#officially left the teaching profession #I’ve been burned out for a long time and now I’m burnt out #like a crisp #I kept trying different grades and different schools and I realized the problem was me #I was done with teaching #And it’s just like. once you’re done you’re done #I’m over halfway done with a masters degree and I’ve already applied elsewhere #Library science babeyyyy #I’ve always wanted to do that and I’ve been looking at it for over a year #knew it was time to leave when I saw my little six year old students and felt…nothing #just a vague sense of irritation #which is HUGE because I used to be so joyous!! in all ways! #and now to feel just a vague irritation and a sense of general masked hopelessness about everything #it’s like my arm has been on fire for a long time and now I finally blinked and put it out #and now my life is finally my own again #plus with the way things are economically and how i couldn’t afford to stay a teacher #and how always it wreaks havoc on my car and finances #it’s an excellent move #I’m actually excited about my life now #because I don’t have to stay in the same place over and over #so I put this up in case anyone else needed to see it #the realization was slow and dawning but then hit by like a lighting strike

Rinkah Bajhiri

Basics-

A.K.A.: Rin, to friends. She’s pretty strict on casual acquaintances and strangers using her whole name.

Nameday: 10th sun of the third umbral moon (which is 6/9, completely accidentally)

Race: Keeper of the Moon miqo’te, 1/4 hrothgar

Orientation: Bisexual and demiromantic

Profession: Mercenary, alchemist

Physical Aspects-

Hair: Very dark green that looks black except in the light. Slightly longer than shoulder length, usually kept braided or tied out of the way.

Eyes: Pale silver, almost white. Reflect light and seem to almost shine even in daytime.

Skin: Grey skin with black tabby markings all over

Tattoos/Scars: Healed gouges across her nose and left eye, several healed stab wounds in her stomach and back, tattered ears

Family-

Parents: Never knew her dad. He was a wandering adventurer who hooked up with her mom and then went on his way. Her mom wasn’t great, but wasn’t terrible. She was mostly just there. Rinkah left her village at 14 and hasn’t seen or heard from her since.

Siblings: None that she knows about

Grandparents: None

In-Laws/Other: Drusilla and the lemures are the closest thing she has to a family. They took her in, saved her from the voidsent that was slowly killing her, and offered her a place in their family.

Pets: Taro the tiny tapir. He sleeps next to her and eats her nightmares.

Skills-

Hand and Land: Rinkah is a very talented alchemist, if a little bit reckless. She was initially self-taught, making medicines, potions and other supplies that she could sell on the streets for less than the official prices. She got caught, but her work was good (and Severian hates menial tasks), so she got hired by the alchemist’s guild. She is also a decent botanist and miner, due to needing to gather her own materials.

Combat: Rogue and reaper. Her skill with her daggers carried her for a decade, until she encountered Drusilla. She recognized that a voidsent had been haunting Rinkah, and offered to teach her how to use it to her advantage.

Hobbies: She really enjoys painting, saving images of places she’s been so she can revisit them in some small way. She also really likes experimenting in the kitchen. She’s always on the lookout for interesting new ingredients and recipes to try.

Traits-

Most Positive: Doggedly loyal to her friends, incredibly professional and keeps her word/contracts with employers

Most Negative: Hot-headed and distrusting. She doesn’t come around to liking folks easily and tends to keep very solid, very high walls up.

Likes-

Colors: Black, mossy green, red

Smells: Fresh coffee, old books, the astringent smell of mixing chemicals

Textures: Well-worn wood, deerskin leather. Her house is full of very solid, cozy things.

Drinks: A nice cup of coffee, whiskey, green tea

Foods: She really loves the food from Doma and Hingashi. Her pantry is full of ingredients she stocked up on the last time she visited. She also really likes Ul’dahn comfort foods, like hearty mushroom stews.

Other-

Vices: Smokes like a chimney, prone to picking fights when she drinks too much. Has experimented with a lot of drugs (especially homemade ones), but doesn’t do any of them regularly

Mount Issuance: She has a motorcycle that she tinkers with sometimes, and an alkonost that she befriended. She was absolutely entranced by him when she first saw him in Kaia’s island paddock, and over time she won his trust. The day he let her climb on his back is a big contender for happiest day of her life.

Been Arrested: Yes, a couple of times. She got caught undercutting the alchemist’s guild and released into Severian’s service, and she’s been locked up overnight a few times after bar fights that got out of hand. She’s tried to stay on the Yellowjackets’ good side after starting work for Jacke, just because she doesn’t want to make any trouble for the rogues.

Tattoos/Scars: Trademark miqo'te markings around his eyes and on his cheeks. No tattoos. Slightly noticeable scar on the left side of his chin and a sizeable gash on the back of his upper left thigh from getting caught by Zenos' blade in Rhalgr's Reach.

Parents: Mother (deceased): X'rennia Reht. A frail woman in life who was unable to provide in any meaningful way to the tribe which was cause for her and her son to be heavily ostracized by many other members of the tribe. Any friends X'vahl made as a child he lost just as quickly when they learned who his mother was. She would lightly chide him whenever he came home covered in bruises and blood after getting into another fight with one of the other children for defending her. "They're not your battles to fight my dear." She would tell him while wiping the blood from his forehead and petting his ears to calm his anger. Father (deceased): X'laenn Nunh. Deeply in love with X'rennia but unable to stay with her due to his duty to the tribe. Instead he chose to do what he could to be a good parent to X'vahl when he could and spent much of his free time teaching him survival skills; such as how to make camp as well as how to hunt and fish and to prepare his catch. X'laenn also had a strong proclivity for music which he shared with his son and even gifted him a handmade instrument for his 12th nameday. Siblings: Elder brother (deceased): X'nez Tia. He only knew X'nez by name and from stories since he passed away before X'vahl was born, having drown while playing in a river one day while X'rennia had glanced away. Stricken with grief from the loss of her first child, X'rennia instilled a deep-seated fear of water and drowning in her second son. Grandparents: Unknown. Others: Children (alive): Twins; a daughter, M'vahren and a son, M'raiel, 13 summers old. Their mother was an M tribe scout and hunter named M'likki Trais who he thought he had fallen in love with at the time. He has not seen them since they were infants and is not allowed to see them for everyone's safety as M'likki hails from a satellite tribe to the main M tribe and the satellite tribe's Nunh was not known for his benevolence to others who would encroach on his tribe's territory or members. Pets: A young fawn who was given the name Flag before he came to care for her. He has yet to decide if he wants to change her name.

Most positive trait: Tries his best to be a calming presence, which has gotten increasingly harder to maintain since becoming the Warrior of Light (the reputation of a godslayer and savior of the star doesn't typically paint one as "calm, warm, and inviting"). His peers however, see him as a lighthearted and sincere person who wears his heart on his sleeve. Most negative trait: Has trouble telling people no when they ask for his help. Also has a tendency to mask his own negative feelings in favor of maintaining his calm veneer for others much to his own detriment. This habit has only become worse since gaining the title of Warrior of Light and becoming publicly recognized almost everywhere he goes.

When he did eventually find himself back in the area, he sought out the farm to check on her. She seemed to remember him and he asked if he could take her back, to which the farm allowed under the condition that she be officially registered with a Grand Company. Been arrested: Arrested once for piracy (by association), detained once in Radz-at-Han during his first visit in his 20s for disturbing the peace.

this one isn't directly linked to my main playlist, but its something i listen to often when writing jayce. considering that a main focus of jayce's league canon is that he desires to be a better person and treat others well despite his instinct to put them down due to his own (self-professed) superiority, there's an inherent struggle in going against his nature to BE that better person. not to mention, after viktor's expulsion from the university and back down to zaun, it notably hit jayce very hard, to the point that he became incredibly reclusive and refused to work with others at all. the lyric "learning how to love life once more" just hits incredibly hard. a big part of jayce's arc is to learn how to love people, not just exist alongside them begrudgingly. it's about becoming a decent person and doing right.

"a quick fix" says this more plainly about jayce than i ever could.

Jayce had seen this kind of reaction before. Most everyone he met had heard the stories of his legendary hammer and his unyielding heroism. They expected grandeur. They expected humility. They expected him to not be a massive jerk. Jayce inevitably disappointed them.

there's an idea of jayce that people have, someone heroic and nice and humble, but jayce just isn't that person. at his heart, he's just kind of a cunt. he's stand-offish and reclusive and while it's clear he does care about the well-being of others, he prefers it be done at a distance. away from him, so he can keep being left alone. so, as someone who cares FAR too much about his characterization, its another note i like to take advantage of for how i write him. jayce cares about people. jayce isn't really a bad person. he's kindly in the sense that he'd help you, but mean in the sense that'd he'd probably call you an idiot for getting in that mess in the first place. he's not a grand superhero, he's just a guy. one of my favorite things to write, is jayce just figuring out how to be that guy amongst others, and learning to be happy alongside them.

Vivian Irene White-Marbury (March 11, 1900 - July 29, 2000, was an educator and one of seven Founders of Sigma Gamma Rho Sorority, Inc. She was the last surviving founder of Sigma Gamma Rho Sorority, Inc. She attended Abram C. Shortridge High School and the Indianapolis Normal School. She and the other sorority founders viewed education as the most important instrument of racial autonomy, social justice, economic opportunity, and upward mobility. She received a BS from Butler University and an MS from Columbia University. Her professional career included teaching at Morehouse College, Director of Practice Training of teachers from Butler University, Indianapolis University, and Indianapolis State University. She taught in the Indianapolis school system for nine years. She taught in the Indianapolis school system for nine years. She organized Public School 87, which grew from a 4-room portable school to 18 rooms and 24 teachers, where she was principal for 39 years until her retirement in 1967. A significant event in 1991 centered on her who was featured in the Indianapolis Star, a daily newspaper in the Indianapolis community. During an interview with staff reporters from the newspaper, she indicated that the Seven 1922 members formed an organization of teachers dedicated to bettering the profession, but it broadened its scope to become more involved with young women, youth, and the furthering of their education. She outlived all her beloved friends, colleagues, and co-founders, and numerous chapters depended on her oral history accounts, astonishing memory, and intellectual integrity. Gates McFadden is back on board the Enterprise

Last year, at the end of the first season of “Star Trek: The Next Generation,” Trekkies learned from their newspapers that Gates McFadden (a.k.a.Dr. Beverly Crusher) would not return to the show. Many, pardon the pun, were crushed. And surprised.

And so, says McFadden now, was she. Although the official announcements stated the red-haired actress had left the series to “pursue other career options,” she maintains, “I got a call from my agent saying they had decided to go in another direction with the character. And that was literally all I heard. I was very surprised. And my fellow cast members were also surprised.”

SHE WAS EQUALLY surprised, she says, when she got a call asking her to return for the third season of the hit syndicated show.

“I'm very happy. It’s very nice to be back,” she grins during a break from “Trek” shooting on the Paramount lot in L.A. Dressed in the body-hugging uniform of Enterprise crew members, she adds, “I gave some careful consideration to thedecision (to return), But overall I was very pleased to be asked back, and I had certainly missed working with my fellow cast members.”

She professes no bitterness about the situation. In fact, she says, “If you asked me if I'd change anything about the past year, I'd say ‘no.’"

McFadden, whose primary residence is New York City, returned to Manhattan when her first “Trek” stint ended. She had already committed to perform in a play on the East Coast, and when that ended, she took up her pre-"’Trek” teaching post in acting and improvisation at New York University's Graduate School of the Arts. Despite the fact that she became incredibly busy, she says, "Star Trek” was never completely out of her life.

“I had incredible support from the fans,” she reveals. “When people found out I wasn't going to be on the show, I got tons and tons of letters, They were sending me copies of letters they sent to Paramount, letters they'd written to the producers, even petitions, And they kept it up over the whole year, I even had ‘Trek’ fans who flew hundreds of miles to come see me in my play.”

Like her fans, McFadden is fond of her Dr. Crusher character. "I think it’s a really good choice to have a doctor or high- ranking officer that's also a mother,” she notes. 

“ALSO, BEVERLY CAN be romantic. I like that. Because my own mother was a working mother all my life, and she was able to handle a lot of things at once. And I would hope that by the 24th century (the time frame for “Star Trek") it would be even easier.”

McFadden, who's single, reveals she has a hard time maintaining balance in her life off screen, “It’s hard to have a personal life and such a busy professional life,” she says. “It's very hard. I think that’s something I'm going to have to address more and more in coming years. For instance, I'd love to have children, But up to now, I've traveled a lot, lived in a lot of places.”

McFadden grew up in Cuyahoga Falls, Ohio, where she trained at an early age to be a dancer. One of her teachers was a ballerina, and the other, she says, had been in the circus, “I grew up thinking most ballerinas knew how to ride the unicycle, tap-dance and do handsprings,” she laughs.

She continued her dance studies when she attended Brandeis University although by this time she had gained an interest in acting as well, After graduating with a B.A. in theater arts, McFadden traveled to Paris, where she studied under Jacques LeCoq, a specialist in acting combined with mime, Commedia dell Arte and improvisation. It was LeCoq, she says, who first recommended her for teaching positions in the U.S. 

SHE HAS SINCE combined teaching and acting duties with additional work as a choreographer and director, "Sometimes I worry that my career is not focused enough,” she smiles, confessing that she still tap-dances in her spare time for relaxation. “On the other hand, I think, the combination is good, After all, that's who I am.”

She'd like to combine a little more of her experiences in her "Star Trek” stint. "I'd love to get in more comedy, to take advantage of my background. I've done all this clown stuff. I would also love to show more of Dr. Crusher's vulnerability. She's a little imperfect in her private life."

Dragon Ball Super, potential arcs

If the anime ever comes back, people already assume they would cover the manga arcs of Moro and Granolah

And probably adapt the movies Broly and Super Hero

But that’s two main arcs and two smaller arcs (the movies wouldn’t be that long even when broken into episodes and the anime fleshing out certain moments)

And don’t know if that would be enough for a return imo

So I’m going to brainstorm ideas to help justify a return as well as just have fun

Android 21 arc

Yeah adapting the Dragon Ball FighterZ story

Mostly the Android 18 version

I don’t think the reviving of the villains will go over as well but the general premise can work

Android 21 makes this wave ray thing that nullifies most of the energy in the world making Goku and co nearly powerless

And without doing the player's soul thing maybe Bulma makes a device like a bracelet that allows them to use some of their ki but it takes a while to make each one so they do need to solve the problem

Along the way the team consists of all the z fighters

Android 21 has a similar story with 18, 17, and a new 16 then her body splits into the good half and bad half and goes from there

Can be a fun arc to level the playing field as now Yamcha could hypothetically beat Vegeta now

Plus depending on how they handle the ending Android 21 could join the Z fighters as she is a fan favorite

Edit: watched DBS: Super Hero

Since she is now officially the wife of Gero and 16 would be her son and Hedo her great? Grandson

Could have some connection with Hedo and Gamma 1 depending on the placement of this arc as before 21 could meet Hedo her grandson

After Hedo can help against 21

Xenoverse arc

This can be handled in a lot of ways

But I’m mainly focusing on the Trunks, SKOT (Supreme Kai of Time), and Fuu aspect from Xenoverse 2 bonus content

In my ideal version, this would be the Trunks that left to join the duplicate of him and Mai in their timeline and through time shenanigans the timelines are fine and Trunks can ask Goku and co to help against Fuu

Can be the repeat of the Future Trunks/Zamasu/Goku Black arc as it’s incorporating Trunks again but this time has a god/Kai approval

Don’t know the details as it would need to be altered a bit to fit the anime as they didn’t do the multiverse stuff the games do

Maybe incorporate the other universes like Jirens 11 or the unknown ones like 1

Edit: realized this is a lot of the Heroes plot so maybe just find a way to connect them somewhat officially

Dragon Ball Online stuff

I don’t know too much about the game but I know it had a lot of stuff that Toriyama helped add that could make its way into canon in some version

Like Tien already has his dojo which was the idea that was first in the game

Some ideas I had without going into detail as these can be one episode “fillers”

Krillin’s dojo, has a dojo similar to Tien for the new turtle and crane schools to exist

Ms. Buu, Buu wants a companion and creates his wife Ms. Buu so can see that happening as even in Xenoverse he just creates kids so some form of Buu having a Major family can work

Gohans book, Gohan writes a book about Ki control that spreads and has many people learn about ki including Mr. Satan, probably more of a post-Z time but can at least get started here plus it ties into his Scholar profession and how he taught Videl in Z

Goten and Trunk different paths, Trunk takes up the sword and is a swords master and Goten with martial arts so they grow in those aspects, in Online they eventually teach so maybe build that idea for the future

Namek on earth, for whatever reason namekians are on earth in DB online and they’re not just descendants of Piccolo and Dende

This could work as Namekians are friendly with the Z fighters and they just need water to live but don’t know what impact it would have

So that was the adaption stuff

Now for my original off-the-wall ideas

Android 8 upgrade, somehow Android 8 gets an upgrade and can compete against the z fighters but is used for evil or something, if Hedo can make androids capable to fight Gohan and Piccolo then anything is possible lol

Adapting some Z movie villains:

Turles and the tree of might, another Saiyan that survived kinda like Tarble but his fruit of the tree of light gives him a power boost capable of actually fighting the Z fighters

Lord Slug, evil namekian can be old yet super powerful like Moro and gets his youth back

Cool Cooler, instead of just Freiza again, I think Cooler could be what Frost was acting as but being a good guy but he has a villain he needs help defeating or something

Janemba is just a pretty strong alien with a good power set, Janemba could take a lot of hits in the bigger form and had the teleport portal blade attacks in his more iconic form

Lastly, the one people are mixed on but for the most part, want

Redo GT

This would have to be after the Z of Dragon ball so it's not likely but if they do go past the end of Z

Black star dragon balls

Just needs fine-tuning, as its main problem was that it was too long leaving it to have a lot of bad episodes,

Plus it can give Universe 7 more world building

Baby saga

Can mostly be the same but obviously more modernized and fix the issues it had

The body-snatching idea was good alone and then adding the backstory was solid on its own

Super Android 17

Kára was the aunt of Adalet and the oldest sibling of Heimdall, being just 6 minutes older than their middle sibling, Brage. She served as a Valkyrie for New Asgard from when she was 25 until she vanished after Ragnarok. She was considered cold-hearted by her fellow Valkyries but was praised for never running from a fight. However, she was known for disobeying orders and received the most disciplinary action out of the Valkyries.

When Adalet first arrived, Kára and her were close as the woman wanted to teach her niece how to fight in hopes that she might become a Valkyrie. She had even gotten Adalet a rag doll that resembled the little girl with a mini Valkyrie outfit for it to wear. After Adalet's kidnapping, the girl was too traumatized to leave her fathers' sides. Kára didn't know how to deal with a traumatized child, especially not her own niece, so she and Adalet drifted apart until the girl couldn't even remember how they used to play Valkyries together.

During Ragnorok, Kára had been personally asked by ex-king Henrik Dahl to protect his dying wife, Sylvie. Kára initially followed the order until she saw how intense the battle was outside the palace. Craving a fight, she abandoned her post, allowing Sylvie to be killed by the enemy.

Kára also had no issue leaving her fellow Asgardians to die on the battlefield if they looked hopeless. She left many injured people to die who otherwise might have lived if she had helped them. She had even left Adalet on the gods' pavilion with an arrow in her stomach. However, Kára's reason for leaving her niece to die differed from the others.

Ever since Adalet had been taken and forced to fight in Illegal Hybrid Fights, Kára was convinced that her niece's life would involve nothing but pain and suffering. She believed Adalet would never be able to thrive being born an illegal hybrid, as most die at a young age if they survive the birth at all. So Kára considered leaving Adalet on the pavilion with the potentially fatal wound to be a mercy killing. She believed that she was freeing her niece from a life of suffering when in reality, Adalet was thriving, but Kára had never bothered to try and rejoin Adalet's life to see that.

No one knows this, not even Adalet, Heimdall, Brage, or her mothers. Kára took the secret to her grave.

After Ragnorok, Kára went into hiding to try and find a cure for the fire tumours. Seeing the pain and sadness the war caused New Asgard showed Kára that she needed to do something to redeem herself. So she dedicated her life to finding a cure, and after years of hard work, she almost had the cure; it was just missing an Earth-exclusive ingredient to complete it.

And so Kára travelled to Earth to find the final ingredient. But there she was confronted by Henrik Dahl, who sought revenge for his wife's death. Henrik lured Kára to the Mirny Mine with fake promises of wanting to help her with the cure after he found out how and why she came to Earth. Once at the mine, Henrik managed to get Kára's sword away from her and wasted no time impaling her straight through her heart. Even after she died, Henrik slashed and stabbed her body, leaving a permanent mark of his hatred toward her.

In general: The story of Ben and Brendon (Ben is the name of the teacher who teaches the profession that I came up with, since I do not know his name, here will be information about his name and we will call him that. )

Ben and his parents were emigrants who did not have civil rights, the reason why their parents came to England was that they were taken from their native country and forced to work in a mine, mom and dad just met in the same mine, Ben's mother with Brendon, was from the Sahara, and his father was from tropical Africa. Anyway, they fell in love with each other and decided to supply everyone to live a normal life. After they escaped, they had to hide from the state and sell illegal substances in order to live somehow, still hiding their race under a lot of clothes. But despite this, they still found a place where they could live well, and it was a group of white people who wanted blacks to be considered as the same people, settling in a house that was in the most abandoned alleys. Soon, when Ben was 14 years old, Brendon was born, but suddenly the state still found the very house in which blacks lived, white people were put in prison, and all adult blacks were shot because they escaped from the owner and now had no right to life. The black children were distributed to different places, someone to the mine, someone to someone's family as a servant, and Ben was sent to an orphanage with Brendon who was not yet a year old. There, of course, children and adults bullied and humiliated Ben, and the babysitters did not feed and even left Brendon outside on a cold night. Ben was the only one who cared for his younger brother. Later, all the children from the children's home were sent to work at the factory, all the children were beaten there, but Ben got the most, then because of a trifle, then just for nothing, so easy, to have fun. Ben was beaten on the back with a whip with salt, on the hands and feet with a twig, slapped in the face and other wounds and bruises. Soon, when Ben turned 18, and Brendon was 4 years old, then people fought racism and blacks officially became part of citizenship, Ben took his younger brother and were already registered as one of the citizens of England. Ben had to change jobs a lot in order to somehow feed himself and his brother, but he had to leave his younger brother with the neighbors and work almost 24/7 in the office. At the moment, the young man has to establish a relationship with his younger brother, since they were not very good. Although he's not very good at it.

Ukrainian farmer comes up with novel way to demine his fields (Reuters) A Ukrainian farmer has come up with a novel way to remove mines left in his fields after Russia’s invasion—he’s kitted out his tractor with protective panels stripped from Russian tanks and operates it by remote control. Oleksandr Kryvtsov, a general manager at his agricultural company, decided he couldn’t wait for help from overworked official deminers to clear his field. Instead, he designed a remote-controlled tractor that could withstand blasts. Using armour from damaged Russian military vehicles to protect the body of his tractor, he bought a system that would enable one of his team to operate the tractor remotely from a digger’s bucket suspended in the air nearby. “We ran over an anti-tank mine. Hunger Strike Death (Foreign Policy) The Israel Defense Forces (IDF) and Gaza militants exchanged fire on Tuesday following the death of a high-profile Palestinian prisoner in Israeli custody. Khader Adnan, a political leader of the Palestinian Islamic Jihad militant group, died early Tuesday after an 87-day hunger strike to protest his arrest and indictment on charges of incitement and membership in a terrorist organization. Adnan is the first Palestinian prisoner to die from a hunger strike since 1992. Hunger strikes have become an increasingly common tactic used by Palestinian prisoners to protest their arrests and detentions, and Israeli officials in the past have released prisoners undergoing hunger strikes when their health conditions became life-threatening—including Adnan himself. Conservative estimates suggest more than 500 people have been killed, with more than 4,000 wounded. The numbers arriving at crossings in neighboring Chad and Egypt are in the tens of thousands, but Filippo Grandi, head of the U.N. refugee agency, said his operation and its partners were anticipating an influx of some 800,000 people should the conflict continue. Banana artwork eaten by Seoul museum visitor (BBC) A South Korean art student ate a banana that was part of an installation by artist Maurizio Cattelan, saying he was hungry after skipping breakfast. The artwork called “Comedian”, part of Cattelan’s exhibition “WE”, consisted of a ripe banana duct-taped to a wall at Seoul’s Leeum Musuem of Art. After eating the banana, the student, Noh Huyn-soo, taped the peel to the wall. The museum later placed a new banana at the same spot, reported local media. Wilfredo M. Catu vs. Atty. Vicente G. Rellosa (A.C. No. 5738) February 19, 2008

FACTS:

When Elizabeth C. Diaz-Catu and Antonio Pastor ignored demands for them to vacate the premises of a property owned by Wilfredo M. Catu, Regina Catu, and Antonio Catu, a complaint was initiated against them in the lupong tagapamayapa of the barangay. Atty. Vicente G. Rellosa, as punong barangay of Barangay 723, summoned the parties to conciliation meetings. When they failed to arrive at an amicable settlement, he issued a certification for the filing of the appropriate action in court. Thereafter, Regina and Antonio Catu filed a complaint for ejectment against Elizabeth and Antonio Pastor in MTC (Metropolitan Trial Court)-Branch II of Manila. Because of this, Wilfredo M. Catu filed an administrative complaint claiming that Atty. Rellosa committed an act of impropriety as a lawyer and as a public officer when he stood as counsel for the defendants (namely Elizabeth C. Diaz-Catu and Antonio Pastor) despite the fact that he presided over the conciliation proceedings between the litigants as punong barangay.

In his defense, Atty. Rellosa claimed that on of his duties as punong barangay was to hear complainants referred to the lupong tagapamayapa of the barangay. As punong barangay and as head of the lupon, he heard the complaint of Regina and Antonio against Elizabeth and Pastor; and he performed his task with utmost objectivity without bias or partiality towards any of the parties. However, Regina and Antonio filed the ejectment case because the parties were not able to amicably settle their dispute. It was then that Elizabeth sought the legal assistance of Atty. Rellosa, and he acceded to her request.

Atty. Rellosa handled her case for free because she was financially distressed and he wanted to prevent the commission of a patent injustice against her. After evaluating the contentions of the parties, the IBP-CBD found sufficient ground to discipline Atty. Rellosa. Despite of presiding over the proceedings for conciliation, he represented Elizabeth and Pastor in the ejectment case filed against them by Regina and Antonio. In the course of the proceedings, he prepared and signed pleadings including the answer with counterclaim, pre-trial brief, position paper, and notice of appeal. By so doing, Atty. Rellosa violated Rule 6.03 of the CPR (Code of Professional Responsibility).

Furthermore, as an elective official, he contravened the prohibition under Section 7(b)(2) of R.A. No. 6713 (Republic Act No. 6713). Lastly, he also violated Canon 1 of CPR.

ISSUE:

According to Wilfredo M. Catu, Atty. Rellosa violated Rule 6.03 of CPR. He also violated Section 7(b)(2) of R.A. No. 6713.

RULING:

Atty. Rellosa cannot be found liable for violating Rule 6.03 of CPR. As worded, that rule applies only to a lawyer who has left government service and in connection with any matter in which he/she intervened while in said service. The Supreme Court ruled that Rule 6.03 prohibits former government lawyers from accepting engagement or employment in connection with any matter in which they had intervened in said service.

Atty. Rellosa was not covered by this provision because he was an incumbent punong barangay at the time he committed the act complained of. According to the Supreme Court, “governors, city mayors, and municipal mayors are prohibited from practicing their profession or engaging in any occupation other than the exercise of their functions as local chief executives. This is because they are required to render full-time service. On the other hand, members of the sangguniang bayan may practice their professions, engage in any occupation, or teach in schools except during session hours.

Unlike governors, city mayors, and municipal mayors, members of the sangguniang panlalawigan, sangguniang panlungsod, or sangguniang bayan are required to hold regular sessions at least once a week. Since the law itself grants them the authority to practice their professions, engage in any occupation, or teach in schools outside session hours, there is no longer any need for them to secure prior permission or authorization from any other person or office for any of these purposes. Moreover, since punong barangays and members of the sangguniang barangay are excluded from any prohibition, the presumption is that they are allowed to practice their profession. According to the Supreme Court, “this stands to reason because they are not mandated to serve full time.” In fact, the sangguniang barangay is supposed to hold regular sessions only twice a month. Accordingly, as punong barangay, Atty. Rellosa was not forbidden to practice his profession.

However, he should have procured prior permission or authorization from the head of his department as required by civil service regulations.
