Citizen insurgency and role of Andean women 2023-02-03
By Linda Lema Tucker .  sociologist
Women are being protagonists of this great story that is yet to be written: the protests of the citizen insurgency. These days, in Lima, great days of democratic struggle are taking place, in which hundreds of women, from the most infinite corners of Peru, with loud and forceful voices, demand the resignation of Dina Boluarte, the closure of Congress and Constituent Assembly.
They left behind their children, the harvest, the cattle. They have broken the private sphere and have joined political affairs, to propose solutions to old problems that are still unresolved. They have faith that a new dawn in Peru is about to arrive. In protests they are distinguished by their colorful and bright skirts, their woven llicllas that they carry on their backs and shoulders, and their wonderful Aymara or Quechua language. They are not willing to return to their towns until Dina resigns, because her resignation is to fulfill that promise they made to the sixty murdered Peruvians, who would fight until the end, until this dictatorial regime abdicates. They carry in their memory and are the inspiration of their struggles, the story of brave Quechua and Aymara heroines, who preceded them as inspiration. They also know that this is a new time, in which the collective force has to overcome the old that has to lay the foundations for a rebirth of a new state, in which forgotten sectors of the country participate in power in a constitution of a new republic.
Women, the streets and the new leaderships These days, with great intensity and force, women march through the streets of Lima, launch harangues, sing and dance huaynitos, demanding the resignation of "la Dina", as they usually call her. We have walked blocks and blocks with them, until the police surprised us and repressed us with tear gas. The gas suffocated, when I saw that, in their saddlebags, they carried handkerchiefs and vinegar to avoid burning in the respiratory tract. We continued marching and he heard the loudest proclamation, "Dina, murderer, the people repudiate you." Until arriving at Plaza Dos de Mayo, where a commission of women waits for the compañeras to get sandwiches and drinks. That solidarity surprises me. But it is striking to see new women leaders, Quechua and Aymara, who, with braids, flip flops and a Peruvian flag tied around their necks, continue to harangue with surprising force, offer interviews and express their feelings and opinions about the meaning of the struggle. of their communities and towns. They do not stop demanding Boluarte's resignation, saying: “She ordered our children and brothers to be killed and has not asked for forgiveness. She is a ruthless woman, who is militarizing our towns to continue killing us." This energetic political possession with which women speak is an expression that something important is happening in deep Peru.
They continue to protest in the central streets of Lima, in addition, they have done so in districts called exclusive, San Isidro and Miraflores, where, before, some "gentlemen" believed they belonged to them. Let us remember that, not long ago, Andean women were kicked out of Larcomar in rejection of their ways of dressing and customs of a country that, paradoxically, has a multiethnic and multicultural origin. In addition, for many years, the program La Paisana Jacinta was broadcast on television, which constituted an insult and a racist attack on the dignity of indigenous peasant women.
That is why, the insurgency that is developing now against this regime, is marked by the historical accumulation of so many abuses, discriminations and violence against the majority of the population that has an indigenous origin, therefore, the necessary democratic change must come from the original peoples in order to eliminate so much pain and establish a different destiny for millions of Peruvians.
Fighters tied to history  Throughout these days, we have observed that women are united by history, that history that feminist women are now writing and that is being repeated today, by Andean women, university students, workers, housewives, and feminists, who they have joined the historic struggle in the streets, in the relief brigades, in the alternative press, in the aid of food on the highways, the women with multicolored skirts, flip flops and huaraca in hand, confront the police – like we have seen in the networks -, actions, all of women to put an end to a totalitarian regime, anti-women, as Micaela Bastidas did in Cusco, or Rita Puma Justo, in Puno, heroines who, like many others, raised their voice of protest and participated in historical episodes, against domination and gender violence, exercised by patriarchal and oppressive regimes, which considered indigenous women as an inferior race and gender.

In total more than 100 thousand people mobilized throughout the country, calling for the resignation of the coup leader Dina Boluarte in Peru. Again there were arrests and injuries. In spite of a gigantic repressive operation and a campaign of fear for several weeks, a multitude participated in the streets of the so-called Third Seizure of Lima this July 19.
The central demands were, besides the departure of Boluarte and the resignation of the entire Congress, a Constituent Assembly to re-found the country. Regarding former president Pedro Castillo, an important sector of the organizations demanded his reinstatement in office, while other sectors demanded immediate elections.

A power-crazed president. A coup plot centered around an armed group taking over the meeting place of the country’s law makers.
No, I’m not talking about Trump and the terrorists who invaded the US Capitol in January of 2021.
Events in two other countries reminded us on Wednesday that we constantly need to stand on guard for democracy.
First to Peru. 🇵🇪
Peru president removed from office and charged with 'rebellion' after alleged coup attempt
Peru’s president, Pedro Castillo, has been removed from office and detained on charges of “rebellion” after he announced he would shutter congress and install a “government of exception” – just hours before he was due to face an impeachment vote.
[ ... ]
In a televised speech, Castillo said he would temporarily shut down congress, launch a “government of exception” to rule by decree and called for new legislative elections.
The move immediately prompted mass resignations from the cabinet, and accusations that Castillo had attempted to seize power illegally.
“I strongly condemn this coup d’état and call on the international community to assist in the democratic re-establishment of democracy in Peru,” tweeted the foreign minister, César Landa, as he announced his resignation. “Castillo took this decision without my knowledge or support.”
Castillo’s bid to avoid an impeachment vote swiftly turned into an own goal as the armed forces and the police withdrew their support, saying, in a joint statement, that Castillo’s move was “contrary to the established constitutional order”.
Meanwhile, Peru’s constitutional court called Castillo’s decision to dissolve congress “a coup” and said the leader was no longer in charge of the country.
[ ... ]
Castillo became president winning by the narrowest of margins in June 2021, shaking up the country’s entrenched class system.
[ ... ]
But the novice president made numerous blunders, appointing barely qualified ministers and accumulating allegations of corruption and influence trafficking linked to his family and allies, which were investigated by the public prosecutor’s office.
[ ... ]
The public prosecutor’s office confirmed late on Wednesday that Castillo had been arrested and charged with allegedly “breaching constitutional order”, after he was accused of an attempted coup and seen fleeing the presidential palace.
Earlier in the day, the country’s national police tweeted that “former president” Pedro Castillo had been detained, shortly after congress voted to remove him.
And meanwhile in Germany. 🇩🇪
'Glimpse Into the Abyss': Germany Takes Out Far-Right Coup Plotters
German police carried out massive raids on Wednesday on a suspected far-right terrorist network which was allegedly plotting to violently overthrow the government.
The network was headed by a minor aristocrat and contained special forces soldiers and a former MP.
Germany’s public service-run Tagesschau reported that with 3,000 police officers targeting 130 locations, the raids were probably the biggest anti-terror operation in modern German history.
The network belonged to the radical Reichsbürger (“Reich citizens”) scene – followers of a distinctly German strand of sovereign citizen ideology, who believe the modern German state is illegitimate, and controlled by a shadowy “deep state.”
Prosecutors said the group believed in a mix of conspiracy ideologies including QAnon, and had even tried to establish contacts with representatives of Russia, who they delusionally believed would help them achieve their goals.
[ ... ]
The morning raids targeted 130 locations across 11 German states. Twenty-five suspects were arrested, including one in Austria and another in Italy, with 22 accused of being members of the alleged terror network, and three others of having acted as supporters. All but one of the arrested suspects were German nationals, bar one Russian national, referred by prosecutors only as Vitalia B, in line with German privacy laws, who is alleged to have helped the network’s attempts to establish contacts with Russia.
[ ... ]
“This isn’t just one of the biggest raids against the far right in Germany in years, it’s actually the largest anti-terror raid ever here,” said Nicholas Potter, an expert on right-wing extremism at the Amadeu Antonio Foundation, a Berlin-based anti-racism organisation..
[ ... ]
“Their plans were very concrete: they wanted to attack the energy grid, storm the Bundestag, establish a ‘new state order’ with their own ‘shadow cabinet’ in waiting, and try state prosecutors and judges at a trial they call Nuremberg 2.0. They wanted civil war. And they allegedly wanted it before Christmas. This is terrorism.”
So in Peru, Pedro Castillo was removed from office and arrested on the same day he tried to shut down Peru’s Congress. That’s what should have happened here on January 6th. Just as Castillo had desired to “rule by decree” Trump has since talked about terminating the US Constitution.
In Germany, an armed far right group with connections to QAnon (and perhaps Russia) was plotting to storm the Bundestag and seize control of the government. That plot is an echo of what happened at the US Capitol. There are still armed extremist groups in the US who are prepared to use force to forward their agenda.
Regardless of country, the real conflict in the world these days is between democracy and tyranny. Those of us who prefer democracy cannot afford to become distracted by minor internal divisions.

According to the latest survey by the Institute of Peruvian Studies (IEP), published in the newspaper La República, disapproval of Dina Boluarte rose five points in the last two weeks. On January 15, it registered that it had 71%, but now it has 76%. The south is the area of the country where the greatest rejection of the president is concentrated with 88%.  *

Peru’s first female president, Dina Boluarte, is embroiled in a scandal over her alleged possession of a collection of Rolex watches and luxury jewellery that has put her at the centre of a corruption investigation.
The unpopular leader shook up her cabinet on Monday, swearing in six new ministers, after a rash of resignations following reports that she owned jewellery worth £400,000 ($502,700) despite earning a monthly presidential salary of around $3,320.
The “Rolexgate” scandal continues to engulf Boluarte’s government days after police rammed open the front door of her residence in Lima on Friday in search of the watches – the first time in Peru’s history that the police have forcibly entered the home of a sitting president.
After launching an investigation last month, prosecutors ordered the raid after Boluarte said she was too busy to attend a hearing last week. She had failed to declare the origin of three watches from the high-end brand, including one worth £11,150, as well as other items such as a £43,000 Cartier bracelet.
Boluarte claimed on Saturday she was the victim of a plot and, in a televised address flanked by ministers, denied she was “corrupt or a thief”.
The scandal began when La Encerrona, a popular Peruvian news podcast, analysed 10,000 images from the presidential Flickr account, revealing Boluarte’s undisclosed collection of luxury watches and jewellery.
Boluarte is far from being the first Peruvian president to be accused of corruption but the allegations have done nothing to improve the reputation of a leader accused of presiding over the killings of nearly 50 people by security forces during widespread protests over the ousting of her predecessor Pedro Castillo in 2022.
When she took office, the former vice-president vowed to fight corruption and stand up for the rural poor, but – largely due to after what Amnesty International called “excessive and lethal use of force” against anti-government protesters – her approval rating barely reaches double figures.
Boluarte, 61, a mid-level civil servant before she became Castillo’s running mate, claimed that the watches and other jewellery were the fruit of a lifetime of work. But such claims were upended during the raid on her home when police discovered a guarantee for one of the luxury watches dated July 2023.
