anthy could be using her magic shenanigans to make the chairman ill so akio can play god longer/permanently, being a little creepy/passive aggressive for various reasons, etc,
but if kanae is just being paranoid and blaming anthy for everything, if we consider the role of the rose bride (to divert the swords of hatred from the prince), does that mean kanae doesn’t want to marry akio, but since she can’t hate him, she diverts it all to his little sister instead?

So, there're some theories going around that Kanae once was a Black Rose duelist but due to Akio's ability to erase and alter memories she forgot about that. Some go even further speculating that this is another reason why Anthy despises her so much on top of being enraged that yet another person doesn't get at all that Akio is terrible. Another additional theory speculates that Kanae could've been in the first duel including female duelists.
Out of this I fabricate my pitch for a duelist-Kanae-story: Utena as a story is so brilliant because already in episode one the issue of "girls are as capable as guys!" is just a stepping stone in discussion how actually the emulation of a hierarchical power system will keep people miserable. But what if Kanae's story stopped at "girls can do it too!"?
What if the first female duelists had to overcome high hurdles to be respected as duelists. What if the promise to be respected was only given under the condition of participating in the duels? What if Kanae and her possible others duelists were hindered or had too much of a tunnelvision to realize all the implications of the reality behind the power of Dios?
Perhaps Kanae and Anthy had a blossoming friendship in which Kanae fantasized vividly about her gaining the power of Dios would mean that by the virtue of being a girl, Anthy would finally find safety in female support. Maybe Anthy silently, faintly hoped that yes maybe girls would be more gentle with each other. (Against all previous exclusion and bullying, maybe the reason why she's disdained is because of so much unwanted male attention?)
Meanwhile Akio seduces Kanae, and puts ideas in her mind: Once the duels are over and her deed done, she could be happy with him. At the same time, a little ambitious voice in Kanae is wondering, if she ever won, how much she could create with the power of Dios...
What if the girls would actually be played against each other because there can only be one person attaining the power of Dios. Maybe there even girls who look down upon Anthy because she's so passive, not getting out of her misery herself. All Anthy would need to do is to duel herself. Why isn't she doing it then?! Some female duelists turn against each other because they either see themselves as exceptional, not as weak ask the other duelists, surely not as weak as the Rosebride. Others have given up on trying to negociate, they're convinced their vision alone will benefit all other girls best.
But in the end, what they don't realize is that the power of Dios was never theirs. The end culminates in Kanae being almost drunk with joy to come out as final duelist, the Rosebride would finally be treated fairly, with the power of Dios she would install fairness in the social dynamic within Ohtori. But Akio takes her sword, Kanae in shock finds herself in the dress of the Rosebride. Kanae witnesses in horror Anthy's martyrdom, cries when Akio breaks her sword, and realizes way too late that freedom was never in the cards for neither her nor Anthy, nor for anyone else.
Reset.
Kanae's first day of highschool begins. Her mother and father introduce her to the new chairman. She's smitten. Has she seen that handsome face before? Girls are jealous of her but also admire Kanae for such a good match, going on dates with such a galant man. If only their parents would arrange such dream matches. A year later Kanae's parents announce that they plan to engage her Akio. Such a charming, good-looking, capable, a promising man should join the family, what a good match he would be to her good looks, education, and status. Akio is so dreamy, handsome, and gallant. But why is Kanae feeling nervous then? Marriage right after highschool, how young and beautiful she will look in that dress... She can't remember if she'd had any plans, well concrete plans after graduation... Does marriage mean she can still go to university? Would Akio restrict her to maybe travel a bit? And the she gets introduced to Akio's little sister, silent, closed-off, smiling, smiling, smiling, smiling, smiling, never looking at her, smiling. Kanae will marry after graduation, that is certain. That will be good, her friends, her family, everyone tells her how what a good catch she made.... Why is she not happy then? That constant doubt, maybe she should get counseling.
