History of G20 Summit

The Theme of India's G20 presidency
Vasudhaiva Kutumbakam, or "One Earth, One Family, One Future," is the slogan of India's G20 presidency and is derived from the Maha Upanishad, an antiquated work of Sanskrit literature. The main focus of the concept is the significance of all life, including human beings, animals, plants, and microorganisms, as well as how interrelated they are both on Earth and in the wider universe. The subject also emphasises LiFE (Lifestyle for Environment), with its associated environmentally sustainable and responsible choices, both at the level of individual lifestyle and national development, leading to globally transformative activities that result in a cleaner, greener, and bluer future.
What are India's G20 priorities?
1. Green Development, Climate Finance, and Life
The COVID-19 pandemic exposed the brittleness of our systems under the escalating consequences of climate change, providing the opportunity to lead the G20 at a time when existential risks are increasing. In this context, climate change is an important priority for India's presidential Presidency, with a focus on not only climate, finance, and technology, but also on ensuring just energy transitions for developing countries throughout the world.
India offers the world LiFE (Lifestyle for Environment), a behavior-based movement that draws on our nation's rich, ancient sustainable traditions to encourage consumers, and thus markets, to adopt environmentally conscious practises. India recognises that climate change affects industry, society, and sectors. This is closely tied to India's G20 concept of "One Earth. One Family. One Future," or "Vasudhaiva Kutumbakam."
2. Accelerated, Inclusive, and Resilient Growth
For long-term development, there must be swift, resilient, and inclusive growth. India wants to concentrate its G20 chairmanship on industries that have the potential to undergo fundamental change. This involves, among other things, a desire to eliminate the global skills gap, foster the spirit of trade for growth, advance labour rights and ensure worker welfare, and establish inclusive agribusiness value chains and food systems.
3. Accelerating progress on SDGs
Speeding up SDG Progress The crucial component of the 2030 Agenda is aligned with India's G20 Presidency. India is now aware of COVID-19's detrimental effects, which have changed the current decade of action into a decade of rehabilitation. In light of this approach,
India wants the G20 to reaffirm its commitment to achieving the goals set forth in the 2030 Agenda for Sustainable Development.
4. Transformation of Technology and Digital Public Infrastructure
India may emphasise its support for a human-centric approach to technology as the G20 Presidency and encourage more knowledge exchange in crucial areas like financial inclusion, digital public infrastructure, and tech-enabled development in industries ranging from agriculture to education.
5. Multilateral Institutions in the 21st Century
India's G20 goal would be to keep pressing for multilateralism reform that results in a multipolar international system that is more responsible, inclusive, just, equitable, and representational and is suitable for addressing 21st-century challenges.
6. Development led by women
The G20 summit will be used by India to highlight inclusive growth and development, with women's representation and empowerment at the heart of India's G20 discussions. This involves putting a focus on elevating women into leadership roles in order to enhance socioeconomic progress and SDG attainment.

African Union joins G20
The African Union became the second regional grouping to be admitted to the Group of 20 leading industrialized and developing nations as a full permanent member, Indian Prime Minister Narendra Modi announced Saturday at the start of the two-day G20 leaders’ summit in Delhi.
The widely-anticipated move underscores India’s wide-ranging agenda to elevate the global multilateral forum’s focus on the Global South in its presidency of the G20 this year. The 55-member bloc of African nations joins the European Union as only the second regional organization to become a permanent member of the G20.

Brazil to propose new social agenda for the G20, says minister

Brazil will propose adding a civil society wing to the G20 group of the world's largest economies when it takes over as president next week, to add the voices of society to summit meetings, a Brazilian minister said on Monday.
Messages from society to the G20 leaders have mainly come through street protests, sometimes violent ones, but they rarely make it to the negotiation table.
"What the president wants is a sort of social trail that will run parallel to the work of sherpas and finance groups. People from these 20 major economies will thus be able to influence G20 decisions," Marcio Macedo, who is President Luis Inacio Lula da Silva's minister responsible for government relations with civil society told Reuters.
Since it was first created in 1999 as a platform of finance ministers and central bank governors to counter the effects of the Asian financial crisis, the G20 has added discussion groups on subjects from business, labor, women and youth issues, but their input has been limited to round tables.

Washington: The Pentagon said Thursday it was tracking a Chinese spy balloon flying high over the United States, reviving tensions between the two countries just days ahead of a rare visit to Beijing by the top US diplomat.
At President Joe Biden's request, Defense Secretary Lloyd Austin and top military officials considered shooting the balloon down but decided doing so would endanger too many people on the ground, a senior defense official told reporters Thursday.
"Clearly, the intent of this balloon is for surveillance," the official, who spoke on condition of anonymity, said.
The official added that the balloon had flown over the northwest United States, where there are sensitive airbases and strategic nuclear missiles in underground silos, but that the Pentagon did not believe it constituted a particularly dangerous intelligence threat.
"We assess that this balloon has limited additive value from an intelligence collection perspective," the official said.
The discovery of the aircraft comes just days before an expected visit to China by US Secretary of State Antony Blinken, with managing heightened tensions between the two powers at the top of the agenda.
Blinken's visit to Beijing, which follows a meeting last November between Biden and Chinese President Xi Jinping on the sidelines of the G20 summit, will be the first trip to the Asian country by the United States' top diplomat since 2018.
In addition to ongoing disputes over trade and intellectual property, relations between the two countries have frayed particularly over democratically-governed Taiwan, which China has pledged to reunite with the mainland, by force if necessary.
The United States has been selling arms to Taiwan to defend itself, and Biden has said Washington would help protect Taiwan if China attacked.
The defense official said that the balloon entered US airspace "a couple days ago," but that American intelligence had been tracking it well before that.
Austin, who was in the Philippines, held discussions Wednesday with top Pentagon officials after Biden asked about options for dealing with the balloon.
Fighter jets were flown to examine it while it was above Montana as discussions took place.
'Seriousness' of issue
But the Pentagon decision was "not to take kinetic action due to the risk to safety and security of people on the ground from the possible debris field," the official said.
Pentagon spokesman Pat Ryder confirmed the balloon was still being tracked over US airspace.
"The balloon is currently travelling at an altitude well above commercial air traffic. It does not present a military or physical threat to people on the ground," Ryder said in a statement.
China has sent surveillance balloons over the United States in the past.
However, this one has lingered in US airspace much longer, the senior defense official said.
"We are taking steps nevertheless to protect against foreign intelligence collection of sensitive information," the official said.
Austin was in the Philippines this week to strengthen US defense cooperation, including gaining wider access for Pentagon forces at Philippine military bases, in a move that highlights the US view of China as a threat to East Asia.
The defense official said the "the seriousness of the issue" with the balloon had been raised with Beijing officials.
"We have made clear we will do whatever is necessary to protect our people in our own land."
Tensions over Taiwan reached a furor last year when Nancy Pelosi, then-speaker of the US House of Representatives, chose to visit the island.
After Republicans gained control of the chamber in January, questions have been raised over whether her successor will make a similar trip.
"China's brazen disregard for US sovereignty is a destabilizing action that must be addressed, and President Biden cannot be silent," current Speaker Kevin McCarthy tweeted Thursday evening.

Across the world, women's rights are under assault. This global war on women demands urgent international attention — and a forceful collective response. 
Feel-good tick box references to gender equality of the kind made in last week's long-winded and largely unreadable official G7 and Nato statements are not enough.
Sexual violence as a tactic of war, terrorism and political repression is on the rise, warns the UN — so where is the outcry?
Twenty-five years after the adoption of the Beijing Declaration and Platform for Action, happening in democracies and autocracies, in secular societies and religious ones, in rich and poor nations.
Orientalist and Islamophobic tropes notwithstanding, it is not just a problem "over there" in the Global South and in Muslim majority states. It is also a blight on the face of too many Western democracies.
The US Supreme Court's decision to overturn Roe v Wade, the 1973 landmark case protecting women's right to abortion, is a case in point.
And because what happens in America does not stay in America, there are fears the ruling is likely to embolden anti-abortion movements worldwide, including in Europe.
Some modest headway in recognising the unrelenting tide of discrimination and violence facing women worldwide was made at last week's largely self-congratulatory and mostly irrelevant G7 talk fest.
The group's mention of the many challenges and structural barriers facing women and the call for a gender-equal global economic recovery are a "step in the right direction", says the Gender and Development Network.
The G7 did commit to ensuring women's sexual and reproductive health and rights.
But meeting only days after the US Supreme Court decision, neither US president Joe Biden nor any of the other six leaders — joined by the only woman participant, EU Commission president Ursula Von der Leyen — mentioned the right to abortion.
Even the tough-talking hard security-wired Nato summit, which had 11 women leaders in attendance, managed only a passing reference to the UN's under-implemented and under-funded Women, Peace and Security agenda and the Alliance's work to "incorporate gender perspectives across the organisation".
Let's be generous and say these are good beginnings. 
But let's also be honest and say this is cursory, complacent lip service.
The onus is now on Indonesia as the current G20 chair to make sure that gender equality really gets the priority attention it deserves at the summit in Bali in November.
The unnoticed 'care economy'
That means backing up noble intentions with real action on funding and investment in the care economy, a commitment to ensure women's reproductive health and making sure that women do not bear the brunt of the looming global economic slowdown.
Escalating levels of global inequality are eroding fragile but hard-won gains on gender inequality and it is women — particularly those who face multiple and escalating forms of intersectionality — who have been hit hardest.
Even today, the pandemic continues to impact women and girls disproportiontately and this will remain the case amid looming food insecurity, increased energy prices and high levels of inflation.
Russia's war in Ukraine means that Ukrainian women have now joined the ranks of millions more who have suffered the unrelenting human costs of armed conflict from Syria to Yemen and Afghanistan and far beyond.
Sexual violence as a tactic of war, terrorism and political repression is on the rise, warns UN Women.
Afghan women and girls risk facing an even darker future unless there is a "more concerted international effort" to push the Taliban to respect women's rights.
To be effective, however, those putting the pressure on the Taliban must put their own houses in order.
Which brings us back to the damaging global fall-out of the US Supreme Court decision including concerns that it will embolden anti-abortion movements elsewhere. 
Fearing just that, a group of MEPs has asked that anti-abortion lobbyists be banned from the European Parliament. 
Metsola from Malta — where all abortion is illegal
European Parliament president Roberta Metsola, who is from Malta, is believed to have an anti-abortion voting track record and Malta is the only EU country where abortion is not allowed under any circumstances.
Poland's government has adopted a near-total ban on abortion with limited exceptions in the cases of rape, incest, or danger to the mother's life.
And there is the unhappy fact that EU members Bulgaria, the Czech Republic, Hungary, Latvia, Lithuania and Slovakia have yet to ratify the Istanbul Convention, the first legally-binding international instrument on preventing and combating violence against women and girls at the international level. 
The Polish government may withdraw from the agreement and despite widespread public protests and legal pushbacks, Turkey's Council of State recently ruled to uphold president Recep Tayyip Erdogan's decision to take Turkey out of the convention. 
In contrast, Ukraine has ratified the agreement as part of its efforts to meet EU membership criteria. 
There is no denying that advances in women's rights are being made by governments, international organisations, businesses and civil society actors.
But as recent events illustrate, there is much hard work ahead. 
Ending centuries of discrimination, deep-rooted patriarchy and misogyny as well religious extremism and far-right populism which fuel the war on women requires counter-actions on multiple fronts. 
Glib references and occasional mentions of gender equality in speeches and in long, rambling documents are not enough.

I’ve noticed a lot of leaders didn’t bring their spouses to the G20 this year (like POTUS, the new UK PM, Germany, etc.). I wonder if it’s because it was so far for so many of them, or because so many of them planned a ton of stuff around it (also because it was so far)? Either way, I’m sad she’s not with him, but hopefully she can take some time off this week and relax (maybe spend time with her kids/grandkids).
It’s probably because of everyone’s agenda after the G20. And maybe even the G20 agenda this year is different, don’t know. I’m almost sure Brigitte didn’t go because of Emmanuel’s trip next to the APEC summit and then to Tunisia. And like he says often, he already demands so much of her, so if he can spare her and just give her a quiet and peaceful week without these international events, he will!

“Geopolitical issues” should not derail G20 discussions, Brazilian President Luiz Inacio Lula da Silva said Sunday as his country assumed the bloc’s presidency, in an implicit reference to diplomatic wrangling over the Ukraine war.
“We cannot let geopolitical issues sequester the G20 agenda of discussions,” Lula said at the close of the bloc’s annual summit in New Delhi.
“We have no interest in a divided G20. We need peace and cooperation instead of conflict.”
G20 leaders have been deeply riven over the Ukraine war since Moscow’s invasion last year, with Russian President Vladimir Putin skipping the summit entirely to dodge political opprobrium.

Three days after Russia's attack on Ukraine, the discussion about the introduction of a military draft started again. Since then, the idea of compulsory military service has flared up again and again in Germany. Slowly but surely we are supposed to be prepared for it. However, the population is still rather divided on such issues, not least because the overwhelming majority tends to reject a "war-ready" Germany with a "leading role in Europe".
As a trick, however, the state is discussing compulsory social service in order to be able to introduce compulsory military service via the back door. The idea is to gradually get the population in line and then present them with a fait accompli. If we're constantly being bombarded with confused arguments as to why compulsory military service is absolutely necessary, at some point we won't be so sure ourselves whether compulsory military service is really such a bad thing or not.
As a result, the actual steps towards compulsory military service remained largely opaque to us. A constantly changing discourse, which takes on different forms at different times, can quickly have surprising consequences. It's like the movement of the sun across the horizon: if we look at it every minute, it never seems to change its position. But if we wait three or four hours, it may have already set.
What we have seen since February 2022 in the case of compulsory military service can be seen in many of the attacks from above. Agenda 2010 did not come out of nowhere either: since 1982, social benefits for refugees have been gradually cut. From then on - and later with the Asylbewerberleistungsgesetz („Asylum Seekers' Benefits Act“) - a catalog of cuts and sanctions was drawn up that reduced entitlements to a minimum. Together with extensive agitation by BILD and preparation by politicians, such as the Schröder-Blair-Paper.
We can also see this in the refugee debate. The AfD, whose most important topic is the refugee issue, occupies a special position here. But politicians in general are also working with the media to spread more and more hate speech and lies. We recently saw what this leads to in the discussion about Berlin’s public swimming pools. And on New Year's Eve, we can once again expect increased incitement against migrants. This is how politicians legitimize the intensified terror of deportation and the further abolition of the right to asylum - and there is no great outcry.
The whole thing can also be observed on a small scale: for example, increased police deployment is legitimized long in advance for actions on the street. The propaganda together with the special rights for the police before the G20 summit in Hamburg 2017 or the „Day X“ Demonstration in Leipzig 2023 serve as prime examples. These smaller campaigns are then used again to restrict the right of assembly throughout Germany. But, of course, this will also be done in stages, from state to state.
Last but not least, this also applies to the current discussion about the budget. Massive cuts will be made to social services in the future, that is certain. Politicians have been insisting for months that "we" have to make savings. Cuts have already been made at municipal and state level, youth centers have been closed and much more besides. Here, too, we are being bombarded with the wildest justifications and the first steps have already been taken in the direction of the budget cuts.
But why all this?Why do those in power want to impose their attacks on us piecemeal instead of all at once. Why is so much energy being expended on repeatedly stirring up debates and pushing through the smallest changes through day-to-day legislation? The answer is obvious: to prevent us from reacting.
After Agenda 2010, hundreds of thousands took to the streets to demonstrate against the cuts. Such mass protests in a very short space of time are not at all to the liking of those in power. And so they are trying to prevent similarly large-scale resistance by taking these small steps, massaging opinions and normalizing the issues to the public. The whole thing is called "salami tactics". It describes a process in which a small slice is repeatedly cut from a large whole instead of putting everything directly on the table.
This tactic is used in Germany for all issues. At present, attempts are being made to push through all changes as slowly as possible and as quickly as necessary. But even this tactic is subject to fluctuations: In politically dynamic times, in which the ruling class has to rearm faster and faster, decisions have to be implemented without long preparation. One example of this is Scholz's turnaround. In just a few hours, the entire geopolitical orientation of the Federal Republic of Germany was changed.
In order to understand how the class struggle is waged from above, we cannot avoid taking a long-term view and seeing through the strategy. For example now: We don't know exactly when, how and where cuts will be made. But we do know that we are facing massive cuts in the social sector. The extent of this is being concealed from us. But exposing this is precisely our greatest strength. And that's what we need to focus on again and again.
