Federal Agency Rejects Developer’s Report That Massive Grain Elevator Won’t Harm Black Heritage Sites
For the second time in six months, a federal agency reprimanded a Louisiana developer for failing to adequately assess the harm that its proposed $400 million agricultural development would cause to neighboring Black communities and historic sites.
In a forceful letter dated Dec. 23, the U.S. Army Corps of Engineers rejected claims by the developer, Greenfield LLC, that its massive grain transfer facility in St. John the Baptist Parish upriver from New Orleans will have “no adverse effects.” The Corps is considering a permit application by Greenfield to build on federally protected waters and has the power to halt the project.
That new report, which the Corps received in November, did not address the agency’s demand that the developer conducts a more complete assessment of how the project could damage historic sites and harm residents of nearby towns, according to the Corps’ December letter.
“The report,” the letter reads, “just doesn’t demonstrate adequate engagement, and that must be rectified.”
A Greenfield spokesperson said our team of respected expert consultants and have done thorough evaluations to consider any and all potential impacts. The statement said Greenfield takes seriously its responsibility to provide regulatory agencies with accurate and complete information consistent with the regulatory requirements.
The Corps’ letter criticizes Greenfield and its contractors for failing to meaningfully consult with people whose lives would be impacted by the dozens of looming grain silos, new rail, truck, and shipping traffic, and pollutants from the facility. It says Greenfield and its consultants have not done enough to account for how the development project might harm communities of color, a requirement under federal environmental justice standards.
“It’s very disappointing that they would continue to double down on the report, that they are still saying there will not be any detrimental effects,” Erin Edwards, who blew the whistle on the earlier report, told ProPublica in a recent interview.

Edwards resigned in late 2021 after her report was stripped of every mention of possible harm to communities or cultural properties, including her conclusion that the area surrounding the development should be listed as a historic district because of its connection to histories of slavery. In internal Gulf South emails obtained by ProPublica, a company manager wrote that it would lose its contract for the report — and could lose future work — if it didn't change the findings.
“Gulf South knew all along that the project would harm the historic plantations there, and they knew that it would hurt the area as a whole,” Edwards said. “There’s no way to look at the evidence and not see that it’s going to be detrimental.”
The Greenfield grain facility has been the target of sustained pushback from nearby communities, civil and human rights groups, and historic preservation organizations, as well as from other federal agencies, including the Advisory Council on Historic Preservation, which oversees national preservation policy. The land where the development is planned sits beside the Whitney Plantation Museum, which serves as a memorial to enslaved people in Louisiana. One plot of land down the river is another unusually well preserved plantation designated as a National Historic Landmark.

Hi everyone! For this week I’ll be talking about this quite, and how it relates to history in nature interpretation. As someone who loves learning about both history and nature, I think this quote sheds light on the interconnectedness between the past, present, and future in natural ecosystems! Nature interpretation involves figuring out the intricate narratives that lie within landscapes, ecosystems, and species, and it often draws parallels between ecological dynamics and human history. 
In nature interpretation, we often look at ecosystems as interconnected wholes, just like how the quote talks about integrity. Each part of an ecosystem contributes to the overall balance and resilience of the system (Beck et al., 2019). Just as the quote suggests that ancient things hold value beyond their age, in nature, we also see how old-growth forests, ancient rock formations, or even long-standing wetlands aren't just relics of the past, but also living records of ecological processes and adaptation throughout history. 
The analogy of the railway station can be really interesting when we think about nature. It's like saying that if we only focus on the present moment, we're missing out on the bigger story. Ecosystems have a history, shaped by years of evolution and natural processes. Ignoring this history limits our understanding of their true significance and potential for interpretation and conservation. 
When we interpret nature, understanding its historical context also enriches our appreciation for nature (Hooykaas, 2024). I know I personally feel a lot more connected to a certain area when I know the history behind it. This knowledge can encourage people to recognize their role in the broader narrative of the landscape, creating a sense of connection and stewardship towards its preservation and sustainable enjoyment (Hooykaas, 2024).
By recognizing how past human interactions have influenced landscapes and species, we also gain insights into the challenges they face today (Beck et al., 2019). For example, studying historical land-use practices helps us understand the impacts of deforestation or habitat destruction on biodiversity. Learning from past conservation initiatives allows us to refine our strategies for sustainable stewardship. By looking at what worked and what didn't in the past, we can develop more effective approaches to protect and restore ecosystems.
Overall, this quote reminds us that nature interpretation isn't just about the present moment; it's about appreciating the historical context that shapes ecosystems. By embracing this perspective, we as interpreters can create a deeper connection to nature in people, and inspire actions that ensure its preservation for years to come.

The list of the 7 Most Endangered monuments and heritage sites in Europe for 2023 has been announced by Europa Nostra, the European Voice of Civil Society Committed to Cultural and Natural Heritage, and the European Investment Bank (EIB) Institute.

The 7 Most Endangered sites for 2023 are Kortrijk Railway Station in Belgium, Partisan Memorial Cemetery Mostar in Bosnia and Herzegovina, Tchakvinji Fortress Zugdidi in Georgia, Sisters’ House Ensemble (former Moravian settlement Kleinwelka) in Germany, Memento Park Budapest in Hungary, Cultural Landscape of Sveti Stefan Paštrovići in Montenegro and Watermills of Bistrica Petrovac na Mlavi in Serbia.

The Executive Vice-President of Europa Nostra, Guy Clausse, stated “By putting these heritage sites on the 2023 list of 7 Most Endangered, we wish to convey a message of hope, solidarity and support to the local communities and activists who are resolutely determined to save them. Together with our partners  we will provide technical expertise, identify possible sources of funding and mobilise our wide network to support their cause and their efforts, which have now become also our cause and our shared responsibility. Let us use Europe’s cultural heritage as a vector for peace, social cohesion and sustainable development.”

Bruno Rossignol, the Head of Programme for Climate and Heritage at the European Investment Bank Institute, added: “Cultural heritage is a key resource for shaping our European identity, without which economic growth is meaningless. This cohesive power is recognised by the EIB which takes heritage preservation into account when reviewing new investment projects or when lending for urban renewal projects, often with a heritage component. On the 10th anniversary of the programme, the sites selected today will once more testify to the cohesive power of cultural heritage and link with the Bank’s mission and activities.”

The Board of Europa Nostra selected the finalists from among the 11 monuments and heritage sites from eight countries previously shortlisted by the Advisory Panel of the 7 Most Endangered programme. The nominations were put forward by member organisations, associate organisations or individual members of Europa Nostra, as well as by members of the European Heritage Alliance. 
The selection was made on the basis of the outstanding heritage significance and cultural value of each of the sites, as well as the serious danger that they are facing today. The level of engagement of local communities and the commitment of public and private stakeholders to saving these sites were considered crucial added values. Another selection criterion was the potential of these sites to act as a catalyst for sustainable socio-economic development as well as a tool for promoting peace and dialogue within their localities and wider regions.

Architectuul is glad to announce that also with our support for the Partisan Memorial Cemetery in Mostar won the attention of ten jury. In light of the promotion of the recent inclusion of the Partisan memorial cemetery in Mostar on the list of the seven most endangered monuments in Europe, Europa Nostra program 7ME 2023, on Sunday 23rd April 2023 starting at 19:00 at OKC ABrašević Mostar will be an opening of the exhibition "Architecture. Sculpture. Memory. Art of the Monuments of Yugoslavia 1945 – 1991."
The organizer of the promotion of the Exhibition  in Mostar is Urban house IDEAA, DESSA Gallery and Architectuul. The exhibition will begin with a conversation with the curators of the exhibition Maja Ivanič (DESSA Gallery) and dr. Boštjan Bugarič (Architectuul).
