Say Dean did give her the necklace. Out of all the horrendous things he’s done to her, why would she decide to wear it tho?
Well, assuming that he is the one to give her the new necklace, which Istrongly suspect he is (although I’ve been wrong before!), I think there are afew reasons she’d wear it. And hey! I’ve had five or six asks since 2.08about Beth and Dean’s relationship, history and age gap, which I had a fewdrafts of, so I’m so sorry! I’m going to highjack your ask to combine/answerthem all! Hope that’s okay. 
Putting all myheadcanons and theories aside (at least for the first half of this post haha),let’s just talk about what canon has established about Beth and Dean and theirrelationship over the last 18 episodes. 
This is like, verylong (seriously 2,800 words), haha, so I’m putting it under a cut to save all your feeds. 
The Marks’ Family ValuesWhile 2.08 clarified a few things about the way Beth, Ruby and Annie wereraised, there’s still a lot that we don’t really know, so let’s look at what wedo know: 
1. Beth as a youngteenager crashed her mother’s car out the front of Ruby’s house with her kidsister in the passenger seat because there was no food in the house, and theirmother wasn’t getting out of bed. The implication, from Annie’sdialogue “She just really likes it there” is that this is not a new thing.(2.08)
2. Annie was areckless kid and had a broken arm during a time it’s implied she and Beth were neglected.(2.08)
3. “You knowwhat my mama used to say? You get what you get and you don’t get upset.” – Beth(2.01)
4. Beth played pianofor six years after her parents dropped $$s on it, despite changing her mindand wanting to play violin, which on its own I think can be written off as generalchildish indecisiveness, buuuut I think means a little more than that in thecontext of everything else. (1.05)
5. Beth worked heronly legitimate job in highschool at the Dairy Queen. (1.03)
5. Annie used to gethigh and was sexually active in highschool, and had gossip/rumours spread abouther. Their mother came into the school to address it and, it’s implied, madethe situation a lot worse, causing Annie not want to do the same to Sadie with Sadie’sbullies. (1.04)
6. Then Annie gotpregnant in highschool. (mentioned multiple times)
7. Beth has alwaysbeen the one that Annie has called to bail her out of trouble (mentioned a fewtimes).
9. Beth had postpartumdepression with at least one of her children. (2.05)
The Boland Timeline
While we haven’t gottenconfirmed ages of the characters, we do know that Dean is, at the very least, ayear older than Beth, although I think it’s more likely around three yearsgiven the way it’s framed in the episode. SO. 
1. Beth meets Dean atschool when she’s either a freshman, sophomore or junior. He’s a senior. It’sat a point in time where we know her mother is bedridden and Beth spends a lotof time looking after Annie (she even took Annie to Ruby’s father’s funeral,which I think says a lot as to how much Beth – and by proxy Ruby – were lookingafter Annie). (2.08)
2. Beth and Dean havebeen married for 20 years during S1, so that puts them likely at gettingmarried when Beth is somewhere between the age of 20-22. (mentioned multipletimes)
3. Somewhere in thistime period, Dean takes over Boland Motors from his father (one of the photosin the screensaver Dean’s looking at in 2.04 looks like it’s from a grandre-opening, and Beth’s holding a baby boy, so it looks like this could bearound the time Kenny or Danny is born) and Beth becomes a stay-at-home motherand a housewife. Dean also has full control of their finances, and Beth is onan allowance that he also controls. 
4. Kenny has hiseleventh birthday in S1, so Beth would’ve been in her late twenties when shehad him. 
5. We don’t know theage gap between the rest of the kids (and in fact, those age gaps have obviouslychanged between S1 and S2 lol) but it looks like Jane is now the youngest, notEmma, and that Beth and Dean hadn’t had sex in the two years before gettingpregnant with Jane, and then that they hadn’t had sex since she was born until2.06, which seems to be about five or six years. (2.05 / 1.05)
6. Beth had postpartumdepression after at least Emma (it was the specific given reason as to why theyhadn’t had sex in the two years before getting pregnant with Jane), although Ithink the implication is that it was with more of the kids than just her.
7. Somewhere in allof this, Dean had multiple affairs. He says four, but the implication fromAmber is that it’s more than that, and then I think Beth basically confirmsthat when she says “Dean’s slept with half of Detroit” later in the episode.Plus Dean being a pathological liar isn’t exactly a secret. (2.05)
8. Beth finds out hesleeps with Amber in 1.01 and that he’s mortgaged their house three times andthat their savings are gone. She kicks him out, takes control of theirfinances, and robs Fine & Frugal. 
9. Dean tries to winher back a few times - first by appealing to her pragmatism (and I’ll beexpanding on this shortly) - by talking about how they’ll both be worse offfinancially if they separate - before telling her that she’s the love of hislife, then by showing up unannounced to mow the backyard (a traditionally malehousehold job), then by using Kenny’s birthday wish that they were backtogether to try and guilt her (another point I’ll be expanding on shortly!)
10. Cut to Kenny’sbirthday party. He implies Beth’s having an affair with Rio (lols for so manyreasons), they fight, Beth insinuates that she’ll be filing for divorce soon(”You’re still my wife” “Yeah, I’ve gotta get on that.”) and Dean drops TheCancer Lie. Beth is obviously upset, and lets him move back in, but he’ssleeping in Kenny’s room. (1.04)
11. Dean doubles down on the cancer lie by bribing a doctor to tell Bethhe has prostate cancer, but he also covers for her when Turnerfinds the Boland Motors car the girls stole from the lot. He then confronts herabout it in a very paternalistic way (”Why don’t you get a job?” “Sit down!”“These people prey on good, innocent people” “I’m sorry I yelled at you, buteverything’s going to be fine. I’ll take care of you.”). Beth plays along inthe moment, but Dean changes the locks without telling her (and also doesn’thelp her bring the grocery bags in which is sooo telling), reveals he’sswitched hours with a guy at work to be around to ‘protect’ her, and Bethfinally stands up for herself “You have no idea what I’ve done or even who Iam”. (1.06)
12. Dean asks her ifshe’s doing it for the kids. She says yes, and he says it’s all he needs toknow. It genuinely seems to comfort her in the moment. It’s one of their fewnice scenes and I think shows what they were like when they were at their verybest. (1.07)
13. Rio shuts down,Beth is back on an allowance. She tries to get a loan, but their credit hasn’trebounded enough and they still have too much debt. Dean solves the problem bymoving the botox via the doctor he bribed. Dean won’t tell Beth how he did it,but she’s grateful enough to end up coming clean about what she does for Rio.They have their second nice moment. “You don’t deserve anything I did toyou.” + “I think you’re incredible.” (1.08)
14. Dean obviouslyfeels like he and Beth are getting back on track, and is annoyed that Annie’sliving with them temporarily. He builds Beth a craft table with hiddencompartments to hide her fake cash! (1.09)
15. Dean tries toorganise something for their anniversary, which Beth doesn’t agree to rightaway, but does later in the episode when he tries to help her after realisingshit’s going down in the crime world. Dean gets into a car accident whilechecking out another woman, Beth finds out he lied about the cancer (like thatgrenade was never going to blow, Deansy), he came home, Rio shoots him to getback at Beth, but not before revealing a certain degree of intimacy and trustbetween the two of them, which Dean clocks instantly. (1.10 / 2.01)
Then Season 2happens, haha.
So let’s talk about Beth & Dean
I’ve said it a fewtimes before, but when it comes to Beth, we’re ultimately watching somebody whohas been disempowered and disenfranchised for a really, really long time tryingto reclaim a sense of identity and control over her life. Even before 2.08, wewere looking at that through the sense of her marriage to Dean where she had noreal independence. Her entire life was dictated by decisions that he made forthem, personally, professional and financially, and a lot of the first half of Season1 was devoted to her realising exactly how many of those decisions had been bad ones. As the series went on, she reallydid start to gain a sense of financial independence (which is incredibly important)as well as a sense of her own identity and agency, only for that to becompletely crippled again across that four episode arc - 1.09 through to 2.02 –firstly by thinking Rio had played her for a fool (the empty truck), then Rio firingher, then realising that Dean hadplayed her for a fool again (thecancer lie), and then her plot to put Rio away falling apart, Dean being shot,and her realising that she was newly indebted to both of them.
I think what 2.08contextualised was that Beth has never really been allowed to explore who sheis, because there’s always been somebody she’s had to look after. She’s alwayshad dependents and she has lived a life of constant compromise, making her incrediblypragmatic and sacrificing of her own needs and wants. The episode establishedthat Beth spent most if not all of her adolescence caring for Annie and theirmother, married young, and then spent her entire young adult life looking afterDean and their four children.
Likely the appeal ofDean was that he was older, gave her attention in a way that seemed to ‘see’ herat a time where her needs were neglected at home, and likely popular – he’s goofyand fun, as the show’s establishedmultiple times, which I think would be more likeable at that teenage age, and Ithink he probably appealed to Beth as a way out of a troubling home situation.At the end of the day, the show has established pretty firmly that Beth is, whenit comes to her and her own, a survivor. And when I say survivor, I don’t meanthe badass, action heroine sort of survivor - I mean the desperate, do-what-she-has-tosort of survivor. She has an uncanny ability to lie and perform to get herselfout of situations, and also a tendency to sacrifice her own happiness for thoseshe loves. I think when it came to Dean, for a very long time, Beth sacrificedpower and control for a security and safety that she hadn’t had growing up,first for herself (and likely in part for Annie too), and then for her fourchildren.
And I think Dean, priorto the start of the series, had never truly been challenged on any of thecontrol that he wrought over their lives. He’s your classic embodiment of whitemale privilege, and I think he has all the baggage that comes with that,including a firm belief in gender roles, a heady sense of entitlement, and asubconscious expectation that things will usually work in his favour. The factthat he started dating Beth when she was so young, that he inherited BolandMotors from his father, and the fact that he blames Beth’s postpartum depressionfor his affairs too I think drasticallyemphasises that. We talk a lot about the power play between Beth and Rio, butBeth and Dean, since 1.01, have been in a power play of their own – Beth in herdesire to break out of their traditional roles, to ‘steer the ship’, and toreally put her family in a more secure position in life (something she realisedDean was incapable of doing), and Dean in his desire to keep them in their traditional roles, to ‘steer the ship’, and tokeep the status quo (I mean, hell, the fact that he was checking out anotherwoman on his way to his anniversary dinner with Beth in 1.10 says a lot about exactly how little he wants things tochange).
In what is typical ofpeople who are nurturers/carers or have been forced into nurturer/carerpositions in their life, Beth also seems to feel guilt to a disproportionatedegree, and in a way that often seems to cancel out any other emotion,including her anger. This is established pretty early in season one in smallways - her snipping with Annie then immediately back pedalling when sherealises Annie might lose custody of Sadie, with not being able to throw Kennythe birthday party he wants, with her telling Dean about what she does for Rioafter Dean offloads the botox, and then reiterated in big ways this season -nursing Dean after he’s been shot, crawling into bed with Kenny after he gotcaught binge eating at school, going above and beyond to get the dubby backafter Jane feels neglected, I’d even argue that the whole situation with MaryPat has partially been fuelled by guilt for putting Mary Pat in that situationin the first place when she’s a widow with four young children.
And I think Dean knows this! He has guilted her so much across the course of this show, often in a way to deflectfrom his own shortcomings or to ultimately playher. He gaslights her all the time,and she often doesn’t even realise it, which demonstrates, to me at least, howoften he’s done it over the course of their 20+ year relationship. The wholething about the cancer lie in the first place was to back her into a corner,which he succeeded in doing. He guilted her about being at Boland Motors andaway from the kids. When Jane went missing, he immediately blamed her and guilted her for her involvement with Rio(instead of………you know……….looking for his daughter), in 2.08, he guilted Beth for checking on her moneybefore untying him after he’d tried to organise a hit on her partner and gottenher robbed blind in the process.
And when the guilt and the manipulation stopped working, he did thething he knew she couldn’t ignore (and that would hurt her the most) which istake the children. Beth is, like I said earlier, a survivor and a sacrificer whenit comes to her and her own. There’s no way she won’t give up everything togive those children what she didn’t have – a mother who she could rely on. I thinkDean’s ultimatum won’t just be about them either. I could be wrong, but I thinkhe’s going to tell her that they have to try again as a couple, and I thinkthat’s what that necklace is going to be about (seriously though, if he givesit to her as a part of the ultimatum, everything about it symbolically is acollar), and she’ll put it on for her children, and I think it’s all honestlygoing to push her over the edge in a really big way before the season’s over.
I’ve mentioned this in other posts, but I think Beth fully was intendingto leave Dean before the cancer lie, but then she needed to care for him(again, a manipulation I think Dean knew would work because of Beth’s historycaring for her mother and Annie), and then the shooting (same reason, plus theadded bonus of her having caused it). Since then, I think she has almostcompletely emotionally divorced him – having sex with Rio, taking over BM,checking on the money first, not letting him back into her bed – is all verytelling of this, and I think she had likely had her pragmatic hat on and waswaiting until she could feasibly balance all the pieces in her life on her ownbefore filing for divorce. Of course, that’s now blown up with Dean holding thechildren essentially hostage.
And look, do I thinkDean loves Beth? I do actually, in his own way. Do I think Beth loves Dean? Ithink she did, but like she said to Ruby – Dean’s not a soulmate for her, oreven a partner. Beth and Dean should’ve maybe briefly dated in highschool andthen broken up, but they’re both in too deep now, and I don’t think anythingshort of a bullet or an arrest is going to easily disentangle them.

Codex notes: African concerns about Additives in Liquid Milk, Cross-promotion

At the end of the debate the EU said: We would like to support the proposal just made and make clarifications. This is a sensitive discussion since it relates to food additives in plain milk. We agree it should NOT be used in plain milk. Indeed nitrogen Trisodium Citrate is NOT authorised in EU and will not be.   [The EU position] is related to the risks of deceiving the consumer and related to other legitimate factors that consumers do not expect milk to contain additives.  There needs to be further discussion on this issue to find a way forward.

Monday 8th – Plenary session 2 – Afternoon
Zimbabwe (1.50) expresses concern that the additive Trisodium Citrate was being proposed as an additive to liquid milks, and that milks are fed to babies. [Even if they are not specifically marketed for them.]  Kenya (1.54) agrees with Zimbabwe,  as does  Cameroon (1.58). 
 IBFAN (Patti): “How many countries can express reservations and it not lead to anything – how will this work out?”
Tom Heilandt (Codex Sec)  There is no numerical limitation on the numbers, but if there were more reservations than approvals it would be very strange. But this is not the case here. In this case the reservations will be noted in the report.
Zimbabwe (2.02): Echo the concerns of the previous speaker. Since there is no consensus why consider adopting this?
Burkina Faso (2.02) and Senegal endorse the reservations expressed by African countries.
Ethiopia: Why are we here if we don’t have consensus, if most countries don’t agree?
Ghana: (2.04) I agree with concerns expressed by other countries.
ECOWAS (Economic Community of West African States):Echo the concerns of others i the region. We should apply consensus throughout and not adopt anything without consensus.
IDF (International Dairy Industry – global dairy industry) (2.05) Deeply involved in the preparation of the proposals. Happy to explain how and why these are used and consider them perfectly safe.
Guinea (2.07): aligns with other African countries.
Nigeria (2.08): also not comfortable of this additive to milk.
Brazil (2.08) supports the measure. Its a very important matter for us.  CCFA is the correct place to evaluate the scientific evidence and we had many opportunities to raise concerns. We urge that the provisions are adopted so we can move forward.
China, Chair of the Joint FAO/WHO Expert Committee on Food Additives (JECFA) (2.09.31):This has been discussed many times and some members want to use this additive.   There was a long discussion on how to use the note. From the document you can see we use the 3 notes. To reflect that we limit the use to particular climatic conditions.  Sorry to see several reservations – but as Chair of Committee I don’t think we can find a better solution. The Committee finally agreed to forward it to the CAC for adoption.
Guilherme Antonio Da Costa, Codex Chair (2.13 )  After our discussions we should take into account what we had in the technical committee which is based on a sound  scientific basis.  I understand the concerns but taking into account the discussions already we should adopt the standard and register the reservations in the report. Does the Commission accept that?
Zimbabwe (2.13.43): I appreciate your comments on this matter – however – this is not the first time a standard has been agreed  in a subsidiary committee, and then it comes to CAC and there is not consensus.   We don’t have consensus because the evidence  is not considered exhaustive. We want to express a similar concern on food category  01.1.1 and ‘other fluid milks – where there are provisions for emulsifiers and stabilisers’. I think we should add another reservation on the provisions.
Costa Rica (2.15):  It was not our intention to be in opposition of the standard  – we want to make sure that its clear – in Costa Rica the additives are not permitted and this is set out in the handbook. (need to check)
Mauritania (2.16): Is not convinced. UHT can spoil with just a tiny bit so there is no need to add Trisodium Citrate.
Cameroon (2.19): We spent a whole morning the fundamental values of transparency, and consensus and here we see that we have to accept this, despite reservations. Our discussions this morning – where we spent the whole morning trying to satify the  reservations from a few countries. So we cannot ignore the reservations of african countries.
Chair (2.18): I understand your concern but this is two different issues. What we are discussing now is something that came from a technical committee where there was  consensus. He refers to the ‘scientific base’ and was decided in the committee.
ECOWAS  (2.21) Adds voice to Cameroon. All the African countries here today expressed their concerns, we are a big number.  This is not the first time this has happened.  All African countries here feel the same.
Chair: The doubts raised here  in terms of science in relation to additives – based on decisions on science – it’s different. We are in one environment that’s different.
IBFAN (2.22)   I wonder  – because  the report is  hardly seen – could  a line of caution be added  to the standard – particularly when these products  are used  for children. It seems to me that all the African countries have concerns. I’ve been watching Codex for many years and have seen countries objections so often relegated to the report.  I doubt whether law makers look at the report. Basically Codex gives an aura of safety to all the products and I think it needs to be really careful before it does that.
Tom Heilandt (Codex Sec): This seems to be a question of science and I understand that the safety of this additive at the amounts specified was not question.
Markus Lipp (Food and Agriculture (FAO), Secretariat of JECFA (2.25):  Questions the criticisms and said there is no reason that JECFA is aware of to doubt the safety of the additive.  He is unclear what is missing and why it is not technologically needed.  If there is knowledge  it should be brought to JECFA so it can be re-evaluated.
Benin (2.27): Expresses reservations and says its our duty to say this.   
Codex Secretariat:  Reads the notes about climatic conditions and the necessity for the additive.
Peru: Has no doubts about additives in milk.
Chile: Is happy to go ahead.
Cameroon (2.32):  Several cases where JECFA provided all the cases – if the evaluation took into account of the concerns  of the  African countries….
Markus Lipp: Takes into account the global issue – different conditions – different diets. In this particular case the only function is for proteins not to settle in certain climatic conditions…merely an additive to prevent sedimentations.  Where are the scientific questions?  What convincing needs to happen?
Zimbabwe: The 3 notes alluded to bring even more doubt to the adoption of the standard. Sect 4.2 – the same milk remains even with the additives.
ECOWAS 2.37: This product is intended for many categories of people in the document we want to adopt now.   understanding GMP – it can be used at any level.  We are creating a lot of problems for developing countries in terms of Public Health.
Chair: everything from JECFA is concerned with safety.  Good manufacturing practices – used for a long time. Based on Codex elements.
Mauritania (2.41). There are more worries relating to children.
Paraguay: Supports the adoption.
Cuba also supports adoption. No problem.  If fortifiers are used they must not cause bad effects – industry needs to use good manuals and practice.
Kenya: 2.57. Reserve comment on this. Not clear which climatic conditions this note would apply. Additives may have thickening properties. Can JECFA say climatic conditions?
Markus Lipp, Sec. JECFA: There was uncertainty in the Committee on how to describe climatic conditions. The additive has multiple functions in food – not explicitly mentioned,  except as a stabiliser.
China: Chair CCFA (2.49):  Technical discussions should take place in the technical committee. I didn’t hear so many different voices before. It is up to the Commission to decide or take it back to CCFA. As Chair of committee I’m quite open.
Chair persists in saying it should be adopted with reservations mentioned in the report.

National Health Federation (NHF):
…pause while they elect 3 vice chairs. After the session closes – at the reception  I talked to the Chair and others and about the implications of being seen not to take the concerns seriously and not taking the issue back for another year.
Tuesday – Plenary session 3  
Chair: 4.47:  Before we start any further exchange of views I want to recall the helpful intervention of the Chair of CCFA.
CHINA Chair of CCFA:  Notes the concerns about Trisodium Citrate. Proposes that as the TC has different properties and is only stabiliser,  when we look at the use proposed, CCFA can try to work on a numerical limit for its use – or more discussion on the notes to reduce the potential for its misuse. This would reduce concerns about Para 1.1.1. Para 1.1.2 concerns other fluid milks and is a newly created food category with two different food additives. There is a technical justification for additives for this food category.
EU: We would like to support the proposal just made and make clarifications. This is a sensitive discussion since it relates to food additives in plain milk. Draft provision for trisodium citrate (INS 331(iii)) in FC 01.1.1 “Fluid milk (plain)”
21.The Codex Secretariat introduced the item and explained that the use of trisodium citrate (INS 331(iii)) in FC 01.1.1 “Fluid milk (plain)” had been extensively discussed at several CCFA sessions, and that CCFA had decided to associate the provision with notes 438, 439 and B25, to facilitate its application.
22.CAC42noted the following views expressed by delegations not supporting the provision:
i.The use of trisodium citrate (INS331 (iii)) was not technologically justified and could result in changing the nature of the product and cause in consistencies with the General Standard for the Use of Dairy Terms(CXS 206-1999);
ii.Scientific studies had demonstrated that there was no need to use additives in UHT milk and that currently nitrogen (INS 941) and the food additive group PHOSPHATES were the only additives authorised for use in FC 01.1.1;
iii.Permitting the use of this food additive under conditions of GMP could create public health concerns in infants fed with UHT milk; and
iv.This issue was related to the application of section 3.2 of the preamble to the GSFA and therefore the use of food additives in this FC would mislead consumers as they did not expect milk to contain additives.
23.Delegations supporting the adoption of the provision recognised the scientific advice provided by FAO and WHO and were of the opinion that the use of trisodium citrate in FC 01.1.1 did not constitute any food safety concerns and was technologically justified only under certain climatic conditions.
24.One delegation that supported the use of this food additive considered it necessary to insist on good practices in the food chain bearing in mind risk factors.
25.The Representative of FAO clarified that, taking into account the global diet exposure data, the safety of trisodium citrate had been confirmed by JECFA. Should new information become available, a JECFA re-evaluation could be requested by CCFA.
26.One member stated that it was unclear under which “climatic conditions” Note B25 reading “For use in UHT milk from bovine species to compensate for citrate or calcium content to prevent sedimentation as a result of climatic conditions only” would apply and that further explanation would be needed.
27.In view of the lengthy discussions and difficulty in reaching consensus, the CCFA Chairperson proposed that CAC42 recommend to CCFA to further consider possible solutions, e.g. setting numeric use levels and/or clarifying the notes further.
28. CAC42 encouraged members to actively participate in CCFA meetings so that technical issues could be fully deliberated there.Conclusion29.CAC42 agreed to return the draft food-additive provision for the use of trisodium citratein FC 01.1.1 to CCFA for further consideration.Proposed draft provisions related to FC 01.1.2 “Other fluid milks (plain)” with the technological functions of emulsifier and stabilizer30.CAC42was informed that FC 01.1.2 was a new food category adopted by CAC39 in 2016 aimed at differentiating the use of food additives used in fluid milks other than those specified in FC 01.1.1.
31.Delegations not supporting the adoption of the proposed draft provisions pointed out that:
i.Addition of food additives in FC 01.1.2 with the technological functions of emulsifier and stabilizer could mislead consumers as these additives could also have other technological functions, such as thickener which, for this category, was not justified in accordance with Section 3.2 of the preamble of the GSFA; and
ii.Food products covered under FC 01.1.2 may be used in production of food for children and therefore the use of food additives in FC 01.1.2 should be addressed together with the provisions relating to FC 01.1.1.
32.Delegations supporting the adoption of these provisions were of the view that:
i.These food additives had been evaluated by JECFA with Acceptable Daily Intakes (ADIs)of “not specified” and there had been consensus after extensive discussions at several sessions of CCFA; and
ii.The use of these food additives in this food category is limited to emulsifier or stabilizer only, which was technologically justified and would not mislead consumers.
Conclusion
33.CAC42adopted the proposed draft provisions related to FC 01.1.2 with the technological functions of emulsifier and stabilizer only, at Step 5/8.34.
Costa Rica expressed their reservation to this decision.

81.A delegation could not support adoption of the text as there were unresolved issues on the scope and labelling, and requested that reference to the WHO International Code of Marketing of Breast-milk Substitutes, other relevant WHO documents and relevant WHA resolutions should be included in the scope similar to the Standard on Infant Formula and Formulas for Special Medical Purposes Intended for Infants(CXS 72 –1981).
82.Other delegations supported adoption, while also noting that the issue of cross-promotion required further consideration in CCNFSDU,including from the perspective of determining if such a concept was fully consistent with the international trade rules established by WTO and WIPO. CAC42 noted that all technical comments, including those related to cross-promotion,should be resubmitted at Step 6 in reply to a Circular Letter, for consideration by the next session of CCNFSDU.
83.An observer stated that there was no need for follow-up formula and noted that because of marketing of these products, a provision on cross-promotion was needed
Conclusion
84.CAC42:
i.adopted the proposed draft text (scope, definition and labelling –as endorsed and amended by CCFL), and noted that the last part of section 9.6.4 on cross-promotion would be further considered by CCNFSDU;
and
ii.noted that CCEXEC77 had recalled and reaffirmed the advice given by CCEXEC75 regarding use of references to WHO documents and WHA resolutions.

Ermanda’s Inner Sanctum: Scorpion 3.12 “Ice Ca-Cabes”
This episode is amazing!  The comedy works so well juxtaposed with the highly emotional drama.  I’ve come to expect this when an episode has a 12-14 minute intro that explores the personal storylines and mission setup before the first commercial break.  It showcases Cabe’s role as father and friend to the entire team, especially Walter with whom he has history, and how the team mobilizes to protect one of their own.  Every character does something they wouldn’t normally do and these moments of vulnerability also enlighten them in other areas of their lives.  This episode is another in season 3 that takes good advantage of the 10 pm time slot to the satisfaction of the adults in this fandom.  The content of this episode definitely places it in an elite category for the series.  In my opinion, it matches the cinematic greatness of 2.13 White Out with its content and structure.  This episode also serves as a bridge between the first half of the season and the second and puts the developments of season 3A into perspective.  As always, there are elements (hints and clues) that signal possible future developments and I am intrigued by all of them.  Here are my highlights!
Cabe & The Team
Cabe may be older muscle of the team and is their government handler, but he is definitely more than that.  He has adopted every single person as his own child and shares his life uniquely with each of them.  In return, they do or say things that show their appreciation for him.  Sly agrees to catch a snake (hello Super Fun Sly!); Toby gets emotional and recalls their boxing training days (a moment when they bonded); Quintis, Paige, and Sly (the members of Scorpion in romantic relationships) help him with his new love interest, Allie; and Walter expresses his love for him and deems him irreplaceable despite his “everyone is replaceable” statements at the top of the episode (I see you, Walter!).  He trusts them even when their efforts to save his life have a low chance of success.

His most recent highlighted relationship this season is the one he has formed with Happy.  This new bromance will be called Cappy thanks to Marine (aka. @tesnea​).  They have been spending more time together than usual as they became roommates for a couple of weeks while his home was repaired to remove mold.  Based on Happy’s comments in previous episodes, they have enjoyed each other’s company.  Happy has even changed her vocabulary from all the exposure to Cabe’s lifestyle at times.  He shares his MI-inducing love of meat with her.  Talks about about his happy wedding memories.  Gifts her his mother’s brooch for her to wear on her wedding day.  Happy gets inspired to go through with a wedding because his memories give her that final push. She acts as a wingwoman.  She’s a little sad that he’s going back home.  It all feels like Cabe making memories with the daughter he never had an opportunity to raise.  With the impending Quintis wedding, something tells me that Cabe will be serving a special role in it.  
Then there is Cabe’s longstanding relationship with Walter.  It’s one full of dependence, heartbreak, and forgiveness.  Compared to Paige, Cabe has more experience with Walter’s personality.  He always knows when to give Walter the best advice.  Usually Walter’s life is in danger and Cabe works with the team to save him, but this time it was Walter’s chance to save Cabe again.  This moment of potential loss pushes Walter to verbally express his love for Cabe, creating another triumphant father-son moment between them.  Since this is the first time Walter knowingly utters the words, “I love you,” to the person to whom he’s speaking and the other person acknowledges, I wonder how far he will take this.
Carpe Diem: The Waige Flip
If you have been following my episode reviews, then you are already aware of my analysis on this season’s Waige flip.  Take their dynamic from season 2, reverse it, and you get Waige a la season 3.  Let me quickly reiterate for new readers.  Paige’s journey this season in the Waige dynamic shows her chasing after an idealistic desire instead of a realistic need.  It creates this internal conflict that is confounded by miscommunication as evidenced in episodes 3.05, 3.07, and 3.11.  Walter is making moves to better himself since he faces the potential to lose Paige.  This is interesting considering that the previous year was riddled with him not capitalizing on prime opportunities with Paige.  
Right now she is angry with Walter over his treatment of Tim and, by extension, his departure.  Remember that Walter mended fences with Tim before he left.  Walter apologized for driving him away, but Tim reassured Walter that his departure is a personal choice and doesn’t blame him for it at all.  Paige did not hear this conversation.  The last thing she heard Walter say to Tim was that he would never be a part of Scorpion.  And she suggested that Tim take the new job opportunity after a discussion with Toby that she initiated.  Therefore, her anger is expected since she associates Tim’s departure with Walter’s lack of acceptance.  It all manifests in her words to Walter in the car ride to the hot spring and again at the hospital.  She says some things he needs to hear.  But the way she questions Walter’s emotional potential is an interesting development in the Waige saga.  It's a confirmation that she is blinded by her frustration. Question is: who reveals the missing piece that puts things into perspective for her?
Quintis Teamwork
Happy and Toby always work great together.  Every time I think about how they have used the skills of the other during missions this season, I recall the song, Make Me Better by Fabolous feat. Ne-Yo.

This episode is just another addition to what we’ve already seen in seasons 2 and 3.  And the “I’m proud of you” parallel (thanks @honey41283!) with a forehead kiss… LOVE IT! 
Toby, You Good?
I have to call attention to the foreshadowing elephant in the room.  Toby expresses his desire for more positive reinforcement from Happy in 3.11.  While we know she has done this in the past with her words in pivotal moments, we know she struggles with consistency in the smaller moments.  And then there’s her aversion to PDA in the garage when others are present.  In this episode, he makes a gambling reference to talk about the risks involved in Operation: Save Cabe.  Toby is usually resilient.  When he isn’t, he’s neurotic and overbearing.  He’s always available for quality analysis for his friends.  But who comes for Toby when he can’t help himself?  I smell a Quintis shift. 😉😉😉😉

Growth of Our Robots
Walter and Happy have the lowest EQs compared to the other geniuses.  So it is no surprise that we know more about these two characters’ lives than anyone else in the series - virtues, vices, childhood, parents, love interests, etc.  The emotional growth we’ve seen up to this point is absolutely beautiful to watch, specifically in terms of recognition and public acknowledgement.  Happy’s intent for her Christmas gift to Toby in 3.11 and Walter’s statements to Paige in the hospital in 3.12 take me back to a moment in 2.04 Robots.  They are satisfied by the notion that their genius and reliance on math and science make them emotionally rigid until their choices in a life-or-death situation cause them to admit that more facets of their personality are at play.  Even though Happy and Walter’s emotional growth is highly influenced by the efforts and actions of their love interests, these two characters manage to push one another in a unique and respectful way as friends when they talk about personal matters.  
H: In case we don’t make it out of here, I just want to say I’m not really a robot. W: Thank you for clarifying.  I did know you weren’t made of circuitry. H: We both play a good game of denial.  It might be the one thing where I can beat you, but… right now my dad is up there trying to save me.  A man I’ve been looking for for 25 years.  I just never expected to want to live as badly as I do right now. W: I saved nine sailors’ lives instead of us.  I… supported that act with calculations.  But perhaps there was… some sentimentality attached.   H: And, uh, you let that certifiable lunatic stay in our garage. (chuckles) W: Uh… Maybe we’re changing. Maybe… maybe I’m not a robot either.
So when Walter expresses his sorrow over the fact that his failures are as frustrating as his triumphs in this episode, I can’t help but love him even more!  Seeing Happy yell emotional demands makes me confident in her ability to provide positive reinforcement even though she casts doubt in her overall success.  And here it comes…
