Erebus
Anyone vaguely aware of Warhammer may know that pretty much everything is horrible for almost everyone involved. Erebus is responsible for a surprisingly large amount of it.
His horrible crimes started when he was boy, back then he wasn't even called Erebus. When she was a kid he already was known to be such a horrendous kid that his parents told him to be more like their neighbour's boy: Erebus. His response was to kill the original Erebus and steal his identity.
After this he joined the space marines under command of another man named Lorgar Aurelian. Erebus, in this time, followed the chaos gods, a set of four gods who pretty much rule over hell/afterlife. The chaos gods are very malevolent and Erebus was very much okay with that as long as he got what he wanted from that. Erebus used his position to slowly corrupt his lord Lorgar to follow chaos as well, and after that he corrupted Horus (another lord of another group of space marines) with a poisoned knife and magic gained from the chaos gods. This kickstarted the Horus Heresy: a galactic civil war in the imperium which culminated in the death of the emperor of mankind and a large group of the imperium falling to chaos and causing irreparable damage to the imperium at large. Meanwhile Erebus never stopped scheming to gain more power. Backstabbing and turning on friend and foe alike if it would gain him more power, sadly never getting what he deserves.

Tbh, there's so much to tell about him, I'm kinda at a loss where to start and what to tell here. This is gonna be very rambly, so, sorry lol.
So. All For One. He's the Evil Bitch Supreme. He does awful, evil, terrible things for his own profit (and also for fun), he's completely unapologetic, he's fully self-aware, he knows that the things he's doing are evil. In fact, he's doing all that heinous shit on purpose. He's being evil quite literally on purpose. Because he's playing a character. His favourite comic book villain, to be exact, and essentially is trying to write a 'fix-it' fanfic where his blorbo wins into reality. I'm not gonna go into how exactly he operates, his parasitic nature, his extremely weird and complicated relationship and obsession with his younger brother (that's a whole other can of worms), just gonna talk a little bit about his overall personality.
Unlike other villains in the story, he avoids being humanised. He doesn't want to be humanised. His face is hidden from the readers for 3/4 of the story. His real name is unknown. He glorifies and takes power in the idea of being dehumanised, being just a villain, just a monster. But knowing MHA's themes - no one is inherently a villain. There is no 'inhuman' monsters. They are all very much human. His villain persona isn't just him playing a character, it's more than just him playing a character - it's a form of escapism. So what is he escaping away from? What would force someone to go that far into their own escapism? What would make someone feel that being seen as a monster is better than being seen as a human?
He believes that a person's destiny is defined by their quirk, and that everyone are characters with roles and paths they cannot stray away from. And in his mind, he's also the one who defines those roles and writes the narrative for them. Shigaraki Tomura (Real name: Shimura Tenko), his pupil and 'successor' (whom he kidnapped at the age of 5 and groomed into this 'Shigaraki Tomura' persona for 15 years, btw), is essentially his OC that he based on an evil and obedient version of his late younger brother and that he later tries to quite literally self-insert himself into. And he applies that to himself, too. His villain name is the name of his quirk. He even implies a few times that he is a bit of a kleptomaniac when it comes to quirks, and that he cannot help it because it's HIS (quirk's) nature. In fact, any time someone does not follow his narrative, and acts outside of the little box AFO put them into in his own mind, he goes absolutely livid, shaking, crying, shitting himself, because they're breaking his Immersion the story that he's writing. By trying to be not just the writer, but also the main character and the main villain, he inserted himself into the story, and became bound to it's rules. And if there's a rule in this story, it's that all villains are just people. The further we go, more and more glimpses of his humanity are being shown, despite him desperately trying to hide away that he's just a weak, pitiful person who chose to perpetuate the cycle of abuse done to him and other meta-humans during the Emergence of Quirks era.

runs a fake pregnancy clinic where he drugs the patients and steals babies for the above mentioned ritual. also kept a demon in the basement of the clinic that Eats People
got one of his tenants possessed on purpose so she would kill her closest friend (player character)

Kichimura:
During his introduction, he was presented as a soft spoken character who worked as an investigator, but it is later found that he used such behaviour as a disguise in order to trick and manipulate his collègues in order to kill them and used them as human shields. He tries to manipulate everyone around him in order to ensure his end goal, which is to marry and have kids with Rize (who is his half sister) and destroy the entirety of Japan. At the start of the story, he dropped a bunch of steel beams on top of her because he wanted to try keep her to himself. 
This action indirectly affects the main character’s (Ken Kaneki) leading him to become a half-ghoul, which follows into a life full of torment for Ken. Later in the story, he found Rize’s body and used it in order to create a new race of ghouls called the Oggai.  He uses these Oggai to completely overwhelm Kaneki as they keep attacking Ken’s wife and unborn child, which leads to Kaneki adapting a huge, monstrous form, whose “tentacles” go all around Tokyo, destroying buildings and killing people. The chemicals let out by this muscle mass, end up turning humans into ghouls, which Furuta enjoyed because this was his plan all along. 
While he does a bunch of other fucked up stuff throughout the story (such as overthrowing his father from the commission he worked at as investigator and killing him), the reason of why I believe him to be well-written is because, Furuta, a human born with ghoul blood, has a time limit on his life as he could only live until 30, and would be unable to lead a normal life as ghouls are conditioned to eat humans and are unable to consume anything else. His father would use Rize in order to continue their bloodline and there was nothing he could do about it, which is why he decided to aid in her escape from the place they lived in, so she could enjoy freedom. Even if Furuta had moved on from Rize, he still couldn’t live a normal and fulfilling life because the world would not allow a ghoul like him to live peacefully. Knowing his empty life and the time limit on it, Furuta decides he wants to rid himself of his family and the society that both oppress him, even if it ultimately meant his death. In the end he reveals, that all he ever wanted was a normal life, and before that he had once said, that what he really wanted was “super peace” but internally knew it could never be achieved for someone like him. 
Grimmora:
 Extreme spoilers for the game here, but at the end, she deletes the entire game aka where all of these sentient characters are, and the world slowly deteriorates around you. It's for a good cause, but she still ends a world.

Elktaur:
He hated himself being a centaur and believed that if he were human his life would be perfect. He cut off his antlers while doing research and then separated himsel into a human and an elk. Turns out both halves posessed the same level of intelligence as a full centaur. 
His human part proceeded to decieve the love of his life and get literally everything he ever wanted while his elk part watched from the shadows in despair, until it finally turned into a monster whos only goal was to terrorise the world so that everyone felt as much pain as he did. 
Horrible war broke out, and instead of choosing to end it (if one half dies the other does too) his human part desided to play the hero battling against elk's minotaur army without any intention to make it all stop.
Elktaur was later confronted, put back together and executed by his love. 
Gustavo
Don’t get me wrong, he was one of the better criminals in the series—looking at YOU, walter—but he has done some pretty terrible things in the name of vengeance.
He frames this young man and manipulates a bunch of people, but he’s fair when it comes to deals and such. He’ll betray people only if they betray him first.
Also, the friendship between him and Mike and Jesse was really nice. You get the sense that they’re the only two that really cared about Jesse, ironically. (Minus badger, skinny pete and his girlfriends. But they didn’t know the extent of what Jesse had done.) Even knowing how Jesse was sent to kill Gus they still liked?? Him??? 
It’s revealed that Gus is a criminal with morals—he won’t harm children as they have nothing to do with gangs. Unlike some people.
It’s also shown that Gus did all those bad things to take revenge against this kingpin for putting a bullet in his partner’s head many years ago. That’s why he’s downright vicious towards people in that same gang.
The viewers are able to understand Gustavo’s motivations but at the same time not agree with what he’s done. Definitely morally superior than most other criminals there, but still irredeemable. Well written guy! He was supposed to be a side character but the actor was so good that he was a major antagonist on the show.

Content warning for discussion of sexual abuse, incest between adult siblings, domestic abuse, and misogyny. 
To be clear, I am only talking about Cersei as she exists in the book series, not in Game of Thrones. 
Here’s the short version. Long version under the cut. 
 A sympathetic victim of misogyny in a way that modern real women will find relatable despite her living in fake medieval times with magic
 Despite being a sympathetic victim, she’s loathsome and unquestionably a villain
 Has people exiled, murdered, tortured, and made victims of human experimentation for as little as being inconvenient for her plans
 Driven by love for her children and desire to protect them but ends up being abusive in an effort to control them
 Thinks she’s the grandest mastermind in the world and feels completely untouchable only for her plans to fall apart catastrophically 
Cersei is perhaps one of the best female villains of all time as far as writing goes. Her story is sad and uncomfortably realistic even for real women in the current age. She’s the twin sister of Jaime Lannister. Growing up, they looked so similar that they could even trade places. Cersei always saw them as two halves of one person. Until they hit puberty and everything changed and she was confronted with the reality of being female. She believed herself to be the smartest and most competent of her siblings but was continuously treated as lesser by her father and others because she’s female. Her fate was to be wed to a man of her father’s choice. This turned into a bitter kernel of envy that permeates Cersei’s entire being. She envies the privileges awarded to men and desperately wishes to prove that she’s better. She idolizes her father, once one of the most powerful men in the country and perhaps the most brilliant strategist in the series, despite his mistreatment of her. She’s promised a marriage that actually does excite her only for the father of her would be groom to unexpectedly reject the proposal. She watches as this man is wed to another woman. And then, on top of that, she watches as this man falls in love with a third woman and starts a massive war that ends in the deaths of the would be groom, his wife and kids, the third woman, and his father, ending the reign of his family. 
Finally she is married off to the man who killed her would be groom and assumed the throne. He was handsome. She was the queen now. She could have loved him. But on their wedding night, when they got into bed, he whispered the name of… the third woman, the Helen of Troy. She hated him, and he hated her. He was never gentle with her. Her physically abused her. He was a wretched king. Cersei knew she would be a better ruler so she envied him too. And she couldn’t understand for the life of her why he would hurt her. That tormented her. It all tormented her. Here she is, a woman who is said to be the most beautiful woman in all the land, desired by all, and yet love escapes her. Here she is, cunning and intelligent, yet she can never hold the same positions of power as her twin or her father, just because she happens to be female. And she desperately wants to understand why. Once her husband is dead and their kids (not really her husband’s kids; their father is Cersei’s twin brother) are too young to truly rule, she grasps at the power she’s been deprived of all her life in every way she can. She sleeps with a female friend of hers and hurts her intentionally, trying to understand what her dead husband felt, why he hurt her, but gets no thrill out of this. 
She uses her charm as a way to try to reach for this power. Because she cannot be a man, she views being a beautiful woman a consolation prize. She sleeps with at least three men to manipulate them into getting what she wants but fails to realize the position of vulnerability this puts her in until it’s too late and it becomes one of the things that undoes her. She fails to realize that appealing to the sexual desires of men does not actually empower her, which so beautifully parallels the struggles many modern women, at least in the US experience. 
The true tragedy of her desperation is that she has a sense of inevitability about it. She received a prophecy as a young girl that has loomed over her head ever since. She was told that she would be queen, but that all of her children would die, that there would come a younger and more beautiful queen who would take away all that she holds dear, and that her ultimate demise would come at the hands of her little brother (which could be her twin as she was born first, or Tyrion, their other brother). She goes to extreme lengths and uses the power she’s attained (or thinks she’s attained) to prevent this from happening, growing increasingly desperate as her first child dies at the hands of Tyrion (or so she thinks), with her actions becoming more and more extreme, committing atrocity after atrocity with a false sense of untouchability as she watches the prophecy come true in spite of everything. 
That mostly summarized why I think she’s so well written, so let’s cover some evils she’s committed that I didn’t mention already. 
Pushes her childhood friend down a well because said friend knew about her prophecy (childhood)
Abuses her younger brother Tyrion and makes his life hell in general (childhood and throughout her life)
Orders that a little girl’s pet wolf be killed because a DIFFERENT wolf bit her son (who deserved to be bitten)
Holds said little girl hostage because she had been betrothed to her eldest son and allows him to abuse her horrifically. The betrothal is later broken but she continues to hold the girl as a hostage. When someone comes up with a plan to remove said girl from the castle to somewhere she’ll be safe and happy, she thwarts this plan and weds the girl to her brother Tyrion. She is 12. He is 25. 
Any time anyone inconveniences her even a little, she deals with them in a host of colorful ways. She might 1. Have them sent to the night’s watch, which is the lifelong community service option in a freezing and unforgiving region, offered as an alternative to execution 2. Simply have them murdered by one of them she’s sleeping with or 3. Offer them up to her favorite mad scientist for human experimentation 
Her bodyguard is killed by a terrible poison. A different family in the country wants his head because said bodyguard is more evil than Cersei (won’t get into it). She wanted her little mad scientist to save him, but 1. He couldn’t and 2. She needed to send the head. So she had his head removed and sent off but had her mad scientist fuse a helmet to his head and resurrect his body. This one is actually more badass than evil tbh
Is abusive towards her children in her efforts to control them to prevent the prophecy from being fulfilled
Orchestrates a complex plan to have the bride of her second son, the new heir to the throne, found guilty of adultery, which is treason when committed against the king, and executed (women cannot join the night’s watch). This involves a great deal of manipulation and torture
I think that covers it for Cersei’s greatest hits. She’s a tragic victim of misogyny and manages to be very sympathetic while also being loathsome for being so cruel and evil. She’s an incredibly complex character and definitely the most well-written evil female character I’ve encountered. 
Ballas:
This absolutely terrible awful man creates sooo many problems just because he REALLY misses his ex-wife. Who he killed because she wanted to not murder the children aboard the Zeroman 10-0. He torments his Ex's adopted children, manipulates a completely unrelated woman, Natah, into being a copy of his ex-wife, and then rats out his entire society to her dad (who is a massive evil robot) when she breaks up with him over the emotional abuse. Aside from that, he also forcibly mutated some random guy into a mute war machine and then forced that guy to kill his own family. And that's just the cliff notes of the backstory, we haven't even gotten to the actual events of the game yet!
Ballas first shows up to ''''''convince''''''' the player character's mother figure, The Lotus/Natah (it's a very long story), into going back to her shitty biological family. In reality, he manipulated and kidnapped her, but the player didn't realize this because of his gaslighting. The next time he shows up is after the player reconstructed Excalibur Umbra (the guy who had to kill his own son) where he gets way too cocky that the Tenno won't kill him. They do, specifically by giving Umbra the will he needs to impale him. Now, if Ballas was respectable, he'd die here, but instead, The Lotus/Natah shows up and gets him medical attention.
the next few cinematics are dubiously canon due to retcons, but what can be picked out is that The Lotus/Natah has been coming to her senses and has been avoiding him. Her brother, Erra, supposedly took over looking after him, but he's easily manipulated and is basically Ballas' cool little murder pet (It can be interpreted that part of why Erra was so easily manipulated was because he has a crush on Ballas that Ballas is using to his advantage, but Erra is also just kinda a pushover). At some point, Hunhow (Erra and Natah's father) starts to realize that Ballas' gross gaslighting and manipulation reflect how Hunhow treated his children, and Hunhow drops all contact with the murder robot forces, leaving Erra (and by extension Ballas) to inflict wanton damage and destruction. 
With Hunhow's loose moral code out of the picture, Ballas starts turning Natah into a living battery so that she's weak enough for him to properly manipulate her. He convinces Erra that it's for the best, and also starts taking over the Origin system with freaky mind-control masks. He forms Narmer, an empire based on mind control and a likely butchered version of the murder-robot's religion.  When the player comes to rescue Natah, he decides that now is the time to enact his sick sense of 'revenge' (that, might I remind you, is actually against a different woman that Natah NEVER EVEN KNEW) by making her watch him impale her adopted child before tossing them both into the Void.
luckily, an alternate version of the player character (there are alternate timelines in this game but that's unrelated) saves Natah from death and nurses her back to health. However, before she's fully recovered, Natah goes on a trama-fulled murder attempt, meeting Ballas on the mothership and attempting to kill him. It doesn't work, as Ballas gaslights and berates her into submission again, but the player character is here to remind Natah that hey, she really doesn't deserve to be treated like this, and also she ISN'T that woman that he killed and undefined amount of time ago! Finally, Natah is able to overcome his abuse and chuck his ass into the sun. during this scene, it's also revealed that he's going to use the sun to power a trip to the Tau Centi system and he somehow spins the imminent destruction of the sun (and therefore all life in Origin) into Natah's fault. This man is nasty. 
I hope this is the sort of awful blorbo you are looking for! Some of this is my personal interpretation of the game, but I swear the rest is canon and happens in-game.

This guy needs HELLA SPOILER TAGS, I suggest using "GAA spoilers" "GAA2 spoilers" and "Chronicles spoilers"
This evil bastard is a Plot Twist Evil Bastard who spends the first part of the duology he's in being besties w/the protag, but one of my friends who's good at picking up on toxic behavior called him out Right Away on his selfish "friend" behavior. He's OBSESSED with murdering this one guy to an absurd unhealthy degree, it's been his life's mission since he was like 14. Right from the start he only compliments his friend's lawyer skills & tries to talk him into being a lawyer so that he can trick his friend into defending him after he kills the guy. He's so obsessed with killing this guy that he joins an assassin organization and agrees to kill a SECOND guy JUST so he can get up-close to the first guy. And then he almost does. And then he decides it's easier to obstruct justice & try to get the dude he wants dead executed for a murder he didn't commit instead of stab him, so he does that instead. He's just this bloodthirsty little gremlin bastard running around obsessed with revenge against a guy who was only doing his job. .He never considers other people's feelings, he doesn't even pay enough attention to his sister (who loves him so much that she chose her career to always be by his side) enough to recognize the name of the protag in her favorite books that she talks about all the time. I think the only thing that could disqualify him is that he realizes he's driven away all the people in his life (and some other things happen) & it makes him realize he wants to learn how to be a better person so he DOES end the duology at the beginning of an unseen redemption arc, we do see him understanding his sister a little better & giving up his sword bc he doesn't trust himself with it, but all the way up until this right at the very end he's an evil bastard, he's selfish, he's bloodthirsty, he doesn't care about anyone except murdering this one guy.

Henry Stanford
Kills the father of the main character (Richard)'s future wife while disguised as him. Stalks, blackmails, manipulates, and sexually assaults Richard to convince him to become king, therefore securing his own power as his advisor. Worsens Richard's self-loathing "Demon" complex for his own benefit. Tells somebody that Richard killed her husband and gets her to target him for revenge. Gets pissed at Richard for sleeping with his own wife. Or trying to. Gets pissed at Richard for not sleeping with his wife also. (Really for finding out their son is illegitimate, but like. Come on.)
Gets Richard to the throne only to realize he's obsessed with him and wants him all to himself; probably gets him pregnant, and then tries to kidnap and imprison him. Starts an uprising to pull Richard from power when Richard refuses to run away with him and be his housewife. Gives himself up as a war prisoner and gives Richard no choice but to execute him, instead of going into hiding like Richard set up ample opportunity for him to do. Somehow is still charming and complex enough that Richard is genuinely in love with him despite all of this. I have a lot of feelings about him including both "I get why he turned out this way" and "I want- No, NEED to feed him into a woodchipper". He's also just a bitch and loser all around. Fucking guy.
Martin Whitley
Martin Whitly from Prodigal Son! He's the worst but you kind of can't help but like him anyway. He's also played by the same guy who plays Aziraphale in Good Omens and it's amazing how good and natural he is in both roles, whether he's being creepy or nice. Do I believe Martin Whitly is being the best dad he can be? Of course! Do I believe he's a ruthless murderer who would not have stopped killing without being imprisoned? Also yes. He's very scary.

Pukin:
Pukin is a princely magical girl with the power to change people's minds with her sword.
She used to be a powerful General but was sent to prison after brainwashing and torturing innocents to get false confessions out. She is blind to her own wickedness and believes herself to be completely righteous with no faults, and that any action she takes is completely necessary. She has a quick and violent temper when opposed or disrespected, and cares for no one but herself and her girlfriend. With her sword she can make anyone she wants also believe that she is righteous, which makes her a force to be reckoned with.
I believe she's based on the actual Witchfinder General as well? Which I think is cool. She uses her power in a lot of ways you wouldn't really expect at first, which makes her extremely interesting to read (like her pricking herself to make her believing she can't feel pain, etc). There are many more examples but I don't want to spoil everything cool about her just yet :9
Azula:
do I even need to explain she is so evil and everything she does is “I am going to do something unspeakably horrible to you and your friends” (-Zuko) but she is also a very young teen which is also reflected in her actions and her character is just so well written

Zenos:
I would like to submit Zenos Yae Galvus from Final Fantasy XIV (spoilers btw). While he's done truly terrible things, his only real goal in life is to find an opponent that can push him to his limits so he can truly feel alive. Naturally that opponent is the player character, the Warrior of Light. After his first fight with you, Zenos dedicates his existence to having a rematch with you. After getting called out by one of your allies, he realizes that the only reason you haven't accepted his repeated challenges up to this point is because you're busy stopping the literal apocalypse. After coming to this realization, he comes to your aid at the very edge of the universe. Once the threat is dealt with, he challenges you once more. You accept, and the two of you push each other to your limits, leaving both of you on the cusp of death. The only reason you survive is because you have allies that care about you, while Zenos is left to die alone.
Zenos serves as not only a narrative foil for the Warrior of Light, but even to some extent a foil of the player themself, as he talks about hunting prey that gets more and more dangerous, similarly to how many players push themselves to take on the hardest content in the game.
Airy:
He essentially killed and psychologically tortured a bunch of people. His reason is pretty empathetic. He died and lost every sense of himself. It doesn’t excuse his actions but it does make him an interesting character.

Pukin is a princely magical girl with the power to change people's minds with her sword.
She used to be a powerful General but was sent to prison after brainwashing and torturing innocents to get false confessions out. She is blind to her own wickedness and believes herself to be completely righteous with no faults, and that any action she takes is completely necessary. She has a quick and violent temper when opposed or disrespected, and cares for no one but herself and her girlfriend. With her sword she can make anyone she wants also believe that she is righteous, which makes her a force to be reckoned with.
I believe she's based on the actual Witchfinder General as well? Which I think is cool. She uses her power in a lot of ways you wouldn't really expect at first, which makes her extremely interesting to read (like her pricking herself to make her believing she can't feel pain, etc). There are many more examples but I don't want to spoil everything cool about her just yet :9
Azula:
do I even need to explain she is so evil and everything she does is “I am going to do something unspeakably horrible to you and your friends” (-Zuko) but she is also a very young teen which is also reflected in her actions and her character is just so well written

Shes like, really evil, and a murderer, and is working with an evil eldritch fear god, and she indirectly helped end the world, and she set herself on fire in front of her ex girlfriend, and she was a terrible person before said fear god got a hold of her anyway, and she permanently disfigured the protagonist, and she's like really evil
but i love her and i think shes silly

Wrote so many tragic endings that came true that the townspeople cut off his hands to stop him from writing. So he built a machine so that he could continue to write from beyond the grave! This machine locks the entire town into a fairy tale dystopia that he haunts in his after life.

He's so evil, he's blown up children, and killed a lot of people. But also, he's such an amazingly written character, balancing perfectly with Dazai, who is like the good version of him with how similar they are in both thought process and looks. He is a terrorist with plans of ridding the world of all evil, which to him is people with abilities. He has no mercy, and manipulates everyone around him. Needing to be constantly in control of people, or else he refuses to be near them, since he lacks trust.
