Over the years, Sgt. Slaughter has headed several teams of GI Joe operatives. The first of these was the Renegades, a group of three misfits hardly fit for duty, who he turned into bona fide soldiers to make use of on 'off the book' missions. The Renegades consist of ex-football player Red Dog, former circus strongman Taurus, and ex-Cobra Viper Mercer. Their base of operation is a secret location codenamed "The Slaughterhouse". His second team built on this success. The idea was, if he could turn a group of goons into Joes, what could he do with a team of actual Joes, given the time? The result of that work was the Marauders, and was highly successful in its anti-Cobra activities. The Sgt. Slaughter's Renegades three-pack was first released as part of the sixth series in 1987. GI Joe: Remixed, The Internal Structure of GI Joe

Technically, GI Joe's proper name is the United Stated Special Missions Force, and it is counted as a separate branch of the military.

In charge are Gen. Austin, who as of the present day is one of the Joint Chiefs, and Mr. Clancy, who provides civilian oversight and reports directly to the President. Prior to the death of Gen. Flagg, things were a bit looser since they were still working out the kinks. Operational command, however, belongs to Gen. Hawk, who tends to shuttle back and forth between the Pentagon and the Pit, (he generally avoids the USS Flag since technically Adm. Keel-Haul outranks him* and he feels uncomfortable giving him orders; Keel-Haul thinks it's funny as hell). After Hawk comes Duke, who is official Second-in-Command (he doesn't mind giving Keel-Haul orders, which the Admiral also thinks is funny). Third-in-command is shared jointly by Scarlett and Flint (Keel-Haul actually makes a whole routine about standing at attention and saluting every time he lays eyes on 'em). After that comes the "team leaders", which is an ad hoc term for Joes trusted to be in charge of other Joes; these include Adm. Keel-Haul, Stalker, Sgt. Slaughter, Sgt. Savage, Lt. Stone, Lt. Falcon, Beachhead, Chuckles, Ace, Cutter, Deep Six, Heavy Duty, Breaker, Doc, and Roadblock, among other others (I wanted to include Grid-Iron, but was voted down on the basis of his being too silly to actually exist). Some of these lead specific units (EG Sgt. Savage and the Screaming Eagles, Breaker and the "Tele-Joes"), while others just boss around other Joes generically. Below the Joes proper are fobbits and civilian experts, some of whom get to stay on more-or-less permanently and have codenames of their own (EG. Bottom Line and Spreadsheet, who are accountants, or Teamster, who handles their transportation**). Below them are the Greenshirts, personnel from the various other services who are recruited on a temporary basis as necessary. The Greenshirts also have a secondary purpose as, a means of allowing the Joes to monitor potential recruits, which means that every now and then, a Greenshirt is given the option of joining the Joes permanently rather than returning to his previous assignment. Those who accept are Rawhides; they get a costume and a codename, and they belong to Beachhead. The overwhelming majority of Rawhides wash-out, more or less evenly by those who can't handle Beachhead's training and quit, and those he fails. Periodically, a Rawhide will clearly have the skills to be a Joe, but have attitude problems (I mean, more than the standard Bunny-Ears Lawyer nonsense that many Joes have) that previous COs let slide because of said skills. If Beachhead thinks they may be salvageable, they are sent to the Slaughterhouse. So far Sgt. Slaughter has a 100% success rate of turning these jackholes into proper Joes without actually killing them, though he needed a bit of help (provided by Sgt. Savage) with the guys who eventually became the Screaming Eagles. Part of his training process does tend to involve taking them into combat with him; given that it's not clear if he's actually allowed to do that, they're called the Renegades. Note that several Renegades went on to be part of Sgt. Slaughter's more official sub-unit, Slaughter's Marauders. Again, it took awhile for this system to take shape. Obviously, none of the original line-up of Joes*** went through a turn as Greenshirts, which is often jokingly held over their comrades' heads. That said, officially, there is no rank difference between the original team and those came later. Officially.

Final note: even though Cobra is a terrorist organization and captured Vipers and such aren't subject to being treated as PoWs, Hawk insists (and Gen. Austin and the late Gen. Flagg backed him up) that they treat them as such, and no "enhanced interrogation" is happening on his watch. Because to all three of GI Joe's Generals, it's not enough to beat Cobra on the field of battle; this is a war for the very soul of the world, and if they have to turn their back on the ideals of democracy and human rights to beat Cobra, they might as well just let Cobra win.

*Hawk is a Major General, O-8. Keel-Haul is a Vice-Admiral, O-9. **Real name: Honda Lou West, a version of the character who showed up in the second Sunbow animated miniseries, The Revenge of Cobra. ***Hawk, Duke, Breaker, Scarlett, Snake Eyes, Clutch, Grunt, Grand Slam, Flash, Zap, Stalker, Short-Fuze, Steeler, Roadblock, and Rock'n'Roll; that is to say, the canonical originals plus Duke and Roadblock.
