Like did they just think Fou was her Imaginary friend?

Mmhmm. I haven't seen anyone talking about this too. U Olga just freezes up when Chaldean appears. Do you mean the wavelength comment? I'm waiting to know the clarification if she picks up how people feel about her in particular or in general to her proximity. I had assumed was the former, and her remark was about being ignored, but could also be the latter which has implications.
If assuming is the second scenario, Chaldean has no mental wavelengths she can detect and freaks her out (asking if that's an actual living organism- and Servants count in this because she picks them up from Nemo Marine), it means he actually is: empty of feeling or is he blocking her passively? But even so, assuming is the first circumstances, absolutely no feelings toward her is frankly weird too. Mandy wondered Chaldeans' nature earlier too, he mistook him for a Servant and then concluded he isn't. Former Beasts (other than the mascot Fou), assuming is Goetia of his demon gods, well, they do return as Servants.
