Think Covid’s Messed Up Your Travel Plans? Try Getting Into China. Leave your partner and children behind. Quarantine for up to a month. Get inoculated with a Covid-19 vaccine from China, if you can find one. And prepare yourself for an anal swab. For the past year, people trying to go to China have run into some of the world’s most formidable barriers to entry. To stop the coronavirus, China bans tourists and short-term business travelers outright, and it sets tough standards for all other foreigners, even those who have lived there for years. The restrictions have hampered the operations of many companies, separated families and upended the lives of thousands of international students. Global companies say their ranks of foreign workers in the country have dwindled sharply. At a time of strained tensions with the United States and other countries, China is keeping itself safe from the pandemic. At the same time, it risks further isolating its economy, the world’s second-largest, at a moment when its major trade partners are emerging from their own self-imposed slumps. “When it comes to measures that draconian, you are going to disenfranchise people who are big China fans and are not allowed to return to the country they have made their home,” said Alexander Style, the British owner of a Shanghai-based company that makes electric vehicle parts for export, who has been forced to relocate with his family to New Jersey. Other countries have their own travel restrictions, though few are as tight. The United States, for example, bans foreigners traveling directly from China unless they are green card holders or certain immediate family members of American citizens. It also bans foreigners leaving from Europe, as well as Brazil and other countries. Australia lets in just a few hundred of its citizens and permanent residents each day, while Japan has barred the entry of foreign workers and students since late December. In China, officials regard travel limits as crucial to their success in containing the virus. Since the outbreak started, China has reported more than 101,000 Covid cases. Although questions have been raised about the accuracy of the numbers, they are far lower than in the United States, where 29.8 million people have tested positive for the virus. China’s strategy reflects its strengths as well as its weaknesses. China was the only major economy to grow last year. It knows businesses will find a way to keep their Chinese operations running, with or without expatriates, and it is betting that they will come back when the pandemic eases. At the same time, China’s restrictions highlight the inadequacies of its vaccine rollout, which has been slow compared to those of the United States, Britain and other countries. Foreign executives think China is likely to be one of the last countries in the world to fully reopen, perhaps as late as next year, after the Beijing Winter Olympics in February. China’s restrictions will mean significant delays in building large factories or winning sales orders, according to business groups. In recent days, Chinese embassies in at least 50 countries have said that foreigners wanting to enter China could avoid some visa paperwork by taking a Chinese-made Covid-19 vaccine. The government has presented the rule as an easing of its visa application procedures. But it does not help travelers from countries like the United States where Chinese vaccines are not available. “It’s kind of a Catch-22,” said Jeff Jolly, who has been stuck in the United States since July after leaving Shanghai, where he runs a language training center and academic consultancy. In a statement, China’s foreign ministry said: “We believe this is a meaningful exploration of facilitating international travel once mass vaccination has been achieved.” As deadlier and more infectious virus variants appeared in other countries in recent months, China introduced onerous new requirements. At the end of last year, it essentially stopped allowing anyone to bring a spouse or child into the country. Since January, travelers arriving in Beijing from countries with severe outbreaks have had to endure weekly anal swab tests while in quarantine, with fecal material tested for traces of the virus. The measure prompted indignant complaints from the United States and Japan. Last month, the government announced that foreign and Chinese travelers coming from more than two dozen countries would have to do two weeks of employer-supervised quarantine overseas before they were even allowed to fly to China. Then, after landing, they were expected to spend two more weeks at a government-managed quarantine facility. Updated March 21, 2021, 3:14 p.m. ET The number of foreign business managers in China has slumped. A survey of 191 businesses in southern China by the American Chamber of Commerce found that 70 percent had fewer than five expatriate employees in China at the end of last year, compared to 33 percent a year earlier. The proportion of companies with no expatriates had surged to 28 percent, from 9 percent a year earlier. Mr. Style, the owner of the electric vehicle parts company, said that the Chinese visa process now favored big companies that contribute a great deal of tax revenue, not start-ups like his business. He said he had settled down in the United States — his wife is American — and did not plan to return to China any time soon. The foreign ministry said China’s re-entry policy “treats all foreign personnel equally, and there is no so-called differential treatment.” China’s restrictions have been compounded by decisions on visas and entry requirements that can seem arbitrary to those trying to return. Glyn Wise, who had been teaching English literature at an international school in Shanghai, was able to get a work visa from the Chinese Embassy in London in October. But the agency that helped prepare his application told him later that Chinese border officials would not acknowledge the visa. “A lot of the times they would change the rules about who they were accepting,” Mr. Wise said. He said he was looking for job opportunities outside China. But many others are still hopeful, and some have organized campaigns on social media to draw attention to their plight. Nearly 13,000 international students being kept out of China signed an online petition urging Beijing to allow them to return, while others launched a Twitter campaign called #TakeUsBackToChina. Amanuel Tafese, an Ethiopian student enrolled at a university in the southwestern Chinese city of Chengdu, said he had tried taking his lessons online since being shut out of the country early last year. But he had to rent space to do so, because there is no electricity or internet access at his family’s home, 280 miles from the capital, Addis Ababa. Mr. Tafese says he cannot find a job, because he has no degree, and is relying on his father’s small income to support himself. “All this made me depressed,” Mr. Tafese wrote in an email. China’s tough restrictions, including its recent ban on dependents, have also exacted an emotional toll on some families who have been forced to live apart for months, in some cases more than a year. In February of last year, Jessie Astbury Allen took her two young daughters to England to wait out the outbreak as it swept across China, hoping they would reunite with her husband in Shanghai by Easter. It was a plan she would come to regret. “I knew in my gut we were doing the wrong thing, but it was too late,” she said, weeping, as she described how she felt upon landing at London’s Heathrow Airport. Like many parents coping with a lockdown, Ms. Astbury Allen has had to juggle the demands of her daughters’ online classes with her job as the China director of a marketing and strategy company that helps foreign brands sell in China. In late September, the government announced that people with expired residence permits could return to China after applying for a visa. Ms. Astbury Allen rushed to apply for one in October. But by the time she reached a visa center, the rules had already changed. China announced on Nov. 4 that it would temporarily suspend the entry of foreigners from Britain, even if they had visas or valid residence permits. It described the move as a “temporary response” as cases of Covid-19 surged in Britain. The situation has left Ms. Astbury Allen feeling overwhelmed. She worries most about the trauma this separation is inflicting on her daughters. Her 12-year-old, Livia, became depressed and hid under her blanket, refusing to come out of her room for three days. When Mae, her usually cheerful 7-year-old, saw her mother crying last month, she became very upset and emotional, Ms. Astbury Allen said. “I said, ‘Do you miss your dad, honey?” said Ms. Astbury Allen. “And she said, ‘Yes,’ and I said: ‘It’s OK. The world’s most powerful passports for 2021

(CNN) — The days of strolling into an airport, flashing a passport, then hopping on a flight to wherever one likes are, for now, a distant memory.

The Covid-19 pandemic has transformed the travel landscape, potentially for decades to come.

Countries all over the world are entering fresh lockdowns, but even when restrictions do lift, it’s likely that mandatory vaccination before air travel may soon be a necessity.

The Henley Passport Index, which periodically measures the world’s most travel-friendly passports, has just released its latest report — and an analysis of what might lie ahead.

Japan is top of the list

Asian citizens continue to have the world’s most powerful travel documents.

The index doesn’t take temporary restrictions into account, so Japan is once again top of the leaderboard, offering visa-free or visa-on-arrival access to 191 destinations around the world.

Singapore is in second place (with a score of 190) and South Korea ties with Germany in third place (with a score of 189).

A little further down the top 10, New Zealand is in seventh position, with visa-free access to 185 destinations, while Australia is in eighth place, with access to 184 destinations.

This APAC dominance is a relatively new phenomenon in the 16-year history of the index.

The United States, the United Kingdom and EU countries traditionally ruled the roost but, reports Henley & Partners in its release, “experts suggest that the APAC region’s position of strength will continue as it includes some of the first countries to begin the process of recovering from the pandemic.”

Coronavirus case numbers are currently rising steeply in both the US and the UK, with the UK being the center of a fast-spreading new variant.

The temporary travel restrictions related to this mean that — while the the UK and United States are placed seventh on Henley’s list — the reality is that US passport holders are currently able to travel to fewer than 75 destinations, while UK passport holders have access to fewer than 70.

Japan holds the top spot for 2020.

The unstoppable UAE

There were relatively few high-profile visa agreements between countries during 2020 — with the United Arab Emirates being a notable exception, says Henley & Partners.

The UAE signed several mutually reciprocated visa-waiver agreements last year, including an historic US-brokered agreement establishing formal ties with Israel and granting citizens of each country visa-free access to the other.

The UAE how holds 16th place on the ranking, with visa-free/visa-on-arrival access to 173 destinations. That’s an incredible rise from its position back when the index began in 2006, when the country was placed 62nd, with access to just 35.

‘Every person for themself’

“Just a year ago all indications were that the rates of global mobility would continue to rise, that travel freedom would increase, and that holders of powerful passports would enjoy more access than ever before,” says Christian H. Kaelin, chair of Henley & Partners and inventor of the passport index concept.

“The global lockdown negated these glowing projections, and as restrictions begin to lift, the results from the latest index are a reminder of what passport power really means in a world upended by the pandemic.”

In terms of future global mobility, we shouldn’t expect a return to pre-pandemic patterns, says Parag Khanna, author of “The Future is Asian” and founder and managing partner of Singapore consulting firm FutureMap. It might no longer be the case that nationality alone will open doors.

“Even for still-powerful passports such as Japan, Singapore, South Korea, and members of the EU, additional protocols will be required to re-attain relatively frictionless mobility,” says Khanna.

“Today’s youth are socially conscious, environmentally aware, and less nationalistic — all of which makes them potentially the most mobile generation in human history. They herald a seminal shift in mobility from being every country for itself to being every person for themself.”

Henley & Partner’s list is one of several indexes created by financial firms to rank global passports according to the access they provide to their citizens.

The Henley Passport Index is based on data provided by the International Air Transport Authority (IATA) and covers 199 passports and 227 travel destinations. It is updated in real time throughout the year, as and when visa policy changes come into effect.

Arton Capital’s Passport Index takes into consideration the passports of 193 United Nations member countries and six territories — ROC Taiwan, Macau (SAR China), Hong Kong (SAR China), Kosovo, Palestinian Territory and the Vatican. Territories annexed to other countries are excluded.

Its 2021 index puts Germany at the top, with a visa-free/visa-on-arrival score of 134.

Premium Passports Lose Their Shine in a Post-Pandemic World As parts of the globe cautiously begin to open up, the focus is on what travel freedom and global mobility will look like in a post–Covid-19 world. Last week the EU released a list of countries whose residents would be allowed entry into the bloc from 1 July based on coronavirus-related health and safety criteria. Included on the welcome list are Australia, Canada, Japan, and South Korea that traditionally score highly on the Henley Passport Index. The actual ranking of all the world’s passports according to the number of destinations their holders can access without a prior visa. However, in a move perceived as a stinging rebuke for its poor handling of the pandemic, the US was notably excluded from the list, as were Brazil and Russia. Although not reflected in the latest ranking, which does not take temporary travel bans into account, it is eye-opening to consider what travel freedom currently looks like for the holders of once-prestigious passports. For instance, before Covid-19, the US passport usually ranked within the top 10 on the Henley Passport Index in 6th or 7th place, with its citizens able to access 185 destinations worldwide without requiring a visa in advance. However, under the current EU ban, the picture looks starkly different. US nationals now have roughly the same level of travel freedom as citizens of Uruguay (included on the EU’s list of welcome countries), which ranks 28th on the index, with a visa-free/visa-on-arrival score of 153. In another striking inversion, the US’s dramatic decline in passport power means that Americans find themselves with a similar level of travel freedom usually available to citizens of Mexico (25th on the index, with a score of 159), current travel bans notwithstanding, albeit temporarily. This is one of many extraordinary shifts in passport power caused by the temporary pandemic-related bans. Brazilian passport holders, for example, find their passport strength greatly diminished. The country usually ranks highly on the index ¾ most recently placed 19th, with a visa-free/visa-on-arrival score of 170 ¾. Still, the loss of access to the EU means Brazilians currently have roughly the same extent of travel freedom as citizens of Paraguay (36th on the index, with a score of 142). Without taking the various travel bans and restrictions into account, Japan continues to hold the number one spot on the Henley Passport Index with a score of 191. Singapore remains in 2nd place with a score of 190. Germany and South Korea are in joint-3rd place, each with a score of 189. Both Japan and South Korea have been included in the EU’s list of ‘safe’ countries. While Singapore has been excluded, which means Singaporean passport holders currently have far less travel freedom than their closest competitors on the index, which is based on exclusive data from the International Air Transport Association (IATA). Dr. Christian H. Kaelin, Chairman of investment migration firm Henley & Partners and the inventor of the passport index concept, says the EU’s recent decision will have far-reaching effects. “As we have already seen, the pandemic’s impact on travel freedom has been more drastic and long-lasting than initially anticipated. This latest decision by the EU indicates that there is more upheaval to come. Look at the US passport. For example, ¾ in 2014, it held the number one spot in the world on our index. US nationals currently have far less travel freedom than most citizens of other wealthy, industrialized nations and even of some less-developed nations, being effectively locked out of Europe. We see an emergence of a new global hierarchy in terms of mobility, with countries that have effectively managed the pandemic taking the lead, and countries that have handled it poorly falling behind.” Immigration controls in US and UK tighten amid calls for co-operation While the US looks set to be significantly affected by the EU’s latest decision, it has issued stringent immigration controls of its own over the past few months. Greg Lindsay, Director of Applied Research at NewCities, says that the Trump administration’s temporary suspension of all work visas will have far-reaching effects. “The executive order, signed on the 22 June, will bar as many as 525,000 foreign workers from entering the country for the rest of the year.” As Lindsay points out, this decision is only the latest salvo in White House aide Stephen Miller’s years-long campaign to curtail worker visas, arguing that they harm employment prospects for Americans. In the UK, the pandemic’s effect on mobility has also been severe. Robert McNeil, Deputy Director of the Migration Observatory at the University of Oxford, says that the almost complete cessation of international arrivals into the country has generated serious challenges for industries that have become dependent on seasonal migrant workers from the EU. McNeil says that despite public attitudes around immigration softening, the Brexit process has not slowed down. “In May, the government pushed through the new Immigration Bill, paving the way for a new ‘points-based’ immigration system. The new restrictions would prevent many people from becoming key workers in the UK in future. Around half of the EU citizens currently in key worker positions in the UK would not meet the new salary and skills thresholds required to move to the country from 2021.” Changing priorities in a transformed world As premium passports lose their shine in a post-Covid world, experts suggest that the crisis is likely to make international mobility more restricted and unpredictable in the longer term. “Even as countries open their borders, it is expected that numerous governments will use epidemiological concerns as a justification for imposing new immigration restrictions and nationality-targeted travel bans that will mainly be aimed at citizens of developing countries,” says Prof. Dr. Yossi Harpaz, Assistant Professor of Sociology at Tel Aviv University. Noting the recent decision by the EU with respect to the US and other countries, Harpaz says, “The passports of both developing and developed nations stand to decrease in value, at least temporarily. In such uncertain times, global demand for dual citizenship and investor visas is expected to increase.” Discussing the impact of the pandemic on global migration trends, Charles Phillips, researcher and consultant for Oxford Business Group, suggests that environmental health concerns could become a priority for those seeking alternative residence or citizenship. “We can expect places that are governed well and better equipped to deal with pandemics to become destinations people will seek to move to. Just as health considerations will more strongly influence travel choices, we may see those acquiring alternative residence or citizenship placing a greater emphasis on a country’s health policies when deciding where to reside.” Dr. Juerg Steffen, CEO of Henley & Partners, says the growing demand for additional residence and citizenship options comes as no surprise. “We have seen extraordinary upheaval over the past few months, with many certainties falling away. For investors and their families, having second citizenship or an alternative residence is an even more precious asset than ever before, as concerns over access to first-rate healthcare, global mobility, and quality of life take on a new urgency. In turn, investment migration programs provide invaluable economic security to the countries that offer them. As we enter the worst recession since the Great Depression, a small country like Montenegro, for instance, is better equipped to weather the storm. The Deaprtment of Home Affairs has finally announced the new skilled occupation list for the new regional visa subclass 494 which will replace the 187 RSMS visa from 16 of November 2019.

This specific visa requires employer sponsorship and the position must be likely to exist for at least 5 years. Applicants must be younger than 45 years old, have competent English, Regional Certifying Bodies advice and must meet the Australian market salary rate. Visa applicants must have a suitable skills assessment and at least 3 years’ skilled employment in order to apply for Permanent Residency.

New Regional Visas of Australia to Start on 16th November- Find out the Key Benefits

Australia has already announced to start two new regional visas towards the end of this year, i.e. on November 16, 2019.

Now, less than 15 days are remaining in the implementation of the 2 new regional Visas of Australia. This is the reason that applicants and experts are eager to know the key benefits and features attached to these two new Visas. The curiosity is quite high considering that the new visas will replace existing and popular visa categories, i.e. Subclass 489 and Subclass 187 visa.

Overview of 2 new Regional Visas

The new skilled regional provisional visas have been designed for the skilled migrants, and their family members, willing to live and work in Australia- the land down under. Following are the two new skilled regional provisional visas going to start from November 16, 2019:

Skilled Work Regional (Provisional) visa Subclass 491: It has been designed for the applicants who are nominated by a State or Territory government or sponsored by an eligible family member to live and work in the regional part of Australia. It will replace the existing Subclass 489 visa.

Skilled Employer Sponsored Regional (Provisional) visa: It is meant for the applicants sponsored by an employer in regional Australia. This new visa will replace the existing Subclass 187 visa.

The department of Home Affairs has announced the list of occupations eligible for the new Subclass 494 Skilled Employer Sponsored (Regional). The 494 visa will be substituting the current 187 (RSMS) visa and commencing November 16, 2019 the 494 visa has 9,000 places allocated per year. It requires employer sponsorship and the position must be likely to exist for 5 years. It has a 45 year age limit, competent English, RCB advice and must meet the AMSR. Visa applicants must have a suitable skills assessment and at least 3 years’ skilled employment.

The 491 has a pathway to permanent residency through the 191 visa: applicant must have at least three years’ full-time relevant work experience in the nominated occupation or a related field, at the same level of skill
