Dark Side of the Streets by CC Writes Stuff

Izuku and Hitoshi are sick of the bias against those with weak or villainous quirks, or no quirks at all. They both plan on going to UA, but when they're eleven, running is more important, if just for their own safety. And it works, landing them as the faux-adopted kids to an amnesiac vigilante known as Black Fog. Now they have their sights set on UA, but Black Fog's past 'association' with villains won't make the year easy.

Oboro can't quite remember who he is, only that he needs to run. From what? He doesn't quite remember. His quirk, past, friends? Doesn't remember those, either. But, in an effort to stay afloat, he drifts between several jobs, and moonlights as a vigilante to pay the bills. He has no time, money, or stability for a family. It doesn't stop him from adopting two kids with dreams he thinks he once had, running from something.

Shouta is tired. Between teaching a hell class that got attacked by villains on their third day into UA, hero patrols, and catching a vigilante known as Black Fog, he doesn't have time to remember the past. At least, until he sees a friend long thought dead at the Sports Festival (and hits him in the head with a quarterstaff).
