22 I love God’s law with all my heart. 23 But there is another power[e] within me that is at war with my mind. This power makes me a slave to the sin that is still within me. 24 Oh, what a miserable person I am! Who will free me from this life that is dominated by sin and death? 25 Thank God! The answer is in Jesus Christ our Lord. So you see how it is: In my mind I really want to obey God’s law, but because of my sinful nature I am a slave to sin.
