Wild theory, hold on.
(Please do not take any of my theories to Neil himself! Don't do it!)
I've already hypothesized that Crowley and Aziraphale have been working on a plan since Armaggedidn't in season 1. Here's where I go off the rails a little bit. Come along.
Saraqael is part of the plan. She's in on it.
I have only hints and suspicions, not too much for Clues, but hear me out.
In this post, we see a weird movement between buildings behind Shax. Almost like . . . a person in a floating wheelchair coming around the corner? And Crowley is in his spy turtleneck. He's doing something spyish. Meeting an angel he's not supposed to have a connection to, perhaps? About something that maybe interests both of them? Like, not having a second end of the world?
And in this post, we see that Saraqael has opened a spy porthole onto the book shop -- but the picture in the apy porthole is in 2019.
I do not think for a moment that tiny, weenie half-a-miracle-each accidentally blew up into a 25 lazarii miracle. I think someone else at around the same time did a huge miracle, someone powerful, someone who no one is supposed to know about -- or at least, doing something no one is supposed to know about -- and Saraqael hid it the best she could.
Show the arc angels the book shop when Adam reset it. You know, after it burned in 2019. That would be some crazy big miracle energy.
Then go to Earth with the arc angels and nudge Aziraphale into taking responsibility for the miracle. He's good at lying to them, after all, he can come up with something quick. And who is it that says, "Don't tell me you did it?" Why, sarcastic Saraqael. Translation, "tell them you did it, or we're screwed." And Aziraphale jumps right in and says yes, I did that.
Then send someone who won't give back good reports to verify the miracle. Saraqael, why would you send Muriel? Muriel is so sweet and naive, she won't come up with anything she shouldn't.
Then when Crowley is searching around in Heaven, who does he run into but his (doesn't exist) contact? And she tries to give him a reason to recognize her, they worked on the Horsehead nebula together. And he laughs and says, I meet a lot of people. He doesn't need her cover story, he'll just play dumb. She kind of snorts and shakes her head, she tried to give him an out but he took his own way. Headstrong demon.
When the Metatron shows up, who recognizes him? No one but Crowley and Saraqael. Could be because they just watched the trial, could be because they've been actively working together against him for years now. Hard to say. Hard to say. I honestly didn't recognize him in a full human form for a hot minute, it's not like it's impossible to imagine no one would know him. But those two do. Feels important to me.
I don't know if I'm right, but I'm suspicious now. What are they hiding? Who was doing a big miracle that needed covering up? Whatever was the miracle for?
Also, this. More evidence. They are up to something.

Watching S2e1 for the umpteenth time and noticed Saraqael’s “uniform” in heaven has tartan (similar to Muriel’s) in it - jacket collar and cuffs which don’t change when the archangels visit Aziraphal’s bookshop after the 25 lazarii miracle in S2e2. Thoughts?

Thinking again about the 25 Lazarii miracle and it actually tells us some pretty interesting things about how miracles work!
First-- and maybe most important:
Heaven and Hell cannot tell who did a miracle.
They only know someone performed a powerful miracle. They assume it must be Gabriel because it was so off-the-charts. Shax says "only the mightiest of Archangels" could have done it, Crowley quips "how do you know it wasn't me?" But no one knows for sure. It could have been anyone near the bookshop.
Heaven and Hell can't tell what a miracle is meant to do.
The Archangels ask Aziraphale, who comes up with a flimsy lie about making humans fall in love, but the angels don't question it.
Basically Heaven and Hell seem to have something like a seismic detector for miracle energy. They notice if there's a big burst or spike of energy, but most things fade into the background noise. They can tell the general area of where that energy came from, but not who did it or what was done. No wonder the Arrangement went unnoticed for so long-- Heaven and Hell are looking for a ping on their radar, and as long as it happens at the right time and place, they don't look any closer to see who did it. (And in many cases, it seems, they weren't even watching for the ping.)
I feel like this backs up the idea that Gabriel's "frivolous miracles" comment in S1 is bullshit. If Heaven can't tell what a nuclear-level blast of miracle power is meant to do, there's no way they can track tiny individual miracles for reheating tea or whatever. So the comment simply seems meant to make Aziraphale insecure and doubt himself. There's clearly some level of surveillance when Heaven/Hell wants there to be-- Crowley and Aziraphale are both concerned about drawing attention once Gabriel arrives, and Hell noticed something when Crowley saves Elspeth-- perhaps all the size changing expended more miracle energy than he expected? In episode 1, it seems likely that they (and/or the shop) are being watched. But even then, Heaven and Hell seem to essentially be scanning the radar, watching for any pings. That's why Crowley proposes that a combined miracle will "barely move the needle" -- they expect to cancel each other out, as they've always done. It just backfired in this unique circumstance.

Sure, Aziraphale lives in Soho and is THE southern pansy. But I’ve met multiple people in my own neighborhood who match Crowley’s exact description:
older trans/gnc person
military vet
living in their car
I cannot stress enough what a common combo that is, particularly for older trans folks. In my area, you can see the split between people who transitioned 10+ years ago vs. now, what kinds of experiences they had. There’s still a ways to go, but things have gotten dramatically better.
If you want to make things better even faster, vote in local elections.*
(that’s right, you’ve been tricked into reading a ✨🗳️ Voting Post 🗳️✨! Discover your civic obligations, fool!)
But seriously though, local politicians have TONS of influence on housing policy, and they really don’t hide their opinions. Even if their housing plans are awful, they’ll be easy to find on their campaign website.
They actually want to advertise those shitty plans, because those shitty plans are aimed at homeowners. Homeowners (1) have a stable address and (2) often worry about their home value. Both those factors make them super reliable voters.
Unfortunately, the “but my home value” folks always get riled up by low/no-cost housing. They’ll say it’s about “the character of the neighborhood”, but really, any increase in housing supply impacts the demand for their home investment. They also don’t want people visibly sleeping outside, so the combined effect is a neighborhood that blocks housing and harasses people for the crime of… peacefully sleeping in their car.
Whatever housing makes it through will often be too far away from necessary amenities or too busy/loud for folks with multiple overlapping traumas, whether from family or the jobs they took to get away from family (e.g. military).
But again, this is all very local politics, so you can outvote the Home Values crowd with a little bit of organizing!
For example: after voting, share your notes with your friends.** You have to research the candidates anyway, so why not pass around a little voter guide when you’re done?
List who you’re voting for in each position, and what info you saw that made you pick/avoid each person (this will also make your life easier the next time that person’s up for election). Even a very basic, bullet-point list can be the difference between someone forgetting the election date and filling out their entire ballot.*** Now instead of 1 vote, you’re moving a small handful of votes, which can have a big impact in local elections.
Also, creating a voter guide is surprisingly fun. There are some real characters in local politics, and you get to dunk on all their wacky policy ideas in your notes. An official voter guide will never say “<candidate name>: wtffffffffff”. But yours can!
*remember that local elections may happen more often than big-ticket elections. Search “<city name> election dates” and put reminders in your phone for a couple weeks before important deadlines, so you have time to research stuff.
**especially younger friends who may be less confident about voting their whole ballot, or unaware of different deadlines.
***this is one of the reasons why Christian conservatives are overrepresented in politics — they’re inherently organized because they already meet weekly (or more). It’s very easy for them to remind each other to vote. But we can steal this strategy! Don’t have a megachurch? That’s ok, remind your discord server to vote. Don’t have a Bible study? That’s ok, remind your D&D group, your boardgame group, or your knitting circle to vote.

So, i think it's so cool that we learn more about Angel!Crowley in S2, and we all kind of get the idea that he was pretty fucking powerful, and i've read a few posts that talk about it and they're soooo cool and it gives you so much to think about and ahhhh the theories! The possibilities!!!
But, i will say, that while one of the 'hints' is how powerful their half-half miracle turns out to be, enough to literally set alarms in heaven - and i do love it as a 'hint' - i always assumed it was such a powerful miracle because it was between Aziraphale and Crowley, aka between two beings in love.
I always thought the reason it was so powerful was because they made it together. It was literally a love miracle.
(which is also hilarious cause then Aziraphale didn't really tecnichally lie pre se when he told Michael he perfomed a love related miracle, it just wasn't about falling in love (eh, in way) and it wasn't about Nina and Maggie (also eh, in a way, cause they do parallel our boys))

....Technically, "by the point of S2E6 The Metatron is aware about 25 Lazarii miracle being aziracrow combined work and not amnesiac Gabriel's doing" only works together with at least one of these options:
There were other cases of angelic/demonic power combined in the past, or
The Metatron is aware about things that happen inside a bookshop, even if he isn't present there in person.
If there was no precedent of angel/demon producing more powerful miracle before, and there is supposedly (and then confirmed) a Supreme Archangel (even amnesiac one....if he did got an amnesia and didn't escape before his memories were fully wiped - does The Metatron know about it?) present in a place and time of a great miracle happening - who in his right mind will assume this miracle is not the said Archangel doing, but some thing that never happened before and thus doesn't have a confirmed effect?
Crowley does tell angels and demons that it was them who hide Gabriel with a miracle that 'apparently works too well' - but then again, this is said inside a bookshop in a middle of S2E6, and there is no time for any of the archangels to report it to The Metatron before his appearance.
So, unless there are ways for him to finding out while happened in a bookshop while only three people (Aziraphale, Crowley, Jim) were present...how would he know about it?

The Power of Love Does Not Exceed 25 Lazarii
Okay but let’s talk about the miracle.The 25 Lazarii if-they-work-together-they’re-as-strong-as-the-strongest-archangels miracle. And while I do have thoughts on the aspect of them being able to perform such a powerful miracle together (well, not thoughts as such yet. mostly it’s still just incoherent flailing and feelings), that’s not what I want to talk about.
I want to talk about why the miracle has to be so strong in order to work.
The miracle’s goal is to hide Gabriel or rather, more correctly, to keep angels and demons from recognising Gabriel’s body. Because without his memory, his angelic essence and powers, they cannot locate him. They would only be able to see him and go “Wait a minute, that new guy at Aziraphale’s shop does look a lot like the missing archangel, that seems suspicious.”
So how does it work? Not what does it do, but how? It’s supposed to be half a miracle because it is both heavenly and hellish. (Which, actually, begs a very interesting question: does Heaven only register Aziraphale’s half? As in, only Aziraphale’s miracle is 25 Lazarii and Crowley’s is the additional opposite of...whatever Hell would measure demonic powers in if it did? Sodom and Gomorrahs? Spanish Inquisitions? Or is it their combined efforts that put out the 25 Lazarii because even the two halves get combined into one full miracle?) Aziraphale contributes half and Crowley contributes half. With Crowley hiding Gabriel from angels and Aziraphale hiding Gabriel from demons. Now, whether we work under the assumption, that Heaven picks up the strength of the entire effect or just of Aziraphale’s half, that is still ridiculously powerful.
So why does it need to be that powerful? To stop people from recognising Gabriel. Especially those who are looking for him.
But who is actually looking for Gabriel? Heaven and Hell, we established that. But did we? Because I’d like to be more concrete. Out of the two sides, Upstairs seems more - pardon the pun - hell-bent on finding Gabriel to deal with him as intended. In Hell, only really Shax is seen working hard on looking for Gabriel. And why does Shax look for Gabriel? Because Beelzebub gave the order. We only see the other dukes of Hell very briefly at the end, and they do not seem particularly invested in “let’s claim Gabriel as a present for Satan” beyond his connection to Beelzebub’s betrayal of Hell. Beelzebub is the only leader in Hell truly invested in finding Gabriel. And in retrospect, we understand why. Beelzebub doesn’t want to find Gabriel for Hell but for themself. They want to find Gabriel because the two of them want to be together.
The miracle has to be strong enough to stop Beelzebub from finding Gabriel. But Beelzebub and Gabriel love each other.
What is the power of love? Well, apparently it is just short of 25 people coming back from the dead (and not in a Zombie way). Or, in other words: it takes 25 Lazarii miracles for a demon to not recognise an angel they love.
Who’s to say if that information might not become relevant ever again.

"unstoppable force meets immovable object" is SUCH a fun way to think about crowley and aziraphale bc my first thought is always 'oh crowley's unstoppable force ("you go too fast for me crowley", literally speeding and ignoring traffic laws in the bentley, very modern) and aziraphale is immovable object ("i forgive you", has a particular set of clothes & pastimes he likes, very stuck in time)' but in a way they're both Both?
like yes crowley is all those things, but has he budged from aziraphale's side At All in those 6000 years? they'll go off and do different things, but he's been aziraphale's Adversary the entire time. he has nothing in his life but plants and aziraphale. friends? aziraphale. love interests? aziraphale. does he spend time with literally anyone else? just aziraphale. also, his main coping mechanism is to drop everything, sit in place, and nap for a century. in that way, crowley's immovable. he knows what he likes and he sticks with it, and what he likes is aziraphale.
and yes, aziraphale is also immovable, but he's also Damned dedicated and Constantly getting himself into trouble because he can't leave well enough alone. he's the first one to find the location of the antichrist, when inconveniently discorporated he simply sprints off to earth and body-snatches his way to tadfield, he lies recklessly to heaven without a second thought, he's the one who runs off with the bentley to edinburgh to play detective on a whim, and he's the one who makes a snap decision to run around convincing people to come to the market association meeting that he has also, on a whim, decided to host. the ball is the best example of this, because he tramples all over everyone else's free will and dismisses crowley's warnings trying to get that fantasy happy ending for nina & maggie (and have an excuse to dance with crowley). he's Constantly and Unstoppably sprinting from task to task, often getting himself into hot water in the process, and leaves it to crowley to keep up with him.
crowley's immovable because he's decided who he is, what he wants, and what he likes, and settles with it. aziraphale's unstoppable because he's been running away from his true thoughts & feelings for centuries and doesn't know how to stop.

How can you tell if you recognize someone?
They look like someone you know. That's one of the main ways.
But no one recognizes the Metatron when he comes into the book shop -- only Saraqael and Crowley.
Neil replied to an ask about Maggie and Nina Madam Tracy and Shax being the same actor from season 1, "Why do you think they (Crowley and Aziraphale) would recognize people by how they look?"
In season 1, when the book shop burns, Crowley yells that he can't feel Aziraphale. Aziraphale looks around for Crowley quite often before he sees him or hears him.
I also suspect Crowley and Aziraphale did NOT do a 25 lazarii miracle, although I wonder who did, and why, if they didn't, and I also wonder at the running themes of togetherness and cooperation if they didn't, but that's for further rumination elsewhere.
Beelzebub says at the end of S2E6 "No wonder they couldn't find you. You put yourself, all your 'you' in here." So is that why none of the angels recognized Gabriel? Not because of the big miracle, which I suspect wasn't for that in the first place, but because he wasn't in there? But if so, then how did Crowley and Aziraphale recognize him by looking at him?
And why didn't anyone besides Saraqael and Crowley recognize the Metatron? (Neil said he thinks it's because they normally only see him as a floating head, not a little man in a raincoat. That "I think" has me suspicious. Neil has lied to us before and will again.) Is that not who that is? If it's not, who is it? And what are they doing there? Aziraphale didn't seem to trust the Metatron in season 1, so even if this isn't the Metatron, I don't think having the actual Metatron would be much better.
This needs a lot more thought before I have any answers, but this is one of the things I'm ruminating on today. Apparently, I don't get to pick what my brain wants to notice or when it wants to notice things. I've been trying to figure out Edinburgh for weeks now, but no. Recognition is where my brain wants to linger.

We focus a lot on Aziraphale’s kindness in giving away his sword, but Adam and Eve make a really interesting choice there too. Because they’re no longer being chased out by an angel with a flaming sword. They have the sword. And sure, the angel probably has other ways to kick them out if they won’t leave. Maybe, fresh off God’s wrath, they know better than to try.
Or maybe, having tasted the fruit of knowledge, they realize they’re starving. Maybe they peer out the hole and see a vast and frightening and beautiful world, and they have to have all of it — lions included. Maybe it looks like a desert, maybe the first few steps are terrifying, but maybe they now have the power to create the world they want to live in (to be like God, knowing good and evil). Maybe they don’t want to stay in their safe, tiny little Eden. Maybe they want to be out.
So anyway, when Crowley and Aziraphale leave the bookshop-

Something I find so interesting is how Crowley went from being a high-ranking angel in Heaven to being a literal icon in Hell as The Serpent of Eden. Not to mention, he was also offered the position of being a Duke of Hell, but he honestly couldn't care less about having those titles because his importance has never been rooted to what he is/used to be, but for what he stands for.
Crowley adored the beauty of creation and wanted people to appreciate it.
Crowley saw the potential of humanity and allowed them to venture and evolve beyond the garden's walls.
This mf is more powerful than we know, but we only ever see him demonstrate Big Miracle Energy when it's doing things he loves (creating stars and nebulae) or for the one he loves (stopping time, that 25 lazarii miracle, accidentally making a storm instead of a light downpour).
He could've literally been one of the most high-ranking demons in Hell with a killer reputation but he was like "nah i'mma just be some guy" and spends the majority of his time simping over a cute angel who he'd do anything for (he's so real for that actually).

Regarding whether Aziraphale or Crowley could resurrect a person, you responded that they couldn't. However, the miracle they performed to hide Gabriel had a power equivalent to 25 Lazarii, meaning the strength to resurrect 25 people. From this, I deduce that they have enough power to resurrect someone, and here comes my question: why didn't they resurrect the scottish girl?
